🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Panaji, May 5, 2023)

We have a common vision of problems persisting in the international arena. Our shared desire is to coordinate our actions at the #UN and on the Eurasian continent with such organisations as the #EAEU and #ASEAN, and more globally, to cooperate with the #BRICS countries.

Our colleagues from Central Asia are interested in promoting cooperation on information security and the fight against organised crime and drug trafficking in the SCO space. We think it is important to establish relevant divisions and let them be coordinated by the SCO Regional Anti-Terrorist Structure.

There is an understanding that the role of national currencies in settlements between SCO members should be increased. Practices currently taking shape within the Eurasian Development Bank, the Asian Bank for Reconstruction and Development and the BRICS New Development Bank could be used for this purpose.

#Afghanistan

Today, we came to terms on reaffirming the SCO-Afghanistan Contact Group. This group exists, although it has been some time since it met. One of the reasons is the Taliban’s status. Thus far, it is not recognised “de jure.” We are expecting the Taliban leaders to fulfill their promises on forming an inclusive government not only in terms of ethnic groups but also by ensuring the presence of the entire spectrum of Afghanistan’s political forces. This has yet to be done.

There is convincing evidence to the effect that the US supports the terrorist groups entrenched in the territory of Afghanistan that are opposed to the Taliban, including the Islamic State, the Islamic Movement of East Turkestan, and Al-Qaeda. The Americans have not abandoned their attempts to reintroduce US military infrastructure in the region surrounding Afghanistan, in Central Asia.

Everyone is well aware of the serious threat inherent in these attempts. We will resolutely oppose them.

🇧🇷🇷🇺🇮🇳🇨🇳🇿🇦 On June 1-2, Foreign Minister Sergey Lavrov took part in a #BRICS Foreign Ministers Meeting in Cape Town chaired by South Africa.

The Ministers held an in-depth discussion on a wide range of current international issues, cooperation at multilateral venues, ways to strengthen the BRICS countries’ strategic partnership, BRICS institution building, and preparations for the 15th BRICS summit scheduled for August 22-24.

The delegation heads spoke out for promoting multilateralism, preserving the UN’s leading role in the maintenance of peace and security, ensuring sustainable development, including through broader use of Africa’s potential and combating climate change, as well as boosting cooperation to attain the UN Sustainable Development Goals.

They reaffirmed their resolve to continue working in the five countries’ key areas of strategic partnership in politics, security, culture and humanitarian ties.

One of their priorities is the further development of interaction on the economic and financial tracks and stable operations of the New Development Bank.

Following the meeting, the Foreign Ministers adopted a joint statement.

The agenda also included an extended Friends of BRICS meeting attended by Foreign Ministers from 12 developing countries: Argentina, Bangladesh, the Comoro Islands, Cuba, Gabon, the Democratic Republic of the Congo, Egypt, Indonesia, Iran, Kazakhstan, Saudi Arabia and the UAE. These contacts have become a good tradition and are helping strengthen interaction between the BRICS nations and like-minded countries.

🎙Excerpts from Russian Foreign Minister Sergey Lavrov’s statement following the G20 Summit (New Delhi, 10 September 2023)

Key points:

The G20 Summit has been a unconditional success of the Indian Chairmanship as well as all member nations’ success. The G20 is undergoing an internal reform.

The Global South is eager to strengthen its role in global governance mechanisms, so that the G20 would adequately reflect its real weight in world affairs, including the economic sphere, where BRICS has already surpassed the G7 countries in terms of gross national product.

The summit will give a serious and positive impetus to the efforts to reform the IMF and the WTO (it is also explicitly stated), which are artificially restrained by the Americans and their allies.

It is firmly stated that developing countries will no longer put up with being confronted with a false choice: either to fight poverty or to invest in fighting climate change. This is a false dichotomy. The challenges of economic and social development take centre stage.

I would also like to note the important role played by the Indian presidency, which, for the first time in the history of the G20, has consolidated its participants that represent the Global South. Our #BRICS partners, particularly India, Brazil, and South Africa, were highly active in this regard.

💬 The domination of the “collective West” was based on diverse history including ruthless exploitation of peoples and territories of other countries.

On the basis of this five hundred years, the US & its allies built the model of globalization, which they believed would serve THEM well to continue to be number one in economy, in military exercises, in culture, politics, and so on and so forth. And they thought that they would be using this globalization scheme to continue their domination.

However, other countries, using exactly the principles and instruments of the western globalization, managed to beat the West on its own turf, building economies on the basis of national sovereignty, on the basis of balance of interests with other countries.

We see this process very much underway, which is clearly changing the balance of power in the world, and not to the West liking.

This is especially seen in various conflicts which the West ignites all over the world. Everything goes to keep the hegemony.

The analysis of all these events raises a question: is there a single place where the US intervened with military force, where life has become better?

I think you know the answer 👉 Ruined statehood, human tragedies, and bleak prospects for the future of the countries where the Americans & NATO interfered.

We have to accept the existence of new organizations, new formats, new structures like #BRICS, Shanghai Cooperation Organization, #ASEAN, #AfricanUnion, and many subregional organizations in Africa, CELAC and subregional groups in Latin America. They are going to be the bricks of the new polycentric world. This must be recognized as an objective course of history and this must be respected. This is something which we actually miss when we analyse the modern Western diplomacy. But this is for the West to draw conclusions.

• Russia, as the current president of the organization, has a special responsibility to ensure the fastest and smoothest integration of the new members into the operation of all BRICS mechanisms. This is undoubtedly a cornerstone and high priority task of our Presidency.

• In the relatively short period of its existence, the BRICS association has rapidly developed and transformed into an extensive multi-level mechanism of interaction on a wide range of issues on the global agenda.

🌐 Many perceive BRICS as a prototype of multipolarity, a structure uniting the Global South and East on the principles of equality, sovereignty and mutual respect.

• Support for the principles of multipolarity and a greater role of developing countries in global governance, as well as the fundamental values of the BRICS group, such as the spirit of equality, mutual respect, openness, inclusiveness and constructive cooperation, is an indispensable condition [for joining BRICS].

• We see increasing the role of BRICS counties in the international currency and financial system as a specific task for this year. <...> We believe that creating an independent BRICS payment system is an important goal for the future.

• There has never been a military aspect to cooperation within our group. <...> BRICS does not have plans to build such cooperation, including military drills.

☝️ Russia has never set BRICS in opposition to other international platforms, be it the Group of 20 or the Group of Seven. We believe that the association is unique.

• The recipe for BRICS’ attractiveness and success is based on the absence of a confrontational or “hidden” agenda. I will repeat that it brings together like-minded countries.

1. The BRICS Ministers of Foreign Affairs/International Relations met on 10 June 2024 in Nizhny Novgorod, Russian Federation. They exchanged views on major global and regional trends and issues. They reaffirmed their commitment to strengthening the framework of #BRICS Strategic Partnership under the three pillars of cooperation – politics and security, economy and finance, cultural and people-to-people exchanges. They reaffirmed their commitment to the BRICS spirit featuring mutual respect and understanding, equality, solidarity, openness, inclusiveness, and consensus.

5. Mindful of the 2023 Johannesburg II Declaration the Ministers voiced their support for a comprehensive reform of the #UnitedNations, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council’s memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including BRICS countries, to play a greater role in international affairs, in particular in the United Nations, including its Security Council. They also recognized the legitimate aspirations of African countries, reflected in the Ezulwini Consensus and Sirte Declaration.

15. The Ministers recognised the negative impact on the world economy and sustainable development from unilateral approaches in breach of international law. They expressed concern about the use of unilateral coercive measures, which are incompatible with the principles of the Charter of the UN and produce negative effects on economic growth, trade, energy, health and food security notably in the developing world.

32. The Ministers recalled their national positions concerning the situation in and around #Ukraine as expressed in the appropriate fora, including the UN Security Council and UN General Assembly. The Ministers expressed grave concern at the deterioration of the situation in the Occupied Palestinian Territory, in particular the unprecedented escalation of violence in the #Gaza Strip as a result of the Israeli military operation that led to mass civilian displacement, death and casualties, and destruction of civilian infrastructure. 36. The Ministers reiterated that the principle “African solutions to African problems” should continue to serve as the basis for conflict resolution on the African continent. In this regard they reiterated their support for African peace efforts on the continent, including those undertaken by the African Union, and African sub-regional organisations.

54. The Ministers expressed their full support to the Russian Federation’s BRICS Chairship in 2024 under the theme “Strengthening Multilateralism for Just Global Development and Security”. ⚡️ The Federation Council of the Federal Assembly of the Russian Federation, on the eve of the International Day of Parliamentarism celebrated annually on 30 June in accordance with United Nations General Assembly resolution A/Res/72/278 adopted on 22 May 2018, is calling on international parliamentary organizations and parliaments of the world to work together towards strengthening peaceful and mutually beneficial relations among peoples and nations.

Senators of the Russian Federation note that shaping a new, more just multipolar world order is an objective process. Attempts by the collective West to impose on the international community a unipolar world order based on the self-interested diktat of Washington and a group of its satellites are expectedly failing. In these conditions, parliamentary diplomacy becomes increasingly important in establishing a constructive dialogue among nations.

The Federation Council of the Federal Assembly of the Russian Federation emphasizes that the Inter-Parliamentary Union has a special role to play in making the joint work of legislators from different countries more effective, especially on countering new challenges and threats faced by humanity.

🤝 The senators of the Russian Federation are developing productive cooperation with colleagues from other countries within the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, Parliamentary Assembly of the Collective Security Treaty Organization, Parliamentary Assembly of the Union of Belarus and Russia, Asian Parliamentary Assembly and Asia-Pacific Parliamentary Forum.

The Federation Council of the Federal Assembly of the Russian Federation strongly condemns the openly destructive attempts of the countries of the collective West to block the work of the Russian delegation to the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA).

🎙 Remarks by President of Russia Vladimir Putin at the #CIS Heads of State Council meeting (October 8, 2024)

💬 President Vladimir Putin: Colleagues,

I am delighted to welcome all of you to Moscow for a regular meeting of the CIS Heads of State Council, which Russia is hosting as the current Chair of the Commonwealth.

I would like to emphasise that cooperation within the CIS is one of the Russian Federation's top foreign policy priorities. The member states of the Commonwealth are our closest neighbours, friends, and strategic partners, and we are naturally committed to strengthening our cooperation across the board.

I am confident that we have abundant possibilities for launching new major and mutually beneficial projects in industry, agriculture, finance and infrastructure. <...>

📈 The CIS macroeconomic numbers have noticeably improved, and mutual trade and investment exchanges within the Commonwealth have expanded.

In the first half of the year, the aggregate GDP grew by 4.7%, investment in fixed assets rose by 11.2%, industrial output was up by 4.3 percent, cargo transport volume increased by 4.9%, and retail trade climbed by 8.6%.

🤝 Through our collaborative efforts, we have built a robust financial infrastructure that is immune to external influences. The use of national currencies in mutual payments has expanded, and their share in commercial transactions within the CIS has exceeded 85% and continues to grow.

Import substitution processes are moving fast thus strengthening our country’s technological sovereignty which is critically important considering the challenging global economic and political environment and the unprecedented pressure, particularly in the economy, coming from a number of countries.

Combatting terrorism and extremism, organised crime, drug trafficking, and corruption remains a priority for the CIS collaborative efforts. <...>

Humanitarian ties within the CIS continue to make strides. Partnerships in science, education, culture, and tourism are deepening. <...>

All our countries understand how important it is to preserve common history and prevent its falsification. Young people should certainly know what our peoples achieved during the long period when we lived as a single state, and about heroic deeds of our fathers, especially during the Great Patriotic War.

🏅 In 2025, we will celebrate the 80th Anniversary of Victory in the Great Patriotic War together. In the Commonwealth countries, this will be the Year of Peace and Unity in the Fight Against Nazism. <...>

We have come up with one more specific proposal which is to establish a City of Labour Glory honorary title in the CIS, and bestow it on the CIS cities which made a particularly large contribution to victory in the Great Patriotic War by ensuring the uninterrupted supply of military and civilian products. <...>

As you are aware, Russia holds the chairmanship of BRICS this year. This organisation is gaining momentum and many countries now find it quite attractive. <...>

☝️ We believe that fostering close cooperation among all CIS member states with #BRICS aligns with the interest of strengthening our Commonwealth’s position in the international arena.

💬 Sergey Lavrov: We have completed our meetings as part of the 19th East Asia Summit. President of Russia Vladimir Putin instructed me to represent him at this event.

The discussions evidenced that our Western colleagues, who are #ASEAN partners <…> have been seeking to undermine the multilateral economic and security architecture which has evolved over decades with ASEAN at its core and which has proven its relevance and effectiveness.

However, it is obvious today that the United States and its allies decided to draw the Asia-Pacific Region into NATO’s sphere of interests by creating all these narrow and exclusive US-led military and political associations. <...>

☝️ We have highlighted that this Western policy may lead to the region’s militarisation, while also threatening stability and sustainable development in the Asian part of our shared continent.

Russia reaffirmed its unwavering support for ASEAN countries in their efforts to preserve peace and ensure equal cooperation with all ASEAN partners.

👉 Instead of using the events held as part of the East Asia Summit for pursuing vested political interests, Russia opted for promoting initiatives in several domains, including pandemic response, people-to-people contacts, including tourism, and supporting volunteering. We offer practical avenues for working together which can benefit all the participants and advocate equal and mutually beneficial cooperation. <...>

The Association hosted the Secretary-General of the Shanghai Cooperation Organisation as its guest at the East Asia Summit for the third time. He put forward a proposal to promote closer contacts between the SCO and ASEAN in various spheres that are relevant for the countries involved. <...>

We welcomed the fact that several ASEAN countries want to forge closer ties with #BRICS. Today, this structure acts as one of the cornerstones of a multipolar world order. In just a few days, Kazan will be hosting the BRICS Summit, which will be a major international event. Several ASEAN countries were invited to attend it, and they accepted these invitations.

Excerpts from responses to media questions. Key talking points:

• The final declaration has not been adopted because of the persistent attempts by the United States, Japan, South Korea, Australia and New Zealand to turn it into a purely political statement, contrary to the decades-long practice of East Asia summits, which boils down to preventing the saturation of declarations with confrontational geopolitical narratives.

• When the United States and its allies unanimously reaffirmed their commitment to ASEAN’s central role in facilitating cooperation in the region today, they were being dishonest. Everything they do is aimed at containing Russia and China. Everything that has been accomplished in the ASEAN-centric format over decades is being sacrificed to this goal now. That format was convenient for everyone and incorporated the interests of each and every stakeholder. So, the destructive nature of Washington’s actions in the region is obvious.

We are seriously concerned about re-militarisation of Japan. Having forgotten the lessons of WWII, the Japanese authorities have stated increasing defence spending and augmenting its basic doctrines with a pre-emptive strike capability.
