🇷🇺 🇺🇦 Emergency statement of the Joint Coordination Headquarters for Humanitarian Response in Ukraine (March 8, 2022, 10:00 p.m.)

▪️ Despite constant disruptions by the Ukrainian side of measures to open humanitarian corridors, and taking into account the humanitarian situation caused by outrages and lawlessness on the part of nationalists, as well as in order to ensure the safety of civilians and foreign citizens:

1⃣ From 10:00 a.m. (Moscow time) on March 9, 2022, the Russian Federation declares cease-fire and is ready to provide humanitarian corridors:

▪️ from Kiev and adjacent settlements to the Russian Federation through the territory of the Republic of Belarus to Gomel city with delivery by air to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;

▪️ from Chernigov through the territory of the Republic of Belarus to Gomel with delivery by air transport to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;

▪️ from Sumy by two routes to Poltava and Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, in the southern direction - in agreement with the Ukrainian side;

▪️ from Kharkov to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, to Lvov, Uzhgorod, Ivano-Frankivsk - in agreement with the Ukrainian side;

▪️ from Mariupol by two routes to the territory of the Russian Federation to Rostov-on-Don through Novoazovsk and Taganrog cities, to Zaporozhye - in agreement with the Ukrainian side.

▪️ from other settlements - in agreement with the Ukrainian side.

2⃣ This statement should be immediately brought to the Ukrainian side (Deputy Prime Minister of Ukraine Irina Vereshchuk) proposed to coordinate the specified routes and the start time of humanitarian corridors by 03:00 a.m. (Moscow time) on March 9, 2022, and to submit written approval of these approaches, including guarantees to ensure security on the declared routes of humanitarian operations by the Ukrainian authorities to the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine by the specified time.

The Ukrainian side have to publish this statement in Ukrainian and Russian languages in Ukrainian media by 03:00 a.m. (Moscow time) on March 9, 2022.

3⃣ This statement (in Russian and English) should immediately be brought to the attention of the embassies of foreign states, relevant structures of the UN, the OSCE, the ICRC and other international organizations through all available information resources, including the media.

4⃣ The Ukrainian side should also inform, in accordance with the established procedure, about the planned humanitarian operation before 03:00 a.m. (Moscow time) on March 9, 2022, representatives of the embassies of foreign states, specialized structures of the UN, the OSCE, the ICRC and other international organizations located on the territory of Ukraine, through all available information resources, including Ukrainian media.

5⃣ For the purpose of implementation of measures for the evacuation of civilians and foreign citizens along agreed routes during the humanitarian operation, from 09:30 a.m. (Moscow time) on March 9, 2022, organize continuous communication between the Russian and Ukrainian sides for the mutual exchange of information on the preparation and carrying out the evacuation of civilians and foreign citizens.

6⃣ This emergency statement is subject to immediate publication and communication to all interested parties through all available information resources, including media.

Checkpoints are equipped with everything necessary for temporary stay, hot meals are provided, mobile medical centers are deployed, logistics for departure to the regions of Russia to selected places of temporary stay is organized, and for foreign citizens their delivery to their homeland is provided. Mobile medical centers have been deployed, and a supply of medications has been created.

The Russian side is creating all the necessary conditions for a peaceful and safe life in the territories of Ukraine liberated from neo-Nazis, as well as in the Lugansk and Donetsk People's Republics, and ensuring unhindered access of the population to humanitarian aid.

Federal executive authorities together with the subjects of Russia, various public organizations, patriotic movements have prepared more than 16.5 thousand tons of humanitarian aid.

1,421 tons of humanitarian cargo have already been delivered to Ukraine, 186 humanitarian actions have been carried out, including 18 actions in Chernigov, Zaporozhye and Kharkov regions, as well as in Donetsk and Lugansk People's Republics, during which 34 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

Today, 25 humanitarian actions are being carried out in the Chernigov, Kherson and Kharkov regions, as well as in the Lugansk and Donetsk People's Republics, during which 250 tons of basic necessities, medicines and food are being transferred to the population.

❗️2️⃣We draw attention of the Ukrainian side to the fact that we have discovered that during humanitarian operations on March 10, 2022, on routes from Trostyanets in the direction of Poltava, as well as from Zaporozhye to Energodar, some of the regular bus drivers of humanitarian convoys were replaced by Ukrainian Security Service officers who, during the movement, carried out reconnaissance and recorded information about the location of units of the Russian Armed Forces.

At the same time, from Energodar and Sumy cities, these persons attempted to transmit reconnaissance information, which, thanks to the prompt measures taken by the units of the Russian Armed Forces, was stopped.

We consider these facts unacceptable.

We warn the Ukrainian side that in the future humanitarian convoys will be allowed to pass only after advance provision of lists of transport and officials accompanying humanitarian convoys, including drivers, in the following form: serial number, vehicle brand, registration number, full name, passport number, citizenship, for drivers - driver's license number indicating the permitted categories of vehicles.
In order to  prevent provocations, the submission of these documents, starting from March 11, 2022, becomes mandatory.

Please note that in order to exclude the collection of reconnaissance data on the location of units of the Russian Armed Forces, each column will be checked for the presence of means of communication. Only representatives of the International Committee of the Red Cross are allowed to have mobile phones and other means of communication, other officials are prohibited from any technical means of communication, if any are found, they are subject to seizure.

3️⃣This statement should be immediately brought to the Ukrainian side (Deputy Prime Minister of Ukraine Irina Vereshchuk) proposed to coordinate the specified routes and the start time of humanitarian corridors by 03:00 a.m. (Moscow time) on March 11, 2022.

4️⃣For the purpose of implementation of measures for the evacuation of civilians and foreign citizens along agreed routes during the humanitarian operation, from 09:00 a.m. (Moscow time) on March 11, 2022, organize continuous communication between the Russian and Ukrainian sides for the mutual exchange of information on the preparation and carrying out the evacuation of civilians and foreign citizens.

❗️According to reliable information, the Kiev regime is preparing another monstrous provocation, similar to the one in Kramatorsk, to accuse Russian servicemen of so-called war crimes with massacres of civilians.

▫️To this end, battalion of the 19th Separate Missile Brigade of the Ukrainian Armed Forces will soon launch a Tochka-U attack on an area of refugees concentration at the railway station in Lozovaya.

▫️The missiles will be launched from Staromikhailovka direction to simulate a strike from the territory allegedly controlled by the Russian Armed Forces and Donetsk People's Republic formations.

▫️Such actions by Ukrainian authorities once again demonstrate an inhuman attitude towards the fate of its own citizens and show a complete disregard for all norms of morality and international humanitarian law.

❗️We stress in particular that Tochka-U tactical missiles are only used by the Ukrainian Armed Forces.

▫️Taking the above into account, we warn the countries of the so-called "civilised West" led by the US in advance that the Russian Federation has an evidence base of another terrible crime being prepared by the Kiev regime.
