⚡️Main Foreign Policy Outcomes of 2022⚡️
The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy.
👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia.
They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West.
✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter.
✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism.
✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022.
✅ International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway.
✅ Allied relations with Belarus continued to grow stronger.
✅ Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities.
✅ The mechanisms of the #CSTO operated efficiently.
Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. Russia has promoted a complex approach to the Syrian dossier, including within the Astana format. We have promoted comprehensive normalisation of the relations between Azerbaijan and Armenia.
We have successfully developed ties with our many international partners who are interested in maintaining a constructive dialogue with Russia.

🎙 President Vladimir Putin's interview with China Media Group (October 16, 2023)
Key talking points:
💬 President Xi Jinping is undoubtedly is one of the recognized world leaders. He is a leader who assesses the situation, analyzes it and peers into the future.
🇷🇺🤝🇨🇳 Relations between Russia and China <...> have not been shaped to suite the current global environment; nor are they the result of a short-term political opportunism. <...> Not to mention the role that Russian-Chinese relations play in ensuring stability in the world. Relation between Russia and China are a fundamental factor.
📈 In the previous period, we had 32 percent growth in trade, which is a very good one. There is every reason to believe that we will reach $200 billion mark by the end of the year.
• The countries of the Eurasian Economic Union have already secured $24 billion in investments by working together on the Belt and Road Initiative. But this volume is growing because the number of mutually beneficial projects is increasing.
☝️ We proceed from the fact that all people are equal, all people have the same rights; the rights and freedoms of one country and one nation end where the rights and freedoms of another person of an entire state appear. This is the way in which a multipolar world should be evolving gradually.
• After six members had joined BRICS, this ratio shifted even more in favour of the #BRICS countries. This is a manifestation of the objective process of forming a multipolar world.
• Hostilities in Ukraine did not start with our special military operation, but way before – in 2014.
❗️ As for what needs to be done and how it needs to be done in order to end the conflict by peaceful means: we have never been against this. <...> So if the Ukrainian side is willing to, I guess the first thing to do is to revoke the decree and express the readiness for the negotiations.

🎙 Foreign Minister Sergey Lavrov’s statement and answers to media questions following the 21th Doha Forum, 10 December 2023
Read - full transcript to be published soon
💬 The domination of the “collective West” was based on diverse history including ruthless exploitation of peoples and territories of other countries.
On the basis of this five hundred years, the US & its allies built the model of globalization, which they believed would serve THEM well to continue to be number one in economy, in military exercises, in culture, politics, and so on and so forth. And they thought that they would be using this globalization scheme to continue their domination.
However, other countries, using exactly the principles and instruments of the western globalization, managed to beat the West on its own turf, building economies on the basis of national sovereignty, on the basis of balance of interests with other countries.
<...>
We see this process very much underway, which is clearly changing the balance of power in the world, and not to the West liking.
This is especially seen in various conflicts which the West ignites all over the world. Everything goes to keep the hegemony.
<...>
❓ The analysis of all these events raises a question: is there a single place where the US intervened with military force, where life has become better?
I think you know the answer 👉 Ruined statehood, human tragedies, and bleak prospects for the future of the countries where the Americans & NATO interfered.
<...>
We have to accept the existence of new organizations, new formats, new structures like #BRICS, Shanghai Cooperation Organization, #ASEAN, #AfricanUnion, and many subregional organizations in Africa, CELAC and subregional groups in Latin America. They are going to be the bricks of the new polycentric world. This must be recognized as an objective course of history and this must be respected. This is something which we actually miss when we analyse the modern Western diplomacy. But this is for the West to draw conclusions.

📰 Aide to the President of Russia for Foreign Policy Yuri Ushakov's interview with TASS (March 5, 2024)
Key talking points:
💬 Cooperation within #BRICS is undoubtedly one of the key features of Russia's long-term foreign policy.
• Russia, as the current president of the organization, has a special responsibility to ensure the fastest and smoothest integration of the new members into the operation of all BRICS mechanisms. This is undoubtedly a cornerstone and high priority task of our Presidency.
• In the relatively short period of its existence, the BRICS association has rapidly developed and transformed into an extensive multi-level mechanism of interaction on a wide range of issues on the global agenda.
🌐 Many perceive BRICS as a prototype of multipolarity, a structure uniting the Global South and East on the principles of equality, sovereignty and mutual respect.
• Support for the principles of multipolarity and a greater role of developing countries in global governance, as well as the fundamental values of the BRICS group, such as the spirit of equality, mutual respect, openness, inclusiveness and constructive cooperation, is an indispensable condition [for joining BRICS].
• We see increasing the role of BRICS counties in the international currency and financial system as a specific task for this year. <...> We believe that creating an independent BRICS payment system is an important goal for the future.
• There has never been a military aspect to cooperation within our group. <...> BRICS does not have plans to build such cooperation, including military drills.
☝️ Russia has never set BRICS in opposition to other international platforms, be it the Group of 20 or the Group of Seven. We believe that the association is unique.
• The recipe for BRICS’ attractiveness and success is based on the absence of a confrontational or “hidden” agenda. I will repeat that it brings together like-minded countries.

🎙 President of Russia Vladimir Putin held a meeting with high-ranking representatives of #BRICS states responsible for security matters.
📍 Saint Petersburg, September 12, 2024
💬 President Putin: I am delighted to welcome you all to Saint Petersburg. Thank you for being here in Russia’s northern capital. In this regard, I would like to remind you that the BRICS association was established right here, in this very building in St. Petersburg.
At that time, the leaders of three states – India, Russia and China – agreed during a meeting to hold regular meetings at the top level, as well as other events. This is how the RIC (Russia, India and China) association was born and began to grow, and today, I have the privilege and pleasure to welcome the participants in the meeting of BRICS high-ranking officials for security matters.
I know that yesterday, you had a lively and productive discussion on the most relevant aspects of the global situation, on global and regional stability concerns.
This is the fourteenth meeting held by BRICS in this format. However, this time it saw the participation of delegations from the states that joined our association as full-fledged members on January 1.
Moreover, a meeting was held with our colleagues from the countries that are not yet part of BRICS but have shown a sincere interest in working more closely with our association. This was done at Russia’s initiative, and we appreciate your support.
I want to emphasise that the meeting of high-ranking representatives is a crucial step in preparing for the BRICS summit and BRICS Plus/Outreach, scheduled to take place in Kazan, Russia, on October 22–24. <...>
As the current BRICS chair, this year Russia has taken a highly responsible approach to organising joint activities within the association.
Our chairmanship has been assigned a crucial task: to facilitate the swift and seamless integration of new member countries into all BRICS mechanisms. Additionally, we have addressed the increasing interest in BRICS from numerous states.
☝️ Currently, over 34 countries have expressed their desire to participate in the activities of our association in some capacity.
<...>
I want to highlight that the programme of the Russian presidency is both extensive and varied. It encompasses over 200 events designed to enhance partnership across all key areas. <...> To date, more than 70 percent of the chairmanship plan has been completed.

Key talking points:
• In the modern world, creating nuclear weapons is not a difficult task. I do not know whether current-day Ukraine is capable of doing this now though. It is not easy for Ukraine today, but generally there are no big difficulties in this regard, with everyone knowing how it is done. <...> I can say straight away: under no circumstances will Russia allow this to happen.
• NATO is waging war against us with the hands of the Ukrainian soldiers, and Ukraine spares no lives for the interests of third countries, but Ukraine on its own does not use high-tech weapons: NATO does that.
• What sets BRICS apart from many other international organisations/fora? #BRICS was never meant to be created to oppose anyone. It is a group of countries that work together, guided by shared values, a common vision for development, and, most importantly, by the consideration of each other’s interests.
• In certain sectors, humanity’s existence is impossible without the BRICS countries, particularly in food and energy markets and so on.
• Russian-Chinese cooperation on the global stage is undoubtedly one of the key pillars of strategic stability worldwide.
• We do not interfere in [bilateral relations of other countries]. If there are any issues arising and if there is something that depends on us, we are ready to offer our services in resolving these issues, if they arise and if the participants in the corresponding process are interested in any involvement from our side.
• The United States should not have destroyed the [Middle East] Quartet. it worked, it was easier to agree on all positions. But the US monopolised the work, took all the responsibility and eventually failed.
• The main method to resolve the Palestinian issue is to create a full-fledged Palestinian state.
• 95% of Russia’s foreign trade with its partners is being done in national currencies. The United States did it themselves.
• The International Criminal Court has no universal power. This is an international organisation whose jurisdiction Russia does not recognise, like many other countries.

🇷🇺🇮🇷 Russia's President Vladimir Putin and Iran's President Masoud Pezeshkian held a meeting on the sidelines of the #BRICS Summit in Kazan.
💬 Vladimir Putin: This visit to Russia is your first as President of the Islamic Republic of Iran, and this has great symbolic importance.
Iran has become a full participant of BRICS, and you know that we strongly supported your application. Earlier, we also vigorously promoted your accession to the Shanghai Cooperation Organisation. This has given us additional opportunities for cooperation in the international arena.
Recently, we had a very substantive and, I am sure, useful meeting in Ashgabat, where we reviewed the main aspects of bilateral cooperation and the most relevant regional issues. Most importantly, we reaffirmed our policy of mutually strengthening ties in every possible way. Our interaction is on the rise; it is genuinely friendly and constructive. Soon we will be able to consolidate the results achieved with a new major interstate agreement on comprehensive strategic partnership between Russia and Iran.
We are grateful to you for accepting the invitation to pay a separate visit to our country to sign this document and other important documents in a ceremonial atmosphere.
As I said in Ashgabat, one of our priorities is to consolidate the emerging positive trends in trade and economic cooperation. We expect this issue to be addressed by the intergovernmental commission, chaired by our Minister of Energy, Mr Tsivilev, and Iranian Minister of Petroleum Mohsen Paknejad.
Other priorities include the implementation of major joint initiatives such as the development of Iranian railway infrastructure as part of promoting a major project, the International North-South Transport Corridor project, as well as the construction of the second and third power units at the Bushehr NPP.
📊 Indeed, the Free Trade Agreement signed between Iran and the Eurasian Economic Union at the close of 2023 significantly contributes to the expansion of economic ties.
Cultural and humanitarian cooperation is likewise making good progress. Notably, an intergovernmental agreement concerning the establishment and operation of cultural centres came into effect in July of this year. Moreover, the visa-free regime for organised groups of tourists, operational since August of the previous year, is actively fostering an increase in mutual tourist exchange – a 52-percent growth was observed in 2023.
Today, we will continue our discussions on the most pressing international issues, including the dramatic developments in the Middle East, as well as the situations in Syria and the South Caucasus.
🤝 Generally speaking, I would like to emphasise that the approaches of Russia and Iran towards the global agenda are closely aligned or fully coincide. We are united by a shared aspiration to establish a just multipolar world order, to uphold international norms, and to maintain the pivotal role of the United Nations.
I would also like to take this opportunity to extend my greetings and best wishes to the Supreme Leader of Iran, Ayatollah Seyyed Ali Khamenei. We hold in high regard his attentive and constructive approach to the development of Russian-Iranian relations.
