The event is organized for people aged from 14 and available in Russian, English, Chinese, Portuguese, Spanish and Arabic.

🖋The test is prepared in two variants – basic and professional – and consists of 40 questions on the topics of Constitution of the Russian Federation, principles of criminal and administrative responsibility, labour, civil and family laws. 60 minutes are provided for an answer.

After the dictation each participant may get a certificate on passing the event, indicating his personal result.

▪️On 5 December H.E. Mr. Anatoly Borovik, Ambassador of Russia to Cambodia, paid a visit to the Chinese diplomatic mission in Phnom Penh to honour the memory of deceased H.E. Mr. Jiang Zemin, former President of the People’s Republic of China, Secretary General of the Communist Party of China’s Central Committee, who passed away on 30 November.

The head of the diplomatic mission expressed condolences to the people of China, as well as family and friends of the prominent statesman, who significantly contributed to the development of Russian-Chinese relations.

🔹On 5 December, the International Forum on the 50th anniversary of the Convention concerning the Protection of World Cultural and Natural Heritage, organized by the Commission of the Russian Federation for UNESCO together with the Government of the Republic of Tatarstan, began its work in Kazan. About 700 participants from Russia and 56 friendly foreign states attended the Forum as delegates.

Head of the Republic of Tatarstan Rustam Minnikhanov and Minister of Culture of the Russian Federation Olga Lyubimova delivered address to the guests of the event. Russian Deputy Minister of Foreign Affairs Sergey Vershinin read out the welcoming remarks of the Minister of Foreign Affairs of the Russian Federation, Chairman of the Commission of the Russian Federation for UNESCO Sergey Lavrov.

🔹Among the foreign speakers of the plenary session were Minister of Culture of the Syrian Arab Republic Lubanah Mshaweh, Minister of Culture of Salvador Mariemm Quinonez, Minister of Ecosocialism of Venezuela Ernesto Villegas, President of the Board of Directors of the Shaikh Ebrahim Center for Culture and Research (Bahrain) Sheikh Mai Al Khalifa and the Permanent Delegate of China to the UNESCO Yang Jin.

The business program of the Forum runs until 8 December. The agenda includes discussions of a wide range of issues related to the problems of the 1972 Convention. A final declaration will be adopted on the results of the event.

🔹5 декабря в Казани начал свою работу Международный форум к 50-летию Конвенции об охране всемирного культурного и природного наследия, организованный Комиссией Российской Федерации по делам ЮНЕСКО совместно с Правительством Республики Татарстан. Его делегатами стало порядка 700 участников из России и 56 дружественных иностранных государств.

Перед гостями мероприятия выступили Глава Республики Татарстан Р.Н.Минниханов и Министр культуры Российской Федерации О.Б.Любимова. Заместитель Министра иностранных дел России С.В.Вершинин огласил приветственное слово Министра иностранных дел Российской Федерации, Председателя Комиссии Российской Федерации по делам ЮНЕСКО С.В.Лаврова.

⚠️ In Europe, NATO’s members are increasingly claiming global domination. The alliance has already declared the Indo-Pacific region a zone of its responsibility.

The event that used to be called the #OSCE Ministerial Council opened in Lodz today. This is a good reason to see what role this organisation has played since its establishment.

Let’s recall the year 1990 – the anticipation of the end of the Cold War. <...> The Westerners believed that it was “the end of history”, as they said at the time. From then on, everyone would live by the rules of liberal democracy, so they could relax and promise anything. Those attractive slogans ended up hanging in the air.

⚡️ It was of principal importance to the West to show who the master of the Common European Home was – a home that all [countries] had collectively undertaken to build. Essentially, this is where the notorious concept of a “rules-based order” is rooted.

We talk about the aggression against Yugoslavia because we can still feel its effects. In March 1999, NATO, seeking to show that it can do whatever it wants, opened Pandora’s box by trampling underfoot the fundamentals of European security adopted by the OSCE <...>.

❗️ We remember the time when NATO was created. The first NATO Secretary General Hastings Ismay coined this formula: the purpose of NATO is “to keep the Soviet Union out [of Europe], the Americans in, and the Germans down.” What is happening now is nothing short of a return to the alliance’s conceptual priorities from 73 years ago.

👉 As a result of all this, the security space in Europe became fragmented, and even the OSCE is becoming a marginal entity, to put it mildly.

❗️ When, or if, the West realises the benefits of being neighbours and relying on some kind of a mutually agreed framework, we will listen to what they have to offer.

💬Ваша работа по отстаиванию прав, правды, права нашего народа, людей, проживающих на Донбассе, нашего культурного наследия, традиционных ценностей имеет огромное значение.

Важно, что вы продолжаете разоблачать преступления нацистского режима, который утвердился в соседней стране. Ведь права жителей многострадального Донбасса в течение восьми лет, как мы многократно это подчёркивали, полностью игнорировались мировым сообществом – так называемым мировым сообществом.

🔹Наш же Совет многократно обращался к этой теме, направлял информацию в соответствующие международные институты, призванные обеспечивать и поддерживать права человека, продвигать права человека, но там – во многих из них во всяком случае, в большинстве из них, которые сегодня выступают в качестве обвинителей, – делали вид, будто все они разом ослепли или оглохли.

И только после начала специальной военной операции СПЧ ООН, Совет Европы, другие так называемые правозащитные организации внезапно «прозрели» и беззастенчиво стали демонстрировать свою циничную ангажированность, причём, я бы сказал, циничную ангажированность, перекладывать вину с больной головы на здоровую, как у нас говорят.

🔹Всё это означало, что эти структуры не способны выполнять свои уставные задачи. Ввиду их очевидной предвзятости Россия была вынуждена отказаться от членства в ряде этих организаций.

Полагаю, что наш Совет как институт, работающий с широким кругом общественных организаций в России и за рубежом, мог бы стать эффективной международной площадкой, где бы обсуждалась проблематика прав человека и их защиты в современном мире.

🔹Существующие подходы требуют всестороннего анализа, так как их стали применять для достижения совсем других, далеко не благих целей. В частности, мы видим, что доктрина прав человека используется для разрушения суверенитета государств, для оправдания западного политического, финансово-экономического и идеологического доминирования.

💬The ongoing deregulation of the international system of relations is rooted in the unwillingness of the Western minority to abandon its hegemonistic aspirations and to accept the multipolar reality. It is clear that the line-up of forces on the global stage is not changing in its favour. That is why the US-led collective West is doing its best to keep its dominant positions. Of course, it is difficult to break off the habits they have grown used to over five centuries.

Multipolarity will not assert itself tomorrow or the day after. The establishment of the multipolar world as the generally recognised basis for the subsequent operation of the international community will take a historically long time.

🔹NATO proclaimed a new concept at its Madrid summit in June this year. The organisation’s sphere of responsibility now includes the Indo-Pacific region, as it is called in the West, which implies, in plain English, setting India against China. They make no secret of this. They have even formulated a concept of indivisible security, although not as it was formulated by the OSCE. They say that Euro-Atlantic security is indivisible from Indo-Pacific security. Japan has actively supported this concept. The concept provides justification for NATO’s infiltration in the Indo-Pacific region and the establishment of NATO-centric structures there, which in ordinary terms means the Asia-Pacific region.

🔹If the bloc gains a foothold in the Asia-Pacific region, which can happen very quickly, they will say again that it is a defence line and that NATO is a defensive alliance, but the line of defence will be in the South China Sea. NATO-like military blocs such as AUKUS are expanding through the involvement of Japan, South Korea and New Zealand and the creation of “partnerships for maritime domain awareness.”
🔹They are trying to involve the ASEAN nations that are liable to accept this approach. The West regards half of ASEAN nations as promising in terms of detaching them from the 10 nations, disrupting ASEAN’s unity and undermining the structures that have been created in the region around the association over decades on the basis of consensus and general agreement. I am referring to the ASEAN Regional Forum for security, the ADMM-Plus platform for ASEAN and its Dialogue Partners, and the East Asia Summit, which the 10 ASEAN nations and their eight Dialogue Partners hold every year.

🇷🇺We are not turning away as it was the West who ended cooperation with us and built a wall. We work with those who are ready. If new leaders of Western countries or structures created in Europe and the United States can see beyond their two-year electoral cycles and see into the depths (rather than wishing to put somebody’s son behind bars or prove somebody’s incompetence and doing nothing else), we will be ready to talk seriously.

🗓 On December 11, the United Nations Children's Fund (UNICEF) marks its 76th anniversary.

In the course of its history, the fund has come a long way from a temporary emergency programme to the key organisation in the UN system related to child protection and development. In particular, the fund deals with the issues of maternal and newborn health, early childhood development, children’s nutrition, education, and mother and child care in emergency situations.

🇷🇺🤝🇺🇳 Russia is committed to the progressive development of cooperation with the fund. Our country is a member of the UNICEF Executive Board, the organisation’s governing body. Together with the fund, we implement projects to develop education in Syria and Belarus. In 2021, the Russian Direct Investment Fund and UNICEF signed a long-term agreement on the delivery of the Sputnik V vaccine.

The relations between Russia and the fund reached a new status after the signing of the Memorandum of Understanding between the Government of the Russian Federation and UNICEF in 2019. The document was designed to bring the cooperation between Russia and UNICEF to a strategic level.
