🗣️ At the start of the talks, H.E. Mr Igor Krasnov recalled that H.E. Mr Vladimir Putin, President of the Russian Federation, during his meeting with Samdech Techo Hun Sen in 2016, praised the Russian-Cambodian friendship, which has been strengthened for almost 70 years since the countries established diplomatic relations. “Russia highly appreciates your personal contribution to the development of bilateral dialogue,” Russian Prosecutor General said.

The Head of the Russian supervisory authority stated that cooperation between law enforcement institutions of the two countries in the field of countering transnational organized crime, including those in digital environment, as well as corruption and other modern challenges, is on the rise.

“Together with our Cambodian colleagues, we have already held a large number of meetings, some of them are still to come,” H.E. Mr Igor Krasnov said. “The main topics include plans to develop collaboration with the relevant authorities of the Kingdom, including joint work in international formats, organization of events to share advanced experience in prosecutorial and supervisory activities, in scientific and educational sphere”.

H.E. Mr Igor Krasnov noted that the Russian Prosecutor General's Office is responsible for ensuring lawfulness in the Armed Forces of the Russian Federation and the military-industrial complex, and in this regard, he expressed his readiness to participate in strengthening partnership relations in the defense sector.

At the end of the meeting, H.E. Mr Igor Krasnov thanked Samdech Techo Hun Sen for the warm welcome, and wished him success in accomplishing state tasks, and peace and prosperity – to the people of Cambodia.

H.E. Mr. Igor Krasnov thanked His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni for the opportunity to meet in person, noting that just two weeks before it turned 69 years since the establishment of diplomatic relations between Russia and Cambodia.

“H.E. Mr Vladimir Putin, President of the Russian Federation, at his meeting with Samdech Akka Moha Sena Padei Techo Hun Sen in May 2016, called Cambodia a long-standing reliable partner of Russia in the Asian region,” the Russian Prosecutor General stressed. “Our Head of State highly appreciates the vibrance of political contacts and cooperation, especially in such areas as defense and security, trade, tourism, and information technology".

🗣️ H.E. Mr Igor Krasnov positively evaluated the productively developing contacts in the sphere of law enforcement. “Modern threats like transnational and digital crime, terrorism, corruption require consolidated and timely response from the competent agencies of all countries,” said the Head of the Russian supervisory authority.

✏️ Russian Prosecutor General informed the King about the documents signed during the visit that opened new opportunities for cooperation with the Ministry of Justice and the Prosecutor General's Office of the Supreme Court of Cambodia in various mutually beneficial forms, including exchange of experience and joint scientific and educational activities.

“From my side, I will make every effort to continue constructive dialogue in the field of law enforcement between our countries,” H.E. Mr Igor Krasnov concluded. He also wished peace, prosperity and well-being to His Majesty Norodom Sihamoni and all the Cambodian people.

In Phnom Penh, H.E. Mr Igor Krasnov Holds Talks with Deputy Prime Minister, Minister of Interior of Cambodia

🗣️ Welcoming H.E. Mr Sar Sokha, Deputy Prime Minister, Minister of Interior of the Kingdom, Russian Prosecutor General noted the positive dynamics in the development of bilateral cooperation. “Russian President Vladimir Putin characterized the relations between our countries as friendly and reliable,” the Head of the Russian supervisory authority stressed. "This meeting also demonstrates the focus on comprehensive strengthening of the dialogue between Russia and Cambodia, which is actively developing in a wide range of areas, including law enforcement.”

Having briefed Deputy Prime Minister on the main powers of the Russian Prosecutor's Office, H.E. Mr Igor Krasnov drew particular attention to the work being done to strengthen international legal cooperation, including in the area of countering cross-border crimes, expressing his conviction that collaboration in this field is an important part of the interstate relations.

📌 H.E. Mr Igor Krasnov recalled the draft Comprehensive Convention against Cybercrime, approved by the UN General Assembly last December, initiated and authored by the Russian Prosecutor General's Office. The signing ceremony will take place in the capital of Vietnam this autumn.

Having emphasized the significant attention paid by the Russian Prosecutor General's Office to improving the professional competencies of its employees on the basis of the departmental University, H.E. Mr Igor Krasnov highlighted the good prospects for interaction along the scientific and educational lines.

✍️ H.E. Mr Igor Krasnov Signs Memorandum of Understanding with the Chairman of the Anti-Corruption Unit of the Kingdom

In the course of the meeting with Kittinitikosalbindit Om Yentieng, Chairman of the Anti-Corruption Unit of the Kingdom of Cambodia, Russian Prosecutor General praised the systematic work carried out in Cambodia to create a robust system of anti-corruption control and said that combating corruption in Russia is also one of the priorities of the state policy.

Having emphasized the particular importance of anti-corruption issues, H.E. Mr Igor Krasnov informed his foreign colleague that the Prosecutor General's Office of the Russian Federation, by virtue of the powers entrusted to it, is the central body for the implementation of the entire range of anti-corruption measures at the state level.

“In addition to control over officials’ income and expenditures, we have broad powers in the area of confiscation of corrupt revenues in civil proceedings,” the Head of the Russian supervisory authority specified. “The Prosecutor's Office also coordinates activities of the entire law enforcement system to combat crime, including corruption”.

H.E. Mr Igor Krasnov highlighted the role of Russian prosecutors within key international formats, including the UN, FATF, Global Operational Network of Anti-Corruption Law Enforcement Authorities.

Having described the formation of public intolerance to corrupt behavior as one of the main directions in this area, the Head of the Russian supervisory authority spoke about the practice of the Russian Prosecutor General's Office in organizing the annual international youth anti-corruption advertising contest “Together Against Corruption!”. In order to popularize the contest in Cambodia, Russian Prosecutor General invited Kittinitikosalbindit Om Yentieng to join the international jury.

🗓 On May 26-27, H.E. Mr Igor Krasnov, Prosecutor General of the Russian Federation, paid his first working visit to the Kingdom. Within two days he conducted seven meetings, which were attended by Russian Ambassador to Cambodia, supervisory authority officials, Russian diplomats and journalists.

🛬 H.E. Mr Anatoly Borovik, Head of the Russian diplomatic mission in Phnom Penh, H.E. Mrs Chea Leang, Prosecutor General of the Supreme Court of the Kingdom, as well as the leadership of the Ministry of Justice of Cambodia met H.E. Mr Igor Krasnov at the ramp of the airplane.

🌹 The visit began with the laying of wreaths at the Independence Monument and at the Statue of His Majesty Preah Bat Samdech Preah Norodom Sihanouk.

✍️ Russian Prosecutor General then met with H.E. Mr Koeut Rith, Deputy Prime Minister and Minister of Justice of the Kingdom. Memorandum of Understanding between the Prosecutor General's Office of Russia and the Ministry of Justice of Cambodia was signed.

💬 Afterwards, H.E. Mr Igor Krasnov held talks with H.E. Mr Chiv Keng, President of the Supreme Court of the Kingdom.

✍️ The first day of the visit concluded with the signing of the Program of Cooperation between the Prosecutor General's Office of the Russian Federation and the Prosecutor General's Office of the Supreme Court of the Kingdom of Cambodia for 2025-2026.

🗓 On May 27-29, the 13th International Meeting of High Representatives for Security Issues chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu took place in Moscow.

🇷🇺🇰🇭 The event was attended by 126 delegations from 105 countries that are members of #BRICS, the #SCO, #ASEAN, the #CIS, #CELAC, the African Union, the #CSTO, and other international organizations. Cambodia was no exception, joining the comprehensive high-level international dialogue on the future architecture of global security.

❗️ On May 28, the 5th ASEAN-Russia Consultations of the High Representatives for Security Issues were held in on the sidelines of the International Meeting. Participants exchanged views on regional security in Asia-Pacific, discussed issues related to the system of strategic stability and arms control.

💬 From Secretary of the Security Council of Russia Sergey Shoigu’s remarks at a news conference following the meeting:

“The high level of participants and the sheer number of participating countries clearly showed the urgency and the demand for holding such events and dispelled the myth of Russia’s isolation this time again. The participants unanimously noted that the meeting was held in an atmosphere of mutual trust, and the discussions were informative and productive. The open and trust-based dialogue about the need for forming equal and indivisible security architecture served as an effective confirmation of the fact that the multipolar world, in which the security of each country matters, already exists.”

Foreign delegations expressed strong interest in the exhibition ‘Journey across Russia’ by the National Centre, which showcased the diversity of our country’s scientific research and cultural endeavours and the multifaceted achievements of modern-day Russia, as well as in the ‘We Accuse’ photo exhibition about the crimes committed by the Kiev regime during the special military operation in Ukraine, as well as in an exhibition dedicated to the 80th Anniversary of Victory in the Great Patriotic War.

The parties exchanged views on prospects for development of the martial art in Russia, as well as the accession of Kun Khmer Federation of Russia to the International Federation of Kun Khmer. 🏆 On June 25, H.E. Mr Eang Sophalleth, Minister of Environment of the Kingdom of Cambodia, handed a Certificate of Appreciation to H.E. Mr Anatoly Borovik, Russian Ambassador, for the project on waste collection and sorting. The head of the ministry emphasized the contribution of the diplomatic mission to the protection of nature and preservation of the ecological balance in the host country.

♻️ The environmental school project is aimed at collecting and sorting plastic, cardboard and aluminum. Its goal is to reduce the amount of waste dumped in landfills, and to promote environmental awareness among the pupils of the Embassy School. As a part of the project, the territory of the diplomatic mission has been equipped with special containers for each type of materials, which are later transferred for recycling. The students also conduct information campaigns, design posters and organize eco-lessons, thereby developing responsibility for the environment and promoting understanding of the principles of #SustainableDevelopment. The main idea is to show that even small steps can lead to big changes in nature protection.

To date, more than 4 tons of recyclable waste has been collected and sent for recycling.

The Head of the diplomatic mission touched upon the relevant topics of Russia's foreign policy, paying special attention to the situation around Ukraine, in particular, the Kiev regime's crimes against Russian civilians and the course of the Istanbul process. The fact that it was the Russian side that initiated the resumption of consultations with Ukraine was emphasized. The need to reach long-term and comprehensive agreements that would address the root causes of the Ukrainian crisis and take into account the new territorial realities was highlighted. The Ambassador presented the reports “The Human Rights Situation in Ukraine” and “Human Rights Situation in Certain Countries”.

H.E. Mr Anatoly Borovik shared the results of the XVII #BRICS Summit (July 6-7, Rio de Janeiro), presenting the main provisions of the Declaration “Strengthening Global South Cooperation for a More Inclusive and Sustainable Governance”. The participation of H.E. Mr Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, in the Foreign Ministers' meetings of #RussiaASEAN, East Asia Summit and #ASEAN Regional Forum on Security (July 10-11, Kuala Lumpur) was announced.
