Main Foreign Policy Outcomes of 2022⚡️

The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy.

👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia.

They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West.

✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter.

✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism.

✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022.

International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway.

Allied relations with Belarus continued to grow stronger.

Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities.

The mechanisms of the #CSTO operated efficiently.

Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. Russia has promoted a complex approach to the Syrian dossier, including within the Astana format. We have promoted comprehensive normalisation of the relations between Azerbaijan and Armenia.

We have successfully developed ties with our many international partners who are interested in maintaining a constructive dialogue with Russia.

🌐 Today is International Day of Multilateralism and Diplomacy for Peace.

On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter.

🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.

This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.

✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states.

At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.

Today, on April 24, FM Sergey Lavrov will take part in one of the key events of Russia’s presidency of the UN Security Council, specifically, the open debate on "Effective multilateralism through the defence of the principles of the Charter of the United Nations." The debate will be streamed live on all our feeds.

🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation (CSTO) in Minsk.

💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support.

In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space.

☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS.

I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel.

We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups.

We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking.

The CSTO Coordination Council on Biological Security has launched its work. It has focused on preventing threats linked with the development and use of biological weapons and ensuring radiation, chemical and medical protection.

⚡️ Main foreign policy results in 2023

Per tradition, at the end of each year we summarize the outcomes of the Russia's foreign policy, implemented by the MFA and determined by President Vladimir Putin.

👉 Points 1-7

8️⃣ Russia maintained an intensive political dialogue with India, including in the context of the country's chairmanship of the #SCO and the #G20, reinforcing the Russian-Indian special and privileged strategic partnership.

9️⃣ President Vladimir Putin's meeting with Chairman of State Affairs of the Democratic People's Republic of Korea Kim Jong-un at the Vostochny Cosmodrome brought Russian-North Korean relations to a new level.

1️⃣0️⃣ Important joint steps were taken to expand Russian-Iranian relations. In particular, the parties signed an agreement on the construction of the Rasht-Astara railway, and the foreign ministers signed a Declaration on the Ways and Means to Counter, Mitigate and Redress the Adverse Impacts of Unilateral Coercive Measures.

1️⃣1️⃣ The launch of the mechanism of regular dialogue at the level of foreign ministers accelerated cooperation between the Caspian states.

1️⃣2️⃣ Relations with Türkiye reached a strategic level in the field of peaceful nuclear energy: in particular, Russia began supplying nuclear fuel to the Akkuyu nuclear power plant.

1️⃣3️⃣ Russia gained a stronger foothold in the Middle East. Relations with the countries of the Gulf Cooperation Council, primarily the United Arab Emirates and Saudi Arabia. There was progress in relations with the League of Arab States.

1️⃣4️⃣ The second Russia-Africa Summit held in St Petersburg in July marked the culmination of collaborative efforts to significantly enhance ties in this promising area of Russia's foreign policy.

1️⃣5️⃣ The expansion of traditional partnerships with countries in Latin America and the Caribbean was central to the agenda of the successful political dialogue with regional states at the highest and high levels.

⚡️ From President Vladimir Putin's Address to the Federal Assembly (February 29, 2024)

Key talking points:

• Just like any other ideology promoting racism, national superiority or exceptionalism, Russophobia is blinding and stupefying. The US and its satellites have, in fact, dismantled the European security system which has created risks for everyone.

• We need to shore up the forces in the western strategic theatre in order to counteract the threats posed by NATO’s further eastward expansion, with Sweden and Finland joining the alliance.

• A new equal and indivisible security framework must be created in Eurasia in the foreseeable future. We are ready for a substantive discussion on this subject with all countries and associations that may be interested in it. At the same time, I would like to reiterate (I think this is important for everyone) that no enduring international order is possible without a strong and sovereign Russia.

• We strive to unite the global majority’s efforts to respond to international challenges, such as turbulent transformation of the world economy, trade, finance, and technology markets, when former monopolies and stereotypes associated with them are collapsing.

• The principles of equality and respect for each other’s interests guide us in our interactions with our partners. This is why more and more countries have been proactive in seeking to be part of the activities of the #EAEU, the #SCO, #BRICS and other associations involving Russia.

🇷🇺🇨🇳 On April 8-9, Foreign Minister Sergey Lavrov was on an official visit to China, where he was received by President of China Xi Jinping and held extensive talks with Foreign Minister of China Wang Yi.

The Chinese leader welcomed Sergey Lavrov’s arrival in Beijing as an important step of comprehensive preparations for President of Russia Vladimir Putin’s state visit to China, scheduled to take place this year.

Xi Jinping praised the current state of bilateral relations, which continue to develop dynamically considering the difficult situation in the world, and stated his readiness to further strengthen comprehensive partnership and strategic cooperation with Russia.

During Sergey Lavrov’s talks with Wang Yi, the schedule of bilateral contacts at the high and highest levels was discussed, as well as separate issues of practical cooperation in various fields.

The two countries’ Foreign Ministers stressed the importance to promote mutual cooperation with the #UN, #SCO, #BRICS, #G20, #APEC and other multilateral mechanisms and forums. The Ministers also discussed ways to ensure security and stability in the Asia-Pacific regions considering the US’s policy to create limited-membership closed military-political alliances there, which are anti-Russia and anti-China.

Separate matters related to the developments around the Korean peninsula and Taiwan, as well as within the Middle Eastern settlement process, were discussed, as well as prospects of forming new security architecture in Eurasia against the backdrop of stagnating Euro-Atlantic mechanisms.

The talks, held in Beijing in a traditionally trustful and friendly atmosphere, showed the two countries’ converging approaches to the major global processes and reaffirmed the importance of further promoting bilateral cooperation for strengthening peace and stability in the region and on the whole planet.

🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Astana, May 21, 2024)

Key talking points:

▪️ At a group meeting of the heads of delegations with President of Kazakhstan and during the Ministerial Council meeting, we expressed our deepest condolences and solidarity with the Iranian people, as well as confidence that Tehran will continue its foreign policy, including with regard to its active participation in the Shanghai Cooperation Organisation.

• The #SCO remains one of the supporting pillars of the multipolar world order. It is well positioned to become a driving force behind transforming Eurasia into a single continental space of peace, stability, mutual trust and progress.

• Security can be reliably ensured only by the Eurasian countries themselves, without the intervention of extra-regional forces. We observe such attempts on the part of the United States, the European Union and NATO, which strive to assume responsibility for everything that happens in the region.

• We are all aware of the importance of intensifying the work of the SCO, considering its weight and role in Eurasia, and its partners, including the OSCE, the CIS, the EAEU, and ASEAN.

• Developing common approaches to ensuring Eurasian security and cooperation by the countries of this continent is a crucial goal. We underscored that the SCO could well catalyse these processes with the involvement of other partners in the region.

• The SCO has two observers and 14 dialogue partners. Recently, Laos and Algeria have applied for partner status. We discussed improving the efficiency of interaction with these countries within the SCO Plus format.

🇧🇾 Starting from the July summit, Belarus will become a full-fledged SCO member. President of Belarus Alexander Lukashenko will take part in all events of the Astana summit without exception. The Belarusian minister attended our discussion.

🇲🇳 Mongolia is the obvious next candidate for SCO membership.

🇷🇺🇰🇿📞 President of the Republic of Kazakhstan Kassym-Jomart Tokayev spoke over the phone with President of the Russian Federation Vladimir Putin to express deep condolences and solidarity with the Russian people over the tragic aftermath of the terrorist attacks in Dagestan.

Kassym-Jomart Tokayev strongly condemned the barbaric missile attack on civilians in Sevastopol as well. Vladimir Putin thanked him for the words of support.

🤝 Both Sides emphasised willingness to build up cooperation in fighting terrorism.

The Russian President informed his counterpart about the results of his recent visits to Pyongyang and Hanoi.

Several aspects of further continued expansion development of Russia-Kazakhstan cooperation in the energy sector were also touched upon as well.

The Leaders agreed to maintain personal contacts, including at the #SCO summit in Astana on July 3–4.

🇷🇺🇧🇾 Foreign Minister Sergey Lavrov’s opening remarks during a meeting with President of the Republic of Belarus Alexander Lukashenko (Minsk, June 25, 2024)

💬 Thank you for your kind words about the foreign ministries of our countries. We do our best to achieve the strategic goals that you and President of Russia Vladimir Putin have set in foreign policy, and to organise our foreign political activities in a manner that provides diplomatic support for integration.

Yesterday, we signed the Joint Statement on the Main Foreign Policy Tasks of the Union Integration of Russia and Belarus. The statement directs us to always consider the interests of the Union State rather than the interests of Minsk or Moscow separately when strengthening our coordination.

All the agreements concerning the Shanghai Cooperation Organisations have been finalised. As the first act of the Summit in Astana, Belarus will be officially accepted as a full #SCO Member State. Minsk will participate in all events on par with the other members.

🌐 We can report on other matters as well. Yesterday, we held a detailed discussion about the #UN and the #OSCE. You are fortunate in that Belarus was never a member of the Council of Europe, so you did not have to withdraw.

Eurasian security are under discussion as well. Both you and Vladimir Putin have voiced your proposals.

👉 Mr Aleinik and I discussed how to promote the concept of Eurasian security and get more like-minded Parties involved. I believe this concept has good prospects.

🎙 Foreign Minister Sergey Lavrov’s statement and answers to media questions at a joint news conference following talks with Foreign Minister of the Republic of Belarus Sergey Aleinik (Minsk, June 24, 2024)

💬 Sergey Lavrov: I would like to once again express my gratitude to our Belarusian friends for your warm hospitality and excellent arrangements during my official trip to the Republic of Belarus.

Our talks were held in a trust-based and friendly atmosphere, were quite substantive and covered an extensive number of issues.

We focused on important international matters. We compared notes on numerous aspects of bilateral cooperation, including interministerial interaction and foreign policy alignment.

Key talking points:

• Our absolute priorities include foreign policy support for the Union integration and strengthening international positions of the Union State, the 25th Anniversary of which we will celebrate on December 8, 2024.

• We will provide every bit of assistance to our Belarusian allies in order to get them fully onboard at the #SCO and various #BRICS mechanisms as soon as possible.

• We condemn the Western countries’ actions that have led to the Ukraine crisis and the final collapse of the security system in Europe, based on the Euro-Atlantic principles. In this context, we have paid special attention to the prospects for creating a new architecture of equal and indivisible security in Eurasia, inviting all countries in our common continent to cooperate in this process.

• Our proposal [on Eurasian security] is addressed to all those who are willing to consider the prospect for creating a new security system on an equitable basis with regard for the interests of all countries on the continent and based on the balance of these interests, excluding any outside interference.

• We reiterated our commitment to jointly uphold traditional values and the historical truth, and to prevent the rewriting of history and the glorification of Nazism.

• We noted the counterproductive consequences of politicising international cultural, humanitarian, scientific and sports relations.

• We focused on creating a common Union State space in defence and security. We noted that the joint regional grouping of troops and forces deployed in the Republic, as well as advanced Russian defence complexes and tactical nuclear weapons which reliably shield our common western borders in accordance with the decisions of the presidents of the two countries, are quite helpful in achieving this goal.

💬 Vladimir Putin: Mr Tokayev, thank you for the invitation.

We appreciate the efforts Kazakhstan has invested to make this event possible. It is in its early phase, but we can already see its scale. It certainly has an international dimension not formally, but substantively. This is my first point.

Second, I would like to note that Kazakhstan, on the one hand, and Russia, on the other hand, are chairing a number of international organisations and hold forums. You are chairing the #SCO and the #CSTO, and Russia is chairing #BRICS and the #CIS. We will support and help each other in this regard.

I would like to thank you for inviting me to pay a state visit to Kazakhstan. Without a doubt, timing my visit to the CSTO Summit is the most rational choice. We will definitely do it. Thank you for the invitation. I certainly accept it.

🤝 With regard to our bilateral relations, we maintain contact at all times. Still, I would be remiss not to note that trade has expanded to almost US$30 billion, over US$28 billion, which is impressive. With over 17 percent of Kazakhstan’s trade, Russia is among its key trade and economic partners.

We are pursuing many important areas of cooperation marked by high levels of collaboration, and many interesting projects. I propose discussing this today as well.

🎙 Russia's President Vladimir Putin took part in a SCO Heads of State Council Meeting in Astana (July 4, 2024)

💬 First of all, I want to greet everybody and, of course, President of Belarus Alexander Lukashenko, following the accession of the Republic of Belarus as a full member of the Shanghai Cooperation Organisation.

Russia gives high priority to partnership within the #SCO. We can state with satisfaction that this cooperation continues to develop consistently based on the principles of equality, consideration for each other’s interests, respect for the cultural and civilisational diversity, and cooperation in addressing important security issues.

Our countries are increasingly using national currencies for mutual settlements. For example, the share of national currencies in Russia's transactions with SCO members has exceeded 92 percent in the first four months of this year. I would like to reiterate Russia's proposal to establish a payment and settlement system within the SCO.

Regular meetings between our economic ministers, finance ministers and central bank governors are making a substantial contribution to the development of trade and investment relations in the SCO space.

Naturally, ensuring security within the Member States and along the external borders has always been a key focus of the SCO’s activities. Today, we have made decisions to upgrade the SCO Regional Anti-Terrorism Structure into a comprehensive centre that will address all security threats, as well as to establish an anti-drug centre in Dushanbe. The three-year cooperation programme we have approved will further strengthen our efforts to combat terrorism, separatism, and extremism.

🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following his visit to the United States within the framework of Russia’s UN Security Council Presidency

📍 New York, July 17, 2024

💬 I came to New York for two key events – open debates – that were held yesterday and today within the framework of Russia’s UN Security Council Presidency. Not only members of the Security Council but all other delegations could attend them. You saw how many of them did so.

The first issue we proposed for discussion yesterday concerned the conceptual framework of international relations, multilateralism and multipolarity. We pointed out the gradual erosion of system that was created after the Second World War on the basis of the central role of the UN.

I hope that you listened to my statement and to the statements made by other participants. We did not expect to come to agreement on the majority of issues, considering the current tensions on the international stage and the state of relations between the collective West and the Global Majority.

☝️ Although we had no big illusions, I believe that it was a useful discussion. At the very least, the overwhelming majority of participants agreed that we have problems. Many of them expressed opinions that coincide with our vision of the objective development of a multipolar world order, which I presented in my statement.

Another conclusion is that this discussion will most certainly be continued. There is an apparent interest for this, and it is growing. We will actively keep it up, and we will organise additional discussions on this issue not only at the UN but also at other multilateral platforms, including at the Group of Twenty, at associations such as #BRICS and the #SCO, as well as in the framework of our contacts with the regional organisations of Asia, Africa and Latin America.

The restoration of trust is the top priority now, as the representative of Guyana pointed out yesterday. So far, there was no hint of dialogue. Another important statement he made was that trust could only be rebuilt if all parties without exception comply with the agreements reached. This is not the case so far. Examples of that were provided yesterday in my statement and in the statements of other participants.

Overwhelming evidence of that was also provided during today’s open debate on the situation in the Middle East, including the Palestinian question. The overwhelming majority of the UN resolutions on Palestine have not been implemented. The second debate I have mentioned is not over yet. Many speakers have called for taking resolute steps. We hold a similar view. The first steps must include the termination of hostilities, a permanent ceasefire, the settlement of critical humanitarian problems and, of course, the termination of Israel’s actions to create illegal settlements. We hope that if or when this is done, this will create conditions for resuming negotiations on the implementation of UN decisions on the establishment of the Palestinian state that would live in peace and security with Israel.

🇷🇺🇧🇾 On October 31, Russia's Foreign Minister Sergey Lavrov and Foreign Affairs of the Republic of Belarus Maxim Ryzhenkov met on the sidelines of the 2nd International Conference on Eurasian Security.

The two Ministers discussed the current bilateral and international agenda, praised bilateral cooperation and coordination in the international arena in accordance with the Programme for Coordinated Foreign Policy Action by the States – Parties to the Treaty Establishing the Union State for 2024–2026.

🤝 They reaffirmed their commitment to further deepening integration within the Union State, including defence and security cooperation. The parties stressed their resolve to stand together with like-minded people against the sanctions and legal pressure of the collective West. They also expressed readiness to step up cooperation within the leading associations of the Global Majority countries, including the #SCO and #BRICS.

He ministers outlined the schedule of further contacts, including the annual joint meeting of the collegiums of the Russian and Belarusian Foreign Ministries in late November this year.

🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks during the expanded-format talks with Deputy Prime Minister – Foreign Minister of Kazakhstan Murat Nurtleu (Astana, November 7, 2024)

💬 As always, I am delighted to find myself among our friends in Kazakhstan and to benefit from the opportunity to continue our proactive dialogue. You have just mentioned the number of times our presidents, you and I, and our allies meet every year.

🇷🇺🇰🇿 Indeed, relations between Russia and Kazakhstan have been gathering momentum. We have been working hard to prepare President Vladimir Putin’s state visit to Kazakhstan, scheduled for November 27. We are drafting several dozen documents, just as we discussed during the restricted-format meeting. We will make sure to fast-track this process to make this summit meeting as effective and results-driven as possible.

Russia and Kazakhstan have made great strides in expanding their region-to-region and inter-parliamentary ties. Ufa will be hosting the XX Inter-Regional Cooperation Forum. We hope that our leaders will be able to deliver their greetings via videoconference to the regional delegates from our two countries.

We are also looking forward to expanding our ties within multilateral platforms such as the #CSTO, the #EAEU, the #CIS and the #SCO. Kazakhstan has been invited to join BRICS as a partner country. It is our hope that this will add a new dimension to our contacts regarding present-day global challenges, especially as we are witnessing and living in a time of change.

📈 Trade and economic cooperation has also enjoyed positive momentum. There are flagship strategic projects underway, including the effort to upgrade the Central Asia – Centre natural gas pipeline, and many other energy projects. This includes agreements on gas supplies to Uzbekistan, as well as delivering gas to connect Kazakhstan’s northeastern regions to gas distribution networks, which could potentially pave the way for launching gas deliveries to China. All these efforts are aimed at creating resilient infrastructure in a sector which serves as a key economic development driver.

Cultural, humanitarian and educational ties, projects to open joint schools in Russia and Kazakhstan, as well as efforts by universities to open more branches, and the opening of Russia’s consulate in Aktau – all these undertakings will promote closer people-to-people ties, bringing those who are interested in these contacts closer together.
