🎙 FM Sergey Lavrov’s remarks and answers to media questions during a news conference to sum up his visit to the Republic of Uzbekistan

📍 Samarkand, April 14, 2023

🌐 The CIS Foreign Ministers Council held its meeting in a business-like and trust-based atmosphere, which is the way it should be among friends. We focused on the international situation, which has achieved an unprecedented level of escalation due to the hybrid war unleased by the West to secure its global dominance & to halt objective processes paving the way to the emergence of a multipolar world order.

📃 Russia’s Foreign Policy Concept reserves a special place for promoting wide-reaching partnerships across Eurasia. Organisations in this space, including the #CIS, the #CSTO, the #EAEU & the #SCO have a special role to play in these efforts.

🇺🇳 As regards political matters, we spoke out strongly in favour of respecting the UN Charter & refraining from singling out some of the provisions from it, while failing to comply with others, as is the case for our Western colleagues.

🔹 Despite the sanctions the West has imposed on Russia & Belarus, & despite the fact that the US & the EU have been trying to intimidate all our partners into stopping to work with Russia & Belarus & to impose the so-called secondary sanctions or punish them by other means, trade within the CIS has been on the rise.

🔹 During his visit to Beijing, President of Brazil Luiz Inacio Lula da Silva spoke at a news conference, calling for a move away from the US dollar & reliance on national currencies in mutual trade. This tendency is irreversible.

❗️ Ukraine is used as an expendable product. The stake of the West is not to allow a single event to cast doubt on its claims to dominate the world order.

🗓 Foreign Minister Sergey Lavrov attended the meeting of the Shanghai Cooperation Organisation’s Foreign Ministers Council, held in Panaji, state of Goa, India, on May 4 and 5.

The Foreign Ministers discussed the agenda for the upcoming meeting of the #SCO Heads of State Council (HSC), which is scheduled to take place in New Delhi on July 3 and 4. Among other things, they reviewed draft documents to be submitted to the heads of state.

🌐 The Ministers paid special attention to expanding the organisation’s membership, with Iran expected to be granted full SCO membership at the upcoming summit. Procedures to accept Belarus into the organisation have been launched and are well underway. Bahrain, Kuwait, Myanmar, the Maldives and the UAE are about to join SCO-led cooperation efforts as new dialogue partners.

The meeting included a detailed exchange of views on key regional and international matters, during which the participants were unanimous in stating the importance of deeper foreign policy coordination among SCO countries, primarily at the UN.

In the context of the combined efforts by SCO member states to counter terrorism, extremism, drug trafficking and cross-border organised crime, the foreign ministers paid special attention to the situation in Afghanistan, considering the urgency of preventing the instability there from spilling over into the SCO space.

🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Panaji, May 5, 2023)

We have a common vision of problems persisting in the international arena. Our shared desire is to coordinate our actions at the #UN and on the Eurasian continent with such organisations as the #EAEU and #ASEAN, and more globally, to cooperate with the #BRICS countries.

Our colleagues from Central Asia are interested in promoting cooperation on information security and the fight against organised crime and drug trafficking in the SCO space. We think it is important to establish relevant divisions and let them be coordinated by the SCO Regional Anti-Terrorist Structure.

There is an understanding that the role of national currencies in settlements between SCO members should be increased. Practices currently taking shape within the Eurasian Development Bank, the Asian Bank for Reconstruction and Development and the BRICS New Development Bank could be used for this purpose.

#Afghanistan

Today, we came to terms on reaffirming the SCO-Afghanistan Contact Group. This group exists, although it has been some time since it met. One of the reasons is the Taliban’s status. Thus far, it is not recognised “de jure.” We are expecting the Taliban leaders to fulfill their promises on forming an inclusive government not only in terms of ethnic groups but also by ensuring the presence of the entire spectrum of Afghanistan’s political forces. This has yet to be done.

There is convincing evidence to the effect that the US supports the terrorist groups entrenched in the territory of Afghanistan that are opposed to the Taliban, including the Islamic State, the Islamic Movement of East Turkestan, and Al-Qaeda. The Americans have not abandoned their attempts to reintroduce US military infrastructure in the region surrounding Afghanistan, in Central Asia.

Everyone is well aware of the serious threat inherent in these attempts. We will resolutely oppose them.

📅 On September 7, Russia's Foreign Minister Sergey #Lavrov attended the 18th East Asia Summit (#EAS) held in Jakarta.

During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russia’s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #ASEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests.

☝️ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATO’s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUKUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region.

He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region.

🤝 The Minister reaffirmed Russia’s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.

🗓 On October 12, the ASEAN Centre in MGIMO University held its annual international conference “Russia and ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes, and Global Context” in Moscow 🇷🇺.

🔹️This year the conference was devoted to the 5th Anniversary of the ASEAN-Russia Strategic Partnership. Participants discussed multiple issues relevant to the ASEAN-Russia political, economic and energy cooperation in the context of global turbulence as well as new promising areas for ASEAN-Russia Strategic Partnership. Cross-platform cooperation between #ASEAN, #EAEU and #SCO was also on the agenda.

🔹️ Deputy Minister of Foreign Affairs of the Russian Federation H.E. Mr. Andrey Rudenko, the #EEC Minister for Integration and Macroeconomics H.E. Mr. Sergey Glazyev and Ambassador of the Russian Federation to ASEAN H.E. Mr. Evgeny Zagaynov among others addressed the meeting.

🔹️The conference has been held within the RISA Convention framework since 2016 and annually brings together, leading world and Russian experts on the Southeast Asia and ASEAN, diplomats, representatives of business and civil society, students and young researchers.

🗓 On May 20-21, Foreign Minister Sergey Lavrov took part in the Foreign Ministers Council meeting of the Shanghai Cooperation Organisation member-countries.

The participants focused on the organisation’s activities in the context of preparations for the meeting of the SCO Heads of State Council meeting in Astana on July 3-4. They also discussed draft documents to be presented for the leaders’ consideration.

The participants will reflect their coordinated approaches to the SCO’s further development and current global and regional issues in the Astana Declaration.

The admission of Belarus will be an important step towards strengthening the #SCO. The Ministers endorsed the relevant draft decisions of the Heads of State Council.

They also coordinated proposals of the SCO Foreign Ministers Council on comprehensive improvement of the organisation’s activities in the context of current geopolitical realities.

They adopted draft leadership statements and conceptual documents as a foundation for promoting cooperation in energy, transport, logistics and environmental protection.

During a detailed exchange of views on key regional and international issues, the Ministers discussed the situation in the Gaza Strip and the Middle East as a whole, and, in part, settlement of the Palestinian-Israeli conflict.

They paid special attention to the SCO’s efforts to facilitate stabilization in Afghanistan, considering the importance of this factor for the security of the SCO space.

🎙 Foreign Minister Sergey Lavrov’s remarks at the 13th International Meeting of High Representatives for Security Issues (Moscow, May 28, 2025)

Key talking points:

💬 Global South and East countries are becoming increasingly vocal when discussing and addressing the most urgent and key challenges the world is facing today. This reflects a tectonic shift in international politics, which took place over the past years and continues to this day. It primarily consists of an accelerated emergence of a multipolar world order, as well as new centres of development across the Eurasian continent, Africa and Latin America taking on a bigger role in the global distribution of power.

#BRICS exemplifies constructive multilateral cooperation among major international actors and their partners representing various continents, cultures and religions. It has firmly established itself as one of the pillars of a multipolar world order and a champion of the Global Majority on the international stage.

Upholding international law and seeking guidance from the principles of equality and neighbourly relations, as well as mutual respect and taking into account each other’s interests guarantees peace and stability.

• The conflict in Ukraine (and more fundamentally, the profound security crisis across Europe) was triggered precisely by NATO’s aggressive eastward expansion over decades that was in direct contravention of the solemn assurances by American and European leaders to both Soviet and Russian leadership regarding the alliance’s non-expansion.

The alliance [NATO] is now taking steps to operate outside its area of responsibility, seeking to move into the Asia-Pacific region — the Indo-Pacific, as they call it — threatening to undermine the #ASEAN-centric security architecture that has developed there over decades and allowed the countries in the region and their partners in different parts of the world to successfully cooperate. This causes deep concern for the future of ASEAN and the future well-being of its member states.

• We advocate for the creation, under current conditions, of a global security architecture rooted in the objective trends of multipolarity, the emergence of new growth centres, and one that guarantees equal conditions for the peaceful development of all states without exception. <...> The foundation for this already exists – the UN Charter. What is required is for all to adhere to it in good faith.

• A crucial step towards the goal of global security is the formation of an architecture of equal and indivisible security on the Eurasian continent — the most expansive and resource-rich region, the stability of which underpins the resilience of a multipolar world.

• Russia does not seek to impose anything on anyone and is ready to engage in mutually respectful dialogue with everyone. We will keep perfecting the existing security mechanisms and put them to use as part of our engagement with the #CSTO, #CIS, and the #SCO.

• As a permanent member of the UN Security Council, Russia is aware of the responsibility it has for international relations in all their aspects on the international stage, including in terms of promoting peace, strategic stability, conflict settlement and a unifying agenda.
