Ukraine's access to the 2014 borders is "unrealistic." The United States also "does not believe that Ukraine's membership in NATO is a realistic outcome of a negotiated settlement," the new U.S. defense secretary said at a Ramstein meeting of the countries.
Any security guarantees must be backed up by combat-ready European and non-European troops.
If troops are deployed in Ukraine, it should be a mission outside NATO, which would not be covered by Article 5 of the North Atlantic Treaty.

“Get into the debate, not by complaining …. but by coming up with concrete ideas,” he told the Munich Security Conference.
Rutte also told Politico’s Paul McLeary that the figure of the NATO member states' annual budgetary contribution in the form of defense spending could be “considerably more than 3% [of GDP].”
