🎙 President of Russia Vladimir Putin's speech at the meeting of the Shanghai Cooperation Organisation Heads of State Council.

💬 President Putin: We believe it is important that all members of the association share their approaches to the situation in global politics, security, the social and economic spheres.

At the same time, our organisation is strongly committed to creating a truly just and multipolar world order, an order based on international law and common principles of mutually respectful cooperation between sovereign states with the central, coordinating role of the United Nations.

Our organisation plays an increasingly important role in international affairs and brings a substantial contribution to maintaining peace and stability, ensuring sustainable economic growth of its member states and developing ties between peoples.

I would like to take this opportunity to thank my colleagues in the #SCO member states who have expressed their support for the Russian leadership in defending the constitutional order, lives and security of its citizens. We greatly appreciate this.

Russia has been in favour of strengthening cooperation between the member states in investment, banking and finance, as well as in industry, energy, transport and logistics, agriculture, telecommunications, digitalisation and high tech.

Counterterrorism, countering extremism and religious radicalism, curbing drug trafficking and other types of smuggling, combating militant formations must remain a priority of the SCO.

It is a matter of satisfaction that the authority and influence of our association continue to improve, and other countries and international structures show interest in its activity. They trust us and want to be friends and work together.

🇷🇺🇨🇳 On July 13, Foreign Minister Sergey Lavrov and Director of the Chinese Communist Party Central Committee Foreign Affairs Commission Office Wang Yi met on the sidelines of the ASEAN ministerial events in Jakarta.

The two diplomats praised the development of the political dialogue and practical interaction between Russia and China against the backdrop of increasing global turbulence. They paid special attention to the implementation of agreements reached following bilateral contacts at the highest political level since the beginning of the year. The Parties confirmed the importance of maintaining cooperation to deepen the two countries’ foreign political interaction.

Sergey Lavrov and Wang Yi discussed in detail cooperation within #ASEAN in the context of certain countries’ increased efforts to create bloc-focused military-political formats designed to undermine the ASEAN-centric system of maintaining security and stability in the Asia-Pacific region.

The Parties exchanged opinions on the current developments around the Ukrainian crisis and assessed the efforts of the global community to launch a peaceful negotiations process on Ukraine.

🤝 They also emphasised the importance of strengthening foreign political interaction between Moscow and Beijing at various international platforms, including the #UN, the #SCO, #BRICS, #APEC, the #G20 and others. The Sides expressed a shared commitment to boosting bilateral coordination regarding issues on the regional and global agenda in the interests of creating a more just and sustainable polycentric international order.

📅 On September 7, Russia's Foreign Minister Sergey #Lavrov attended the 18th East Asia Summit (#EAS) held in Jakarta.

During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russia’s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #ASEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests.

☝️ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATO’s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUKUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region.

He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region.

🤝 The Minister reaffirmed Russia’s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.

🗓 On September 20, Foreign Minister Sergey Lavrov took part in an ad hoc meeting of the Shanghai Cooperation Organisation Foreign Ministers Council in New York.

The meeting agenda included the issues of further consolidation and development of the #SCO in the context of improving its efficiency in the current reality. The meeting participants discussed the progress in implementing the decisions made at the highest level. The national coordinators of the SCO Member States were instructed to expedite the drafting of concrete proposals.

The Foreign Ministers exchanged opinions on the key global and regional issues and confirmed their shared commitment to jointly combatting security challenges and threats in the interests of ensuring stability and sustainable development in the SCO region. The meeting participants emphasised their intent to boost interaction between the SCO and the UN, as well as build ties with other multilateral associations.

The Member States will continue to deepen foreign policy coordination, including the agenda of the 78th Session of the UN General Assembly.

Right in front of our eyes, there is a new world order being born.

In 2021, our proposals to conclude agreements on mutual security guarantees in Europe without changing Ukraine's non-aligned status were rudely rejected. The West continued its ongoing militarisation of the Russophobic Kiev regime, which had been brought to power as a result of a bloody coup, and to use it to wage a hybrid war against our country.

• An attempt to extend the bloc's area of responsibility to the entire Eastern Hemisphere under the pernicious slogan of “indivisible security of the Euro-Atlantic and the Indo-Pacific region” has become a new dangerous manifestation of NATO expansionism.

• The logic of the historical progress is undeniable, the main trend of which being that states constituting the global majority are strengthening their sovereignty and defending their national interests, traditions, culture, and ways of life. They no longer want to live under anybody’s yoke; they want to be friends and trade with each other, but also with the rest of the world – only on an equal footing and for mutual benefit. Associations such as #BRICS and the #SCO are on the rise.

❗️ Perhaps for the first time since 1945, when the UN was established, there is now a chance for genuine democratisation of global affairs.

• It is time to reform the existing global governance architecture, which has long been failing to meet the needs of our time. <...> The US & its allies should abandon their artificial restraints on the redistribution of voting quotas in the IMF & the World Bank.

🇺🇳 It is time to look at fairer methods of making up the UN Secretariat. The criteria that have been in place for many years do not reflect the actual influence of states in global affairs & artificially ensure the excessive dominance of citizens of NATO & EU countries.

🇷🇺🇨🇳 On October 16, Beijing hosted talks between Foreign Minister Sergey Lavrov and Foreign Minister of China Wang Yi.

✔️ The Ministers praised the positive dynamic of Russian-Chinese comprehensive interaction, had a detailed discussion of issues on the bilateral agenda, including contacts at the highest and high levels with a focus on the preparation for the Russian President’s participation in the Third Belt and Road Forum, as well as cooperation between Moscow and Beijing on aligning the development of the Eurasian Economic Union and China’s Belt and Road initiative.

✔️ The meeting participants underscored the importance of strengthening close coordination between Russia and China on the global stage, including in the UN and its Security Council, as well as the #SCO, the #G20, #APEC and other mechanisms and forums. They also reaffirmed mutual intention to improve contacts within #BRICS in the context of Russia’s chairmanship of the group in 2024.

✔️ The Ministers also exchanged opinions on a wide range of international and regional issues, including the sharply aggravated situation in the Middle East. They had a detailed discussion about security in the Asia-Pacific region in the context of maintaining stability on the Korean Peninsula and preventing the undermining of the ASEAN-centric security structure.

✔️ Sergey Lavrov and Wang Yi also discussed the Ukrainian crisis, including the efforts to settle it through political and diplomatic means.

✔️ They noted with satisfaction that their positions were close or similar on all issues discussed.

✔️ The talks were held in traditionally trust-based and constructive atmosphere.

💬 The high-level International Conference “Eurasian Security: Reality and Prospects in a Transforming World” is a timely event. Tomorrow we will speak about this publicly. I am positive that we will find an opportunity to discuss this issue during bilateral meetings with our Belarusian friends and other participants in the conference.

☝️ Efforts to move towards creating a Eurasian platform, system and security structure are long overdue. There is no organisation that can address all problems on our continent.

There is the OSCE, which involves a smaller part of the Eurasian continent. But this organisation has seen better days and is failing to fulfil its purpose.

We also have #ASEAN, the #SCO, the #CSTO, and the #EAEU. However, making use of the competitive advantages that come from a common space for the benefit our nations and peoples will be difficult without unifying all these organisations operating on the continent.

🇷🇺🇰🇿🇰🇬🇹🇯🇹🇲🇺🇿 On November 17, Foreign Minister Sergey Lavrov met with the ambassadors of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan, who are accredited in Moscow.

During the meeting, the sides evaluated Russia’s bilateral interaction with each Central Asian state, as well as within the framework of common international associations, including the #CIS, the #EAEU, the #CSTO and the #SCO. The sides were satisfied with the stable trade and economic relations, expanding trade volumes, and close science and education, cultural and humanitarian ties.

🤝 They emphasised their mutual commitment to creating favourable conditions for the sustainable development of our strategic partnership across the board, including security and regional stability.

On a separate note, the parities reviewed cooperation in the Central Asia5 + Russia format and the implementation of the results of this mechanism’s first summit, held on October 14, 2022 in Astana. They devoted considerable attention to the development of research and practical cooperation in water management, including efforts to address the environmental problem in the Aral Sea region.

🎙 President Vladimir Putin sent greetings to participants in the 10th Anniversary session of the United Russia Party – Communist Party of China Dialogue (November 20, 2023)

💬 Russian-Chinese relations of comprehensive strategic partnership have attained an unprecedentedly high level. We implement large-scale joint economic, transport, energy, humanitarian and other projects. Moscow and Beijing coordinate their efforts both at the bilateral level and at the #SCO, #BRICS and other multilateral organisations, while addressing highly important international issues and facilitating the creation of a more just and democratic world order.

The fine-tuned and constructive interaction between leading political parties of both countries, specifically, United Russia and the Communist Party of China, facilitates the sustainable development of diverse ties between the Russian Federation and the People’s Republic of China. Regular contacts involving central agencies, as well as regional institutions, provide a useful exchange of experience in the field of party development as well as parliamentary and public activities, making it possible to discuss in detail a wide range of topical issues on the bilateral and international agenda.

🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation (CSTO) in Minsk.

💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support.

In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space.

☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS.

I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel.

We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups.

We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking.

The CSTO Coordination Council on Biological Security has launched its work. It has focused on preventing threats linked with the development and use of biological weapons and ensuring radiation, chemical and medical protection.

Here is a philosophical question: Yesterday, you spoke about justice, a just solution to the crisis, a just multipolar world order, etc. Now the Global South is closely watching us. What kind of justice can we offer them? How do we make it clear to them?

💬 I think that any normal person, including politicians, immediately understands what injustice is when they see it. It is clear to them when issues are resolved fairly, based on a balance of interests and the key principle of the UN Charter, which emphasises the need to respect the sovereign equality of all states, big and small.

since the creation of the UN, the West, especially the US, has failed to comply with this key principle of sovereign equality. <...>

In this context, justice means equal rights for all states and entities established in different regions. This includes the Arab League, the Gulf Cooperation Council, the African Union, #CELAC, as well as numerous subregional institutions in Africa and Latin America. In Eurasia, we have the #EAEU, the #SCO and #ASEAN. These organisations have established close contacts, including through the Belt and Road project. <...>

Why didn't you mention BRICS?

💬 I didn't mention BRICS because it is self-evident. I listed the organisations that are emerging at the regional level. #BRICS is not an organisation but an association. I don't think there is any interest in turning it into a formal organisation with a secretariat, at least not at this stage <...>

BRICS is a symbol. It represents the shared desire of a majority of countries in the world to develop their initiatives together, taking into account each other's interests on an equal basis. It serves as a future umbrella for all subregional and regional processes. <...> This is the future.

☝️ In the West, there are no organisations that have fair rules in terms of equality and genuine consensus.

🇷🇺🇨🇳 On April 8-9, Foreign Minister Sergey Lavrov was on an official visit to China, where he was received by President of China Xi Jinping and held extensive talks with Foreign Minister of China Wang Yi.

The Chinese leader welcomed Sergey Lavrov’s arrival in Beijing as an important step of comprehensive preparations for President of Russia Vladimir Putin’s state visit to China, scheduled to take place this year.

Xi Jinping praised the current state of bilateral relations, which continue to develop dynamically considering the difficult situation in the world, and stated his readiness to further strengthen comprehensive partnership and strategic cooperation with Russia.

During Sergey Lavrov’s talks with Wang Yi, the schedule of bilateral contacts at the high and highest levels was discussed, as well as separate issues of practical cooperation in various fields.

The two countries’ Foreign Ministers stressed the importance to promote mutual cooperation with the #UN, #SCO, #BRICS, #G20, #APEC and other multilateral mechanisms and forums. The Ministers also discussed ways to ensure security and stability in the Asia-Pacific regions considering the US’s policy to create limited-membership closed military-political alliances there, which are anti-Russia and anti-China.

Separate matters related to the developments around the Korean peninsula and Taiwan, as well as within the Middle Eastern settlement process, were discussed, as well as prospects of forming new security architecture in Eurasia against the backdrop of stagnating Euro-Atlantic mechanisms.

The talks, held in Beijing in a traditionally trustful and friendly atmosphere, showed the two countries’ converging approaches to the major global processes and reaffirmed the importance of further promoting bilateral cooperation for strengthening peace and stability in the region and on the whole planet.

🗓 On May 20-21, Foreign Minister Sergey Lavrov took part in the Foreign Ministers Council meeting of the Shanghai Cooperation Organisation member-countries.

The participants focused on the organisation’s activities in the context of preparations for the meeting of the SCO Heads of State Council meeting in Astana on July 3-4. They also discussed draft documents to be presented for the leaders’ consideration.

The participants will reflect their coordinated approaches to the SCO’s further development and current global and regional issues in the Astana Declaration.

The admission of Belarus will be an important step towards strengthening the #SCO. The Ministers endorsed the relevant draft decisions of the Heads of State Council.

They also coordinated proposals of the SCO Foreign Ministers Council on comprehensive improvement of the organisation’s activities in the context of current geopolitical realities.

They adopted draft leadership statements and conceptual documents as a foundation for promoting cooperation in energy, transport, logistics and environmental protection.

During a detailed exchange of views on key regional and international issues, the Ministers discussed the situation in the Gaza Strip and the Middle East as a whole, and, in part, settlement of the Palestinian-Israeli conflict.

They paid special attention to the SCO’s efforts to facilitate stabilization in Afghanistan, considering the importance of this factor for the security of the SCO space.

🇷🇺🇨🇳 The bond of comprehensive partnership and strategic cooperation between Russia and China has grown unprecedentedly strong thanks to the personal efforts of both heads of state. The Beijing summit sealed the two countries’ firm commitment to further deepen and expand it. This commitment was documented in the two leaders’ joint final statement.

This year, Russia and China celebrate 75 years of diplomatic relations. We mark this significant anniversary with achieving a new quality of relations – today, Russia and China view each other as priority partners and invariably adhere to the principles of mutually respectful, equal and trustful cooperation. 🎙 Foreign Minister Sergey Lavrov’s opening remarks at a meeting with Foreign Minister of the People’s Republic of China Wang Yi on the sidelines of the #BRICS Foreign Ministers Meeting (Nizhny Novgorod, June 10, 2024)

💬 We are happy to welcome you to Nizhny Novgorod, the capital of the Volga Federal District and the Nizhny Novgorod Region, which actively cooperates with the People’s Republic of China, including through the implementation of the well-known and beneficial Volga-Yangtze project.

During our recent meeting in Astana, we exchanged thoughts on the traditional Russian-Chinese Summit, which took place in May of this year. Our Presidents outlined the main direction for advancing our strategic cooperation in the context of the comprehensive partnership between Russia and China.

We have a special responsibility for foreign policy coordination, primarily at the UN Security Council, #BRICS, #SCO, #G20, #APEC, and other multilateral formats. The Global Majority countries have an increasingly positive perception of our engagement with our Chinese friends. The number of our opinion allies and countries interested in cooperation with BRICS and the SCO is steadily expanding.

Today’s ministerial meeting, the first after BRICS’ enlargement, will be dedicated to discussing these trends and charting guidelines for further development and determination. We will submit these to our leaders at the summit in Kazan in October 2024.
