The Ministers highlighted:

👉 the practical aspects of bilateral cooperation
👉 the creation of security architecture in the Asia-Pacific region
👉 the priorities of cooperation at ASEAN-centric platforms and the further development of the #RussiaASEAN strategic partnership.

🇷🇺🇮🇩🇨🇳 On July 12, Foreign Minister Sergey Lavrov met with Wang Yi, Director of the Office of the Foreign Affairs Commission of the Chinese Communist Party Central Committee, and Foreign Minister of Indonesia Retno Marsudi in Jakarta on the sidelines of #ASEAN ministerial events.

The Sides focused on issues of expanding trilateral cooperation to facilitate food and energy security in the context of current crisis trends in the global markets. The Sides reaffirmed their readiness to coordinate efforts in this field, including in the interests of boosting the economic resilience of the Global South, provided that all countries respect the principles of equality and mutual benefit in global economic ties.

They constructively exchanged opinions on a number of topical international and regional issues and discussed the objectives of strengthening the ASEAN-centric system of security and cooperation in the Asia Pacific region.

Sergey Lavrov and Wang Yi supported the efforts of Indonesia, which is currently chairing ASEAN, to promote these objectives at the upcoming ministerial meetings within the framework of the East Asia Summit and the ASEAN Regional Forum in Jakarta.

⚡️ On the results of the NATO summit in Vilnius ⚡️

🗓 On July 11-12, Vilnius hosted a summit of the North Atlantic Treaty Organisation. Its results show that NATO has once again returned to the Cold War schemes, this time to protect “their one billion” from the other part of humanity based on the ideology of dividing the world into “democracies and autocracies.”

Led by the United States, the collective West refuses to accept the rise of a multipolar world and intends to use every instrument at its disposal, including military methods, to defend is hegemony. NATO’s attempts to use the UN Charter to camouflage its aggressive aspirations and actions are not credible. The bloc and the global organisation have nothing in common.

The Western “rules-based order” is a misappropriated prerogative to violate international law. The results of NATO’s actions are well known; they include the proliferation of instability, the destruction of states, the rise of terrorism, war crimes committed with impunity, the death of civilians, including children, and an endless wave of refugees.

❗️ NATO, which is whipping up militarisation and aggravating military-political tension to ensure its superiority, continues with its provocative expansion policy. The focus of its aspirations is Ukraine’s further integration with NATO.

☝️ We will scrutinise the results of the Vilnius summit. Taking into account the threats and challenges to Russia’s security and interests, we will use all the means and methods available to provide a prompt and appropriate response to them. In addition to the decisions taken, we will continue to strengthen our military structure and the country’s defence system.

🎙 Foreign Minister Sergey Lavrov’s video address to the Eurasian Forum of Young Diplomats, Diplomacy of the New Multipolar World, on the sidelines of the Manzherok Festival (July 12, 2023)

💬 I am glad to have this opportunity to address the participants of the 8th Eurasian Forum of Young Diplomats, which is taking place this year on the sidelines of the Manzherok Festival in hospitable Gorno-Altaisk.

The declared theme of your gathering – Diplomacy of the New Multipolar World – sounds more relevant than ever. We are all witnesses of truly historic changes taking place in the international arena. The undivided dominance of the "collective West" is coming to an end. At the same time, new centres of development are gaining momentum, primarily in Eurasia, the Asia-Pacific region, the Middle East, Africa and Latin America.

It is especially important that the emerging multipolarity should not be based on military-political and economic confrontation between the key world players, but on an agreed balance of interests. On cooperation, not rivalry. In this regard, it is difficult to overestimate the role of classical diplomacy based on universally recognised international legal rules, primarily the principles of the UN Charter, respect for the cultural and civilisational diversity of the world, and the right of peoples to choose their own models of development.

🤝 I assume that your meeting, which is based on the concept of "horizontal diplomacy", will also make a useful contribution to maintaining an atmosphere of trust and mutual understanding. I am convinced that the Forum will be held in a friendly and informal manner, allowing us to exchange professional experience and establish mutually useful contacts, and, of course, to get better acquainted with the unique cultural and natural heritage of the Altai Republic.

⚡️ Report of the Ministry of Foreign Affairs of the Russian Federation "Human Rights Situation in Certain Countries" ⚡️

This report is a further effort by the Russian Foreign Ministry to bring public attention to human rights challenges facing today's international community.

The double-standards phenomena remains a major challenge as regards human rights assessments. It is evident that year after year the "collective West" has been increasingly resorting to this approach in order to fuel confrontation. These states have completely discredited everything they said about the universal nature of human rights. In fact, some members of the international community have blatantly instrumentalized the human rights agenda to serve the political interests of certain states and to interfere in internal affairs and infringe the sovereignty of independent states.

This report looks into the human rights situation in certain countries, including those that consider themselves advanced democracies which claim to set standards in human rights protection, as well as those that seek to join them.

We believe that the emerging new world and fairer system of international relations will make it possible to fully implement the principle of genuine respect for the sovereignty, as well as historical, cultural, religious, and national particularities of states across the world. Such system will be free from colonialism, neo-colonialism, racism, racial discrimination and related intolerance.

☝️ This report includes negative examples from both the present and the recent past, which, for the most part, we are all well aware of, to illustrate behaviours the entire constructive-minded international community needs to stand up to.

🇷🇺🇨🇳 On July 13, Foreign Minister Sergey Lavrov and Director of the Chinese Communist Party Central Committee Foreign Affairs Commission Office Wang Yi met on the sidelines of the ASEAN ministerial events in Jakarta.

The two diplomats praised the development of the political dialogue and practical interaction between Russia and China against the backdrop of increasing global turbulence. They paid special attention to the implementation of agreements reached following bilateral contacts at the highest political level since the beginning of the year. The Parties confirmed the importance of maintaining cooperation to deepen the two countries’ foreign political interaction.

Sergey Lavrov and Wang Yi discussed in detail cooperation within #ASEAN in the context of certain countries’ increased efforts to create bloc-focused military-political formats designed to undermine the ASEAN-centric system of maintaining security and stability in the Asia-Pacific region.

The Parties exchanged opinions on the current developments around the Ukrainian crisis and assessed the efforts of the global community to launch a peaceful negotiations process on Ukraine.

🤝 They also emphasised the importance of strengthening foreign political interaction between Moscow and Beijing at various international platforms, including the #UN, the #SCO, #BRICS, #APEC, the #G20 and others. The Sides expressed a shared commitment to boosting bilateral coordination regarding issues on the regional and global agenda in the interests of creating a more just and sustainable polycentric international order.
President of Russia Vladimir Putin: We are responding to external challenges only by improving the quality and efficiency of our work and spreading freedom. Incidentally, this is what happened in 2014. At that time, the first wave of external sanctions became an impetus for the rapid development of some of our industries, including agriculture.

🎙 Foreign Minister Sergey Lavrov’s statement and answers to media questions following the Russia-ASEAN Conference

📍 Jakarta, July 13, 2023

#RussiaASEAN meeting

💬 We have held the annual Ministerial Meeting between Russia and ASEAN Member Countries once again. The meeting involved the Secretary-General of this organisation. We prioritised such aspects as high technologies, digitalisation and smart cities. We had a separate discussion of our collaboration on countering new challenges and threats. Cooperation between #ASEAN and the Eurasian Economic Union (#EAEU) is another issue.

We are expecting ASEAN representatives at the Eastern Economic Forum in Vladivostok in September 2023. We have drafted specific plans aiming to expand practical cooperation in various fields and in the interests of all participants.

On #NATO policy in the Asia-Pacific region

💬 It is true that the ASEAN approaches are now going through a serious test because of the desire of the US and its allies to replace the ASEAN-centric security architecture in the Asia-Pacific region, which took shape over decades and suited everyone until recently, with their “Indo-Pacific strategies” and NATO expansion in this region.

Japan and South Korea already told that they are willing to deploy American nuclear weapons on their territory or to acquire their own. This is a seriously dangerous trend.

#JCPOA

💬 I am not very optimistic about the prospects of resuming the JCPOA. Another point is that, along with this stalled and withered process, the Iranians and the Americans are engaged in unofficial and direct contact below the radar on normalising their relations by unblocking Iran’s seized foreign reserves in exchange for deciding the fate of certain US citizens who were charged with breaking the law in Iran.

We will only welcome any improvement in these relations. Once again, this has little to do with the JCPOA.

🗓 On July 13, Jakarta hosted Foreign Minister Sergey Lavrov’s annual meeting with the Foreign Ministers of member countries of the Association of Southeast Asian Nations (#ASEAN).

The event marked the fifth anniversary of the Russia-ASEAN strategic partnership. The participants reviewed the implementation of decisions adopted by the leaders of Russia and the 10 ASEAN countries at the 2021 summit. The agenda included issues of deepening political, socioeconomic, cultural and humanitarian cooperation still further.

🤝 The Sides discussed practical measures to expand collaboration in combating terrorism and transnational crime, including drug trafficking, and efforts to facilitate the safe use of information and communication technologies. They agreed to finalise the relevant mid-term working programmes in the near future.

The Ministers exchanged opinions on the topical international agenda, and this discussion highlighted similar #RussiaASEAN approaches towards the most pressing global and regional issues.

📃 Following the conference, the participants adopted a joint statement on the fifth anniversary of the Russia-ASEAN strategic partnership.

🇷🇺🇿🇦 Vladimir Putin had a telephone conversation with President of the Republic of South Africa Cyril Ramaphosa at the initiative of the South African side

🔹Cyril Ramaphosa thanked his counterpart for the warm welcome and constructive conversation about possible ways to resolve the situation around Ukraine during the visit of leaders and representatives of a number of African states to St Petersburg in June. Consideration of the African Peace Initiative will continue in conjunction with the Russia-Africa summit at the end of July.

🔹Vladimir Putin and Cyril Ramaphosa also agreed to hold a separate meeting at the summit to have a detailed discussion on the bilateral and international agenda. The President of South Africa informed Vladimir Putin about the preparations for the upcoming BRICS summit scheduled for August 22–24 in Johannesburg.

🔹When discussing the Istanbul package agreements, Vladimir Putin stressed that the obligations envisaged in the relevant Russia-UN memorandum to remove obstacles to the export of Russian food and fertilisers remained unfulfilled. Moreover, the deal’s main goal – to supply grain to countries in need, including those on the African continent – has not been implemented.

🔹The leaders reaffirmed their mutual intention to strengthen cooperation in various fields.

⚡️ Comment by Foreign Ministry Spokesperson Maria Zakharova on the UAV attack on Kurchatov, Kursk Region

💬 On July 14, a UAV crashed and exploded in the city of Kurchatov, Kursk Region, where the Kursk NPP is located. Thanks to the smooth work of the air defence forces guarding the station, critical facilities were not damaged. There were no victims. At the same time, the nuclear power plant was the likely target of a new Ukrainian provocation, which once again indicates that the Kiev regime has embarked on the path of nuclear terrorism.

☝️ This is not the first time Kiev has threatened the safety of the Kursk nuclear power plant. In August 2022, as a result of the actions of Ukrainian saboteurs, power transmission towers were blown up, which created risk for the safe operation of the plant.

❗️ We strongly condemn Ukraine’s malicious plans to actively use terrorist methods against Russian nuclear power plants, which could result in a major nuclear catastrophe in Europe. We call on the international community and the leadership of the IAEA and the UN to pay close attention to this, and we strongly condemn Kiev’s irresponsible behaviour.

It is well known that experts from our country helped to build some 600 enterprises and other major infrastructure facilities in Africa, with the Aswan hydroelectric complex being one of the largest. It helped eliminate droughts and floods in Egypt and provided its population with electricity.

👉 People had tried for a long time to manage the flooding of the Nile to ensure the stable irrigation of lands. In the late 19th - early 20th century, the British occupation authorities built several small dams on the river, but were not able to solve the problem.

After the 1952 revolution, the new Egyptian government held talks on the construction of a dam with the leaders of the US, the UK and international financial organisations. But their crippling terms of cooperation were unacceptable for Egypt.

The Soviet Union was the one to lend a helping hand; it agreed to provide engineering assistance and a loan of 34.8 million Egyptian pounds. It was decided to build not just a dam, but an entire hydroelectric complex with a hydroelectric power plant and a grid system.

Soviet experts supervised the design and part of the construction works. From 1960 to 1971, 30,000 Egyptians and some 2,000 Soviet citizens took part in the construction of the dam. During the construction process, our country trained some 100,000 skilled experts.

✍️ Soviet expert Nikolai Chulkov wrote about the completion of the first stage of construction in 1964: “It was an event on a global scale. Delegations from 14 countries led by national leaders arrived for the occasion. The closing dike was exploded, and the Nile rushed into the new waterway. The public jubilation was incredible.”

The dam helped to prevent the annual flooding and increased the area of the country’s irrigable land by 33 percent. At the moment of its launch, the Aswan power plant produced half of Egypt’s electricity.

🤝 The project, unprecedented in terms of scale, has remained a symbol of strong friendship between Egypt and our country.
