🇷🇺🇧🇾 President Vladimir Putin's video address to the final session of the 10th Forum of Russian and Belarusian Regions
💬 Vladimir Putin: I would like to note that regional cooperation, which is growing stronger with every year, is the heart of truly allied relations between Russia and Belarus, of integration processes in the Union State.
Almost all regions of the Russian Federation and their Belarusian counterparts maintain mutually beneficial and multifaceted contacts. Our Far East, Siberia, the Republic of Crimea and Sevastopol have intensified the development of partnerships with our Belarusian colleagues. The new regions of Russia are also interested in joining interregional interaction.
I would like to emphasise that in terms of trade volume, Belarus is Russia’s number one partner among the CIS countries and fourth in the world.
🤝 Russia and Belarus are doing their best to ensure the stable operation of their economies and their immunity to the negative impact of sanctions. It goes without saying that achieving success in this matter would be difficult, or even unrealistic, without a close region-to-region partnership.

🇷🇺🇧🇾 Today, Belarus, a state linked to Russia by centuries of fraternal friendship and bonds of mutual assistance, is marking Independence Day.
#OnThisDay in 1944, Minsk was liberated from Nazi German invaders and occupants as a result of well-coordinated Red Army operations. Fighting shoulder to shoulder, our nations made a decisive contribution to the Victory over Nazism.
Today, Russian-Belarusian relations are those of strategic partnership and alliance. Together, our countries continue to overcome serious difficulties and defend their interests on the international scene. They collaborate closely in the field of military and military-technical cooperation and in ensuring collective security.
Moscow and Minsk jointly streamline various institutions of the Union State and promote integration projects in the Eurasian region. Our countries voice common or similar positions on many international issues and cooperate closely in the #CSTO, the #EAEU, the #CIS, the #UN, the #OSCE and other international and regional organisations.
🤝 We congratulate the fraternal people of Belarus on the national holiday. We wish them well-being and prosperity.

🇷🇺🇧🇾 On December 8, 1999, Russia and Belarus signed the Treaty Establishing the Union State of Russia and Belarus. This integration structure presented a combination of characteristics pertaining both to an international organisation and a state, and its creation marked a new stage in the unification of our two nations.
The effort to establish the Union State includes:
👉 creating a single economic space;
👉 carrying out coordinated foreign, defence and social policies;
👉 establishing a unified legal system.
At the same time, each member state preserves its sovereignty, independence, territorial integrity and model of government.
The specific achievements of the Union State include:
✅ Ensuring equal right to employment, labour compensation and other social and labour guarantees for all;
✅ Visa-free travel and no migration cards;
✅ Mutual recognition and equivalency of diplomas, academic degrees and titles;
✅ Joint programmes in manufacturing, energy, construction, IT and space exploration.
In November 2021, 28 development programmes were adopted for the Union State. By carrying them out, Russia and Belarus aim to create an equitable and harmonised business environment that offers new development opportunities to their economies. The two countries’ governments and relevant agencies have already fulfilled about 90 percent of the initiatives set forth in these programmes.
Russia and Belarus have come a long way since signing the treaty in forging closer ties. Today, the relations between them have taken on a genuinely strategic and allied nature. Close and deep-running foreign policy coordination remains an integral part of these relations, including within platforms such as the UN, the CIS, the CSTO, the OSCE, and the IAEA.
🤝 Today, Russia and Belarus share the same views on almost all key international matters. Moscow and Minsk maintain an active political dialogue at all levels.
