🎙 Statement by Permanent Representative of Russia to the United Nations Vassily #Nebenzia at #UN Security Council open debate "Conflict and food security"

🔸 Present-day political culture of Western states is best characterized by a striving to blame Russia for everything. After we started a special military operation in Ukraine, the allegations against Moscow have made a “quantum leap”. Among them, allegations related to food security assumed a leading role.

🔸 We regret that our colleagues, Western #UNSC members, did not have enough courage to comment on the root causes of food and other crises in such states as Afghanistan, Iraq, Libya, Syria.

🔸 Truth is that you got too carried away by your fruitless efforts to “break the backbone” of Russian economy and isolate our country at any cost. What I am speaking about is that in your proxy war with Russia in Ukraine, you are literally holding the whole developing world as hostage, driving it towards famine. Whatever you may be saying, it is you and only you who can change this.

❗️ Nevertheless, let me assure you that Russia remains a responsible supplier of both food and energy.

👉 I will appreciate if our Western colleagues, first of all the United States and the European Union, today publicly refute this “food for weapons” version which many experts stick to. Also, I invite them to explain how these deliveries actually contribute to global food security that you claim to be so concerned about.

Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question on UN Secretary-General Antonio Guterres’ statement on the situation in Ukraine

Question: What can you tell us about UN Secretary-General Antonio Guterres saying on July 14 that he was shocked by a rocket fired into the city of Vinnitsa, central Ukraine?

Maria Zakharova: Indeed, this statement by Antonio Guterres has come to our attention. Here’s what I would like to say.

What we are seeing now is something that goes back in time. Contrary to the requirements in the UN Charter, the Secretariat is not taking an equidistant position, as one would expect from a Secretariat of the most authoritative international organisation that is designed, among other things, to promote the settlement of disputes.

Now with regard to this particular case. According to the Russian Defence Ministry, high-precision Kalibr missiles were used in Vinnitsa targeting a garrison house of officers which at that moment was housing a meeting of the Ukrainian Air Force command with representatives of foreign arms suppliers. The UN is probably aware of that. If not, then we suggest that Mr Guterres ask Ukraine why the Kiev regime is placing military facilities in close proximity to civilian buildings.

At the same time, for some reason, like many other UN representatives, the Secretary-General does not see the Armed Forces of Ukraine fire direct missile strikes against civilian targets and residential urban areas. I will give examples. Regarding the shelling of Kursk and Belgorod on July 3, as well as the shelling of Novaya Kakhovka on July 12, when warehouses with saltpeter exploded and residential buildings, a church and other buildings were damaged, the force of the detonation was similar to the explosion in the port of Beirut, and according to the regional Interior Ministry, approximately 190 people asked for medical help. Neither Mr Guterres, nor his official representative, nor anyone else from the UN Secretariat condemned the attack on civilians and civilian infrastructure as in the case of Vinnitsa. In response to a specific request to comment on the incident in Novaya Kakhovka, Deputy Spokesman for the Secretary General, Farhan Haq, said there were no comments on that matter. On earlier occasions, the UN has repeatedly ignored reports of civilian deaths, including children, caused by Ukrainian troop fire. Also, UN Secretary-General Spokesperson Stephane Dujarric had no information about Ukraine using civilians as a human shield (March 3 briefing https://www.un.org/press/en/2022/db220303.doc.htm).

I would like to remind our esteemed colleagues from the UN Secretariat that their job is not to take sides in disputable situations, but to help maintain peace and stability. This is what they are paid for and this is their mandate.

Foreign Minister Sergey Lavrov’s remarks at a meeting of the #UN Security Council on #Ukraine, New York, September 22, 2022:

"As I understand it, today’s meeting was motivated by a striving to discuss the issue of “impunity” in Ukraine. I consider this to be timely. This term fully reflects what has been taking place in that country since 2014. At that time, nationalist radical forces, overt Russophobes and neo-Nazis came to power there because of an armed coup, with direct support from the Western countries. Immediately after this, they embarked on a path of lawlessness and complete neglect for basic human rights and freedoms – the right to life, freedom of speech, access to information, freedom of expression, freedom of conscience and the use of a native tongue."

These conventions read that the term “neutral states” applies not only to the states that have declared their neutrality for all times, like Switzerland, but any states that are not party to an armed conflict. I would like to remind everyone that the United States and Europe have not declared themselves parties to the developments in Ukraine. In this case, they should act in accordance with Article 6 of the sea convention, which says that the supply by a neutral power to a belligerent power of warships, ammunition, or war material of any kind whatever is forbidden. In other words, the United States, the EU, and NATO, which are sending weapons to Kiev, cannot be regarded as neutral powers that are not involved in the conflict. In addition, one of the conventions says that recruiting agencies cannot be opened on the territory of a neutral power to assist the belligerents. As you know, Ukrainian embassies and consulates general in European and other countries openly posted invitations on their websites to join in the “holy war” against Russia, which can be defined as recruiting mercenaries. Western countries that allowed these activities in their territories violated the convention on neutral states and thereby showed that they are not passive onlookers but rather are directly involved in the conflict. One of the articles forbids the use of communications for military purposes. As I have mentioned, 200 private satellites, including Starlink, of course, are being directly used by the authorities in this war. Starlink has satellites and ground infrastructure. The use of this resource in the war also means that the United States is not a neutral power but a party to this conflict.

🇷🇺🇨🇳 On May 4, Foreign Minister Sergey Lavrov met with Minister of Foreign Affairs of the People’s Republic of China Qin Gang on the sidelines of the Shanghai Cooperation Organisation’s Foreign Ministers’ Council meeting in the state of Goa, India.

The two Ministers praised Russian-Chinese relations for the momentum they have gained against the backdrop of growing geopolitical instability.

The two officials exchanged views on the current state of and prospects for developing the #SCO, welcoming the collective efforts by its member states to ensure peace and security in Eurasia. They also mentioned the SCO’s growing prestige in international affairs and its key role in the regional security architecture.

During the meeting, Sergey Lavrov and Qin Gang reaffirmed their mutual commitment to stepping up coordination efforts within the #UN, the #SCO, #BRICS, #RIC, #G20 and other key international organisations and dialogue mechanisms. They discussed several hot topics, including efforts to promote a peace settlement in the Ukraine crisis.

The meeting also included a confidential exchange of views on the latest international matters with a focus on the developments in the Asia-Pacific Region considering the fact that extra-regional actors have been increasingly active in seeking to set up various exclusive blocs and formats that undermine the ASEAN-centric security and stability framework in the region.

The two Ministers share the view that modern neo-colonialist practices are unacceptable and have a destructive effect on most countries around the world and international relations in general.

🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Panaji, May 5, 2023)

#SCO

We have a common vision of problems persisting in the international arena. Our shared desire is to coordinate our actions at the #UN and on the Eurasian continent with such organisations as the #EAEU and #ASEAN, and more globally, to cooperate with the #BRICS countries.

Our colleagues from Central Asia are interested in promoting cooperation on information security and the fight against organised crime and drug trafficking in the SCO space. We think it is important to establish relevant divisions and let them be coordinated by the SCO Regional Anti-Terrorist Structure.

There is an understanding that the role of national currencies in settlements between SCO members should be increased. Practices currently taking shape within the Eurasian Development Bank, the Asian Bank for Reconstruction and Development and the BRICS New Development Bank could be used for this purpose.

#Afghanistan

Today, we came to terms on reaffirming the SCO-Afghanistan Contact Group. This group exists, although it has been some time since it met. One of the reasons is the Taliban’s status. Thus far, it is not recognised “de jure.” We are expecting the Taliban leaders to fulfill their promises on forming an inclusive government not only in terms of ethnic groups but also by ensuring the presence of the entire spectrum of Afghanistan’s political forces. This has yet to be done.

There is convincing evidence to the effect that the US supports the terrorist groups entrenched in the territory of Afghanistan that are opposed to the Taliban, including the Islamic State, the Islamic Movement of East Turkestan, and Al-Qaeda. The Americans have not abandoned their attempts to reintroduce US military infrastructure in the region surrounding Afghanistan, in Central Asia.

Everyone is well aware of the serious threat inherent in these attempts. We will resolutely oppose them.

The primary objective of the 78th session of the UN General Assembly is to reaffirm the central and coordinating role of the universal Organization in global affairs and to strengthen the multipolar system of international relations.

👉 We have consistently advocated strengthening the multilateral framework of international relations and world economy based on the universal norms of international law, first and foremost the provisions of the UN Charter, focusing on the unconditional respect for the sovereign equality of states and non-interference in their internal affairs.

❗️ It is pivotal to prevent a small group of Western countries from taking control of the UN by striving to substitute generally recognized principles of cooperation between the states with non-consensual constructs.

#UN

The UN Security Council reform should aim to strengthen the representation of developing states from Africa, Asia and Latin America in the Security Council without prejudice to the UNSC's effectiveness and operational efficiency. Low twenties seems the optimum number of members of the reformed Council.

We support realistic initiatives to revitalize the work of the UN General Assembly within the relevant Ad Hoc Working Group. It is of paramount importance to fine-tune UNGA working methods, streamline its overloaded agenda and strengthen multilingualism.

#Sanctions

Sanctions are an important auxiliary tool for the UNSC to suppress activities threatening international peace and security. They must not be used as a means of punishment. They should be carefully measured, targeted and time-limited and take into account political, socio-economic, human rights and humanitarian consequences.

❗️It is unacceptable to introduce, in addition to UNSC sanctions, further unilateral coercive measures, especially those with extraterritorial effect. We advocate for including this requirement in relevant SC resolutions.

Today we talked about changes taking place in the international arena. The world is becoming multipolar. The expansion of BRICS is the main evidence of this. BRICS is seen as a reliable partner and as a structure that will not disappoint and will help each member feel more confident.

UN reform must reflect the reality of a multipolar world where the West can no longer claim the role that it is seeking to maintain either fairly or otherwise. The process is underway. We are taking an active part in it.

#Russophobia

What strikes me most is the speed with which the outward civility has fallen away from practically all Europeans, the front they have been hiding behind in recent years, retaining not only the remnants of diplomacy but also traces of elementary ethics. This is a manifestation of what is usually called Nazism – just in relation of Russians.

#SouthCaucasus

We are working with our Azerbaijani colleagues and neighbours to stabilise the situation in Nagorno-Karabakh, to strengthen trust, and create conditions for the Armenians and Azerbaijanis to resume their normal life together. I hope that Yerevan should also have a stake in that and will undertake efforts to this end.

🇷🇺🇨🇳📞 President Vladimir Putin had an extensive telephone conversation with President of China Xi Jinping.

🎊 The President of Russia offered heartfelt greetings to the President of China and the friendly Chinese nation on the upcoming Spring Festival.

The Presidents summarised the latest results in developing the overarching Russia-China partnership and strategic cooperation. They reaffirmed that the neighbourly links between our countries are at a historically high level.

📈 They stressed, with satisfaction, that bilateral trade exceeded $200 billion a year ahead of the goal set by the leaders, reaching a record of $227.7 billion.

🤝 In the context of the 75th Anniversary of diplomatic relations between Russia and China, marked this year, the presidents expressed mutual interest in promoting cooperation across all areas, including energy, finance, infrastructure, transport, industrial production, agriculture, humanitarian and sport exchanges.

Both Parties expressed willingness to advance coordination in foreign policy within the framework of various multilateral bodies such as the #UN, #BRICS and the Shanghai Cooperation Organisation. Xi Jinping supported the priorities of the Russian BRICS Chairmanship.

🌐 President Putin and President Xi had a detailed exchange on the situation in several regions, including the Middle East, where both 🇷🇺Russia and 🇨🇳China support a political and diplomatic settlement of the Palestinian problem within the generally recognised framework of international law. When discussing the state of affairs in the Asia-Pacific Region, President Putin confirmed Russia’s principled stance on Taiwan, which is support for the One-China policy. The presidents also covered the current situation in 🇺🇦Ukraine.

Vladimir Putin and Xi Jinping specifically stressed that close 🇷🇺Russia-🇨🇳China interaction is an important stabilising factor in world affairs.

The Leaders agreed to continue one-on-one contact.

Taking part in the meeting were:

• the Leaders of #SCO Member States,
• the Heads of delegations from SCO observer countries and dialogue partners,
• the Heads of international organisations (the #UN, the #EEC, the Islamic Organisation for Food Security, the #CSTO, the Organisation for Economic Cooperation and Development, #CICA, and the #CIS);
• the guests of Kazakhstan’s Presidency.

The Russian delegation attending the meeting includes Foreign Minister Sergei Lavrov, Deputy Prime Minister Alexei Overchuk, Deputy Chief of Staff of the Presidential Executive Office and Presidential Press Secretary Dmitry Peskov, and Presidential Aide Yury Ushakov.

The theme of the SCO Plus meeting is Strengthening Multilateral Dialogue – Striving for Sustainable Peace and Development.

As you know, Russia has never refused to negotiate, and is now ready to continue peace talks. It is Ukraine that withdrew from the talks, and it also did so publicly, on direct orders from London – which means Washington was also involved, there is no doubt about it – as Ukrainian officials have admitted bluntly and openly.

❗️ The Istanbul agreements – we have to give credit to the President of Türkiye, Mr Erdogan, for agreeing to be part of that process as a mediator – are still on the table.

🤝 The SCO Member States coordinate their actions on the international track, including at the United Nations, and their foreign policy approaches are largely in accord or closely aligned.
