It goes without saying that Washington is going to choose the participants by itself, thus hijacking the right to decide to what degree a country meets the standards of democracy. In its essence, this initiative is quite in the spirit of the Cold War, as it declares a new ideological crusade against all dissenters. It is noteworthy that this policy is being implemented against the background of President Biden’s words that the United States is not seeking a world divided into opposing blocks. Russian Foreign Minister Sergey #Lavrov: The “rules-based order” is founded on double standards. When it serves the West’s interests, peoples’ right to self-determination is rendered absolute. In such cases, an artificially created entity of Kosovo, earlier forcefully seized from a European country, Serbia, is recognised as an independent state in violation of the Security Council resolution and without any referendums. On the other hand, when the right to self-determination runs counter to the West’s geopolitical interests, as it did in the case of the people of Crimea’s expression of free will at the 2014 referendum on reunification with Russia, it forgets all about it and introduces illegitimate sanctions for the exercise of this right

Russian Foreign Minister Sergey #Lavrov: Russia, like the members of the Non-Aligned Movement, regards the continuing attacks on the UN Charter as destructive and dangerous. The same goes for the attempts to replace the UN-centric architecture with non-inclusive concepts like the “rules-based order,” which is actually based on double standards and threatens to take us back to the era of neo-colonial bloc politics and divides. On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter.
🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.
This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.
✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states.
At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.

🗓 On April 24, Foreign Minister Sergey Lavrov had a meeting with UN Secretary-General Antonio Guterres in New York City on the sidelines of events held as part of Russia’s presidency of the UN Security Council in April.
The Minister thanked the Secretary-General for taking part in a key meeting of the UN Security Council under the Russian presidency on ‘Effective Multilateralism through the defence of the principles of the Charter of the United Nations.’
Various aspects of Russia-UN cooperation, as well as key issues of the international agenda, were discussed in great detail.
☝️ The focus of the discussion was the situation in and around Ukraine. The Minister once again set forth a highly detailed assessment of the root causes of the current crisis, and the pace and goals of the special military operation that aims to eliminate threats to Russia’s national security. He sternly criticised the behaviour of Western states that use the UN to advance politically motivated anti-Russia initiatives that can only prolong the current crisis.
He urged the UN leadership to unfailingly honour the fundamental principles of unbiased and equidistant conduct, as stipulated by Article 100 of the UN Charter.
Sergey Lavrov also drew special attention to the failure of the United States to fulfil its obligations under the Agreement regarding the Headquarters of the United Nations. This included failure to issue visas to Russian representatives, due to attend various UN events, the illegal sequestration of Russian diplomatic property and the introduction of travel restrictions on Russian diplomats. He once again emphasised that Antonio Guterres must launch arbitration proceedings with regard to the United States as soon as possible, as prescribed under numerous UN General Assembly resolutions on the issue.
They exchanged detailed opinions on several topical issues reviewed by the UN Security Council, including the situation in Syria, Yemen and Afghanistan, as well as the Israeli-Palestinian settlement. Sergey Lavrov and Antonio Guterres agreed that there was no alternative to constructive interaction between all UNSC members in order to overcome these and other crisis situations.
❗️ Substantial attention was devoted to issues of implementing the July 2022 Istanbul agreements for exporting Ukrainian foodstuffs and facilitating the unimpeded access of Russian agricultural and fertiliser exports to the global market. Sergey Lavrov noted that, despite the fact that these agreements form an interlinked package, there has so far been no headway in fulfilling the memorandum between Russia and the UN Secretariat against the backdrop of stable Ukrainian grain deliveries.
🇺🇳 Sergey Lavrov and Antonio Guterres noted the importance of strengthening the UN’s central coordinating role in global politics still further and promoting genuine multilateralism that relies on the fundamental norms of international law, including the purposes and principles of the UN Charter.

• The UN-centric system is undergoing a deep crisis, the root cause of which was brought on by the decision of certain UN members to replace international law and the UN Charter with some “rules-based international order”. <...> Its masterminds haughtily reject the key principle underlying the UN Charter, which is the sovereign equality of states.
• Since World War II, Washington has pulled off dozens of reckless criminal military operations without even trying to secure multilateral legitimacy. Why bother when your “rules” are unbeknownst to everyone.
• Everyone is aware of it, even though not everyone is talking about it openly: the real issue is not about Ukraine, but rather about the future of international relations. Will they be forged on a sustainable consensus, one based on the balance of interests? Or will they be reduced to an aggressive and explosive advancement of hegemony? The Ukraine issue cannot be considered outside its geopolitical context.
• There should be no double standards. Multilateralism and democracy should enjoy respect both within the member countries and in their relations with one another.
• At this juncture, genuine multilateralism requires that the UN adapt to objective developments in the process of forming a multipolar architecture of international relations. It is imperative to expedite Security Council reform by expanding the representation of countries in Asia, Africa, and Latin America.
• It is our common duty to preserve the United Nations as the hard-won epitome of multilateralism and coordination of international politics. The key to success lies in working together, renouncing claims on exceptionalism and – I reiterate – showing respect for the sovereign equality of states. This is what we all signed up for when we ratified the UN Charter.

🇷🇺🇺🇳 On September 22, Foreign Minister Sergey Lavrov took part in the 4th Ministerial Meeting of the Group of Friends in Defence of the UN Charter in New York, on the sidelines of the General Debate of the 78th Session of the UN General Assembly. Established in July 2021, the group brought together twenty states around their shared commitment to the goals and principles of the UN founding document.
☝️Sergey Lavrov’s remarks focused on the importance of the international legal norms stipulated in the UN Charter, including the principles of sovereign equality of states and non-interference in their internal affairs, for successful progress towards building a just and polycentric world order. He criticised the Western countries’ policies for using neo-colonial practices, including unilateral restrictive measures against countries pursuing an independent foreign policy. He pointed out the correlation between the sanctions and the aggravation of the food crisis in the world and the rollback in the implementation of the UN Sustainable Development Goals.
Following the meeting, the ministers adopted a general political declaration as well as documents concerning neo-colonial practices, unilateral coercive measures and food security.
