📄 Excerpts from the Concept of the Foreign Policy of the Russian Federation
Regional tracks of the foreign policy of Russia: The Arctic and Antarctica
#Arctic
🇷🇺 Russia is seeking to preserve peace and stability, enhance environmental sustainability, reduce threats to national security in the Arctic, create favourable international conditions for the social and economic development of the Arctic zone of Russia, as well as to advance the #NorthernSeaRoute as a competitive national transport corridor making possible its international use for transportations between Europe and Asia. #Arctic4You
In pursuing these aims, Russia is going to focus on:
1) peacefully resolving international issues, related to the Arctic, proceeding from the premise of the special responsibility of the Arctic states for the sustainable development of the region and the sufficiency of the United Nations Convention on the Law of the Sea dated 10 December 1982 for regulating interstate relations in the Arctic Ocean;
2) counteracting the unfriendly states' policy aimed at militarization of the region and limiting Russia's ability to exercise its sovereign rights in the Arctic zone of the Russian Federation;
3) ensuring the unalterability of the historically established international legal regime of the inland maritime waters of the Russian Federation;
4) establishing a mutually beneficial cooperation with the non Arctic states pursuing a constructive policy toward Russia and interested in international activities in the Arctic, including developing infrastructure of the Northern Sea Route.
#Antarctica
🇷🇺 Russia is interested in preserving Antarctica as a demilitarized space of peace, stability and cooperation, maintaining environmental sustainability and expanding its presence in the region.
For these purposes, Russia intends to give priority attention to preservation, effective implementation and progressive development of the Antarctic Treaty System of December 1, 1959.

Forming the BRICS agenda on Arctic cooperation
♻️ Prospects for BRICS countries’ cooperation in the Arctic region were discussed in Moscow by the participants of the Think Arctic - Think Global international project.
🔸Special focus was placed on different spheres of Arctic cooperation, including mining, agriculture, support for indigenous peoples and protection of fragile ecosystems.
🔸The session brought together experts of the academic community from Russia, Brazil, India, China and South Africa. The participants also addressed issues related to the key role of the Arctic region in ensuring energy, transport and food security of the BRICS members.
🤝 According to Nikolay Korchunov, Ambassador at Large for the Arctic Cooperation at the Ministry of Foreign Affairs, the Russian side sees an opportunity for multilateral engagement in Arctic in the light of Russia’s upcoming chairmanship within the Arctic Council in 2024.

🎙 Russian Foreign Minister Sergey Lavrov:
The Northern Sea Route is receiving significant interest, not just from #Arctic countries, but also from strategic partners like China and India which are joining these projects.
☝️ This will create a new configuration for the international transport network with global-scale consequences and significant cost savings for global trade.

🇷🇺⚓️ In early November 2024, the research expedition vessel “Akademik Fedorov” of the #Arctic and #Antarctic Research Institute, with participants of the 70th Russian Antarctic Expedition (RAE) onboard, left St. Petersburg for Antarctica.
Several days ago, the vessel arrived to Cape Town to replenish fuel and food supplies, following which it will set sail again, to cross the Southern Ocean and reach the shores of Antarctica.
Under the 70th RAE, intense work on 65 scientific programs is planned. For instance, five of them are related to the research of Antarctic lakes, which will contribute to the general studies of climate change.
🌍 A significant volume of research will be done in the field of magnetic activity in near-Earth space and the assessment of the state of the Sun, interplanetary and near-Earth space, the level of solar ultraviolet radiation – to predict the impact on the human body and epidermis.
🤝 Also, much work is planned at the Russkaya base including preparation of the facility’s infrastructure for year-round operation, as well as implementation of a range of short-term scientific programs.

🇷🇺 Russia has built a wintering complex in the coldest and most hard-to-reach place on Earth
A new wintering complex has been put into operation at Russia’s #Vostok station in Central #Antarctica.
🧊A modern facility with an area of about 3,000 square meters, equipped with everything necessary for the safe and comfortable work of polar explorers in extreme conditions, was erected in less than five years.
Participants of the ongoing 7️⃣0️⃣th Russian Antarctic expedition of the #Arctic and #Antarctic Research Institute will housewarm the new polar house. In January 2024, the new wintering complex was put into trial operation.
🧊 During the polar winter, when the Vostok Station operated autonomously for nine months, life support systems were tested. The new facility successfully passed the tests: at temperatures below -80°C outside, the indoor temperature was maintained at up to +25°C.
The station will be able to accommodate up to 35 scientists during the summer season and up to 15 people during winter.

In 2022, some countries decided to self-isolate within the Arctic Council, thus weakening its role as the most important format for international cooperation in the #Arctic and the main body for developing collective solutions to pressing issues on the regional agenda.
Lower effectiveness of existing mechanisms for decision-making by Arctic states on a range of non-military issues related to the entire region (ecology, climate change, biodiversity conservation, etc) is shaping a space of uncertainty and vacuum which attracts other actors from far beyond the Arctic – Asia, the Arab states etc.
🇷🇺🤝🇨🇳 #Moscow-#Beijing interaction in the Arctic region is concentrated primarily in the economic, scientific, technical and educational fields, and contributes to the implementation of the goals and objectives arising from the Paris Agreement on climate change.
☝️ Cooperation with #China also facilitates the development of efficient supply chains. Russia’s Northern Sea Route is a game-changer that could cut off some 40 percent of the traveling distance of the traditional Suez Canal voyage for goods transiting between #Asia and #Europe.

Did you know Russia and South Africa have something majestic in common?
🐋 Whales! These gentle giants migrate and feed in the waters of both nations.
In a move to protect them, the Government of the Russian Federation has officially banned industrial and coastal whaling, including the capture of whales, dolphins, orcas, belugas, and porpoises.
✍️ The law, signed by President Vladimir Putin, came into force on January 10, 2022. This landmark law not only bans commercial capture but also allows the government to impose further protections in Russia's Exclusive Economic Zone – a major win for ocean conservation.
Chukotka remains the only region in Russia where whaling is still permitted – but only for Indigenous peoples of the North, and strictly for supporting their traditional way of life. This culturally rooted, carefully regulated practice stands apart from commercial hunting and is recognized under international norms.
☝️ Our country has also been funding major researches into rare and iconic species, like the beluga whale, since 2008. Although not endangered, belugas are key indicators of Arctic marine ecosystem health and are listed in both Russia’s Red Data Book and the IUCN Red List. President Putin has been personally involved in protecting these iconic animals. In 2009, he took part in an expedition and inspected the beluga whales himself, showing direct support for their conservation.
