🎙 FM Sergey Lavrov’s remarks and answers to media questions during a news conference to sum up his visit to the Republic of Uzbekistan

🌐 The CIS Foreign Ministers Council held its meeting in a business-like and trust-based atmosphere, which is the way it should be among friends. We focused on the international situation, which has achieved an unprecedented level of escalation due to the hybrid war unleased by the West to secure its global dominance & to halt objective processes paving the way to the emergence of a multipolar world order.

📃 Russia’s Foreign Policy Concept reserves a special place for promoting wide-reaching partnerships across Eurasia. Organisations in this space, including the #CIS, the #CSTO, the #EAEU & the #SCO have a special role to play in these efforts.

🇺🇳 As regards political matters, we spoke out strongly in favour of respecting the UN Charter & refraining from singling out some of the provisions from it, while failing to comply with others, as is the case for our Western colleagues.

🔹 Despite the sanctions the West has imposed on Russia & Belarus, & despite the fact that the US & the EU have been trying to intimidate all our partners into stopping to work with Russia & Belarus & to impose the so-called secondary sanctions or punish them by other means, trade within the CIS has been on the rise.

🔹 During his visit to Beijing, President of Brazil Luiz Inacio Lula da Silva spoke at a news conference, calling for a move away from the US dollar & reliance on national currencies in mutual trade. This tendency is irreversible.

❗️ Ukraine is used as an expendable product. The stake of the West is not to allow a single event to cast doubt on its claims to dominate the world order.

🇷🇺🇧🇾 December 8 marks 2️⃣5️⃣ years since the signing of the Treaty on the Creation of the Union State between the Russian Federation and the Republic of Belarus, which is aimed at strengthening our friendship and enhancing the prosperity and living standards of our fraternal peoples. Today, we reliably ensure the defence and security of our nations and have created a common economic, legal and humanitarian space within the framework of our integration association.

The establishment of the Union State, which combines the elements of a state and an international organisation, marked a new stage in the bonding of our nations. At the same time, both member states have preserved their sovereignty, independence, territorial integrity and state systems.

📄 The Treaty set out the main spheres and stages of bilateral integration, including the creation of a common customs and economic space, as well as closer humanitarian, foreign policy, defence and security interaction.

Our allied relations with Minsk are an example of mutually beneficial integration in Eurasia.

The Union State stipulates the equal rights of our countries’ citizens to employment, education, medical help and social guarantees, as well as the freedom of movement throughout the territory of the Union State.

👉 The approval of the Guidelines for Implementing the Provisions of the Treaty on the Creation of the Union State in 2021–2023, a document that envisages joint work under 28 sectoral Union programmes and was approved in 2021, has given a powerful impetus to our joint development. Overall, 993 integration measures have been implemented and 211 legal acts and international treaties have been drafted to harmonise the legislations of Russia and Belarus under these programmes. We have established the supranational Customs Committee and Interstate Customs Centre, adopted the State Migration Policy Concept and updated our Military Doctrine.

During a meeting of the Supreme State Council held on January 29, 2024, in St Petersburg, we mapped out new guidelines for 2024-2026, which not only include economic goals but also the creation of a common information space and cooperation in the cultural, humanitarian, scientific, technological and social spheres.

Significant progress has been achieved in forming a common defence and security space. The joint regional grouping of troops (forces) deployed in the Republic of Belarus and advanced Russian defence systems and tactical nuclear weapons reliably protect the western borders of the Union State and the #CSTO.

During the December 6 meeting of the Supreme State Council of the Union State, President of Russia Vladimir Putin and President of Belarus Alexander Lukashenko signed a number of milestone documents, including documents on security guarantees within the Union State and on forming a unified electricity market of the Union State.

In accordance with the bilateral programmes for concerted foreign policy actions, Russian and Belarusian diplomats closely align their agendas and provide mutual support at multilateral platforms.

🤝 Our countries are like-minded partners with regard to almost all key issues of the current period. Amid unprecedented external pressure, our countries are closely cooperating on the international stage and invariably provide genuine allied support to each other.

The Russian-Belarusian relations of alliance and strategic partnership are based on the unshakeable principles of friendship and neighbourliness, mutual respect and regard for each other’s interests. 🎙 Foreign Minister Sergey Lavrov’s remarks at the 13th International Meeting of High Representatives for Security Issues (Moscow, May 28, 2025)

Key talking points:

💬 Global South and East countries are becoming increasingly vocal when discussing and addressing the most urgent and key challenges the world is facing today. This reflects a tectonic shift in international politics, which took place over the past years and continues to this day. It primarily consists of an accelerated emergence of a multipolar world order, as well as new centres of development across the Eurasian continent, Africa and Latin America taking on a bigger role in the global distribution of power.

#BRICS exemplifies constructive multilateral cooperation among major international actors and their partners representing various continents, cultures and religions. It has firmly established itself as one of the pillars of a multipolar world order and a champion of the Global Majority on the international stage.

Upholding international law and seeking guidance from the principles of equality and neighbourly relations, as well as mutual respect and taking into account each other’s interests guarantees peace and stability.

• The conflict in Ukraine (and more fundamentally, the profound security crisis across Europe) was triggered precisely by NATO’s aggressive eastward expansion over decades that was in direct contravention of the solemn assurances by American and European leaders to both Soviet and Russian leadership regarding the alliance’s non-expansion.

The alliance [NATO] is now taking steps to operate outside its area of responsibility, seeking to move into the Asia-Pacific region — the Indo-Pacific, as they call it — threatening to undermine the #ASEAN-centric security architecture that has developed there over decades and allowed the countries in the region and their partners in different parts of the world to successfully cooperate. This causes deep concern for the future of ASEAN and the future well-being of its member states.

• We advocate for the creation, under current conditions, of a global security architecture rooted in the objective trends of multipolarity, the emergence of new growth centres, and one that guarantees equal conditions for the peaceful development of all states without exception. <...> The foundation for this already exists – the UN Charter. What is required is for all to adhere to it in good faith.

• A crucial step towards the goal of global security is the formation of an architecture of equal and indivisible security on the Eurasian continent — the most expansive and resource-rich region, the stability of which underpins the resilience of a multipolar world.

• Russia does not seek to impose anything on anyone and is ready to engage in mutually respectful dialogue with everyone. We will keep perfecting the existing security mechanisms and put them to use as part of our engagement with the #CSTO, #CIS, and the #SCO.

• As a permanent member of the UN Security Council, Russia is aware of the responsibility it has for international relations in all their aspects on the international stage, including in terms of promoting peace, strategic stability, conflict settlement and a unifying agenda.

🗓 On May 27-29, the 13th International Meeting of High Representatives for Security Issues chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu took place in Moscow.

🇷🇺🇰🇭 The event was attended by 126 delegations from 105 countries that are members of #BRICS, the #SCO, #ASEAN, the #CIS, #CELAC, the African Union, the #CSTO, and other international organizations. Cambodia was no exception, joining the comprehensive high-level international dialogue on the future architecture of global security.

❗️ On May 28, the 5th ASEAN-Russia Consultations of the High Representatives for Security Issues were held in on the sidelines of the International Meeting. Participants exchanged views on regional security in Asia-Pacific, discussed issues related to the system of strategic stability and arms control.

💬 From Secretary of the Security Council of Russia Sergey Shoigu’s remarks at a news conference following the meeting:
“The high level of participants and the sheer number of participating countries clearly showed the urgency and the demand for holding such events and dispelled the myth of Russia’s isolation this time again. The participants unanimously noted that the meeting was held in an atmosphere of mutual trust, and the discussions were informative and productive. The open and trust-based dialogue about the need for forming equal and indivisible security architecture served as an effective confirmation of the fact that the multipolar world, in which the security of each country matters, already exists.”


Foreign delegations expressed strong interest in the exhibition ‘Journey across Russia’ by the National Centre, which showcased the diversity of our country’s scientific research and cultural endeavours and the multifaceted achievements of modern-day Russia, as well as in the ‘We Accuse’ photo exhibition about the crimes committed by the Kiev regime during the special military operation in Ukraine, as well as in an exhibition dedicated to the 80th Anniversary of Victory in the Great Patriotic War.

⚡️ Joint Statement by Foreign Ministers of CSTO Member States on Countering Radicalisation Leading to Terrorism and Extremism (June 30, 2025)

📃 The member states of the #CSTO express profound concern over the escalating threats of terrorism and extremism worldwide and acknowledge the existence of numerous internal and external factors that give rise to the grave problem of radicalisation, which fuels violence and facilitates involvement in terrorist and extremist activities.

They unequivocally condemn terrorism and extremism in all their forms and manifestations, underscoring that no act of terrorism or extremism can ever be justified, irrespective of its motivation, timing, or perpetrators. Those responsible for such unlawful acts must be brought to justice.

☝️ The member states voice alarm at the rising number of terrorist and other extremist acts, which pose threats to society and the state, committed under the influence of radical ideologies, including those rooted in neo-Nazism, xenophobia, racism, and other forms of intolerance. They emphasise that terrorism and extremism must not – and cannot – be associated with any religion, nationality, civilisation, or ethnic group.

They stress the impermissibility of any support for, propaganda of, justification of, or incitement to terrorist and extremist activities.

The member states oppose double standards in the sphere of combating terrorism and extremism, as well as attempts to exploit terrorist and extremist groups for self-serving geopolitical aims.

🌐 They reaffirm the importance of consolidating efforts in the international struggle against terrorism and extremism, expressing their readiness to engage in collaborative work based on equitable dialogue and respect for national sovereignty. <...>.

The member states recognise that states must assume a leading role in countering terrorist and extremist threats. In this connection, they underscore the necessity of advancing regional and international collaboration to enhance the capacity of state institutions, emphasising that national experiences, priorities, and contexts must be duly considered in view of differing legal, political, socio-economic, cultural, religious, and other local specificities.<...>

The member states attach paramount importance to implementing comprehensive measures to counter the financing and other forms of support for terrorism and extremism, including through disrupting recruitment, arms supply channels, and the cross-border movement of terrorists.

🤝 They remain committed to further developing collaboration in combating international terrorist and extremist organisations that pose a direct threat to CSTO member states, as well as to neutralising attempts at destructive external interference in the internal affairs of CSTO member states <...>.

The member states intend to coordinate relevant approaches within specialised international and regional organisations to develop effective common measures for countering radicalisation that leads to terrorism and extremism.
