📌 The IAEA BoG resolution on Iran adopted today is very counterproductive and untimely

🔵 Regardless of the intentions of its supporters, it created a more difficult environment around outstanding safeguards issues and the #ViennaTalks on JCPOA

🇷🇺 That’s why Russia voted against

📌 Принятая сегодня резолюция Совета управляющих МАГАТЭ по Ирану весьма контрпродуктивна и несвоевременна

🔵 Независимо от намерений её сторонников, она создаёт ещё более сложную атмосферу по нерешенным вопросам гарантий и вокруг #ViennaTalks по СВПД

🇷🇺 Именно поэтому Россия голосовала против

⚡️Yesterday - on November 17, 2022 - at the IAEA Board of Governors a resolution «NPT Safeguards Agreement with the Islamic Republic of Iran» was adopted

🇷🇺 Russia voted against the resolution. We believe this is an untimely and counterproductive document

❗️Here’s why:

🔵 In his latest report the IAEA Director General did not require any extraordinary action from the Board of Governors to that end. It indicates that cooperation btw the Secretariat and Iran on remaining safeguards issues, though uneasy, but is ongoing and has its prospects

🔵 This resolution (was introduced by France, Germany and UK) may affect this cooperation. It seems the co-authors’ only goals are:

➖forward the case to the UN Security Council;

➖put additional pressure on Iran;

➖solidify this agenda item of the Board of Governors as permanent

🔵 This is pure politicization. Scale of these measures is disproportional to the remaining safeguards issues in Iran that pose no proliferation risks and are a matter of anomalies in nuclear material accounting. They didn’t even require the Board of Governors’ involvement in the first place

🔵 The approach chosen by the co-authors of this resolution constitutes a micromanagement of the IAEA Director General’s work and an intrusion into his competencies. This is exactly what undermines the integrity and the impartiality of the IAEA safeguards system

🔵 This resolution is intended to rock the boat of the #ViennaTalks and affect the process of JCPOA restoration. Its adoption will lead to unpredictable consequences. We regret that out of all the available diplomatic options co-authors of the resolution truly chose the worst one
