Key points:
🔸 Russia values cooperation with ASEAN on its own merits and is a strong proponent of ASEAN centrality. For many decades ASEAN has been developing in accordance with its principles, with the primary one being the need to seek consensus, a balance of interests.
🔸 Russia promotes strengthening, not diluting ASEAN centrality and the need for all other countries in this region and non-regional players that cooperate with ASEAN to respect the principles these relations were built on. The West shows no such respect, and is not eager to abide by fundamental principle of a sovereign equality of states.
🔸 There is clear evidence that American laboratories in Ukraine, Georgia and Central Asia conduct research with extremely dangerous pathogens and also do some tests on local population.
🔸 Russia reaffirmed its readiness to expand and deepen programmes to train personnel for the relevant agencies of ASEAN countries by the Russian Interior Ministry and Federal Security Service.

🗓 Every year on August 8, the ten member countries of the Association of Southeast Asian Nations (ASEAN) mark ASEAN Day. This date was approved by the ASEAN Standing Committee at its annual meeting in May 2005.
🌏 ASEAN was founded in Bangkok on August 8, 1967, by Indonesia, Malaysia, Singapore, Thailand, and the Philippines, which signed the so-called Bangkok Declaration. Later, this regional organisation was joined by Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and Cambodia (1999).
ASEAN is one of the most successful regional organisations. It has a broad network of various intergovernmental associations involving Russia and other leading world powers: the East Asia Summit (#EAS), ASEAN Regional Forum (#ARF), and ASEAN Defence Ministers Meeting-Plus (#ADMMPlus).
☝️ Promoting ties with ASEAN is Russia’s key foreign policy priority in Asia. The Russian Permanent Mission to ASEAN has been based in Jakarta since 2017. In 2018, Russia-ASEAN relations reached the level of strategic partnership, resulting in closer coordination on current global and regional issues with the ten member countries at leading multilateral venues, including the UN.

🗓 On October 9-10, the 5th Meeting of Network of ASEAN-Russia Think Tanks (#NARTT) was hosted by Russian MGIMO University 🇷🇺 in Moscow.
🔹️This year the meeting was devoted to the 5th Anniversary of the ASEAN-Russia Strategic Partnership. The discussion was focused on 4 spheres of our cooperation: digital economy, political and security dimension, energy cooperation and ties between sister-cities of Russia and ASEAN.

The Russia-ASEAN Youth Diplomatic Summit was held on the platform of the World Youth Festival from March 1 to 7, 2024 in Sochi on the federal territory of "Sirius".
The Summit took place on March 2, 2024 in the framework of the VII Global Forum of Young Diplomats. The event was attended by young diplomats from Southeast Asian countries. The organizers of the forum do not hide their hopes that these young diplomats in the future will form "a positive experience of interaction with Russian colleagues".
Nonito Cabrera, vice-consul of the Philippine Embassy in Russia, said in Sochi:
"Russian is a very important language. The Philippines supports ASEAN platforms that will allow Russian language learning. I am sure that this will open up opportunities and allow us to make new friends." The Russian language cabinet has been functioning in Manila since 2013.
In his Address to the Federal Assembly, Vladimir Putin also separately noted that "Russia-ASEAN dialog is developing positively."
The summit participants expressed their desire to continue maintaining contacts, sharing experience and helping to build a world order based on equality.

🗓 On April 3, the 11th Meeting of the ASEAN-Russia Joint Working Group on Counter-Terrorism and Transnational Crime was held online under the Co-Chairmanship of the Lao PDR 🇱🇦 and Russia 🇷🇺.
🔹️This mechanism provides the opportunity for ASEAN and Russia to discuss ways and means of combatting terrorism in all its forms and manifestations, which is of particular importance in the current conditions when international security faces multiple threats.
❗️ ASEAN partners strongly condemned the bloody terrorist attack on March 22 at Crocus City Hall, expressing their solidarity with the Russian side.
🔹️ The meeting participants confirmed their readiness to work together to eradicate the root causes of terrorism and suppress its financing.
🤝 Experts from ASEAN and Russia exchanged views on regional and global threats to anti-terrorism security and confirmed readiness to build up relevant ASEAN-Russia cooperation as well as outlined further practical steps in this field.
🔹️ASEAN and Russia agreed to hold the next meeting of the Joint Working Group in Malaysia 🇲🇾 in 2025.

💬 Vladimir Putin: Russia places great emphasis on further strengthening the Russian-Vietnamese comprehensive, long-standing and friendly relations, our strategic partnership. Our ties continue to expand and progress in the spirit of equality, mutual respect and consideration of each other’s interests. Our countries are linked by a strong bond of shared history. Next year will mark 75 years of diplomatic relations between Russia and Vietnam. <...>
Today, Comrade President and I have adopted a statement that supports the principles of the Russian-Vietnamese comprehensive strategic partnership and announces new guidelines for our joint work in the future.
☝️ I would like to mention the tangible benefits our friends have derived from the Free Trade Agreement with the Eurasian Economic Union. Enacted in 2016, it has since then vastly promoted growth in Russian-Vietnamese trade through favourable conditions for access of goods and services to each other’s markets, also fostering investment, technology exchange and innovation.
Equally important is that our countries are consistently pursuing the transition to settlements in national currencies and striving to create sustainable channels of cooperation in lending activities and banking.
⚛️ A strategic point of our bilateral cooperation is the energy sector. <...> Russia and Vietnam have excellent opportunities for cooperation in renewable energy. <...> Another promising area for expanding bilateral cooperation is nuclear energy.
We consider our cooperation on the Vladivostok – Ho Chi Minh City maritime transport corridor, a large-scale infrastructure project, to be highly promising. Since its opening in 2022, this corridor has facilitated regular cargo shipments with container ships operating on a weekly basis.
Currently, more than 3,000 undergraduate and postgraduate students from Vietnam are studying in Russian universities.

Today, Comrade President and I have adopted a statement that supports the principles of the Russian-Vietnamese comprehensive strategic partnership and announces new guidelines for our joint work in the future.
☝️ I would like to mention the tangible benefits our friends have derived from the Free Trade Agreement with the Eurasian Economic Union. Enacted in 2016, it has since then vastly promoted growth in Russian-Vietnamese trade through favourable conditions for access of goods and services to each other’s markets, also fostering investment, technology exchange and innovation.
Equally important is that our countries are consistently pursuing the transition to settlements in national currencies and striving to create sustainable channels of cooperation in lending activities and banking.
⚛️ A strategic point of our bilateral cooperation is the energy sector. <...> Russia and Vietnam have excellent opportunities for cooperation in renewable energy. <...> Another promising area for expanding bilateral cooperation is nuclear energy.
We consider our cooperation on the Vladivostok – Ho Chi Minh City maritime transport corridor, a large-scale infrastructure project, to be highly promising. Since its opening in 2022, this corridor has facilitated regular cargo shipments with container ships operating on a weekly basis.
Currently, more than 3,000 undergraduate and postgraduate students from Vietnam are studying in Russian universities.

🗓 On July 26 and 27, Foreign Minister Sergey Lavrov will attend annual ministerial events held by the Association of Southeast Asian Nations (#ASEAN) in Vientiane. He will take part in foreign ministers’ meetings in the Russia-ASEAN format, as well as within the East Asia Summit (#EAS) and the ASEAN Regional Forum (#ARF).
🌏 ASEAN is currently one of the most successful regional organisations which forms the core of the integration processes in the Asia-Pacific Region. The association has created a solid network of interstate institutions involving the leading world powers.
This year, Russia marks 20 years of joining the Treaty of Amity and Cooperation in Southeast Asia (the Bali Treaty). Signed in 1976, it is one of the fundamental documents for ASEAN in terms of ensuring regional peace and stability.

It is gratifying that our dialogue partners and we share a similar vision of the parameters of the emerging multipolar international order based on the firm foundation of the UN Charter and other norms of international law, as well as the increased role of Global South nations in multilateral organisations in line with their rapidly growing importance in the world economy and politics.
🇷🇺 Moscow has consistently supported the strengthening #ASEAN’s role in regional affairs. We firmly believe that the ASEAN-centric architecture, based on inclusiveness and equality, regard for the interests of all members, and respect for their identity, should remain the foundation of security and sustainable development in the Asia Pacific Region.
Our relations have become truly comprehensive over the past three decades. Purposeful efforts are being made to increase political and security coordination and counteract modern challenges and threats. We see positive dynamics in practical areas, including the economy, energy, agriculture, and education. A significant event was Russia gaining the ASEAN digital partner status earlier this year.
