International Conference “🇷🇺Russia and 🇧🇳🇻🇳🇮🇩🇰🇭🇱🇦🇲🇾🇲🇲🇸🇬🇹🇭🇵🇭ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes, and Global Context”

🗓️On October 12-14, 2023 the ASEAN Centre will hold its traditional annual international conference “Russia and ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes, and Global Context” It will take place within the framework of the 15th Convention of the Russian International Studies Association (RISA). This year the conference will be dedicated to the 5th anniversary of the ASEAN-Russia Strategic Partnership.

The conference has been held within the RISA Convention framework since 2016 and annually brings together, leading world and Russian experts on Southeast Asia and ASEAN, diplomats, representatives of business and civil society, students and young researchers.

This year it aims to discuss multiple issues relevant to the ASEAN-Russia political, economic and energy cooperation in the context of global turbulence and to identify new promising areas for ASEAN-Russia strategic partnership. Interregional cooperation between the Eurasian Economic Union, Shanghai Cooperation Organization and ASEAN will be among conference topics.

The conference will feature discussions on the digital agenda and post-pandemic economic recovery of Russia and ASEAN countries. The key trends in the political and socio-economic progress of individual member countries of the Association will be given considerable attention, as will the current political and socio-economic events in the region. Along with the principal program, there will be special sessions and presentations of the latest academic literature on the Southeast Asian region.

Traditionally many high-ranked guests of the conference – politicians, diplomats and researchers – take part in the presentations of new academic and popular literature.

Specifically, this year, the ASEAN Centre, in collaboration with the Center for Vietnam and ASEAN Studies of the ICCA RAS, will be presenting a collective monograph titled «ASEAN on the Path of Integration: Achievements, Challenges, Dilemmas». This publication is the outcome of extensive research and a series of scholarly discussions held at the MGIMO and RAS Institute of China and Contemporary Asia. In addition, the Russian edition of the book «Dealing with an Ambiguous World» authored by Singaporean researcher H.E. Mr. Bilahari Kausikan and edited by the Center's senior expert, Dr. Victor Sumsky, will be also announced during the conference. The conference's sidelines will also feature a presentation of the previous conference proceedings collection «Russia and ASEAN in the Asia-Pacific Region». As well as other current analytical and expert materials.

A Youth Day is scheduled as part of the conference. Students and young researchers whose research interests lay in the field of Southeast Asian studies are welcome to represent their achievements and share experiences.

On the conference eve, on October 9-10, the 5th Meeting of Network of ASEAN-Russia Think Tanks (NARTT) will also be hosted by Russia and MGIMO as the national coordinator.

Annually, about 100 participants attend the conference, with the speakers which are representatives of all ten ASEAN countries as well as Russian participants from Moscow (MSU, RUDN, HSE, ICCA RAS, IOS RAS, IMEMO RAS, IE RAS, FNISC RAS) and regional (SPbSU, FEFU, URFU, TSU) universities and academic institutions, as well as international organizations (e.g. International Committee of the Red Cross). ❗️ В итоговом заявлении форума участники выразили поддержку соотечественникам, проживающим в странах, где нарушаются их права и законные интересы, а также понимание причин и целей внешнеполитических шагов Российской Федерации как единственно верных и неизбежных в ответ на конфронтационную политику, с которой ей пришлось столкнуться в борьбе за сохранение своих суверенитета и самобытности.

On 7-8 October, the 16th Regional Conference of Compatriots “The role of 🇷🇺Russian compatriots in the new global realities: ways to preserve and develop unity in Asian countries” was held in Nepal (Kathmandu), supported by the Russian Ministry of Foreign Affairs and the Government Commission on Compatriots Living Abroad.

The Conference was attended by the delegates from ten countries of the region, including heads of coordinating councils of the organizations of Russian compatriots from 🇰🇭Cambodia, 🇨🇳China, 🇮🇳India, 🇰🇷Republic of Korea, 🇲🇾Malaysia, 🇲🇳Mongolia, 🇳🇵Nepal, 🇸🇬Singapore, 🇹🇭Thailand and 🇯🇵Japan.

In the forum’s Final Statement, the participants expressed their support for the compatriots, who live in the states witnessing the violations of their rights and legitimate interests. The document noted the understanding of the causes and purposes of the foreign policy steps, taken by the Russian Federation, as the only right and inevitable ones to respond to the confrontational approach that our country was forced to face in the struggle to preserve its sovereignty and identity.

Furthermore, the Statement highlighted that only a united Russian World can withstand and properly resist the current threats and challenges, as well as to ensure the continuity of generations of Russian people living abroad.

• Основные качества государства-цивилизации – многообразие и самодостаточность. Вот два основных компонента, на мой взгляд. Современному миру чужда любая унификация, каждое государство и общество хотят самостоятельно выработать свой путь развития.

“More events have happened over these twenty years than over many decades, and these changes are qualitative and require fundamental changes in the very principles of international relations,” the President of Russia noted.

🔸In Russia's Foreign Policy Concept, our country is characterised as an original civilisation state.

🔸There are many civilisations, and they are equal in their rights to express the aspirations of their cultures and traditions and peoples.

🔸Humanity is not moving towards new bloc confrontation: the world is on the way to a synergy of civilisation states, large spaces, communities that see themselves like this.

“The civilisational approach <...> is based on the fundamental, long-term interests of states and peoples. Interests that are dictated not by a current ideological situation, but by an entire historical experience and the legacy of the past, on which the idea of a harmonious future is based. If everyone is guided by this, there will be much fewer conflicts in the world, I believe, and the methods for resolving them will become much more rational,” Vladimir Putin emphasised.

The President also outlined the basic principles of the new world order that Russia stands for:

1. We want to live in an open, interconnected world, where no one will ever try to put artificial barriers in the way of people's communication.

2. The world's diversity must be preserved and serve as the foundation for universal development.

3. Russia stands for maximum representation; no one has the right or ability to rule the world for others and on behalf of others.

4. Russia stands for universal security and a world built on respect for the interests of everyone: from large countries to small ones.

5. We stand for justice for all. The era of exploitation is in the past; everyone should be given access to the benefits of today's world

6. We stand for equality, for the diverse potential of all countries.

“Russia was, is and will be one of the foundations of this new world system, ready for constructive interaction with everyone who strives for peace and prosperity, but ready for tough opposition against those who profess the principles of dictatorship and violence. We believe that pragmatism and common sense will prevail, and a multipolar world will be established,” Vladimir Putin emphasised.

Vladimir Putin's speech at the plenary session of Russian Energy Week. Main points:

🔹In the ongoing structural transformation of the Russian fuel and energy complex, four key elements can be identified that are fundamental in nature and are part of Russia’s sovereign development strategy:

🔸Covering the needs of the domestic market, increasing its capacity. A positive example of this is the country’s gas industry, including the public gas supply programme and the development of gas transport systems in the west and east of Russia;
🔸Creating maximum added value in the industry and developing deep processing of oil and gas. A petrochemical plant has been launched in Tobolsk (Tyumen Region); the Amur gas processing plant is increasing its capacity; and an LNG production and gas processing complex is being built in Ust-Luga (Leningrad Region), as well as the Amur gas chemical complex;
🔸Creating full sovereignty in the domestic fuel and energy complex: technological, personnel, and financial. The Russian engineering school for the construction and maintenance of nuclear power facilities serves as an example to follow: Rosatom State Atomic Energy Corporation is simultaneously building 22 power units abroad today, which accounts for about 80 percent of the world market. The hydropower industry is another example of the successful development of domestic competencies;
🔸Searching for new prospects and changing the geography of exports. After the actual refusal of the European countries to purchase Russian energy resources, which had a negative impact on the economic situation in the EU, Russia managed to quickly redirect oil supplies to fast-growing and promising markets in other regions of the world: to the south and east. The plans include further expansion of exports to countries in the Asia-Pacific region, Africa, and Latin America.

🔹Russia also has large plans in the field of liquified natural gas, the President especially emphasised. In the next decade, LNG production should triple to 100 million tonnes per year, and in order to realise its competitive advantages and efficient logistics, the country will use the potential of the Northern Sea Route and the new transport hubs being developed in the Arctic.

🔹“As before, Russia will make a significant contribution to balancing the global energy market, developing partnerships and cooperative ties with those countries that want it and are interested in this,” the President emphasised at the conclusion of his speech.

⚡️ Russia's Foreign Ministry statement on the tragedy in Gaza

On the evening of October 17, the al-Ahli Hospital in the centre of Gaza was destroyed in a missile attack. According to the Health Ministry of Palestine, at least 500 people have been killed and over 1,000 have been wounded. The overwhelming majority of the victims were hospital patients and civilians, many of them women and children, who were sheltering in the building.

❗️ Moscow is deeply shocked. We express our deep condolences to the families of the victims and the people and government of Palestine.

We again urge the conflicting sides to de-escalate hostilities without delay and to respect international humanitarian law. We reaffirm Russia’s position of principle on the unacceptability of violence against civilians and strikes on medical facilities or any other civilian infrastructure facilities.

👉 We emphasise that it is necessary to consolidate international efforts towards an immediate ceasefire and to open humanitarian corridors in order to give badly needed support to people in Gaza, including deliveries of food, medicines and fuel, to evacuate everyone who wants to leave, and to prevent the looming humanitarian disaster.

We point out that attempts to politicise this issue are unacceptable and irresponsible. We believe that the discussion of the relevant initiatives at the UN Security Council must above all take into account the interests of the people affected by the conflict.

⚠️ We would like to repeat our advice for Russian citizens to refrain from travelling to Israel and the Palestinian territories.

On 18 October, H.E. Mr. Anatoly Borovik, Ambassador of the Russian Federation to Cambodia, paid a courtesy call to H.E. Mr. Peng Ponea, Minister of Public Works and Transport of the Kingdom of Cambodia.

The conversation focused on the matters of the current state of interactions of the two countries in the field of transport, as well as the potential for developing their cooperation in technologies, infrastructure and investments.
