▪ The grouping of troops of Lugansk People's Republic, continuing offensive operations, took control of Blizhnee and Tavla. The advance was 4 kilometers.
▪The operation to liberate Mariupol from nationalists continues.
The units of People's Militia of Donetsk Republic took control of Azovskiy, Naidenovka, Lyapino, Vinogradar disticts in the east of the city and went to Azovstal plant. "Western" neighbourhood has been liberated in the west part of the city.
▪ The Armed Forces of the Russian Federation continue to strike at the military infrastructure of Ukraine.
💥 In total, 2,911 military infrastructure facilities of Ukraine were destroyed during the operation.
💥 Among them: 97 aircraft, 107 unmanned aerial vehicles, 141 anti-aircraft missile defence systems, 86 radar posts, 986 tanks and other armored vehicles, 107 multiple launch rocket systems, 368 field artillery and mortars, 749 special military vehicles.
❗ ☣ The Russian Ministry of Defence continues analysis of documents provided by employees of Ukrainian biological laboratories on the secret military biological activities of the United States on the territory of Ukraine.
Russian specialists of the NBC protection troops have studied documents on the transfer of human biomaterials taken in Ukraine to foreign countries on the instructions of US representatives.
Detailed information about the implementation of a project by the United States on the territory of Ukraine to study the transfer of pathogens by wild birds migrating between Ukraine and Russia and other neighboring countries was of particular interest.
According to the documents, the American side planned to organize work on pathogens of birds, bats and reptiles in Ukraine in 2022. And further study of the possibility to transfer of African swine fever and anthrax by them.
According to the documents, experiments with samples of bat coronavirus were carried out in biological laboratories created and funded in Ukraine.
The purpose of these and other Pentagon-funded biological researches in Ukraine was the creation of mechanism for the covert spread of deadliest pathogens.
In the near future, we will show another set of documents received from Ukrainian employees of biological laboratories and present the results of their assessment.

Significantly, similar research was carried out in the 1940s on the development of biological weapons components by the Japanese unit 731, whose members later fled to the US to escape prosecution for war crimes.
I would like to remind you that representatives of Western countries are extremely cautious about handing over their biomaterials.
At the same time, available documents confirm numerous cases of transferring biological samples of Ukrainian citizens abroad. For example, 350 cryocontainers with blood serum samples were transferred from the Public Health Centre of the Ministry of Health of Ukraine to the reference laboratory for infectious diseases of the Australian Doherty Institute under the pretext of determining antibody titers.
Another example is the German-funded project No. 68727 EN on the study of Congo-Crimean haemorrhagic fever pathogens and hantaviruses. As part of this project, one thousand blood serum samples of citizens from different regions of Ukraine belonging exclusively to the Slavic ethnic group were donated to the Bernhard Nocht Institute for Tropical Medicine (Hamburg).
It is highly likely that one of the objectives of the US and its allies is to create bioagents capable of selectively targeting different ethnic populations.
During a hearing of the US Senate Foreign Affairs Committee on 8 March, Undersecretary of State Victoria Nuland reported on the presence of bioweapons in Ukraine where biosecurity research had been conducted. She expressed concern about the possibility of these bio-laboratories and the materials there being taken over by the Russian Armed Forces.
According to available information, the Americans have already managed to evacuate most of the documentation, including databases, biomaterials and equipment from laboratories in Kiev, Kharkov and Odessa to the Lvov Research Institute of Epidemiology and Hygiene and the US Consulate in Lvov. The possibility of transferring part of the collection to Poland has not been excluded.
In fact, with her statement, Nuland indirectly confirmed the Pentagon's military-biological program in Ukraine in circumvention of existing international agreements.

▫️In addition, attention is drawn to the fact of a sharp increase in cases of tuberculosis caused by new multi-resistant strains among citizens living in Lugansk and Donetsk people's republics in 2018. These data are confirmed by specialists of Rospotrebnadzor. During the mass outbreak recorded in the area of Peski settlement, more than 70 cases of the disease were detected, which ended in a rapid fatal outcome. This may indicate a deliberate infection, or an accidental leakage of the pathogen from one of the biolabs located on the territory of Ukraine.
▫️In accordance with the Convention on the Prohibition of Biological and Toxin Weapons, the participating States submit to the UN information about objects and ongoing biological activities.
▫️These are Confidence-building measures that are published in order to monitor the implementation of the Convention. Since 2016 - the moment of the beginning of the implementation of the projects mentioned by us (including UP-4, UP-8 and P-781), the USA and Ukraine have been deliberately silent about them in international reporting, despite their obvious military-biological orientation.
▫️Such secrecy is another reason to think about the true goals of the Pentagon in Ukraine.
▫️I would like to remind you of the historical facts when such irresponsible activities of the United States outside of national jurisdiction ended only with formal apologies from the American administration. So, in October 2010, US President Obama acknowledged the fact of conducting illegal research on Guatemalan citizens who were intentionally infected with syphilis and gonorrhea pathogens with the approval of the White House.
▫️The Russian Federation has repeatedly called for the publication of data on the military biological activities of the Pentagon on the territory of third countries, but the collective West, led by the United States, consistently blocks this initiative, preferring to conduct research bypassing international obligations with "someone else's hands".
▫️We will continue to study the evidence and inform the world community about the illegal activities of the Pentagon and other US government agencies in Ukraine.

▫️The Russian Ministry of Defence continues to analyze documents revealing the military-biological activities of the Pentagon in Ukraine.
▫️The incoming materials allow us to trace the pattern of interaction between US government agencies and Ukrainian bio-objects. The involvement of entities close to the current US leadership, notably the Rosemont Seneca investment fund run by Hunter Biden, is noticeable in the funding of these activities. The Fund has significant financial resources of at least $2.4 billion. The foundation is closely linked to key contractors of the US military department, including Metabiota, which, along with Black and Veach, is a major supplier of equipment to the Pentagon's bio-labs around the world.
▫️The scale of the program is impressive. The US Agency for International Development, the George Soros Foundation and the Center for Disease Control and Prevention are directly involved, in addition to the military department. Scientific supervision is provided by leading research organisations, including the Los Alamos National Laboratory, which is developing nuclear weapons as part of the Manhattan Project.
▫️All these activities are carried out under the full control of the Pentagon.
▫️Please note - the registration card confirms that it was 30 Ukrainian laboratories, located in 14 settlements that were involved in full-scale military-biological activities in Ukraine.
▫️The document was signed by Viktor Polishchuk, Deputy State Secretary of the Ukrainian Cabinet of Ministers. The legal basis for its signing was the Agreement on Cooperation to Prevent the Spread of Technologies, Pathogens and Information that could be used for the development of biological weapons.
▫️The registration card identifies the customer of the work, the US Defense Threat Reduction Agency, as well as a list of biobjects.
▫️As we have previously reported, the funding for 2018-2020 alone was around $32 million. The text of the document states that the United States, its personnel and contractors are exempt from the obligation to pay taxes or other similar fees that are levied in Ukraine.
▫️The Ministry of Defence has disclosed and summarised the flow of biomaterials. Funding for military-biological activities has enabled the US and its allies to export at least 16,000 bioassays outside Ukraine.
▫️Thus, under the UP-8 project in Lvov, Kharkov, Odessa and Kiev, blood samples were taken from 4,000 servicemen for antibodies to Hantaviruses and from 400 for antibodies to the Congo-Crimean fever virus.
▫️This large-scale screening of the natural immunity of the population was probably carried out in order to select the biological agents most dangerous to the population of a particular region.
▫️Document review reveals that not only human tissue and serum samples, but also dangerous pathogens and their transporters were exported. Thus, more than 10,000 samples were sent to Lugar Centre in Georgia. Other recipients include: reference laboratories in the UK, the Loeffler Institute in Germany.
▫️All this creates risks for the transfer abroad of sensitive genetic information, as well as threats to biological security not only for Ukraine, but also for the regions where the samples were transferred.

The interest of US military biologists in studying insect vectors in animal burial sites is also not accidental. Apparently, they analysed the results of an outbreak of anthrax disease in Yamal in 2016, during which cases of vector-borne transmission through flies and gadflies were recorded.
▫️Given that the situation with anthrax in Ukraine remains positive, it raises the question of the need for the Pentagon's research and its true purpose.
▫️We know of examples where the US military departments work with anthrax has ended in biosecurity emergencies.
▫️Between 2005 and 2015, viable anthrax spores were sent from the US Army's Dugway proving ground to 194 recipients in ten countries.
The current situation with the shipment of pathogenic biomaterials from Ukraine to European countries could result in loss of life and create a hotbed of epidemiological instability on a scale comparable to the COVID-19 pandemic.
▫️We continue to share information on research involving Ukrainian military personnel. We would like to point out that such work is prohibited within the US and is carried out by the military department outside the US.
▫️Earlier mention was made of the UP-8 research, which involved more than 4,000 people. According to figures published in the Bulgarian media, some 20 Ukrainian soldiers were killed in experiments in the Kharkov laboratory alone and another 200 were hospitalised.
▫️The documents received confirm the attempt to test previously untested medicines on them. This is the Deep Drug screening system for unlicensed pharmaceuticals in the United States and Canada.
▫️What makes the US sponsors particularly cynical is that the developer, Scymount, offered to purchase the system in question on a commercial basis, despite the fact that Ukrainian Ministry of Defence officials were engaged as volunteers.
▫️Such unacceptable approaches, with the tacit approval of the US administration, are the norm for big pharma companies. For example, the US Naval Medical Centre in Jakarta was shut down by Indonesian authorities in 2010 because of numerous irregularities.
▫️The Americans conducted work at the site outside the agreed research programme, collected biological samples and refused to inform the Indonesian government of their findings. The materials they obtained were used on behalf of the Pentagon-affiliated pharmaceutical company Gilead, which conducts trials of its drugs, including in Ukraine and Georgia.
▫️We would like to draw attention that the number of biological laboratories in the USA is not comparable with other countries. According to the Chinese Foreign Ministry, they control 336 laboratories in 30 states outside national jurisdiction.
▫️We believe that in the context of the incoming information, clarification should be sought from Washington regarding the true objectives of the US biolaboratories as part of the international investigation.

The Ministry of Defence of the Russian Federation possesses the information related to the preparation of provocations by the United States of America in order to accuse the Russian Armed Forces of using chemical, biological or tactical nuclear weapons. This plan has already been developed and represents a response to the success of Russia in conducting the special military operation.

📑The special military operation has led to forming the final report on DTRA activity dated from 2005 to 2016.
🗂The document contains the data on evaluation of healthcare, veterinary and biosecurity system efficiency prepared by a group of U.S. experts in 2016.

The current state of resources makes it impossible for laboratories to respond effectively to public health emergencies...'
▫️The document emphasises that '...over the past five years, Ukraine has shown no progress in implementing international health regulations of the World Health Organisation'.
❗️The report pays particular attention to non-compliance with biosafety requirements when working and storing microbial collections. It has been stated '...that most facilities are characterised by numerous gross violations, such as unlocked fencing systems, unlatching windows, broken or inactive pathogen restriction systems, lack of alarm systems...' The results of the review conclude that there is no system for protecting dangerous pathogens in Ukraine.
▫️At the same time, the activities of the Defence Threat Reduction Agency (DTRA) have been assessed positively: the organisation has managed to bring the national collection of microorganisms to the United States, to organise biological assessment work and to implement projects to study particularly dangerous and economically significant infections that could cause a worsening (changing) epidemic situation.
▫️The report makes the case for continuing this work on behalf of the Pentagon that has cost more than $250 million since 2005. The document is annexed with ambiguous comments about the sponsors and implementers of the Biological Threat Reduction Programme in Ukraine that have nothing to do with biosecurity issues. In particular, the Soros Foundation is mentioned with the notation '...contributed to the development of an open and democratic society...'

◽️ I would like to refer to one of the key Pentagon contractors receiving money from Hunter Biden's investment fund, Metabiota.
📃 The available data suggests that the company is merely a front for internationally dubious purposes and is used by the U.S. political elite to carry out opaque financial activities in various parts of the world.
◽️ There is a specific example: Metabiota was involved in the response to the Ebola epidemic in West Africa. The activities of the company's employees have raised questions from the World Health Organisation (WHO) in terms of their compliance with biosafety requirements.
This is the report of the international panel of experts from the Haemorrhagic Fever Consortium who were involved in the fight against Ebola virus disease in Sierra Leone in 2015.
🗂 According to the document, Metabiota staff had failed to comply with handling procedures and concealed the involvement of Pentagon staff who were using the company as a front. The main purpose of these activities was to isolate highly virulent variants of the virus from sick and dead people, as well as to export its strains to the USA.
◽️ In view of the apparent failure of Metabiota's activities to meet the goals of controlling the spread of the disease, the World Health Organisation's Ebola coordinator, Philippe Barbosa, recommended to recall the staff of the company saying he was extremely concerned about the potential risks of such collaboration to WHO's reputation.
◽️ The U.S. military contractor's heightened interest in the Ebola virus is not a coincidence: the disease is one of the most pathogenic to humans. During the outbreak that began in 2014, 28,000 people were contaminated, over 11,000 of them died, the mortality rate was around 40%.
🗂 The special military operation has led to receiving documents that reveals the plans of Metabiota and the Ukrainian Scientific-Technological Centre to study the Ebola virus in Ukraine.
◽️ This is the request for U.S. funding to diagnose highly dangerous pathogens in Ukraine, including Ebola virus. This kind of requests are part of U.S. strategy to redeploy high-risk work with dangerous pathogens to third countries.
◽️ The research was to be carried out at the Mechnikov Anti-Plague Institute in Odessa. As the disease is not endemic and has never been recorded in Ukraine indeed, there is a legitimate question about the need for such research and its true purpose.

💬 We have already noted that Ukraine and other post-Soviet states have become a testing ground for biological weapons not only for the USA, but also for its NATO allies; on the first place, Germany. Various projects have been carried out on behalf of the Joint Medical Service of the German Armed Forces.
◽️ Bundeswehr professionals paid particular attention to the Congo-Crimean fever pathogen. A large-scale screening of the susceptibility of the local population to this infection was carried out and included summarising demographic, epidemiological and clinical data. This kind of approaches allows to identify new regional virus genotypes and to select strains that cause latent clinical forms.
◽️ The study of natural foci of Crimean-Congo fever was carried out under the pretext of improving the Ukrainian epidemiological surveillance system, with the participation of the Institute of Veterinary Medicine in Kiev and the Mechnikov Anti-Plague Institute in Odessa.
◽️ Bundeswehr's interest in Crimean-Congo fever stems from the fact that mortality can be as high as 30% and its outbreaks create a need for lengthy and costly treatment, preventive and special handling measures.
This is a quote from Bundeswehr's instructions: '...pay particular attention to fatal cases of infection with Crimean-Congo fever as it allows the virus strains with maximum pathogenicity and virulence for humans to be extracted from the dead individuals...'
◽️ Apart from Germany, microbiologists from the USA have shown a keen interest in tick-borne infections; research in this area has been funded by DTRA through the UP-1 and UP-8 projects.
A separate project on ixodid ticks that are vectors of a number of highly dangerous infections (tularemia, West Nile fever, Congo-Crimean fever) has been implemented by the University of Texas.
◽️ Ticks used to be collected in the south-eastern regions of Ukraine, where natural foci of infections characteristic of the territory of the Russian Federation are located. At the same time, the period of implementing this work coincided with a rapid increase in the incidence of tick-borne borreliosis among the Ukrainian population, as well as the increase in the number of ticks in various regions of Russia bordering Ukraine.
◽️ This issue is being studied by competent Russian professionals in coordination with professionals from the Ministry of Defence of Russia.

Note the report prepared for the U.S. Defence Department by Black & Veatch and Metabiota. According to the document, Veterinary Projects codenamed 'TAP' were implemented simultaneously with the U-P projects in Ukraine.
◽️ Their main guideline lies in economically significant quarantine infections capable of damaging the agriculture of several countries and entire regions, such as glanders, African swine fever (ASF), classical swine fever, highly pathogenic avian influenza and Newcastle disease.
◽️ African swine fever with two projects dedicated to this pathogen represented particular interest to U.S. military biologists.
The TAP-3 project was aimed to study the spread of ASF pathogen through wild animals. The migration routes of wild boar through Ukraine had been examining within its framework. The TAP-6 project scaled this process up to Eastern European countries.
◽️ The study of vector populations of dangerous zoonotic infections was carried out by staff of the Institute of New Pathogens of the University of Florida (Gainesville) in Volyn, Rovno, Zhitomir and Chernigov regions of Ukraine, as well as in the areas bordering Belarus and Russia.
◽️ Note the worsening situation of African swine fever in Eastern European countries: According to the International Office of Epizootics, since 2014, outbreaks have been recorded in Latvia (4,021 cases), Estonia (3,814) and Lithuania (4,201). In Poland, more than 13,000 cases of ASF have been detected, and agricultural losses from the disease have exceeded 2.4 billion Euros.

📃 In March 2022, the U.S. Army Strategic Studies Institute published a report on the U.S. chemical and biological weapons programme during the Korean War. This report was aimed to create a possible line of defence against allegations of illegal activities carried out by U.S. biolaboratories in Ukraine. The document attempts to refute the testimony of 38 U.S. military pilots who have admitted using biological weapons in China and Korea.
◽️According to the document, while preparing for the Korean campaign, '...the U.S. Air Force secured additional funds to purchase large quantities of chemical and biological munitions, obtained a testing range for them in Canada and carried out an extensive conceptual work on their use...'
◽️ At that time, the Americans considered brucellosis pathogens and economically important infections, including wheat stem rust, as priority biological agents. 2,500 munitions of this type the U.S. Air Force Strategic Air Command planned to use, including '...to attack Soviet grain crops...'
◽️ Analysis of the data mentioned in the report shows that the U.S. command uses the results of the research received from the Japanese military-biological programme and a certain 'continuity' of the works previously carried out by the Detachment 731 led by Shiro Ishii.

💬 In conclusion, I would like to present real data on the health condition of the voluntarily surrendered Ukrainian servicemen. This dispositive presents the data on presence of antibodies to contagious disease agents without mentioning personal data of these servicemen.
📊 The results are as follows: 33% of the examined servicemen had had hepatitis A, over 4% had renal syndrome fever and 20% had West Nile fever. The figures are significantly higher than the statistical average. In view of active research of these diseases held by the Pentagon within the Ukrainian projects, there is reason to believe that servicemen of the Armed Forces of Ukraine (AFU) were involved as volunteers in experiments to assess the tolerance of dangerous infectious diseases.
◽️ The lack of therapeutic effect of antibacterial medication has been reported during in-patient treatment of AFU servicemen in medical facilities. High concentrations of antibiotics, including sulphonyl amides and fluoroquinolones, have been detected in their blood.
◽️ This fact may indicate preventive use of antibiotics and preparation of personnel for operating in conditions of biological contamination, such as cholera agent, that indirectly proves the information of the Russian Defence Ministry that Ukrainian special units were planning to use biological agents.
◽️ The data will be included in the U.S. military-biological dossier and we will continue to examine it and keep you informed.
