🇷🇺🇧🇾 Today, Belarus, a state linked to Russia by centuries of fraternal friendship and bonds of mutual assistance, is marking Independence Day.
#OnThisDay in 1944, Minsk was liberated from Nazi German invaders and occupants as a result of well-coordinated Red Army operations. Fighting shoulder to shoulder, our nations made a decisive contribution to the Victory over Nazism.
Today, Russian-Belarusian relations are those of strategic partnership and alliance. Together, our countries continue to overcome serious difficulties and defend their interests on the international scene. They collaborate closely in the field of military and military-technical cooperation and in ensuring collective security.
Moscow and Minsk jointly streamline various institutions of the Union State and promote integration projects in the Eurasian region. Our countries voice common or similar positions on many international issues and cooperate closely in the #CSTO, the #EAEU, the #CIS, the #UN, the #OSCE and other international and regional organisations.
🤝 We congratulate the fraternal people of Belarus on the national holiday. We wish them well-being and prosperity.

🇷🇺🇧🇾 Russia's Foreign Minister Sergey Lavrov’s opening remarks during a restricted- format meeting with Foreign Minister of the Republic of Belarus Sergey Aleinik (Minsk, June 24, 2024)
💬 I am glad to be in Minsk. It always feels like home, like being among friends. At the same time, I also feel great responsibility for the work we are doing, just like at home.
We have really established close contacts between the Foreign Ministries of the Union State. Our colleagues from other government departments, primarily from the economic bloc, special services and security agencies began to closely interact with us. We ensure the common interests of the Union State.

🇷🇺🇧🇾 Foreign Minister Sergey Lavrov’s opening remarks during a meeting with President of the Republic of Belarus Alexander Lukashenko (Minsk, June 25, 2024)
💬 Thank you for your kind words about the foreign ministries of our countries. We do our best to achieve the strategic goals that you and President of Russia Vladimir Putin have set in foreign policy, and to organise our foreign political activities in a manner that provides diplomatic support for integration.
Yesterday, we signed the Joint Statement on the Main Foreign Policy Tasks of the Union Integration of Russia and Belarus. The statement directs us to always consider the interests of the Union State rather than the interests of Minsk or Moscow separately when strengthening our coordination.
All the agreements concerning the Shanghai Cooperation Organisations have been finalised. As the first act of the Summit in Astana, Belarus will be officially accepted as a full #SCO Member State. Minsk will participate in all events on par with the other members.
🌐 We can report on other matters as well. Yesterday, we held a detailed discussion about the #UN and the #OSCE. You are fortunate in that Belarus was never a member of the Council of Europe, so you did not have to withdraw.
Eurasian security are under discussion as well. Both you and Vladimir Putin have voiced your proposals.
<...>
👉 Mr Aleinik and I discussed how to promote the concept of Eurasian security and get more like-minded Parties involved. I believe this concept has good prospects.

📃 Joint Statement of the Russian Federation and the Republic of Belarus on their shared vision of the Eurasian Charter of Diversity and Multipolarity in the 21st Century
Common Vision of a Eurasian Charter of Diversity and Multipolarity in the XXI century
💬 We, the representatives of the Russian Federation and the Republic of Belarus proceed from the recognition of the following key realities of our time:
DIVERSITY AS THE WORLD'S FOUNDATION — Diversity in basics of life, civilizations, cultures, traditions, peculiar features of historical development and value systems has been inherent to the world, while the state's formation as the key unit of international relations has given rise to a diversity in forms of political governance and models of domestic social, economic, cultural and humanitarian development that states came to assume. <...>
MULTIPOLARITY ON THE HORIZON — The world's inherent diversity has set it on an inexorable trajectory towards multipolarity. The trend presents an opportunity to build a lasting, fair and inclusive democratic world order underpinned by peaceful coexistence for the sake of ensuring security and full prosperity for all countries based on mutually beneficial cooperation and genuine multilateralism. <...>
IMPORTANCE OF EURASIA — Factors like geographical location, size, population and resource potential have all combined to shape Eurasia in a historical perspective as a vital player in international relations, which still drives global development in general. It is Eurasia that makes a major contribution to sustained growth in the world economy while it is here that independent development centers strengthen their global reach. <...>
☝️ In this regard we commit ourselves to:
RELY ON INTERNATIONAL LAW — Be guided in our actions by the norms of international law, based on the UN Charter in its both entirety and interrelationship as well as on other international legally binding documents. <...>
CREATE A MULTIPOLAR WORLD — Promote efforts to establish, in a most accelerated manner possible, a multipolar world and a just global order. <...>
STRENGTHEN SECURITY — Build a new pan-continental security cooperation architecture predicated on the principles of indivisible security, justice, legitimacy, sustainability and joint contribution by stakeholders. <...>
MAKE USE OF EURASIAN MECHANISMS — Make use of multilateral cooperation mechanisms operating on the Eurasian continent, including, among others, the #EAEU, #CSTO, #CIS, #SCO, #ASEAN, #CICA, #LAS, #GCC and the #UnionState with regard to cooperation in specific areas, while promoting cross-platform activities and joint initiatives. <...>
🇷🇺🇧🇾 We, the representatives of the Russian Federation and the Republic of Belarus invite all Eurasian states to join a dialogue on a whole range of issues that affect principles of cooperation in the multipolar era and that cover a pan-continental architecture of security; cooperation and development with the view to drafting a "Eurasian Charter of Diversity and Multipolarity in the XXI Century", while giving due consideration to the provisions set out in this document.

🎙 Address by the President of Russia Vladimir Putin at Meeting of the Supreme State Council of the #UnionState (December 6, 2024)
💬 #RussiaBelarus relations of alliance and strategic partnership are based on the unshakeable principles of friendship and neighbourliness, mutual respect and regard for each other’s interests. <...>
Trade and investment exchanges are actively developing within the framework of the Union State, multifaceted business contacts and cooperation ties are growing stronger, and conditions are being created for stable and sustainable growth of our countries’ economies. In a word, practical integration is bringing real tangible benefits to the citizens of our countries, enhancing the quality of their lives and well-being. <...>
Russia accounts for over half of foreign trade of Belarus. At the same time, Belarus is the fourth largest trade partner of Russia; its share stands at nearly 9 percent. <...>
Russia has invested over $4 billion in the Belarusian economy. There are about 2,500 companies with Russian capital operating in the republic. Our energy cooperation is growing stronger, and we continue to create joint oil and gas markets. <...>
📈 Bilateral cooperation in manufacturing has been growing in scale with a focus on import substitution and increasing the share of high value-added products, which is crucial today, and is set to play an even bigger role in the future. <...>
Humanitarian cooperation has been gaining traction within the Union State too, with efforts to promote proactive exchanges in education, culture, sports and youth affairs. <...>
Faced with unprecedented external pressure, Russia and Belarus have joined ranks on the international stage and have been unwavering in their commitment to supporting each other as true allies. We share coinciding or convergent approaches, as diplomats say, to the most urgent global and regional matters. <...>
Russia and Belarus have been stepping up their cooperation in defence and security, as the President of Belarus has already said, as well as in military technology. Of course, this meets the fundamental interests of our two countries and their people. <...>
❗️The situation in the European region, in particular, in Ukraine, is definitely a cause of particular concern. The Western countries are deliberately exacerbating tensions in the region. In fact, their actions have led to today’s tragedy and continue to aggravate the crisis. Such irresponsible policies are pushing the world to the brink of a global conflict.
We know that Belarus, the President of Belarus, supports a policy aimed at a peaceful settlement of this crisis. We are continuously discussing the matter <...>.
👉 In this context, it makes perfect sense for us to sign an interstate treaty on security guarantees within the Union State today. The document defines our mutual allied obligations to use all available forces and capabilities to ensure both countries’ defences, and protect their sovereignty, independence and constitutional order, as well as the integrity and inviolability of the territory and external border of the Union State.
This includes Russian tactical nuclear weapons, previously deployed on the territory of the Republic of Belarus at the suggestion of the President of Belarus.
☝️ Let me remind you that the November 19 Executive Order Approving the Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence clearly indicates the possibility of using those weapons for defensive purposes in response to a possible attack with the use of weapons of mass destruction, or to repel aggression with the use of conventional weapons, which poses a critical threat to Russia’s sovereignty or territorial integrity.
🏅 #Victory80: Next year, we will celebrate the 80th anniversary of Victory in the Great Patriotic War. It is important that both Russia and Belarus remember and revere the heroism of our fathers and grandfathers who fought shoulder to shoulder against Nazism.
