🇦🇫 Obviously, #Afghanistan needs to be rebuilt. We must not let the situation collapse and destabilise again. It would be hard on the Afghan people who had been suffering under NATO’s presence for twenty years.

💬 President Putin: First, I would like to thank you for your invitation, and to congratulate you on a successful CSTO chairmanship, nearly its successful completion. Indeed, Armenia was actively engaged in this work at a very high level.
You also spoke about our bilateral relations that are certainly allied and have roots that go deep into ancient times.
As for today, indeed, our trade increased by 12 percent last year and by 67 percent in the first nine months of this year. Yes, this is partly due to the situation today, but it will certainly be a good contribution to the future, we have no doubt about that.

⚡️Main Foreign Policy Outcomes of 2022⚡️
The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy.
👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia.
They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West.
✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter.
✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism.
✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022.
✅ International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway.
✅ Allied relations with Belarus continued to grow stronger.
✅ Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities.
✅ The mechanisms of the #CSTO operated efficiently.
Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. Russia has promoted a complex approach to the Syrian dossier, including within the Astana format. We have promoted comprehensive normalisation of the relations between Azerbaijan and Armenia.
We have successfully developed ties with our many international partners who are interested in maintaining a constructive dialogue with Russia.

On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter.
🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.
This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.
✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states.
At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.

🤝 On February 7, Foreign Minister Sergey Lavrov met with Secretary General of the Collective Security Treaty Organisation (#CSTO) Imangali Tasmagambetov.
The officials discussed current issues related to the CSTO’s activities, the implementation of the decisions adopted at the Collective Security Council session on November 23, 2023 and the preparations for the CSTO Foreign Ministers meeting next June.
At the end of the meeting, Mr Tasmagambetov presented CSTO awards to Foreign Ministry employees.
🎖 In turn, Mr Lavrov presented the Foreign Ministry’s badge “For Cooperation” to the Executive Secretary of the CSTO Parliamentary Assembly and Head of its Secretariat, Sergey Pospelov, for his meaningful contribution to promoting inter-parliamentary cooperation in the CSTO format.
The officials discussed current issues related to the CSTO’s activities, the implementation of the decisions adopted at the Collective Security Council session on November 23, 2023 and the preparations for the CSTO Foreign Ministers meeting next June.

In the current geopolitical landscape, amidst a hybrid war unleashed against us and attempts by the collective West to isolate Russia and undermine its security, the Foreign Ministry faces difficult and responsible tasks.
Russian diplomacy aims to make a significant contribution to creating favourable external conditions for our country’s dynamic development, fostering effective cooperation with foreign partners, and promoting a positive agenda in international relations. It also seeks to strengthen the unity of the global majority – of countries in Asia, the Middle East, Africa, and Latin America – in order to build a just multipolar world order based on true equality, mutual respect, and universally recognised norms of international law.

We appreciate the efforts Kazakhstan has invested to make this event possible. It is in its early phase, but we can already see its scale. It certainly has an international dimension not formally, but substantively. This is my first point.
Second, I would like to note that Kazakhstan, on the one hand, and Russia, on the other hand, are chairing a number of international organisations and hold forums. You are chairing the #SCO and the #CSTO, and Russia is chairing #BRICS and the #CIS. We will support and help each other in this regard.
I would like to thank you for inviting me to pay a state visit to Kazakhstan. Without a doubt, timing my visit to the CSTO Summit is the most rational choice. We will definitely do it. Thank you for the invitation. I certainly accept it.
🤝 With regard to our bilateral relations, we maintain contact at all times. Still, I would be remiss not to note that trade has expanded to almost US$30 billion, over US$28 billion, which is impressive. With over 17 percent of Kazakhstan’s trade, Russia is among its key trade and economic partners.

🎙 Statement by Foreign Minister Sergey Lavrov during the UN Security Council meeting on multilateral cooperation in the interest of a more just, democratic and sustainable world order (New York, July 16, 2024)
💬 The actions of the US and its allies are hindering international cooperation and the creation of a more just world. They have taken countries and regions hostage, prevent nations from realising their sovereign rights declared in the UN Charter

I am confident that this situation can be changed if there is good will, of course. To stop the implementation of a negative scenario, we would like to propose to discuss a number of steps towards restoring trust and stabilising the international situation.
1. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin.
A political and diplomatic settlement should be complemented with practical steps, to be taken in the West and the Euro-Atlantic community, to remove threats to the Russian Federation. The coordination of mutual guarantees and agreements should be based on the recognition of the new geostrategic realities on the Eurasian continent, where a continental architecture of really equal and indivisible security is taking shape. Europe risks lagging behind this objective historical process. We are ready to discuss a balance of interests.
2. The restoration of the regional and global balance of forces should be accompanied with active efforts to eliminate injustices in the global economy. There must be no monopoly in monetary and financial regulation, trade and technologies, by definition. <...>
3. Major fundamental changes are necessary in other institutes of global governance if we want them to work to the benefit of all. This primarily concerns the United Nations Organisation, which remains the embodiment of multilateralism against all the odds, with unique and universal legitimacy and universally recognised broad competencies.
An important step towards the restoration of the UN’s effectiveness would be the reconfirmation by all Member States of their commitment to the principles of the UN Charter, not selectively but in their entirety and as a whole. <...>

I am confident that this situation can be changed if there is good will, of course. To stop the implementation of a negative scenario, we would like to propose to discuss a number of steps towards restoring trust and stabilising the international situation.
1. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin.
A political and diplomatic settlement should be complemented with practical steps, to be taken in the West and the Euro-Atlantic community, to remove threats to the Russian Federation. The coordination of mutual guarantees and agreements should be based on the recognition of the new geostrategic realities on the Eurasian continent, where a continental architecture of really equal and indivisible security is taking shape. Europe risks lagging behind this objective historical process. We are ready to discuss a balance of interests.
2. The restoration of the regional and global balance of forces should be accompanied with active efforts to eliminate injustices in the global economy. There must be no monopoly in monetary and financial regulation, trade and technologies, by definition. <...>
3. Major fundamental changes are necessary in other institutes of global governance if we want them to work to the benefit of all. This primarily concerns the United Nations Organisation, which remains the embodiment of multilateralism against all the odds, with unique and universal legitimacy and universally recognised broad competencies.
An important step towards the restoration of the UN’s effectiveness would be the reconfirmation by all Member States of their commitment to the principles of the UN Charter, not selectively but in their entirety and as a whole. <...>

💬 As always, I am delighted to find myself among our friends in Kazakhstan and to benefit from the opportunity to continue our proactive dialogue. You have just mentioned the number of times our presidents, you and I, and our allies meet every year.
🇷🇺🇰🇿 Indeed, relations between Russia and Kazakhstan have been gathering momentum. We have been working hard to prepare President Vladimir Putin’s state visit to Kazakhstan, scheduled for November 27. We are drafting several dozen documents, just as we discussed during the restricted-format meeting. We will make sure to fast-track this process to make this summit meeting as effective and results-driven as possible.
Russia and Kazakhstan have made great strides in expanding their region-to-region and inter-parliamentary ties. Ufa will be hosting the XX Inter-Regional Cooperation Forum. We hope that our leaders will be able to deliver their greetings via videoconference to the regional delegates from our two countries.
We are also looking forward to expanding our ties within multilateral platforms such as the #CSTO, the #EAEU, the #CIS and the #SCO. Kazakhstan has been invited to join BRICS as a partner country. It is our hope that this will add a new dimension to our contacts regarding present-day global challenges, especially as we are witnessing and living in a time of change.
📈 Trade and economic cooperation has also enjoyed positive momentum. There are flagship strategic projects underway, including the effort to upgrade the Central Asia – Centre natural gas pipeline, and many other energy projects. This includes agreements on gas supplies to Uzbekistan, as well as delivering gas to connect Kazakhstan’s northeastern regions to gas distribution networks, which could potentially pave the way for launching gas deliveries to China. All these efforts are aimed at creating resilient infrastructure in a sector which serves as a key economic development driver.
Cultural, humanitarian and educational ties, projects to open joint schools in Russia and Kazakhstan, as well as efforts by universities to open more branches, and the opening of Russia’s consulate in Aktau – all these undertakings will promote closer people-to-people ties, bringing those who are interested in these contacts closer together.
🤝 I am certain the Plan of Consultations and Cooperation for 2025 and 2026 that we will be signing today will make our contribution to these processes even more effective.
