🎙Member of Russian🇷🇺 Delegation at #UNESCO Executive Board:
 
📍Russia faced a flurry of fakes spread by Western media & Internet platforms. In order to counter this campaign a section with examples of disinformation and its refutation was launched on website of MFA of Russia.
 
📍We see particular threat in practice of using fight against disinformation as pretext for imposing political censorship, which is entrenched in the West. It's convenient for them to unprovenly declare a media as source of disinformation & ban it on this unfounded basis. Self-appointed censors seek to impose this logic on the rest of the world.
 
📍Problem of ensuring safety of journalists is urgent. In recent years Kiev regime carried out numerous attacks on Russian journalists. However most of these crimes have not been condemned by UNESCO Director-General.
 
📍We emphasise the importance of ensuring free flow of and public access to accurate fact-based information, protecting freedom of opinion and expression.

📍Russia is deeply concerned about escalation of violence in Lebanon.
 
📍We strongly condemn the actions of Israel, the authorities of which flout the principles of international humanitarian law. The integrity of World Heritage sites, educational process, and safety of journalists are under threat.
 
📍We express our solidarity with the leadership and people of Lebanon, who became subject of armed aggression.
 
📍We expect that UNESCO provides necessary assistance to Lebanon in areas of its competence.

📍The report of the Secretariat is based on biased information from Kiev and its Western sponsors. UNESCO's activities in Ukraine are one-sided. 

📍UNESCO neither notices manifestations of Nazism, nor responds to restrictions of linguistic and educational rights of the Russian-speaking population, demolition of historical and cultural monuments, restrictions on access to information. There is no proper reaction to the killings and attacks on Russian journalists.

📍Western countries during 10 years supply the Kiev regime with weapons that are used to kill civilians in Donbass. 

📍We witness deliberate "blindness" to the root causes of the conflict and crimes of the Kiev regime.
📆Today, 3 November, is the International Day for Biosphere Reserves, approved by the decision of the 41st session of the #UNESCO General Conference.

The World Network of Biosphere Reserves includes 759 sites, 48 of which are located in 🇷🇺! Russian Biosphere Reserves have no analogues in the world! These are not just protected areas, but places with natural habitats of the greatest importance for the conservation of biological diversity, including endangered, rare, endemic and relict species!

🎙️Deputy PermDel🇷🇺 to #UNESCO Mr.Kirill Rynza at the meeting of the Global Task Force on the International Decade of Indigenous Languages:

📍France did not issue entry visas to the head of the Russian Delegation - Mr.Igor Barinov, Head of the Federal Agency for Ethnic Affairs, as well as to Mr. Sergey Chumarev, representative of the MFA.

☝️This is a gross violation by Paris of the 1954 Agreement on UNESCO headquarters, its privileges and immunities, namely the obligation to "allow representatives of the Member States to enter its territory without delay and without charging for a visa".

📢We expect that UNESCO Secretariat to use the procedures set in the Agreement to ensure that France fulfills its international obligations.

We have noted that the British press is reporting on the intentions of British Prime Minister Keir Starmer and French President Emmanuel Macron to persuade the incumbent US President Joe Biden to allow Kiev to launch Storm Shadow cruise missiles deep inside Russia's territory before Donald Trump’s inauguration. According to the media, London hopes that the White House will finally approve this step.

We would like to remind Washington, London, Paris and Brussels that they continue to play with fire. President of Russia Vladimir Putin has clearly outlined our response: if Ukraine receives permission to launch such strikes, it would indicate that NATO countries have effectively entered into a direct armed conflict with Russia. This would fundamentally alter the nature and essence of the conflict, with all the ensuing consequences.

❗️ If they use long-range Western systems against the territory of our country, they will face an inevitable and devastating response.

On October 25, 2024, the UK’s Foreign Office marked the tenth anniversary of the White Helmets NGO by issuing a lengthy statement commending this entity, which is still viewed as a humanitarian organisation in the West. Apart from London, several other sponsors signed this paper: Canada, Denmark, France, Germany, Qatar and the United States.

And this is happening after everything the White Helmets did in Syria. They used the suffering of the people of Syria as a cheap, albeit bloody, publicity stunt and made working with terrorists their hallmark. London is not even trying to conceal its support for these undercover fighters and has commended the “tremendous efforts and courage” of this “humanitarian organisation.”

The White Helmets remain a major destabilising factor in Syria. Their removal from the territory of the Syrian Arab Republic, termination of their activities and exposure of their past crimes are essential for achieving stability in Syria, a country which has suffered so much, and across the region.

The UNESCO Secretariat and in particular Director-General Audrey Azoulay herself continue to openly disregard the Kiev regime’s crimes committed against Russian journalists, including premeditated murders, terrorist attacks and assassination attempts.

We are outraged by the draft report of the UNESCO Director-General, which will be submitted to the Intergovernmental Council of the International Programme for the Development of Communication (IPDC), which will convene in Paris on November 21-22 <...>.

The report is based on “information” provided by politically biased pro-Western NGOs and does not mention the murder of Russian journalists.
📢We draw the attention of #UNESCO Director-General A.Azoulay to another crime of Kiev regime against Russian journalists.

On 1️⃣7️⃣November, as a result of a Ukrainian drone strike in the Bolshesoldatsky district of the Kursk region, the editor-in-chief of the "Narodnaya Gazeta", Ms Yulia Kuznetsova, was killed and her colleague, a journalist, was wounded.

☝️We recall that in accordance with the decisions of the UNESCO Executive Board and General Conference, the Director-General is tasked to condemn killing of journalists "without distinction".

👉🏻A.Azoulay does not fulfill the mandate. The Director-General has not condemned the killings of Russian journalists in 2022-2024. According to her draft Report on the Safety of Journalists, not a single media representative was killed in Russia in 2022-2023. This is a blatant manifestation of bias and "double standards" incompatible with the duties of an international official

📢We urge UNESCO Director-General to provide clarifications at the upcoming meeting of the International Programme for the Development of Communication (November 21-22, 2024).

📍Unleashed by the "West" confrontation with Russia has affected the Russian media and journalists who are killed with a microphone in their hands by Ukrainian terrorists.

📍UNESCO Secretariat, headed by the Director-General A.Azoulay, bypassed the principles of impartiality, prescribed by the UNESCO Constitution, came under the influence of the "West", and uses "double standards" while reacting to journalists' killings and oppression of the media.

📍This resulted in silencing Russian journalists' killings. The same "blindness" and "deafness" is manifested in relation to journalists killed in Gaza, Lebanon and other parts of the world.

📍The meeting of IPDC Intergovernmental Council is a good opportunity to discuss the accumulated problems in the field of media rights' protection.

📍The main task of Russian delegation is to protect the interests of Russian media and there can be no compromises.

📍France uses visa procedures to restrict access of Russian representatives to official meetings. This is a gross violation by Paris of 1954 Agreement on UNESCO Headquarters, namely obligation to "allow representatives of Member States to enter its territory without delay and without charging for a visa". 

📍We call on UNESCO Secretariat to finally take a decisive position and use all necessary measures within the framework of Agreement to resolve this unacceptable situation.

📍In recent years, Russia has faced an unprecedented aggressive campaign aimed at total blocking the Russian media in the West in order to clean up information space from alternative points of view and impose censorship.

📍Latvia staged a "trial" against many journalists. 

📍Kiev regime launched a "hunt" against 🇷🇺media, introduced censorship, persecute journalists through extremist website "Mirotvorets". Ukrainian terrorists are purposefully killing our journalists.

📍We are outraged by absence of UNESCO Secretariat' reaction to oppression of 🇷🇺media and killing of 🇷🇺journalists. Director-General violates her mandate. This nullifies the values of #UNESCO, including combating discrimination & journalists' protection.

📍Russia utterly rejects UNESCO Director-General’s report on Safety of Journalists that completely ignores killings of Russian journalists in 2022-2023.

📍In these 2 years alone, journalists D.Dugina, V.Tatarsky, O.Klokov, R.Zhuravlev, B.Maksudov were killed by Kiev regime. Information about their killings was transmitted to Secretariat via diplomatic channels.

📍Director-General’s report does not reflect real state of affairs about safety of journalists. It is based on distorted data, thus becoming a source of disinformation.

📍Director-General's selective approach in responding to journalists' killing is a violation of General Conference & Executive Board decisions to "condemn killing of journalists without distinction."

📍We call on #IPDC Member States to take decisive action aimed at countering Secretariat's voluntary actions discriminating some Member States what runs counter to ideals & principles of #UNESCO.

Absence of the names of Russian journalists killed in 2022-2023 in #UNESCO Director-General's report is unacceptable.

The death of journalists is a huge loss of the whole media community. It is unacceptable that the report does not mention the names of my colleagues, journalists from Russia

💬I knew some of them personally. They were honest people, who were devoted to their profession.

📍Safety of journalists is a matter of concern for many delegations. The discussion was about killed Russian journalists and correspondents killed in Gaza & Lebanon. 

📍Debate revealed a ridge between delegations of the "West" who try to impose notorious "rules based order" and the "Global South" who adhere to UNESCO Constitution and the Rules of Procedure. 

📍Key outcome is that the Director-General's report on the safety of journalists has not been endorsed. The IPDC Council reached understanding of the "importance to include (in the report) information presented by Member States".

⚡️Ambassador, Permanent Delegate of 🇷🇺 to #UNESCO R.Alyautdinov received from the Director of the World Heritage Centre of the UNESCO Secretariat an official Certificate of inscription of the Russian site "Cultural Landscape of Kenozero Lake" on the World Heritage List.

📍 The decision to recognise the outstanding universal value of this Property for all humanity was adopted unanimously at the 46th session of the World Heritage Committee in New Delhi in July this year.

☝️Russia is an active and responsible State Party of the flagship UNESCO 1972 Convention Concerning the Protection of the World Cultural and Natural Heritage. 3️⃣3️⃣world heritage sites are located on the territory of our country.
The decision of the Odessa City Council to support the demolition of several monuments, including the bust of Alexander Pushkin located within the boundaries of a #UNESCO World Heritage Site, is a vivid example of the primitive vandalism exhibited by the current Ukrainian authorities.

☝️Ukraine should not forget that the monuments of the "Historic Center of Odessa," after being inscribed on the prestigious World Heritage List, are recognized as part of the world heritage of mankind as a whole. It must not neglect its international obligations under the 1972 Convention Concerning the Protection of the World Cultural and Natural Heritage.

This decision is particularly cynical for a country that is a member of the World Heritage Committee, the governing body of the Convention.

📍OTD in 1948 the UN General Assembly adopted the Universal Declaration of Human Rights. #UNESCO was the first UN agency to place the Universal Declaration at the heart of its actions.

📍 Today the world is faced with unprecedented human rights violations in Ukraine by the Kiev regime which has banned the Russian language in education, science, culture and other areas, introduced political censorship, persecutes and kills journalists, commits other crimes.

🎙️Statement by Russian Delegation at IPDC Intergovernmental Council:

📍Russia voted against decision of IPDC Council on safety of journalists because of its categorical rejection of DG A.Azoulay's report, which contains distorted data on journalists' killing in 2022-2023.

📍DG ignored targeted killing of Russian journalists by Kiev regime. This is non-implementation of decesions of General Conference and Executive Board that task DG to ‘condemn killing of journalists without distinction’.

📍Secretariat's refusal to include in Report official information from Russia and other Member States is a flagrant violation of UNESCO's intergovernmental character and its Constitution.

 📍Destructive, biased position of Secretariat's leadership undermines trust and seriously damages credibility of #UNESCO.

📍Therefore, we will raise the problem of Secretariat's misconduct within UNESCO's governing bodies'.
⚡️"Izvestia" correspondent Mr. Alexander Martemyanov was killed, "RIA Novosti" journalist Mr. Mikhail Kevkhiev and three other employees of the Russian media were injured as a result of a targeted strike by a Ukrainian UAV on the car with the Russian journalists on the Donetsk-Gorlovka highway in the DPR 🇷🇺 on January, 4th.

📢 We draw the attention of the #UNESCO Secretariat to this crime of the Kiev regime against the Russian journalists and request the Director-General  A.Azoulay in accordance with the relevant decisions of the UNESCO General Conference and Executive Board to condemn the killing of Mr. Martemyanov and physical violence against his colleagues.
