​​⚠️ We continue to carefully record the facts of the inhumane treatment of civilians and use of residential buildings, educational institutions, cultural buildings and other social infrastructure facilities for military purposes by Ukrainian armed groups:

🔹 in Zaporozhye, in the Children's Art Palace (Zaporozhskaya sq.), nationalists have deployed a strongpoint, an armament and munitions depot, as well as firing and sniper positions along the perimeter of the institution and at the upper floors of nearest residential buildings;

🔹 in Kramatorsk, Donetsk People's Republic, in the residence of technological vocational school (Uralskaya st.) and in the gymnasium №1 (Arkhangelskaya st.), militants of Ukrainian nationalist groups have deployed barracks, as well as armoured equipment and large-calibre artillery at Yubileyny park;

🔹 in Bakhmut, Donetsk People's Republic, in the industrial vocational college (Chaykovskogo st.), AFU units have deployed provisional bases, as well as armoured equipment, mortar positions and heavy artillery at the adjacent territory. Militants restrict local residents to leave their houses, all their attempts to evacuate to safe areas are severely suppressed.

❗️ These facts show the inhumane treatment of the Ukrainian authorities to the civilian population and their total disregard to the international humanitarian law. Despite the repeated statements by the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, this kind of cynical acts committed by the Kiev regime have been ignored by the international society until now.

⚠️ According to reliable information, militants of nationalist groups are preparing a provocation with the use of toxic substances in Nikolaevka, Donetsk People's Republic. For this purpose, the Ukrainian neo-Nazis brought tanks with liquid chlorine (over 6,000 litres) to the pumping and filtration station of the Slavyansk TPP, which they had mined and planned to blow up when units of Russian troops and formations of the Donetsk People's Republic approach.

❗️We warn the "civilized West" in advance of an impending provocation in which the Ukrainian authorities will once again accuse the Russian military of allegedly indiscriminate strikes on chemically hazardous facilities, with wide spread of fabricated material in the Ukrainian and Western media.

⚠️Ukrainian armed formations, by using chemical industry facilities to house their units and military equipment, are deliberately creating conditions for man-made accidents that could affect thousands of civilians:

🔹in Nikolaev, militants have equipped artillery and MLRS positions on the territory of the UkrGIAP company (Vladimir Stanko Street);

🔹in Kharkov, territorial defence units and heavy weaponry are deployed at Kharkov Khimprom LTD. (Promyshlennaya Street);

🔹in Odessa, armoured vehicles and large-calibre artillery of AFU units are deployed in the immediate vicinity of Odessa Port Refrigerator (Customs Square str.).

❗️Once again, we call on the world community, the United Nations, the Organisation for the Prohibition of Chemical Weapons and other international organisations to influence official Kiev and take effective measures to prevent Ukrainian armed formations from using chemically hazardous facilities for military purposes.

​​📑The special military operation has led to forming the final report on DTRA activity dated from 2005 to 2016.

🗂The document contains the data on evaluation of healthcare, veterinary and biosecurity system efficiency prepared by a group of U.S. experts in 2016.

▫️This report is a concept document designed for further planification of military-biological activity of the Pentagon in Ukraine that contains conclusions on implementation of the programme guidelines.

❗️Despite the more than 10-year-long period of cooperation in the alleged '...reduction of biological threats...', the experts have stated: '...There is no legislation on the control of highly dangerous pathogens in the country, there are significant deficiencies in biosafety... The current state of resources makes it impossible for laboratories to respond effectively to public health emergencies...'

▫️The document emphasises that '...over the past five years, Ukraine has shown no progress in implementing international health regulations of the World Health Organisation'.

❗️The report pays particular attention to non-compliance with biosafety requirements when working and storing microbial collections. It has been stated '...that most facilities are characterised by numerous gross violations, such as unlocked fencing systems, unlatching windows, broken or inactive pathogen restriction systems, lack of alarm systems...' The results of the review conclude that there is no system for protecting dangerous pathogens in Ukraine.

▫️At the same time, the activities of the Defence Threat Reduction Agency (DTRA) have been assessed positively: the organisation has managed to bring the national collection of microorganisms to the United States, to organise biological assessment work and to implement projects to study particularly dangerous and economically significant infections that could cause a worsening (changing) epidemic situation.

▫️The report makes the case for continuing this work on behalf of the Pentagon that has cost more than $250 million since 2005. The document is annexed with ambiguous comments about the sponsors and implementers of the Biological Threat Reduction Programme in Ukraine that have nothing to do with biosecurity issues. In particular, the Soros Foundation is mentioned with the notation '...contributed to the development of an open and democratic society...'

▫️It confirms again that the official activities of the Pentagon in Ukraine are just a front for illegal military and biological research.

​​⚡️Emergency Statement of the Joint Coordination Headquarters for Humanitarian Response in Ukraine

▫️According to the Russian Defence Ministry, the Kiev regime in Slavyansk has completed preparations for a monstrous provocation using highly toxic substances. In the next few days, SSU officers plan to blow up tanks with more than 120 tonnes of the chemically hazardous substance, hexane, at the oil and fats plant.

▫️Explosion of the hexane tanks would create a toxic cloud that would spread more than 10 kilometres away. All residential areas of Slavyansk and nearby settlements will be in the chemical attack zone.

▫️The specific cynicism of such inhuman actions by the Ukrainian authorities is that they are prepared to sacrifice tens of thousands of their own citizens living in Slavyansk, as well as servicemen of the Ukrainian armed formations stationed in the city, to achieve their criminal goals.

▫️Hexane is a powerful neurotoxin and carcinogen. Irritating to skin, affects lungs if inhaled, acts as a strong narcotic, causes drowsiness, dizziness, peripheral nervous system damage, numbness of legs, central nervous system depression and eye irritation. Prolonged inhalation of hexane causes chronic poisoning, leading to serious nervous system disorders, manifested by decreased sensitivity, rapid fatigue, decreased muscle tone and headaches. However, because hexane is capable of igniting spontaneously at ambient temperatures of plus 23-38ºC (followed by intense combustion and high heat release), an explosion could also occur due to the abnormally high ambient air temperature currently prevailing in Slavyansk district. The most effective emergency measures for protection against hexane vapour are to take cover indoors and to close windows and doors tightly. In case of poisoning, ensure fresh air supply to the victim and protect the respiratory system and skin.

▫️We recommend that the residents of Slavyansk and neighbouring localities take the necessary protective measures immediately.

▫️The purpose of this provocation is to accuse the Russian Armed Forces and Donetsk People's Republic formations of allegedly indiscriminate strikes against potentially dangerous objects, using a well-established scenario, followed by extensive coverage in the Ukrainian and Western media.

▫️We once again emphasize that during the special military operation, the Russian armed forces and military formations of the Donetsk and Lugansk people's republics are not targeting civilian infrastructure.

▫️We call on the United Nations, the International Committee of the Red Cross and the Organisation for the Prohibition of Chemical Weapons to immediately influence the Ukrainian authorities and take effective measures to prevent this provocation.

⚡️ Russian Defence Ministry report on the progress of the special military operation in Ukraine (September 5, 2022)

Despite the presence of IAEA representatives at Zaporozhye nuclear power plant, Kiev regime continues provocations aimed at posing a threat to create a technological disaster.

◽️ On September 4, Ukrainian troops used an attack unmanned aerial vehicle towards the nuclear power plant. By virtue of Russian electronic countermeasures means, the Ukrainian drone lost control and fell down one kilometre far from the Zaporozhye nuclear power plant.

◽️ 2 artillery attacks launched at Energodar have been recorder over the night. A total of 6 artillery projectiles have been launched from the circumferences of Marganets and Nikopol (Dnepropetrovsk region). AFU units have been neutralised by Russian artillery's counter-attack.

◽️ The radiation environment at the Zaporozhye nuclear power plant remains normal.
