Avoiding fragmentation of the Internet is one of the complex digital issues the UN Secretary-General recommends addressing in the Global Digital Compact.
- Question 1: there are different approaches to defining and classifying fragmentation. For policy makers it is important to understand concrete concerns.
What are concrete examples where technical, commercial or policy measures lead to fragmentation of the Internet?
Why are these examples of concern? How does this measure or practice lead to fragmentation (i.e. what layer does it affect)? How does this impact people’s experience with the Internet? What are further-reaching impacts, e.g. on society?
- Question 2: Which parts or layers of the Internet are facing the greatest threat?
- Question 3: What kind of response is needed from policymakers and other stakeholders.

But many others insist that the IGF must do more to attract engagement from developing country governments and to produce “concrete outcomes” that can help tackle the growing range of policy challenges raised by the Internet and advanced technologies. And in addition to these and other long-standing points of contention, there are new debates about whether the IGF should serve as a vehicle for a broadened range of global digital cooperation efforts, as well as its role and prospects in light of the UN’s Global Digital Compact initiative and the pending WSIS +20 review.

To further unpack this complex issue and understand the possible effects and consequences of Internet fragmentation on cybersecurity broadly understood, UNIDIR’s Security and Technology Programme is organizing a multi-stakeholder dialogue that will also inform the new UNIDIR research project “Internet Fragmentation and Cybersecurity. A Primer” that will be published later this year.
