👉 The Ministers had an in-depth discussion of the international and regional agenda, above all the developments in Ukraine. They reviewed progress in implementing the package agreements on transporting Ukrainian grain from the Black Sea ports and promoting Russian exports of food and fertiliser signed on July 22 in Istanbul. The discussion also covered the Syrian settlement process.

The ministers considered at length topical issues and prospects for Russian-Turkish cooperation, primarily in the trade and economic sphere, in the context of preparations for the upcoming highest-level contacts.

🇷🇺🇰🇭 The Foreign Ministers of the Kingdom of Cambodia and the Russian Federation held fruitful negotiations in Phnom Penh on 5 August 2022.

☝️ Cambodia and Russia will maintain and intensify political dialogue, regular contacts between the governments, parliaments, local authorities and political parties. They will enhance mutually beneficial cooperation in trade and investment, science and technology, education and culture, defence and security, creating favourable conditions for activities of organisations and companies in all the areas.

🇷🇺🇰🇭 Министры иностранных дел Российской Федерации и Королевства Камбоджа провели плодотворные переговоры в Пномпене 5 августа 2022 года.

🤝 Они договорились способствовать дальнейшему развитию давних и проверенных временем дружеских связей и взаимной поддержки между Российской Федерацией и Королевством Камбоджа в соответствии с основополагающими принципами и чаяниями народов обеих стран.

Россия и Камбоджа будут поддерживать и наращивать политический диалог, регулярные контакты между правительствами, парламентами, местными властями и политическими партиями.

🇷🇺🤝🇨🇳 On August 5, Foreign Minister Sergey Lavrov had a meeting with Minister of Foreign Affairs of the People’s Republic of China Wang Yi on the sidelines of ASEAN, ARF, and EAS events in Phnom Penh.

☝️ The two ministers expressed their satisfaction with the momentum Russia and China have generated in promoting their relations, which have been immune to external developments. They noted the consistency with which the two countries have been stepping up their practical cooperation and foreign policy coordination in keeping with the agreements reached by their respective heads of state.

🤝 During the conversation, the two ministers had a detailed exchange of views on bilateral interactions within ASEAN, ARF, and EAS formats, emphasising the need to support the security architecture with ASEAN at its core in light of proactive efforts by the United States and its satellites to build exclusive bloc-based structures in the Asia-Pacific Region.

✍️ Adopted on the Fifth of August in the Year Two Thousand and Twenty-Two (2022) at the 29th ASEAN Regional Forum in Phnom Penh, Kingdom of Cambodia.

☝️ RECOGNISING the impacts and uncertainties posed by the growing complexities of regional and global security challenges, including traditional and non-traditional security issues, and ACKNOWLEDGING that such challenges require a holistic and comprehensive approach to address these challenges;

☝️ RECOGNISING the continued relevance of the ARF and the commitment of its members in promoting and maintaining peace, security and stability in the region and its vital role in building confidence and trust amongst its participants;

☝️ REAFFIRMING the role of #ASEAN as the primary driving force of the ARF and emphasizing that the active, and equal participation and cooperation of all ARF participants is critical for the success of the ARF;

📄 ASEAN REGIONAL FORUM STATEMENT ON REITERATING COMMITMENT TO PRESERVE SOUTHEAST ASIA AS A NUCLEAR WEAPON-FREEZONE

☝️ Noting that the Treaty on the Southeast Asia Nuclear Weapon-Free Zone (SEANWFZ Treaty) entered into force on 27 March 1997 and 2022 marks the 25th anniversary of the entry into force of the Treaty;

☝️ Noting that the current security context requires more efforts to strengthen the indispensable role of the IAEA in nuclear non-proliferation verification through safeguards implementation and efforts to strengthen the effectiveness and efficiency of safeguards regime including through universalization of the Additional Protocol;

☝️ Recalling the UN Security Council (UNSC) Resolution 1540 (2004) and the Comprehensive Reviews on the status of its implementation, whose aim is to prevent non-state actors from getting access to nuclear, chemical or biological weapons, their means of delivery and related materials;

HEREBY DECIDES TO:

✅ Reaffirm the efforts of ARF Participants at the national, regional and international levels to promote nuclear disarmament, nuclear non-proliferation and the use of nuclear energy for peaceful purposes, strengthen nuclear safety and security, and combat nuclear terrorism;

✅ Reiterate support to the efforts of preserving Southeast Asia as a Nuclear Weapon-Free Zone and free of all other weapons of mass destruction consistent with the SEANWFZ Treaty and the ASEAN Charter;

A city full of civilians, women and children was annihilated in a flash by a devastating nuclear attack carried out by the US.

80'000+ victims perished instantaneously.

💬 Foreign Minister Sergey Lavrov: On this day, the terrible death of innocent civilians strikes a chord with millions of people on our planet. The United States was the first and only country to use this type of weapons of mass destruction.

We need to eliminate the risk of military confrontation between the nuclear powers and rule out the possibility of a nuclear war. We firmly believe that such a war cannot be won and must never be unleashed. We suggest that all nuclear powers officially confirm their commitment to this tenet.

Russia-Turkey talks in restricted format. Vladimir Putin's main statements:

🔸In the first months of 2022, the trade between the two countries doubled.

🔸The Turkish Stream has become one of the most important routes for supplying Europe with Russian gas. It works well, smoothly, without failure for consumers in both Turkey and Europe.

🔸European partners should be grateful to Turkey for the continuous transit of gas to their markets.

🔸With the participation of Recep Tayyip Erdogan and the UN Secretariat, the issue of the supply of Ukrainian grain from the Black Sea ports has been resolved. In addition, a package decision was made on the supply of Russian food and fertilisers to global markets.

🔸Russia and Turkey have made a great contribution to normalising the situation in Syria.
