🎙 Foreign Minister Sergey Lavrov’s opening remarks at a meeting with the heads of Russian foreign policy non-profit organisations

💬 For many years, we have been trying to prevent a situation (I mentioned our diplomatic and practical efforts) where Ukraine becomes an enemy of the Russian Federation. We made several attempts to reach agreements by signing legally binding documents on how to build security in Europe without letting anyone feel insecure.

But traditionally, continuously, systematically they refused to listen to us.

☝️ Now that we are removing this threat, emanating not from the other side of the world, over the North Pole, but the threat that the West has been creating at our borders for many years (this is not a double standard but a disgusting manifestation of hegemony and neocolonialism), we are being accused of what you can see for yourselves. Any term will fit here.

​​⚡️Emergency Statement of the Joint Coordination Headquarters for Humanitarian Response in Ukraine

▫️According to the Russian Defence Ministry, the Kiev regime in Slavyansk has completed preparations for a monstrous provocation using highly toxic substances. In the next few days, SSU officers plan to blow up tanks with more than 120 tonnes of the chemically hazardous substance, hexane, at the oil and fats plant.

▫️Explosion of the hexane tanks would create a toxic cloud that would spread more than 10 kilometres away. All residential areas of Slavyansk and nearby settlements will be in the chemical attack zone.

▫️The specific cynicism of such inhuman actions by the Ukrainian authorities is that they are prepared to sacrifice tens of thousands of their own citizens living in Slavyansk, as well as servicemen of the Ukrainian armed formations stationed in the city, to achieve their criminal goals.

▫️Hexane is a powerful neurotoxin and carcinogen. Irritating to skin, affects lungs if inhaled, acts as a strong narcotic, causes drowsiness, dizziness, peripheral nervous system damage, numbness of legs, central nervous system depression and eye irritation. Prolonged inhalation of hexane causes chronic poisoning, leading to serious nervous system disorders, manifested by decreased sensitivity, rapid fatigue, decreased muscle tone and headaches. However, because hexane is capable of igniting spontaneously at ambient temperatures of plus 23-38ºC (followed by intense combustion and high heat release), an explosion could also occur due to the abnormally high ambient air temperature currently prevailing in Slavyansk district. The most effective emergency measures for protection against hexane vapour are to take cover indoors and to close windows and doors tightly. In case of poisoning, ensure fresh air supply to the victim and protect the respiratory system and skin.

▫️We recommend that the residents of Slavyansk and neighbouring localities take the necessary protective measures immediately.

▫️The purpose of this provocation is to accuse the Russian Armed Forces and Donetsk People's Republic formations of allegedly indiscriminate strikes against potentially dangerous objects, using a well-established scenario, followed by extensive coverage in the Ukrainian and Western media.

▫️We once again emphasize that during the special military operation, the Russian armed forces and military formations of the Donetsk and Lugansk people's republics are not targeting civilian infrastructure.

▫️We call on the United Nations, the International Committee of the Red Cross and the Organisation for the Prohibition of Chemical Weapons to immediately influence the Ukrainian authorities and take effective measures to prevent this provocation.

🔹In this connection the Embassy resumes issuing of all categories and types of printed Russian visas for Cambodians and other foreign nationals, legally staying in Cambodia, regardless of their mode of entry into Russia.

🔹The requirement for all arriving passengers to carry a negative COVID-19 PCR-test result dated within 48 hours before arrival in Russia remains in power.

🔹Arriving passengers are also required to fill an arrival form (can be downloaded at official site of Russian Federal State Agency for Health and Consumer Rights (https://www.rospotrebnadzor.ru/.../koron.../naselenie.php...) or obtained onboard.

22 июля с.г. Посол Российской Федерации в Камбодже А.В.Боровик встретился с Государственным секретарём Министерства иностранных дел и международного сотрудничества Королевства Луи Давидом.

В фокусе беседы были вопросы взаимодействия на многосторонних площадках, в частности в рамках диалога Россия-АСЕАН и механизмов Ассоциации в контексте предстоящих в августе мероприятий министерского уровня по линии «десятки» в Пномпене.
On 22 July 2022 H.E. Mr. Anatoly Borovik, Ambassador of the Russian Federation to Cambodia, met H.E. Mr. Luy David, Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom.

The conversation focused on the interactions within multilateral platforms, especially in the Russia-ASEAN dialogue and ASEAN-centric mechanisms in view of the upcoming ASEAN-related ministerial-level meetings in Phnom Penh
in August.

On 26 July 2022, Н.Е. Mr. Anatoly Borovik, Ambassador of the Russian Federation to Cambodia received at the residence Н.Е. Ms. Ulku Kocaefe, newly appointed Ambassador of the Republic of Turkiye to the Kingdom who arrived with the protocol visit.

During the meeting, both sides touched upon the issues of international and regional agenda, as well as interactions within the diplomatic corps accredited in the country.

❗️Сегодня ночью киевским режимом была целенаправленно совершена кровавая провокация.

◽️По следственному изолятору в районе населенного пункта Еленовка, в котором содержатся военнопленные украинские военнослужащие, в том числе боевики формирования «Азов», нанесён ракетный удар из американской реактивной системы залпового огня «HIMARS».

◽️Погибло 40 и ранено 75 военнопленных украинцев. Кроме того, ранения различной степени тяжести получили восемь сотрудников изолятора.

◽️В настоящее время большое количество украинских военнослужащих добровольно складывают оружие, зная о гуманном отношении к военнопленным с российской стороны.

◽️Данная вопиющая провокация совершена с целью запугивания украинских военнослужащих и предотвращения их сдачи в плен.

◽️Обстоятельства данной провокации расследуются.

⚡️ Russian Defence Ministry report

❗️Bloody provocation was purposefully perpetrated by Kiev regime tonight.

▫️US-made HIMARS MLRS struck a detention centre near Elenovka, where Ukrainian servicemen, including Azov fighters, are being held.

▫️40 Ukrainian POWs were killed and 75 injured. In addition, 8 employees of detention centre were injured to varying degrees of severity.

▫️A large number of Ukrainian soldiers are now voluntarily laying down their arms, knowing the humane treatment of prisoners of war on the Russian side.

▫️This blatant provocation was committed in order to intimidate Ukrainian servicemen and prevent their surrender.

▫️The circumstances of this provocation are being investigated.

🔹As previously announced, Foreign Minister Sergey Lavrov will take part in the ministerial meetings in the Russia-ASEAN, the EAS and the ARF formats in Phnom Penh on August 4-5.

🔹ASEAN is one of our most important strategic partners. We traditionally attach great importance to the events held by the G10. During Sergey Lavrov’s meeting with the foreign ministers from the ASEAN countries, the entire range of dialogue partnership will be discussed in light of the decisions adopted at last year's Russia-ASEAN summit, with an emphasis on specific and mutually beneficial steps in security and trade, as well as in the economic, sociocultural and humanitarian spheres and on the further expansion of ASEAN’s ties with the Eurasian Economic Union and the Shanghai Cooperation Organisation.

🔹The EAS meeting agenda will include preparations and content for the 17th East Asia Summit in Phnom Penh in November, including the adoption of a roadmap for the EAS in 2023-2027. We also plan to draw attention to the risks of exacerbating the military-political situation in the Asia-Pacific region and NATO's plans to gain a foothold in the Asian region based on the narrow-bloc entities that are being created by the United States and its allies.

🔹The main task of the ASEAN Regional Forum on Security session is to preserve the forum as a platform for constructive non-politicised cooperation on issues that concern the regional community. We expect that the ARF work programme for the coming year and important theme-specific statements will be adopted. Countering new threats and challenges is among Russia's priorities at the ARF. In particular, this includes ensuring security in ICT, something our country has come up with a number of practical initiatives for, as you may recall.

⚓️ Today Russia celebrates #NavyDay, July 31, by tradition on the last Sunday of this summer month.

For 326 years the Navy safeguarded our nation's interests and borders. It has come a long way – from wooden two-masted flat-bottomed boats of Peter the Great’s era, to formidable nuclear underwater missile cruisers.

📃 The true foundation of the Russian naval traditions was laid on October 30, 1696 when the Boyar Duma, upon the request of Peter the Great, approved his decree on the construction of a navy.

“The Russian Navy shall set sail.”

🌊 This year St Petersburg per tradition hosts the Main Naval Parade in honour of the Day. 40+ warships and submarines will take part in it. The pride of our fleet can be seen in the Neva River in the centre of St Petersburg, and at Kronstadt – where big surface vessels, which cannot enter the Neva River due to their size, can be viewed.

The 10th Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons opens in New York

President of Russia Vladimir Putin sent his greetings to the participants and guests of the conference.

“As a party to the NPT and one of its depositaries, Russia consistently follows the letter and spirit of the Treaty. Our obligations under bilateral agreements with the United States on the reduction and limitation of relevant weapons have also been fully fulfilled. We believe that a nuclear war cannot be won and must never be fought, and we stand for equal and indivisible security for all members of the world community.”

Russian Foreign Ministry statement on US House of Representatives Speaker Nancy Pelosi’s visit to Taiwan

Speaker of the US House of Representatives, Nancy Pelosi, arrived in Taiwan on August 2.

We consider her visit a clear provocation in keeping with the US’s aggressive policy of comprehensive containment of the PRC.

We believe relations between both sides of the Taiwan Strait are exclusively China’s domestic affair. The Chinese side is entitled to take any measures necessary to protect its sovereignty and territorial integrity in terms of the Taiwan issue.

🇷🇺 🤝 🇨🇳 Russia's principled position remains unchanged: we operate on the premise that there is only one China, and the PRC government is the only legitimate government representing all of China, and that Taiwan is an inalienable part of China.

In the Joint Statement of the Russian Federation and the People's Republic of China on international relations entering a new era and on sustainable global development, which was adopted after the talks between the leaders of our countries on February 4, the Russian side reaffirmed its adherence to the “one China” principle and opposed the independence of the island in any form.

We call on Washington to refrain from actions, that undermine regional stability and international security, and to recognise the new geopolitical reality, which has no place for US hegemony.

Russia can be either strong or perish – the latest developments have proven in all clarity the accuracy of this axiomatic statement. Sanctions, military, media and political pressures and attempts to cut us from the global markets and deprive us of technology are effective only as long as we stay within a matrix shaped by those who are hostile to us. Russia’s policy to reinforce its national sovereignty in recent years has proven to be incompatible with its involvement in global processes on someone else’s terms or as a member of Western-centric structures such as the Group of Eight, which Russia left for good back in 2014. Injecting more sovereignty across the board, including in the world of ideas, politics, culture, research, economics, finance and other spheres while remaining open to broad mutually enriching equitable international cooperation can well place Russia on the path to steady development and secure the place it deserves in the multipolar world order. <...>

It is high time for Russia to go back to its roots and to realise that it forms a historical core of a civilisation with a unique identity and is, in fact, the largest Eurasian and Euro-Pacific power and one of the world’s most powerful geopolitical centres.

The special military operation creates ample opportunities for reclaiming this identity. Russians, Chechens, Avars, Tatars, Yakuts, Tuvans and members of other indigenous peoples are all fighting within a multi-ethnic and multi-faith Russian army against the troops of Kiev’s puppet regime, which has put its stakes on a retrograde policy of radical nationalism and an unconditional and humiliating subordination to its foreign masters. Cossacks and Chechens had been adversaries for a long time, but now they worked together to liberate Lisichansk and call each other comrades in arms. A Chechen commander received a Cossack military award. This is something that deserves some thought. It emerges that efforts to promote an interethnic unity and traditional values generate creative energies, while relying on a falsified vision of history and illusions about the future is unnatural, paving the way to domestic instability and aggression against dissenters.

Of course, going back to one’s roots would be impossible without mobilising the state and society on the ideological front. This is another essential prerequisite for an effective foreign policy as we move away from our dependency on the West in all its forms and manifestations. Prominent Russian researchers have been making this point as they presaged many of the issues that emerged at the current historical stage. Ivan Solonevich wrote back in 1951 that the unique nature of the Russian civilisation can be defined as a “singular national state and cultural whole that is clearly distinct from both Europe and Asia.” In 1993, Vadim Tsymbursky referred to Russia as a “special ethnic and civilisational platform.” Alexander Zinoviev wrote in 2003 that Europe was the Western tip of the Eurasian continent saying: “The prosperous West that Russia is dreaming of is but a small island in the ocean of filth and suffering.”

History has chosen Russia as a force poised to accelerate the transition to a new world order through its persistence and steady resolve to achieve truth and justice for all. Not only Russia’s foreign policy positions but the stability of the entire system of international relations hinge on our ability to play a unifying role and create a cross-civilisational network of priority partners within the next decade.

🇷🇺🇹🇷 FMs Sergey #Lavrov & Mevlut Cavusoglu met on the sidelines of the #ASEAN Foreign Ministers’ Meeting.

👉 The Ministers had an in-depth discussion of the international and regional agenda, above all the developments in Ukraine. They reviewed progress in implementing the package agreements on transporting Ukrainian grain from the Black Sea ports and promoting Russian exports of food and fertiliser signed on July 22 in Istanbul. The discussion also covered the Syrian settlement process.

The ministers considered at length topical issues and prospects for Russian-Turkish cooperation, primarily in the trade and economic sphere, in the context of preparations for the upcoming highest-level contacts.
