19 октября с.г. Посольство России в Камбодже организовало в режиме видеоконференции восьмой брифинг для представителей министерств и ведомств, аналитических центров и СМИ Королевства по украинской проблематике.
В ходе мероприятия пресс-атташе и помощник военного атташе при дипмиссии осветили итоги референдумов, проведённых 23-27 сентября в Донецкой и Луганской народных республиках, Запорожской и Херсонской областях, а также истоки конфликта на Украине. Отмечены продолжающиеся случаи ударов украинскими вооружёнными формированиями по объектам гражданской и критической инфраструктуры упомянутых и других регионов России.
Кроме того, были даны разъяснения причин текущего продовольственного и энергетического кризисов в мире, а также комментарии об участии российского руководства в международных мероприятиях, в частности, саммитах Совещания по взаимодействию и мерам доверия в Азии, Россия-Центральная Азия, а также заседании Совета глав государств СНГ.

🔹Украинские «стратеги» при кураторстве своих западных хозяев уже давно задействуют террористические диверсионные методы на российской территории. Примеров этому масса, но апогеем их усилий стал теракт на Крымском мосту 8 октября, совершенный украинскими спецслужбами.
🔹Сейчас Украина и ее западные покровители пытаются раскрутить еще один «фейк»: о якобы совершенных поставках в Россию иранских БПЛА в нарушение резолюции СБ ООН 2231.
Если эксперты ООН в угоду западным столицам займутся неким псевдорасследованием, безосновательно ссылаясь на положения резолюции 2231, мы можем пересмотреть весь комплекс своих отношений с Секретариатом ООН, о беспристрастности которого в этом случае больше нельзя будет говорить.
🔹Пользуясь индульгенцией на любые преступные деяния, выданной своими западными кураторами, режим Зеленского последовательно наносит удары по гражданской инфраструктуре своих бывших территорий.

This can be confirmed by many cases, the most explicit of which was the terrorist attack on the Crimean Bridge on 8 October that was performed by Ukrainian special services.
🔹Now Ukraine and its Western sponsors are trying to propel another fake about alleged deliveries to Russia of Iranian UAVs in violation of UNSC resolution 2231.
If the UN experts choose to engage in this pseudo-investigation at the behest of Western capitals while making ungrounded references to UNSC resolution 2231, we will be compelled to reassess our entire relation with the UN Secretariat, because in this case, we will no longer be able to proceed from impartiality of the UN Secretariat.
🔹Western states gave a carte blanche to Zelensky’s regime to commit whatever crimes, and so Kiev is consistently targeting the civilian infrastructure of its former territories.
🔹Reckless attacks against the Zaporozhye NPP are going on, creating profound risks to nuclear security at the power plant.

On 26 October 2022 H.E. Mr. Anatoly Borovik, Ambassador of the Russian Federation to the Kingdom of Cambodia took part in the Diplomatic Briefing by the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia on preparations to the 40th and 41st ASEAN Summits and Related Summits, and 2nd ASEAN Global Dialogue, scheduled in Phnom Penh in November 2022.
H.E. Mr. Luy David, Secretary of State of the Foreign Ministry and Chair of the Secretariat of the National Organizing Committee for ASEAN 2022, informed about the protocol and logistics aspects for the upcoming ASEAN-related events, as well as their security and media arrangements.
Representatives of the local ministries and institutions, foreign diplomatic missions accredited in Cambodia, members of the national press also attended the briefing.

📃Постановлением Главного государственного санитарного врача Российской Федерации от 17 октября 2022 г. № 22 с 21 октября возвращающиеся на Родину российские граждане освобождаются от прохождения ПЦР-тестирования по прибытии и соблюдения режима изоляции до получения его результатов.
🔹Кроме того, отменяется требование к следующим в Россию иностранным гражданам предъявлять при посадке в самолёт отрицательный результат ПЦР-тестирования на СOVID-19.
🔹Вместе с тем все въезжающие в Российскую Федерацию лица обязаны заполнить анкету для пересечения границы (размещена на сайт Роспотребнадзора https://rospotrebnadzor.ru/).

📃According to the resolution of the Chief State Sanitary Doctor of the Russian Federation No. 22 dated 17 October 2022, since 21 October the requirement for foreign citizens to have a negative PCR-test result while boarding the flight has been canceled.
🔹Furthermore, the Russian citizens returning back to the homeland are freed from the necessity to carry out the PRC-testing on arrival and self-isolation before getting its result.
🔹Meanwhile, travelers entering the Russian Federation have to fill out the Application form for border crossing (available at the website of the Federal Supervisory Service for Consumer Rights Protection and Welfare https://rospotrebnadzor.ru/).

Today at 4.20 am, the Kiev regime carried out a terrorist attack against the ships of the Black Sea Fleet and civilian ships that were on the outer and inner roadsteads of the Sevastopol base. The attack involved nine unmanned aerial vehicles and seven autonomous maritime drones.
❗️ It should be emphasised that the ships of the Black Sea Fleet that were subjected to the terrorist attack are involved in ensuring the security of the ‘grain corridor’ as part of an international initiative to export agricultural products from Ukrainian ports.
The preparation of this terrorist act and the training of military personnel of 73rd Marine Special Operations Center were carried out under supervision of British specialists 🇬🇧 in the city of Ochakov, Nikolayev region in Ukraine.
⚠️ According to the available information, representatives of this unit from the British Navy were involved in plotting, organising, and implementation of the terrorist attack in the Baltic Sea on 26 September this year to blow up the Nord Stream 1 and Nord Stream 2 gas pipelines.

• Over the past years, the Russian Federation has more than once raised the issue of the military biological activities conducted by the Pentagon and agencies within its jurisdictions in laboratories located far away from the United States on the Russian border in the post-Soviet countries.
• Such activities of the US military on territories adjacent to Russia have a direct effect on biological security of the Russian Federation.
• Evidence and materials acquired during the special military operation have revealed the true nature of US military biological activities in Ukraine.
• The scale and goals of military biological activities become clear from a report on the inspection of the collection of microorganism strains at the Mechnikov Anti-Plague Research Institute of the Ukrainian Health Ministry in Odessa. According to the report, the institute had in its storage 422 units of cholera causative agents and 32 units of anthrax causative agents.
• The list of documents at our disposal incudes the descriptions of projects UP-4, Flu-Flyway and P-781, which studied the potential spread of dangerous infections by migratory birds and bats, which can be regarded as the carriers of viruses. The spatial range of these projects included not only the Ukrainian regions that border Russia but also the territory of Russia.
• The above circumstances and the military-biological activities carried out in Ukraine are indicative of the fact that the United States and Ukraine are violating the provisions of Articles I and IV of the BTWC.
• In accordance with Article VI of the BTWC, and in the absence of a constructive response from the United States and Ukraine to our claims, the Russian Federation was left with no choice but to file a complaint with the President of the UN Security Council to launch an international investigation.
❗️ We will push to have our legitimate rights exercised based on the provisions of international law.
