❗️ On August 8, 2022, the Russian Federation officially notified the United States, through diplomatic channels, of its decision to temporarily exempt the inspection activities from the facilities subject to inspection under the Treaty. This exemption includes the appropriate facilities at which exhibitions may be conducted under the Treaty.
🇷🇺🇺🇸 We hope to continue close cooperation with the American side. We have always advocated and continue to advocate a discussion on the resumption of inspection activities under the Treaty from a position of practical reality.
☝️ We would like to emphasise that the measures we have adopted are temporary. Russia is fully committed to the observance of the provisions of the Treaty, something we consider to be a very important instrument in maintaining international security and stability.

* The number of strategic offensive arms declared by the United States DOES NOT take into account:
• 41 B-52H heavy bombers declared by the U.S. side as converted and nuclear warheads counted for those heavy bombers;
• 56 Trident II SLBM launchers declared by the U.S. side as converted;
• 4 silo training launchers of ICBMs renamed “training silos”.
❗️ The Russian side cannot confirm that these strategic offensive arms were effectively rendered incapable of employing nuclear armaments for heavy bombers and SLBMs as required under paragraph 3 of Section I of Part Three of the Protocol to the Treaty and objects to arbitrary listing of silo training launchers of ICBMs as “training silos” - the term not provided for by the New START - in order not to include them into accountability.

We categorically reject the US representatives’ allegations about Russia’s non-compliance with the provisions of the New START Treaty.
👉 Before accusing the Russian Federation of non-compliance with the provisions of the New START Treaty, the United States should settle years-long problems with the US’s illegitimate exclusion from the counting rules of a substantial part of its strategic offensive arms, which Washington claimed to have converted or which it renamed so that they were no longer covered by the treaty terms and definition.
☝️Regarding the suspension of inspection activities under the treaty, we would like to note that it was the US activities that violated the standard inspection procedures. Washington adopted anti-Russia restrictions, which prevented the Russian Federation from holding unobstructed inspections in the territory of the United States and thereby created obvious unilateral advantages for the American party.
The US’s intention to resume inspections in Russia without prior arrangement forced us to temporarily withdraw our strategic facilities from the inspection regime of the treaty, which is envisaged in its provisions. These measures do not run contrary to the New START Treaty.
❗️Any positive signals or concessions on issues raised by the United States in the context of compliance with New START will be unjustified, untimely and inappropriate until Washington reviews its hostile policy towards Russia and abandons its line of building up threats to our national security.
🇷🇺 Russia reaffirms its unwavering commitment to New START as an important instrument for maintaining international security and stability.
