🗓 On April 3, the 11th Meeting of the ASEAN-Russia Joint Working Group on Counter-Terrorism and Transnational Crime was held online under the Co-Chairmanship of the Lao PDR 🇱🇦 and Russia 🇷🇺.

🔹️This mechanism provides the opportunity for ASEAN and Russia to discuss ways and means of combatting terrorism in all its forms and manifestations, which is of particular importance in the current conditions when international security faces multiple threats.

❗️ ASEAN partners strongly condemned the bloody terrorist attack on March 22 at Crocus City Hall, expressing their solidarity with the Russian side.

🔹️ The meeting participants confirmed their readiness to work together to eradicate the root causes of terrorism and suppress its financing.

🤝 Experts from ASEAN and Russia exchanged views on regional and global threats to anti-terrorism security and confirmed readiness to build up relevant ASEAN-Russia cooperation as well as outlined further practical steps in this field.

🔹️ASEAN and Russia agreed to hold the next meeting of the Joint Working Group in Malaysia 🇲🇾 in 2025.

🗓 Every year on August 8, the ten member countries of the Association of Southeast Asian Nations (#ASEAN) mark ASEAN Day. This date was approved by the ASEAN Standing Committee at its annual meeting in May 2005.

🌏 ASEAN was founded in Bangkok on August 8, 1967, by Indonesia, Malaysia, Singapore, Thailand, and the Philippines, which signed the so-called Bangkok Declaration. Later, this regional organisation was joined by Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and Cambodia (1999).

ASEAN is one of the most successful regional organisations. It has a broad network of various intergovernmental associations involving Russia and other leading world powers: the East Asia Summit (#EAS), ASEAN Regional Forum (#ARF), and ASEAN Defence Ministers Meeting-Plus (#ADMMPlus).

☝️ Promoting ties with ASEAN is Russia’s key foreign policy priority in Asia. The Russian Permanent Mission to ASEAN has been based in Jakarta since 2017. In 2018, Russia-ASEAN relations reached the level of strategic partnership, resulting in closer coordination on current global and regional issues with the ten member countries at leading multilateral venues, including the UN.

🤝 On July 26 and 27, Foreign Minister Sergey Lavrov attended annual ministerial events held by the Association of Southeast Asian Nations in Vientiane. He took part in Foreign Ministers’ meetings in the Russia-ASEAN format, as well as within the East Asia Summit and the ASEAN Regional Forum.

💬 President Vladimir Putin at the Russia-ASEAN Summit (October 28, 2021): "Strengthening ties with ASEAN and its member states has always been and remains one of Russia's foreign policy priorities. <...> I would like to point out that the positions of Russia and the ASEAN states on key global and regional matters are similar in many respects. 🗓 On September 19, the delegation of the Ministry of Economic Development of the Russian Federation 🇷🇺 headed by the Deputy Minister Vladimir Ilichev took part in the 13th ASEAN Economic Ministers (#AEM)-Russia Consultation in Vientiane, Laos 🇱🇦.

🔹️The parties discussed tangible outcomes of the ASEAN-Russia Trade and Investment Work Programme 2021-2025 and highlighted key projects in the following spheres: food and energy security, trade liberalisation, stability of financial system and payments, tourism promotion, digital and creative economy.

🔹️Russia proposed to further strengthen cooperation in the areas of regulatory policy, digital economy and mitigation of impact of climate change.

🗓 On January 27, Russian Foreign Minister Sergey Lavrov convened a customary meeting with the ambassadors of the Association of Southeast Asian Nations (#ASEAN) member states accredited in Moscow.

The attendees engaged in a substantive dialogue regarding the execution of resolutions made by the leaders of our nation and the ASEAN 10 nations concerning the advancement of the Russia-ASEAN strategic partnership, alongside the preparation of a new programme document for the medium term.

The primary focus was on initiatives to enhance practical collaboration, including the involvement of the ASEAN Moscow Committee. Steps were delineated to diversify cooperation across the domains of economy, energy, science and high technologies, digital transformation, and the expansion of business and youth exchanges.

The discourse on pressing global and regional matters reaffirmed the alignment of approaches between our country and the Association in constructing a sustainable security framework in the Asia-Pacific region, grounded in the principles of adherence to international law, equality, and openness. Particular attention was directed towards deepening integration within the Eurasian space, fostering ASEAN’s connections with the EAEU and the SCO.

🤝 The event was conducted in a traditionally amicable atmosphere.

🔈 On February 18, H.E. Mr Anatoly Borovik, Ambassador of the Russian Federation to the Kingdom of Cambodia, delivered a lecture "Russia's Strategy in the Asia-Pacific Region" for the students of the Royal University of Phnom Penh.

The Ambassador presented the Russian vision of regional issues, specifying the contrast between the Asia-Pacific and Indo-Pacific approaches and highlighting the essence of the draft Eurasian Charter of Diversity and Multipolarity in the XXI century.

“At the heart of the vision is the belief that the world is undergoing a fundamental transformation, shifting irreversibly towards multipolarity. This shift provides an opportunity to establish a fair, democratic, and inclusive world order, where no single power dominates, and all nations contribute to global stability and prosperity”, outlined the Ambassador.


The lecture was followed by Q&A discussion on topics of interest to the audience, including Russian-Cambodian relations and the most pressing issues on the global agenda. The session was moderated by Dr Neak Chandarith, Director of Institute for International Studies and Public Policy of the Royal University.

🗓 On June 4, H.E. Mr Anatoly Borovik, Russian Ambassador to Cambodia, met with H.E. Mr Kung Phoak, Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom.

The parties discussed topical issues of Russia-ASEAN relations, as well as prospects for expanding cooperation within multilateral frameworks.

🌏 On July 10-11 in Kuala Lumpur, Russia's Foreign Minister Sergey Lavrov will attend the annual ministerial events of the Association of Southeast Asian Nations (#ASEAN), including Foreign Ministers’ meetings in the format of Russia-ASEAN, the East Asia Summit (#EAS), and the ASEAN Regional Forum (#ARF) on security.

ASEAN is the centrepiece of a system of interstate associations involving leading global powers and cooperation processes in the Asia-Pacific Region (APR).

In the context of growing geopolitical risks, the current imperative is to strengthen the ASEAN-based architecture of security and cooperation, in particular, by enhancing the practical activities of its main multilateral mechanisms, including the EAS and the ARF.

☝️ Russia-ASEAN relations are a vital stabilising factor in the region amid the growing conflict potential in the APR. Moscow views ASEAN as a key partner in the implementation of President Vladimir Putin’s initiative for creating a Eurasian security architecture.

This year marks the 20th anniversary of the first #RussiaASEAN summit, which was also held in Kuala Lumpur. During the Russia-ASEAN Ministerial Meeting on July 10, the sides will discuss a broad range of political, trade, economic, social and cultural issues in the framework of the implementation of the five-year Comprehensive Plan of Action to Implement the ASEAN-Russia Strategic Partnership, which their leaders approved in 2021, as well as the preparation of a similar document for the next five years. <...>

📈 In 2024, Russia’s trade with ASEAN countries has increased by 5.8 percent and reached $23.2 billion. Their total investment in the Russian economy in January through September 2024 amounted to $2.3 billion, and Russia’s total investment in Southeast Asia was $12.4 billion. <...>

The Association has been successfully developing links with both the #EAEU and the #SCO, building upon the memorandums of understanding between ASEAN and the EEC (2018) as well as the SCO Secretariat (2005).

👉 The East Asia Summit serves as a platform for strategic dialogue among Asia-Pacific leaders, including on issues such as strengthening regional security architecture. Priority areas of sectoral cooperation span the economy, energy, environmental protection, public healthcare, maritime cooperation, emergency response, food security, education and regional connectivity. <...>

Russia has put forward a package of specific initiatives for the East Asia Summit. These proposals comprise creating a pan-regional collaboration mechanism for epidemic prevention, strengthening economic links through expanded tourism collaboration and remote regions development.

For 2025, we have proposed that EAS leaders adopt a joint statement on enhancing social and cultural connectivity.

👉 We regard the ASEAN Regional Forum (ARF) as one of the crucial platforms for addressing topical regional challenges, developing measures to build confidence and advance preventive diplomacy, as well as fostering depoliticised security cooperation.

Forum participants will approve several practical initiatives. Russia’s priorities include enhancing capabilities to prevent the use of information and communications technologies for criminal purposes.

🎙 On July 10, H.E. Mr Anatoly Borovik, Russian Ambassador to Cambodia, held a briefing for representatives of ministries and agencies, public organizations, think tanks and mass media of the Kingdom.

The Head of the diplomatic mission touched upon the relevant topics of Russia's foreign policy, paying special attention to the situation around Ukraine, in particular, the Kiev regime's crimes against Russian civilians and the course of the Istanbul process. The fact that it was the Russian side that initiated the resumption of consultations with Ukraine was emphasized. The need to reach long-term and comprehensive agreements that would address the root causes of the Ukrainian crisis and take into account the new territorial realities was highlighted. The Ambassador presented the reports “The Human Rights Situation in Ukraine” and “Human Rights Situation in Certain Countries”.

H.E. Mr Anatoly Borovik shared the results of the XVII #BRICS Summit (July 6-7, Rio de Janeiro), presenting the main provisions of the Declaration “Strengthening Global South Cooperation for a More Inclusive and Sustainable Governance”. The participation of H.E. Mr Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, in the Foreign Ministers' meetings of #RussiaASEAN, East Asia Summit and #ASEAN Regional Forum on Security (July 10-11, Kuala Lumpur) was announced.

💬 The briefing concluded with a Q&A session attended by Captain 1st Rank Ivan Stadchenko, Military, Air and Naval Attaché of the Embassy.
