🇷🇺🇦🇿📞 On September 27, Foreign Minister Sergey Lavrov spoke over the phone with Minister of Foreign Affairs of Azerbaijan Jeyhun Bayramov.

The Ministers discussed developments in Karabakh, including issues of providing humanitarian assistance and ensuring the rights and security of the local Armenian population.

The Parties considered ways to further implement the set of trilateral agreements, made at the highest level in 2020-2022, regarding the development of a peace treaty between Baku and Yerevan, the delimitation of the Armenian-Azerbaijani border, and the unblocking of transport connections.

A number of topics on the bilateral and regional agendas were also addressed.

It was agreed that further contacts would be held at various levels.

The Ministers discussed topical issues related to bilateral relations and those on the regional and international agendas.

They compared notes on approaches to the activities in the 3+3 Consultative Regional Platform format.

It was agreed to continue to remain in contact.

💬 We are glad to welcome you to Moscow for the meeting of the Foreign Ministers of the Caspian littoral states. We are to consider ways of implementing the agreements reached by our leaders at the Caspian Summit in 2022.

While the Ministers of the Caspian Five are meeting here, we would like to take this opportunity to compare notes on bilateral and regional issues. Our relations are on the rise.

Russia and Azerbaijan are working on a series of major projects, such as the North-South international transport corridor and many other projects in energy and other areas of economic cooperation. We will exchange opinions on normalising Azerbaijan-Armenia relations. I would like to tell you about the progress in our contacts.

🇷🇺🇦🇿 President of the Russian Federation Vladimir Putin met with President of the Republic of Azerbaijan Ilham Aliyev.

💬 Vladimir Putin: Our cooperation is extensive. I believe we would have plenty to discuss even if we met every month.

📈 I would like to highlight the positive development in the key area, which is our trade and economic cooperation. Our trade volume exceeds US$4 billion, and Russian direct investments in Azerbaijan’s economy amount to US$4.3–4.5 billion. The trend is positive, with a growth rate of approximately 13 percent in the first six months of this year. Everything is progressing well.

I would also like to mention our infrastructure plans, particularly the well-known North-South Transport Corridor, which is our top priority. I hope we will discuss this further. There are opportunities in other spheres, too, such as energy and industrial cooperation.

I would also like to acknowledge the cultural aspect. I understand that the Days of Russian Culture recently concluded in Azerbaijan. I appreciate your personal dedication to supporting the Russian language. There are over 300 schools in Azerbaijan that provide instruction to young people and children in Russian. This provides a strong foundation with good prospects for maintaining and advancing our relations in the future.

🇷🇺🇦🇿 The President of the Russian Federation Vladimir Putin is in Azerbaijan on a two-day state visit.

Talks to discuss further development of the strategic partnership and allied relations between Russia and Azerbaijan, as well as current international and regional issues will be on the agenda.

🤝 Following the visit, a Joint Statement by Presidents of the two countries will be adopted and a number of agreements, intergovernmental and otherwise, will be signed.

🇷🇺🇦🇿 President of the Russian Federation Vladimir Putin paid tribute to Azerbaijan’s national leader Heydar Aliyev by laying a wreath at his grave in the Alley of Honour in Baku.

ℹ️ The Alley is a memorial complex established in 1948, where distinguished Azerbaijani figures from the fields of culture, science, and art, as well as Heroes of the Soviet Union, politicians, and members of the Aliyev family, are laid to rest.

The President of Russia also participated in a wreath-laying ceremony at the Eternal Flame monument in Baku.

ℹ️ The monument is situated in the Alley of Martyrs, a memorial complex dedicated to those who gave their lives for Azerbaijan’s independence.

🇷🇺🇦🇿 Expanded Russian-Azerbaijani negotiations were held in Baku.

💬 President of Russia Vladimir Putin: As you have noted, our delegation is highly representative, as is yours. The Government of the Russian Federation is here in nearly full composition.

We have already mentioned that just ten days ago, the intergovernmental commission held a meeting, which confirmed that our relations are progressing. Moreover, it was noted that we fully honour the provisions of the 2022 Declaration, as well as the agreements reached during your visit last April.

🤝 Working with such a large delegation allows us to plan for the near future more effectively. Even though our discussions were held in a restricted format, we have already addressed several top-priority issues.

✍️ We still need to sign a number of documents. Our colleagues have had the chance – both informally yesterday evening, as we did, and throughout the day today – to engage with one another and outline the next steps.

💬 Vladimir Putin: Our relations are progressing guided by the Declaration we signed in early 2022. Its successful implementation has been further bolstered by your visit to Moscow this past April, which gave a strong boost to our bilateral ties.

Our trade and economic relations are developing successfully. <...>

☝️ As for humanitarian ties, we believe they are very important and would like to thank you for the attention you devote to promoting the Russian language. There are 300 schools that teach Russian, as well as branches of our leading higher educational institutions operating in Azerbaijan. Thousands of young Azerbaijanis are studying at leading Russian universities, and we are ready to expand this cooperation.

An intergovernmental commission is working successfully. <...>

The Days of Russian Culture were held in Azerbaijan in June 2024. Thank you very much for organising this event.

🇷🇺🇦🇿 From the Joint Statement of the President of the Russian Federation Vladimir Putin on the results of bilateral talks with President of the Republic of Azerbaijan Ilham Aliyev (19 August 2024)

💬 Vladimir Putin: Russia attaches great importance to developing a comprehensive and friendly relationship with Azerbaijan. This relationship is based on the principles of equality, respect for each other's interests, and, of course, the close personal and cultural ties that have brought our nations together for centuries now.

The Joint Statement we adopted outlines ambitious goals for advancing our bilateral relations dynamically. Additionally, the documents signed today will support the achievement of these goals.

The key economic cooperation issues are constantly monitored by our colleagues on the intergovernmental commission. Its latest meeting, held in Baku ahead of our visit, was highly productive.

Cultural ties are actively expanding. In June, Azerbaijan successfully hosted Days of Russian Culture, featuring exhibitions, concerts, theatrical performances, and other vibrant cultural events.

We also touched upon current international developments. In foreign policy, both our countries firmly adhere to the principles of the supremacy of international law, the sovereignty of states and non-interference in their internal affairs.

🤝 Russia and Azerbaijan closely coordinate their efforts at key multilateral platforms, including the #UN and naturally, the Commonwealth of Independent States. We will be delighted to see the President of Azerbaijan at the meeting of the CIS Heads of State Council in Moscow in October, as well as at the outreach meeting to be held in the same month as part of the #BRICS summit in Kazan. <...>

Russia will continue to make utmost efforts towards the normalisation of Azerbaijani-Armenian interaction and the conclusion of a peace treaty based on the well-known trilateral agreements reached by the presidents of Russia and Azerbaijan and the Prime Minister of Armenia between 2020 and 2022.

☝️ I am sure that the talks held and the agreements reached today will serve to further strengthen the strategic partnership between Russia and Azerbaijan.

🇷🇺🇦🇿📞 President of Russia Vladimir Putin and President of Azerbaijan Ilham Aliyev spoke over the phone.

The two Leaders expressed satisfaction with the successful outcome of the recent state visit that the President of Russia made to Azerbaijan. They noted that consistent implementation of the agreements reached during the visit would further promote the alliance and partnership between Russia and Azerbaijan.

The Presidents continued to discuss various aspects of the current situation in the South Caucasus, including:

• the drafting of a peace treaty between Azerbaijan and Armenia,
• border delimitation and demarcation,
• unblocking of transport lines between the two states.

In this connection, the Russian side reaffirmed its readiness to provide all possible assistance to Baku and Yerevan in working out mutually acceptable solutions.
