🌐 Today is International Day of Multilateralism and Diplomacy for Peace.
On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter.
🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.
This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.
✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states.
At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.
⏰ Today, on April 24, FM Sergey Lavrov will take part in one of the key events of Russia’s presidency of the UN Security Council, specifically, the open debate on "Effective multilateralism through the defence of the principles of the Charter of the United Nations." Those of my colleagues who took the floor before me praised BRICS for its efforts, and overall we share this assessment. This association of five nations has established itself on the international stage as a respected entity and has been consistently strengthening its standing in international affairs.
BRICS has been following a forward-looking strategic course which meets the aspirations of a significant portion of the international community, the so-called global majority. By acting in a coordinated manner and based on the principles of equality, supporting each other as partners and taking each other’s interests into account, we tackle the most urgent issues on the global and regional agendas.
🌍 Importantly, we are all united in our commitment to shaping a multipolar world order with genuine justice, based on the international law and in keeping with the key principles set forth in the UN Charter, including sovereignty and respecting the right of every nation to follow its own development model. We oppose hegemonies of any kind and the exceptional status that some countries aspire to, as well as the new policy it entails, a policy of continued neo-colonialism.
Let me point out that it was the attempts by some countries to preserve their global hegemony that paved the way to the deep crisis in Ukraine. <...>

💬 Importantly, we are all united in our commitment to shaping a multipolar world order with genuine justice, based on the international law.
From year to year, the #BRICS countries are increasing their potential. As was already mentioned, the five partner states, with a total population exceeding 3 billion, account for a greater share in global GDP than the so-called Group of Seven in terms of purchasing power parity.
The partner countries are successfully implementing their Strategy for BRICS Economic Partnership 2025. In particular, they are strengthening five-sided cooperation in such areas as:
✅ diversification of supply chains;
✅ de-dollarisation and the transition to national currencies in mutual transactions;
✅ digital economy;
✅ support for small and medium-sized businesses;
✅ fair technology transfer.
An important priority of BRICS cooperation is the creation of new sustainable and safe transport routes. <...> We believe that the time has come to establish a permanent BRICS transport commission, which would deal not only with the North-South project, but also on a broader scale with the development of logistics and transport corridors, interregional and global.
Of course, we welcome closer ties between the five BRICS countries in promoting innovation around the world. We expect cooperation as part of the BRICS initiative to establish an international infrastructure network with a dedicated fund, which could be used to support and develop it.

✍️ We, the Leaders of Brazil, Russia, India, China and South Africa met in Sandton, South Africa, from 22 to 24 August 2023 for the XV BRICS Summit held under the theme: "BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development and Inclusive Multilateralism".
We reaffirm our commitment to the #BRICS spirit of mutual respect and understanding, sovereign equality, solidarity, democracy, openness, inclusiveness, strengthened collaboration and consensus. In the current geopolitical landscape, amidst a hybrid war unleashed against us and attempts by the collective West to isolate Russia and undermine its security, the Foreign Ministry faces difficult and responsible tasks.
Russian diplomacy aims to make a significant contribution to creating favourable external conditions for our country’s dynamic development, fostering effective cooperation with foreign partners, and promoting a positive agenda in international relations. It also seeks to strengthen the unity of the global majority – of countries in Asia, the Middle East, Africa, and Latin America – in order to build a just multipolar world order based on true equality, mutual respect, and universally recognised norms of international law.
❗️ Efforts to enhance cooperation with #CIS countries, expand the integration process within the #EAEU, and strengthen ties within the #CSTO and the Union State remain a top priority. Special attention should be given to the proper implementation of tasks and responsibilities during Russia’s chairmanship of the CIS and of the expanded #BRICS association.

🇷🇺🇨🇳 On April 8-9, Foreign Minister Sergey Lavrov was on an official visit to China, where he was received by President of China Xi Jinping and held extensive talks with Foreign Minister of China Wang Yi.
The Chinese leader welcomed Sergey Lavrov’s arrival in Beijing as an important step of comprehensive preparations for President of Russia Vladimir Putin’s state visit to China, scheduled to take place this year.
Xi Jinping praised the current state of bilateral relations, which continue to develop dynamically considering the difficult situation in the world, and stated his readiness to further strengthen comprehensive partnership and strategic cooperation with Russia.

During Sergey Lavrov’s talks with Wang Yi, the schedule of bilateral contacts at the high and highest levels was discussed, as well as separate issues of practical cooperation in various fields.
The two countries’ Foreign Ministers stressed the importance to promote mutual cooperation with the #UN, #SCO, #BRICS, #G20, #APEC and other multilateral mechanisms and forums. The Ministers also discussed ways to ensure security and stability in the Asia-Pacific regions considering the US’s policy to create limited-membership closed military-political alliances there, which are anti-Russia and anti-China.

💬 Vladimir Putin: The Russian-Vietnamese relations of trust and mutual understanding have come a long way <...> and have stood the test of time with honour.
The Soviet Union, as you also noted, provided effective assistance in the Vietnamese people’s heroic struggle against the French and later the American invaders, and subsequently contributed to the peaceful development of the Socialist Republic of Vietnam.
In recent decades, we have significantly expanded the legal framework for cooperation. In addition to the cornerstone Treaty on Foundations of Friendly Relations, which just recently turned 30 years old, more than 80 interstate and intergovernmental agreements are now in place between our countries. A number of important bilateral documents were also signed during the current visit.

Educational cooperation continues; the government has established a quota of 1,000 university scholarships with state grants to admit Vietnamese citizens next year.
Russia will host Days of Vietnamese Culture this year. Vietnamese athletes took part in the #BRICS Games earlier this month.
Many Russian cities and regions, including Moscow, St Petersburg, the Kaluga, Rostov and Ulyanovsk regions, are active in cooperating with cities and provinces of Vietnam.
🤝 I would like to underscore that despite all the current challenges, we are committed to strengthening the comprehensive strategic partnership between the Russian Federation and the Socialist Republic of Vietnam, and we will do our utmost to advance it. I hope that this visit will serve to strengthen our ties; I have no doubt about it.

The Soviet Union, as you also noted, provided effective assistance in the Vietnamese people’s heroic struggle against the French and later the American invaders, and subsequently contributed to the peaceful development of the Socialist Republic of Vietnam.
In recent decades, we have significantly expanded the legal framework for cooperation. In addition to the cornerstone Treaty on Foundations of Friendly Relations, which just recently turned 30 years old, more than 80 interstate and intergovernmental agreements are now in place between our countries. A number of important bilateral documents were also signed during the current visit.

Educational cooperation continues; the government has established a quota of 1,000 university scholarships with state grants to admit Vietnamese citizens next year.
Russia will host Days of Vietnamese Culture this year. Vietnamese athletes took part in the #BRICS Games earlier this month.
Many Russian cities and regions, including Moscow, St Petersburg, the Kaluga, Rostov and Ulyanovsk regions, are active in cooperating with cities and provinces of Vietnam.
🤝 I would like to underscore that despite all the current challenges, we are committed to strengthening the comprehensive strategic partnership between the Russian Federation and the Socialist Republic of Vietnam, and we will do our utmost to advance it. Second, I would like to note that Kazakhstan, on the one hand, and Russia, on the other hand, are chairing a number of international organisations and hold forums. You are chairing the #SCO and the #CSTO, and Russia is chairing #BRICS and the #CIS. We will support and help each other in this regard.

🤝 With regard to our bilateral relations, we maintain contact at all times. Still, I would be remiss not to note that trade has expanded to almost US$30 billion, over US$28 billion, which is impressive. With over 17 percent of Kazakhstan’s trade, Russia is among its key trade and economic partners.
We are pursuing many important areas of cooperation marked by high levels of collaboration, and many interesting projects. I propose discussing this today as well.

💬 I came to New York for two key events – open debates – that were held yesterday and today within the framework of Russia’s UN Security Council Presidency. Not only members of the Security Council but all other delegations could attend them. You saw how many of them did so.
The first issue we proposed for discussion yesterday concerned the conceptual framework of international relations, multilateralism and multipolarity. We pointed out the gradual erosion of system that was created after the Second World War on the basis of the central role of the UN.
I hope that you listened to my statement and to the statements made by other participants. We did not expect to come to agreement on the majority of issues, considering the current tensions on the international stage and the state of relations between the collective West and the Global Majority.
☝️ Although we had no big illusions, I believe that it was a useful discussion. At the very least, the overwhelming majority of participants agreed that we have problems. Many of them expressed opinions that coincide with our vision of the objective development of a multipolar world order, which I presented in my statement.
Another conclusion is that this discussion will most certainly be continued. There is an apparent interest for this, and it is growing. We will actively keep it up, and we will organise additional discussions on this issue not only at the UN but also at other multilateral platforms, including at the Group of Twenty, at associations such as #BRICS and the #SCO, as well as in the framework of our contacts with the regional organisations of Asia, Africa and Latin America.
The restoration of trust is the top priority now, as the representative of Guyana pointed out yesterday. So far, there was no hint of dialogue. Another important statement he made was that trust could only be rebuilt if all parties without exception comply with the agreements reached. This is not the case so far. Examples of that were provided yesterday in my statement and in the statements of other participants.
Overwhelming evidence of that was also provided during today’s open debate on the situation in the Middle East, including the Palestinian question. The overwhelming majority of the UN resolutions on Palestine have not been implemented. The second debate I have mentioned is not over yet. Many speakers have called for taking resolute steps. We hold a similar view. The first steps must include the termination of hostilities, a permanent ceasefire, the settlement of critical humanitarian problems and, of course, the termination of Israel’s actions to create illegal settlements. We hope that if or when this is done, this will create conditions for resuming negotiations on the implementation of UN decisions on the establishment of the Palestinian state that would live in peace and security with Israel.

The Joint Statement we adopted outlines ambitious goals for advancing our bilateral relations dynamically. Additionally, the documents signed today will support the achievement of these goals.
The key economic cooperation issues are constantly monitored by our colleagues on the intergovernmental commission. Its latest meeting, held in Baku ahead of our visit, was highly productive.
Cultural ties are actively expanding. In June, Azerbaijan successfully hosted Days of Russian Culture, featuring exhibitions, concerts, theatrical performances, and other vibrant cultural events.

I am delighted to welcome all of you to Moscow for a regular meeting of the CIS Heads of State Council, which Russia is hosting as the current Chair of the Commonwealth.
I would like to emphasise that cooperation within the CIS is one of the Russian Federation's top foreign policy priorities. The member states of the Commonwealth are our closest neighbours, friends, and strategic partners, and we are naturally committed to strengthening our cooperation across the board.

I am confident that we have abundant possibilities for launching new major and mutually beneficial projects in industry, agriculture, finance and infrastructure. <...>
📈 The CIS macroeconomic numbers have noticeably improved, and mutual trade and investment exchanges within the Commonwealth have expanded.
In the first half of the year, the aggregate GDP grew by 4.7%, investment in fixed assets rose by 11.2%, industrial output was up by 4.3 percent, cargo transport volume increased by 4.9%, and retail trade climbed by 8.6%.
🤝 Through our collaborative efforts, we have built a robust financial infrastructure that is immune to external influences. The use of national currencies in mutual payments has expanded, and their share in commercial transactions within the CIS has exceeded 85% and continues to grow.
Import substitution processes are moving fast thus strengthening our country’s technological sovereignty which is critically important considering the challenging global economic and political environment and the unprecedented pressure, particularly in the economy, coming from a number of countries.
Combatting terrorism and extremism, organised crime, drug trafficking, and corruption remains a priority for the CIS collaborative efforts. <...>

All our countries understand how important it is to preserve common history and prevent its falsification. Russia and Turkmenistan have built a positive track record in promoting their strategic partnership, which is largely attributable to your efforts. You laid the groundwork for forging this close, trust-based relationship between our countries. We sincerely welcome this position and will do everything to maintain this momentum.
We have developed a positive relationship with the current President, which includes both official and personal ties. He regularly visits Russia, and was there just recently for the #CIS summit in Moscow. We look forward to seeing him in Kazan at the #BRICS Leaders’ Summit. I believe that these meetings will be quite interesting and beneficial. There will be many countries there. In fact, as of today, 35 countries have registered to attend the summit. We also expect to see your President at the CIS leaders’ meeting in St Petersburg on New Year’s Eve.
There has been positive momentum in our trade and economic ties, and effective projects are underway.
🤝 We see progress in our region-to-region ties. In fact, 6️⃣0️⃣ Russian regions have been working closely with their friends and partners in Turkmenistan. It is quite natural for Tatarstan, the Astrakhan Region, as well as St Petersburg to lead the pack in this category.
