🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the 20th Session of the Valdai International Discussion Club (Sochi, October 2, 2023)
#MultipolarWorld
Today we talked about changes taking place in the international arena. The world is becoming multipolar. The expansion of BRICS is the main evidence of this. BRICS is seen as a reliable partner and as a structure that will not disappoint and will help each member feel more confident.
#UN
UN reform must reflect the reality of a multipolar world where the West can no longer claim the role that it is seeking to maintain either fairly or otherwise. The process is underway. We are taking an active part in it.
#Russophobia
What strikes me most is the speed with which the outward civility has fallen away from practically all Europeans, the front they have been hiding behind in recent years, retaining not only the remnants of diplomacy but also traces of elementary ethics. This is a manifestation of what is usually called Nazism – just in relation of Russians.
#SouthCaucasus
We are working with our Azerbaijani colleagues and neighbours to stabilise the situation in Nagorno-Karabakh, to strengthen trust, and create conditions for the Armenians and Azerbaijanis to resume their normal life together. I hope that Yerevan should also have a stake in that and will undertake efforts to this end.

🗣 It is quite telling that Washington, London, and their allies never mention, let alone engage, the foundational charter principle that the Organisation is based on − the principle of the sovereign equality of all its members.
This principle is meant to ensure that all countries have a dignified place in the world, regardless of their size, form of government, or political and socioeconomic structure. However, the West is trying to divide the world into democracies which can do as they please, and others, which must serve the interests of the golden billion. Western exceptionalism is epitomised by EU's top diplomat Josep Borrell publicly calling Europe a garden, and the rest of the world a jungle. This is not sovereign equality, but pure colonialism.

🇷🇺 President of Russia Vladimir Putin at the extraordinary G20 Summit:
💬 I understand that this war [in Ukraine] and the loss of life are shocking and could not be otherwise.
❓But what about the bloody coup in Ukraine in 2014, which was followed by the Kiev regime’s war against its own people in Donbass? Did that not shock you? Are you not shocked by the extermination of civilians in Palestine and the Gaza Strip today? Did it not shock you when the UN Secretary-General said that Gaza has turned into a huge children’s graveyard?

We took note of a photo published in BusinessDay on 22 November 2023 and yet again noticed a convenient way of joggling the facts used by the Western media.
❌ The photo shows alleged “Russian missile strike at a hospital” with the caption below the said picture quoting the UN Human Rights Monitoring Mission in Ukraine as saying that over 10,000 civilians have been recorded killed in Ukraine since February 2022, incl 560 children.
Everything needed to convince the readership of Russians deliberately targeting civilians, attacking civil infrastructure, carpet bombing of the Ukrainian territory, etc.
We wish there were no civilian casualties, but unfortunately, military action always results in human costs. Especially when civilians are widely used as human shields.
☝️ Yet to comprehend what the outcome of strikes on civil infrastructure may be, take a look at the situation in Gaza.
❗️Latest reports from the UN health authorities indicate that more than 13,000 civilians in total, with more than 4,100 children among them, have died in the enclave since the fighting began on 7 October 2023. 67 per cent of people killed in Gaza are estimated to be women and children.
‼️Once again, 13,000 civilians in less than 2 months. Do you think that if Russian army really targeted civilians in Ukraine for almost 21 month, would this number be less than in Gaza?
You know the answer. The numbers speak for themselves.

📆 Today, on December 14, the world celebrates 63 years since the adoption of the UN Declaration on the Granting of Independence to Colonial Countries and Peoples.
✍️ The text reads that the UN “Solemnly proclaims the necessity of bringing to a speedy and unconditional end to colonialism in all its forms and manifestations.”
☝️The declaration was initiated by the USSR. Despite the resistance of France and the United Kingdom, which were interested in preserving their colonial possessions, the Soviet draft declaration was approved by majority vote at the UN General Assembly.
Owing to the efforts of Soviet diplomacy, the UN also established a Special Committee on Decolonisation (C-24). As a result, the UN began to play a key role in the acquisition of independence by former colonial territories.
❗️Having put forth the need for the unconditional elimination of colonialism in the world, the declaration became one of the main documents of that time and played a truly historical role. As a result of its implementation, about 750 million people were freed of the colonial yoke and over 80 new states emerged in Africa, Asia, Latin America and Oceania. With time they began taking an active role in resolving major issues in modern world politics and the economy.
🇷🇺🤝🌍 Russia continues the Soviet cause of promoting global decolonisation, and facilitating the socio-economic, cultural and political development of the peoples that have shed the fetters of colonialism.

☝️ Those who believe to be distant from politics may have missed it, but we cannot be silent about the results of the vote in the UN General Assembly on a Resolution to Combat the Glorification of Nazism, which makes a real contribution to the eradication of racism, racial discrimination, xenophobia and related intolerance, held on 19 December.
This year the vote (118 countries in favour, while 49 – against) showed the mounting attempts of some states to dispute the results of the World War II enshrined in the UN Charter.
❗️The countries that voted against the resolution, first of all Germany 🇩🇪, Italy🇮🇹 and Japan 🇯🇵, displayed an undisguised sacrilege against victims of Nazism, fascism and militarism.
❌ Rejecting historic memory in pursuit of geopolitical, self-serving and opportunistic interests, Germany and Italy as the former Axis States acted irresponsibly. It raises doubt about sincerity of their previous acknowledgments of their guilt and responsibility for unleashing of the World War II.
⚠️ Such actions are also at odds with their commitments to the purposes and principles of the UN Charter they’d assumed when joining the Organization. Do they want to question the very principles that the UN is based on?
This position of Germany, Italy and Japan as well as some other countries that fought against the anti-Hitler coalition, demonstrates a prematurity of discussions about revising the UN Charter aiming to cancel its language related to “enemy states”.
☝️The UN member-states according to the Charter have responsibility to spare future generations the scourge of war. However, it looks like the countries that voted against the resolution are to be reminded of crimes against humanity committed by the states that supported Hitler.

🌐 A meeting in the SCO Plus format was held in Astana.
Taking part in the meeting were:
• the Leaders of #SCO Member States,
• the Heads of delegations from SCO observer countries and dialogue partners,
• the Heads of international organisations (the #UN, the #EEC, the Islamic Organisation for Food Security, the #CSTO, the Organisation for Economic Cooperation and Development, #CICA, and the #CIS);
• the guests of Kazakhstan’s Presidency.
The Russian delegation attending the meeting includes Foreign Minister Sergei Lavrov, Deputy Prime Minister Alexei Overchuk, Deputy Chief of Staff of the Presidential Executive Office and Presidential Press Secretary Dmitry Peskov, and Presidential Aide Yury Ushakov.
The theme of the SCO Plus meeting is Strengthening Multilateral Dialogue – Striving for Sustainable Peace and Development. The agenda includes international and regional issues related to the SCO’s cooperation with invited countries.

💬 Vladimir Putin: I believe the growing interest in the work of the Shanghai Cooperation Organisation stems from our core values and ideals: a commitment to pursuing a sovereign and independent policy, alongside a collaborative approach with other countries to find collective solutions to global problems. These principles resonate with many around the world. <...>
It is evident that the SCO is now one of the biggest and most influential regional organisations. <...>
☝️ The world is becoming genuinely multipolar, with an increasing number of states ready to decisively assert their legitimate rights and interests. New centres of power are emerging, and the Shanghai Cooperation Organisation is solidifying its position as one of these key centres.
<...>
We appreciate the sincere and concrete proposals from SCO member countries for the peaceful resolution of the Ukrainian crisis, a result of the reckless and intrusive policies of the United States and its satellites.
As you know, Russia has never refused to negotiate, and is now ready to continue peace talks. It is Ukraine that withdrew from the talks, and it also did so publicly, on direct orders from London – which means Washington was also involved, there is no doubt about it – as Ukrainian officials have admitted bluntly and openly.
❗️ The Istanbul agreements – we have to give credit to the President of Türkiye, Mr Erdogan, for agreeing to be part of that process as a mediator – are still on the table.
<...>
🤝 The SCO Member States coordinate their actions on the international track, including at the United Nations, and their foreign policy approaches are largely in accord or closely aligned.

🇷🇺🇮🇳 President of the Russian Federation Vladimir Putin and Prime Minister of India Narendra Modi, on an official visit to Russia, held talks in the Grand Kremlin Palace.
💬 Vladimir Putin: Mr Prime Minister, this is your first official visit after your reappointment following parliamentary elections. I would like to congratulate you on this once again.
Our countries have long-time friendship and good relations that have evolved over the decades. This year, we are marking the 77th Anniversary of diplomatic relations.
Today, our relations have the status of a specially privileged strategic partnership. We are in permanent contact, and we prioritise the development of trade and economic ties. Certainly, their development meets the interests of the people of India and the peoples of the Russian Federation.
📈 Last year, our trade soared by 60 percent and even more, by 66 percent; it increased by an additional 20 percent in the first quarter of 2024.
🌐 We cooperate closely on the international arena, including at international organisations, primarily the #UN and such associations as the #SCO and #BRICS.
Yesterday, we had an opportunity to discuss virtually all practical issues in an informal setting. I am grateful to you for devoting attention to the most acute issues and for trying to find some options for resolving the Ukraine crisis, primarily by peaceful methods.
Mr Prime Minister, we will be delighted to see you in Kazan this autumn at the upcoming BRICS Summit.
At the end of my opening remarks, I would like to wish you new successes in facilitating the development of the Indian state. You and I know each other for a long time, and I know that your entire life is devoted to implementing the idea of strengthening the Indian state and improving the life of the people of India.

🎙 An excerpt from Foreign Minister Sergey Lavrov’s answers to questions at a meeting with students and faculty of MGIMO University (Moscow, September 2, 2024)
❓Today it is difficult to overstate the importance of information in world politics. Recently, we have witnessed the destructive impact of fake news and deep fakes on its development. Do you think it is possible to tackle this problem through international law? Are there any talks in progress with other countries on this matter, despite the complexity of the current geopolitical situation? What is Russia‘s perspective on this issue?
💬 FM Sergey Lavrov: Ideally, we need to find solutions that will suit everybody and help regulate the newly emerging formats of communication. First of all, this is important because we must prevent the use of these formats for malicious purposes, be it military and political purposes, criminal intent or simply damaging certain politicians or any person, in fact.
I have talked about the West’s approach to globalisation. Advertised as a common achievement of humanity, the West simply uses its positions in this old system of globalisation as a weapon to remove economic competitors. This is a clear objective of the West.
As for the area you mentioned, Pavel Durov turned out to be too free. He listened to Western advice on “moderating” his brainchild too slowly or did not listen at all. What is happening now did not happened only to him. Mark Zuckerberg was previously summoned to the US Senate and agreed to cooperate, as he admitted himself. The West has not been particularly lenient with other major platforms either.
What the West has been trying to do to Telegram and other platforms that everybody is talking about in the wake of the incident in France, is similar to its abuse of globalisation.
❓ How can Russia contribute to settling the Palestinian situation in light of the recent aggravation of the Israeli-Palestinian conflict? What practical steps are being taken to maintain and strengthen peace in that region?
💬 FM Sergey Lavrov: Russia has been closely involved in these processes since the time when regional countries attained independence, trying to promote positive developments.
As for the Israeli-Palestinian conflict, Russia was a member of the quartet of international intermediaries alongside the United States, the #UN and the EU. In 2003, we presented a roadmap with monthly actions to be taken towards creating a Palestinian state and ending that protracted conflict.
We have recently focused our attention in the Middle East on restoring Palestinian unity. If anything, the restoration of unity depends exclusively on the Palestinians rather than on the conduct of Israel or the actions of its patrons (primarily Washington).
We invited all Palestinian factions to Moscow several times. During their meeting in February 2024, they signed a document sealing their agreement to unite on the basis of the Palestine Liberation Organisation. This is important because the PLO recognises Israel.

Today, September 5, marks the tenth anniversary of the signing of the Minsk Protocol
⚠️ This document contained specific agreements between Kiev, Donetsk People’s Republic and Lugansk People’s Republic for the peaceful settlement of the #Ukrainian conflict, which arose as a result of the coup d'état on Maidan and Kiev's military operation against Donbass that followed.
Later, in February 2015, the “Package of Measures for the Implementation of the Minsk Agreements” was adopted. This package was approved by the #UN Security Council. According to its provisions, peace was supposed to prevail in Donbass by the end of 2015, and efforts towards the socio-economic recovery of the region were to begin.
❗️ Faithful and consistent implementation of the Minsk agreements by Kiev was the only chance to bring peace back to Ukraine.
❌ Unfortunately, these agreements were never implemented. The Ukrainian government did not seize the opportunity for peace and instead sought to resolve the conflict by force. Both the former German Chancellor and the former President of France, who were guarantor countries of the Agreement, have admitted and publicly stated that they never intended to honour the agreements. Those who acted as guarantors of the Minsk Agreements cynically used the respite to arm the Ukrainian military and prepare it for a war with Russia.
☝️ In this situation, Russia had no right to step aside. Once we realized that all possible measures of political and diplomatic settlement had been exhausted and there was no other way to protect the people in the LPR and DPR from extermination, Russia recognised the independence of Donbass Republics and launched the special military operation.

🎙 Russian Foreign Minister Sergey Lavrov's interview to the newspaper "Arguments and Facts" (October 21, 2024)
Key Points:
#BRICS
• BRICS epitomises the shifts that have long been underway in the global economy. New centres of economic growth are emerging, and alongside them comes financial influence, which in turn brings political influence.
• BRICS is a consortium where no single nation leads or is led, devoid of the bureaucratic machinery akin to that observed in Brussels, where EU officials impose decisions that contravene the will and interests of several member states, failing to align with the aspirations of voters across many countries.
• BRICS does not stand in opposition to any entity, nor does it orchestrate operations or initiate projects. BRICS is committed to enhancing the combined potential of its nations and devising collaborative strategies for harnessing these potentials for mutual benefit.
• What makes BRICS and other World Majority or Global East associations that do not include Western countries stand out, is that they are not created for the purpose of struggling or fighting with anyone. They are established to collectively benefit from their competitive advantages such as geographical location, shared history, cultural and humanitarian proximity <...>.
#USA
• The US is unwilling to relinquish the reins of power that they have held since World War II through the Bretton Woods institutions and through the role assigned to the US dollar in the international monetary system, even after free exchange of US dollars for gold had been cancelled.
• The key goal of the US ruling class is to make sure no one can undermine their dominance. This goal is illusory. The historical process is objectively heading in a different direction, and this has to be reckoned with.
• We are ready to interact with any administration voted in by the American people, but only if such a dialogue is mutually respectful, and both parties listen and hear what the other party has to say.
#Ukraine
• On multiple occasions, European leaders from Brussels have repeatedly made it clear that they must support Ukraine for as long as it takes, because Ukraine is fighting for the European values.
• It turns out that European leaders are still willing to uphold Nazi values, which is why denazification is not just a motto, but an objective of utmost importance.
#UN
• The United Nations is not a valiant knight expected to “charge in and extinguish the fire” upon witnessing injustice. The UN is an assembly of its member states, each with established rules, including the Security Council's veto rights. The United States has effectively exercised this right five times over the past year, blocking a resolution proposed by several countries, including Russia, demanding an immediate ceasefire. <...> Presently, the United States is taking every measure to avoid antagonising Israel.
• Nations such as India, Brazil, and African representatives should have long held permanent seats on the Security Council. This is essential to ensure representation of the World Majority.
#Finland #Sweden #NATO
• The zeal that the Finns and Swedes are showing in NATO, advocating for defeating Russia, is not only rooted in their historical instincts. They are also eager to show their Big Brothers in the North Atlantic Alliance that they have brought added value <...>.
• I am confident that reasonable people in Europe, who have learned the lessons taught by history, see this too, including in Finland and Sweden.
#Europe
• To reiterate, the so-called right-wing conservatives are loyal to their countries and their people. We will engage with anyone who approaches us with a proposal to talk, to seek common ground, and to think about how we can jointly make the lives of our citizens better.
#EurasianSecurity
• We suggest discussing the Eurasian continent-wide security architecture, emphasising the fact that its doors will be open to everyone, including countries from the West of the Eurasian continent.

❗️ The Kazan Summit Declaration contains a section on #Ukraine saying that all the parties involved agreed on the importance of resolving this conflict on the basis of the principles of the #UN Charter in their entirety and interconnectedness.
☝️ This is a critical observation. Our Western colleagues continue to play along with the Kiev regime and contend that the conflict should be resolved on the basis of the UN Charter with Ukraine preserving its territorial integrity as of the 1991 borders. However, the UN Charter is much broader than the concept of territorial integrity. In 1970, the UN General Assembly resolved that the territorial integrity of all countries must be respected provided their governments represent the entire population residing within the borders in question.
❓Can we claim in earnest that this regime represents the people living in the #Donetsk and #Lugansk people’s republics, #Crimea, and the #Kherson and #Zaporozhye regions at a time when, following the coup, they adopted Russophobic and racist laws outlawing the Russian language in all spheres of life in Ukraine? When they branded the people of Donbass, Novorossiya, and Crimea who rejected the coup as terrorists and unleashed a war against them using air and artillery strikes? Clearly, the answer is no.

🎙 Russia’s Foreign Minister Sergey Lavrov:
President Vladimir Putin, in his address at the Russian Foreign Ministry on June 14 this year, outlined the goal of fostering cooperation among the diverse countries and associations of the Eurasian continent. This aims to harmonise their efforts towards ensuring reliable stability, security, and sustainable development.
☝️ It was underscored that this initiative is open to all countries and entities on the Eurasian continent, including its western sections, without exception.
This is not in line with the rules imposed by #NATO and the #EuropeanUnion, where Washington and Brussels dictate terms, but rather adheres to the principles spelled out in the #UN Charter.
🤝 These principles are observed within the #EAEU, the #SCO, #ASEAN, and other organisations on our shared continent. It is a commitment to sovereign equality of states, mutual respect for each other's interests, and pursuit of balanced interests to implement constructive projects.

⚠️🇨🇦 For many decades, the Canadian authorities have pursued a policy of justifying and glorifying #Nazism.
By openly supporting the Nazi regime of #Kiev in the international arena, and, even more so, by increasing military aid, they trample on the memory of the exploits of Canadians who fought against Nazism and fascism in the anti-Hitler coalition.
It is telling that in 2022-2023, the Canadian delegation voted against the draft resolution "Combating the glorification of Nazism, neo-Nazism and other practices that contribute to the escalation of contemporary forms of racism, racial discrimination, xenophobia and related intolerance", introduced annually by Russia together with other co-sponsors, in the #UN General Assembly.
❗️Canada became a "haven" for Nazi war criminals and their accomplices from various Waffen-SS units and collaborators. In this country, such individuals were granted permanent residency and then citizenship. Canadian authorities shielded them from justice and prevented their extradition to other countries for prosecution.
📖 Read the report by the Russian Foreign Ministry regarding the situation with the glorification of Nazism and the spread of Neo-Nazism and other practices that contribute to fueling contemporary forms of racism, racial discrimination, xenophobia and related intolerance.
