🗓 On March 1, 2023, ASEAN and the Eurasian Economic Union (EAEU) held a seminar on Digital Transformation to share the experience and best practices on digitalisation in the two regional blocs. The seminar is part of the activities set out in the Programme of Cooperation to implement the MOU between ASEAN and the Eurasian Economic Commission (EEC) for 2020 – 2025.
The seminar discussed EAEU’s digital agenda and its key digital projects, ASEAN digital economy priorities and initiatives, and cybersecurity cooperation and data governance policies in ASEAN and some ASEAN Member States.
🌐 The seminar was opened by Sergey #Glazyev, Member of the Board (Minister) for Integration and Macroeconomics of the EEC, and Satvinder Singh, Deputy Secretary-General for ASEAN Economic Community. In his welcome remark, Deputy Secretary-General Singh mentioned that ASEAN is committed to accelerating the ongoing digital transformation agenda under the Bandar Seri Begawan Roadmap.
He highlighted ASEAN’s efforts to boost regional trade through digital technologies and innovation, promote digital inclusion especially for groups that are marginalised from trade, such as MSMEs, and strengthen ASEAN’s sustainability objectives by expanding the use of technologies to facilitate climate solutions.
More than 100 participants from ASEAN and EAEU Member States joined the seminar. A follow-up seminar to discuss digital transformation in economic sectors and the development of digital infrastructure in ASEAN and EAEU will be held in person in the latter part of 2023.

💬 A complex of ASEAN-Russia relations is part of Moscow policy of peace and cooperation. Our relations existed in the form of the dialogue partnership for decades, and five years ago they reached a status of strategic partnership. A developed infrastructure corresponds to this level of exchanges: from regular high-level meetings to specialized ministerial platforms (by the way, the 1st ASEAN-Russia Ministerial Meeting on Science, Technology and Innovation took place on February 14, 2023) and professional dialogue tracks on combating new challenges and threats, economics, energy, etc.
Russia is committed to ASEAN centrality. In the eyes of Moscow, ASEAN is the backbone of the system of peace and security in Asia-Pacific. It is no coincidence that we initiated a Dialogue on regional security architecture within the EAS.
ASEAN is a key element of the concept of the Greater Eurasian partnership, proposed by Russian President Vladimir Putin, which also includes the #SCO and the #EAEU Member States.
🤝 We appreciate the experience of cooperation with ASEAN, achievements of the ASEAN-Russia Dialogue Partnership are valuable to us.
Therefore, we cannot look without concern at the attempts to undermine the central role of ASEAN in regional affairs under the guise of Indo-Pacific strategies and ideas by pushing NATO into the region, its merging with minilaterals such as AUKUS, QUAD and Asia-Pacific Four, the regeneration of the US-Japanese military-political alliance and the militarization of Tokyo. These are dangerous plans, replicating the explosive European scenario in the Asia-Pacific.

🇷🇺🤝 On January 1, 2023, Russia assumed the chairmanship of the Eurasian Economic Union (#EAEU), an organisation that united Armenia, Belarus, Kazakhstan, Kyrgyzstan and our country in 2015.
Russia’s chairmanship has the following priorities:
• Developing the technological potential of the member states;
• Boosting interaction in digital transformation ;
• Developing the agricultural sector;
• Creating common energy markets ;
• Harmonising the financial markets;
• Equalising the competitive environment for the union’s enterprises.
In the past eight years, the EAEU member states have done a lot to eliminate the barriers to the movement of goods, services, capital and labour between the countries of the union. In most sectors, common markets have already been created and are operating successfully. In 2022, three of the 11 listed barriers were removed, and another four more will be lifted in the near future.
📈 In 2022, the EAEU member states managed to improve the following indicators as compared to 2021:
✅ Agricultural production grew by 9.4 percent and reached 11.5 trillion roubles;
✅ Grain production went up by 27 percent and reached almost 187 million tonnes;
✅ Fixed capital investment increased by 5.3 percent in 9 months, reaching 18.5 trillion roubles;
✅ Mutual trade grew by 10.3 percent;
✅ The number of completed construction projects increased by 5 percent (14.2 trillion roubles).
In 2022, the GDP of the EAEU was 173 trillion roubles.
👉 The EAEU space has all the necessary conditions for stable and comfortable work. After the launch of the common labour market, the residents of the union got the opportunity to travel between the EAEU countries with minimal difficulties; equal employment opportunities were created for all citizens of the member states in the EAEU space.
☝️ In addition, over 75 percent of mutual settlements between the EAEU countries have already been switched to national currencies.

We have a common vision of problems persisting in the international arena. Our shared desire is to coordinate our actions at the #UN and on the Eurasian continent with such organisations as the #EAEU and #ASEAN, and more globally, to cooperate with the #BRICS countries.
Our colleagues from Central Asia are interested in promoting cooperation on information security and the fight against organised crime and drug trafficking in the SCO space. We think it is important to establish relevant divisions and let them be coordinated by the SCO Regional Anti-Terrorist Structure.
There is an understanding that the role of national currencies in settlements between SCO members should be increased. Practices currently taking shape within the Eurasian Development Bank, the Asian Bank for Reconstruction and Development and the BRICS New Development Bank could be used for this purpose.

Today, we came to terms on reaffirming the SCO-Afghanistan Contact Group. This group exists, although it has been some time since it met. One of the reasons is the Taliban’s status. Thus far, it is not recognised “de jure.” We are expecting the Taliban leaders to fulfill their promises on forming an inclusive government not only in terms of ethnic groups but also by ensuring the presence of the entire spectrum of Afghanistan’s political forces. This has yet to be done.
There is convincing evidence to the effect that the US supports the terrorist groups entrenched in the territory of Afghanistan that are opposed to the Taliban, including the Islamic State, the Islamic Movement of East Turkestan, and Al-Qaeda. The Americans have not abandoned their attempts to reintroduce US military infrastructure in the region surrounding Afghanistan, in Central Asia.
Everyone is well aware of the serious threat inherent in these attempts. We will resolutely oppose them.

Issues of creating a broad partner network of interstate associations and developing cooperation between the unions of countries in the context of reformatting the global economic architecture will be discussed by the participants of the session "EAEU - SCO - BRICS: open integration dialogue" as part of the business program of the II Eurasian Economic Forum to be held on May 24-25 in Moscow.
The participants to the discussion will address:

Key talking points from the speech of the President of the Russian Federation Vladimir Putin:
💬 Cooperation continues to strengthen within the #EAEU, which is consistently asserting itself as one of the independent and self-sufficient centres of the emerging multipolar world.
🔹 Our continuing efforts to build integration dictate the need to strengthen, develop and modernise the supranational tools and institutions we have created, primarily the Economic Commission, which must be able to provide quick and proper responses to changes around the world and to make professional decisions aimed at protecting our common interests and promoting mutually beneficial integration.
☝️ The EAEU should expand relations with countries that are seeking equal and mutually beneficial partnership. I am talking about our partners in Asia, the Arab world, Africa, and Latin America. I mean cooperation with multilateral associations like the CIS, the SCO, BRICS and other associations.

🗓 On August 20-23, representatives of the Eurasian Economic Comission (#EEC) took part in the consultations on the sidelines of the 55th ASEAN Economic Ministers' Meeting held in Semarang, Indonesia 🇮🇩.
🔹️Practical steps to deepen interaction between the #EAEU and the #ASEAN were in the spotlight of the meeting of the EEC representatives with Deputy Secretary-General of ASEAN for ASEAN Economic Community H.E. Mr. Satvinder Singh. The EEC and the ASEAN Secretariat discussed the results of implemention of the Memorandum of Understanding between the EEC and ASEAN on Economic Cooperation, noting the desire to deepen dialogue and mutual interest in studying best integration practices.
🔹️H.E. Mr. Sergei Glazyev, Minister in charge of Integration and Macroeconomics of the EEC addressed the meeting online:
💬"Interaction between EAEU and ASEAN designed to increase trade and economic cooperation between regions. In March, we held a seminar on digital transformation in the EAEU and ASEAN, which attracted the attention of official, business and expert circles in our regions. We intend to start preparing the second face-to-face stage of such a seminar, which could take place in 2024”.
The idea of the face-to-face seminar was supported by Dr. Kao Kim Hourn, ASEAN Secretary General, who also expressed appreciation of the overall level of interaction between the #EAEU and the ASEAN.
Sergei Glazyev noted the joint contribution of the EEC and the ASEAN to implementing the UN 2030 Agenda for Sustainable Development, as well as the efforts of the two associations to develop contacts through business circles in order to increase trade.
The EEC Minister drew attention to the upward trend in the trade turnover between the EAEU and the ASEAN (it has grown 1.6 times since 2015).

🗓 The 18th East Asia Summit (#EAS) will convene in Jakarta on September 7.
🇷🇺 Russia advocates using the EAS platform to expand multi-pronged practical cooperation with a focus on sector-specific projects.
Our initiatives on this platform include efforts:
• to establish regionwide collaboration in pandemic response with the launch of a collective response mechanism to epidemic threats,
• the development of practical cooperation in the field of tourism. Relevant Russian proposals have been part of top-level thematic documents.
⚠️ During the East Asia Summit, Russia considers it critical to highlight the growing risks to peaceful and sustainable development in the Asia-Pacific region against the backdrop of the West’s confrontational policy aimed at militarising the regional space, with the potential involvement of NATO and the dismantling of the established ASEAN security architecture and replacing all of it with “Indo-Pacific” bloc-based constructs based on containment and counteraction principles.
Russia advocates strengthening the system of country-to-country relations in the region, including by aligning ASEAN with regional formats in the Eurasian space, primarily the #SCO and the #EAEU, which, like ASEAN, operate on a positive non-bloc agenda of connectivity and co-development.

🇷🇺 Russia advocates using the EAS platform to expand multi-pronged practical cooperation with a focus on sector-specific projects.
Our initiatives on this platform include efforts:
• to establish regionwide collaboration in pandemic response with the launch of a collective response mechanism to epidemic threats,
• the development of practical cooperation in the field of tourism. Relevant Russian proposals have been part of top-level thematic documents.
⚠️ During the East Asia Summit, Russia considers it critical to highlight the growing risks to peaceful and sustainable development in the Asia-Pacific region against the backdrop of the West’s confrontational policy aimed at militarising the regional space, with the potential involvement of NATO and the dismantling of the established ASEAN security architecture and replacing all of it with “Indo-Pacific” bloc-based constructs based on containment and counteraction principles.
Russia advocates strengthening the system of country-to-country relations in the region, including by aligning ASEAN with regional formats in the Eurasian space, primarily the #SCO and the #EAEU, which, like ASEAN, operate on a positive non-bloc agenda of connectivity and co-development.

📅 On September 7, Russia's Foreign Minister Sergey #Lavrov attended the 18th East Asia Summit (#EAS) held in Jakarta.
During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russia’s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #AEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests.
☝️ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATO’s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUCUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region.
He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region.
🤝 The Minister reaffirmed Russia’s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.

💬 We are happy to be in Beijing again and to have the opportunity, ahead of President Vladimir Putin's arrival in the People's Republic of China, to exchange views on bilateral affairs, which are on the upswing.
I would like to extend my greetings once again on the recent 74th Anniversary of the People's Republic of China and of diplomatic relations between our countries. They are on the rise. The Leaders of Russia and China will discuss them in their entirety when they meet soon.
We are grateful to our Chinese friends for inviting Russian President Vladimir Putin to be the guest of honour at the Third Belt and Road International Forum. We regard this project as an important part of promoting cooperation on the basis of equality and mutual benefit throughout the Eurasian continent. Relations between the Belt and Road Initiative project and the #EAEU, the #SCO, #ASEAN and other organisations that operate in this geopolitical and geo-economic space are developing in this direction.
We are interested in the success of the Third Belt and Road International Forum and are confident that it will be. The very fact that almost 150 delegations from different countries and organisations will participate in it underscores the importance of this project and its excellent prospects.

💬 Vladimir Putin: The relations between our countries are developing in a traditionally friendly atmosphere.
🤝 Next year will mark the 30th Anniversary of the backbone document between our countries, the Treaty on Principles of Friendly Relations. It was signed in June 1994. But the relations between Russia and Vietnam have deeper roots and there is no need to say how close our peoples are and how this connection was formed in the previous decades.
In the beginning of our meeting, I would like to speak about the foundation of our relations, the foundation of relations between any countries, which is trade and economic ties.
📈 This year, there is a trend towards improvement, and the growth in the first half of this year was over 6 percent. A joint intergovernmental commission is working to make trade ties develop at the pace we need. From the Russian side, it is headed by Deputy Prime Minister Dmitry Chernyshenko, who is also present here.
Since 2015, a free trade agreement between the #EAEU and Vietnam has been in force, and I believe that its potential has not been fully unlocked yet.
Cultural ties are also developing. In this regard, I would like to note a very important issue that symbolises our relations: the unveiling of a monument to comrade Ho Chi Minh in St Petersburg on June 30. The unveiling was to mark the 100th anniversary of his first visit to Russia’s northern capital. The Russian Culture Days in Vietnam were also successfully held in July.
Of course, we are also actively cooperating on the global stage.
I am sure that this meeting will be efficient, constructive and fruitful.

#EAEU - 🇨🇳China trade has grown 2.8% in 2015-2022 and reached $220 billion. This record volume was achieved through joint measures of EAEU and 🇨🇳China. One of vivid examples of such cooperation is Eurasian Agroexpress project. It is aimed to provide comfortable environment for accelerated regular transportation of agricultural products and food from the EAEU countries to 🇨🇳China. In the first year through Eurasian Agroexpress 18.5 thousand containers of agricultural products were sent along the route from 🇧🇾Belarus and 🇷🇺#Russian regions to 🇨🇳China. 🔹

💬 I think that any normal person, including politicians, immediately understands what injustice is when they see it. It is clear to them when issues are resolved fairly, based on a balance of interests and the key principle of the UN Charter, which emphasises the need to respect the sovereign equality of all states, big and small.

In this context, justice means equal rights for all states and entities established in different regions.
