🤝 On September 10, Foreign Minister Sergey Lavrov met with Secretary-General of the Indian Ocean Rim Association (#IORA) Salman Al Farisi in Moscow.
During their conversation they considered key issues on the IORA agenda as well as promising areas of interaction in terms of further involvement of Russia, which was granted the Dialogue Partner status in 2021, in the association’s practical activity. The Association Secretariat expressed an interest in Russian approaches to the sectoral areas prioritised for this platform: maritime cooperation, tourism, blue economy, fishing and environmental protection.
The minister made an emphasis on the importance of IORA’s applied potential in the context of deepening multilateral cooperation in a broad transcontinental space, involving such systemically important associations as the #SCO, #EAEU and #ASEAN.

The discussions evidenced that our Western colleagues, who are #ASEAN partners <…> have been seeking to undermine the multilateral economic and security architecture which has evolved over decades with ASEAN at its core and which has proven its relevance and effectiveness.
However, it is obvious today that the United States and its allies decided to draw the Asia-Pacific Region into NATO’s sphere of interests by creating all these narrow and exclusive US-led military and political associations. <...>

The Association hosted the Secretary-General of the Shanghai Cooperation Organisation as its guest at the East Asia Summit for the third time. He put forward a proposal to promote closer contacts between the SCO and ASEAN in various spheres that are relevant for the countries involved. <...>
We welcomed the fact that several ASEAN countries want to forge closer ties with #BRICS. Today, this structure acts as one of the cornerstones of a multipolar world order. In just a few days, Kazan will be hosting the BRICS Summit, which will be a major international event. Several ASEAN countries were invited to attend it, and they accepted these invitations.
Excerpts from responses to media questions. Key talking points:
• The final declaration has not been adopted because of the persistent attempts by the United States, Japan, South Korea, Australia and New Zealand to turn it into a purely political statement, contrary to the decades-long practice of East Asia summits, which boils down to preventing the saturation of declarations with confrontational geopolitical narratives.
• When the United States and its allies unanimously reaffirmed their commitment to ASEAN’s central role in facilitating cooperation in the region today, they were being dishonest. Everything they do is aimed at containing Russia and China. Everything that has been accomplished in the ASEAN-centric format over decades is being sacrificed to this goal now. That format was convenient for everyone and incorporated the interests of each and every stakeholder. So, the destructive nature of Washington’s actions in the region is obvious.
• We are seriously concerned about re-militarisation of Japan. Having forgotten the lessons of WWII, the Japanese authorities have stated increasing defence spending and augmenting its basic doctrines with a pre-emptive strike capability.

🗓 On October 25, Sochi (Russia) hosted the 4th #ASEAN-Russia Dialogue on ICT Security-Related Issues in a hybrid format under the co-chairmanship of Russia 🇷🇺 and Myanmar 🇲🇲.
🔹️The meeting reiterated the willingness of Russia and ASEAN Member States to promote interagency cooperation in finding effective solutions of issues related to the ICT security.
🔹️Particular attention was paid to the issues of combating the use of ICT for criminal purposes, capacity building through personnel training, exchanging experience, strengthening technical equipment and improving software and hardware.
🔹️The participants showed their readiness to facilitate unanimous adoption of the "UN Convention against cybercrime; Strengthening international cooperation for combating certain crimes committed by means of information and communications technology systems and for the sharing of evidence in electronic form of serious crimes" by the 79th Session of the UN General Assembly and its early entry into force. They also showed desire to support approval by consensus of parameters of the permanent single-track negotiating mechanism to be established within the UN after 2025.
🔹️It was agreed to hold the next round of the ASEAN-Russia Dialogue on ICT Security-Related Issues next year.

The attendees engaged in a substantive dialogue regarding the execution of resolutions made by the leaders of our nation and the ASEAN 10 nations concerning the advancement of the Russia-ASEAN strategic partnership, alongside the preparation of a new programme document for the medium term.
The primary focus was on initiatives to enhance practical collaboration, including the involvement of the ASEAN Moscow Committee. Steps were delineated to diversify cooperation across the domains of economy, energy, science and high technologies, digital transformation, and the expansion of business and youth exchanges.
The discourse on pressing global and regional matters reaffirmed the alignment of approaches between our country and the Association in constructing a sustainable security framework in the Asia-Pacific region, grounded in the principles of adherence to international law, equality, and openness. Key points:
🔹The ASEAN-Russia Senior Officials' Meeting provided a good opportunity to take stock of progress achieved in our cooperation and give guidance for future work, as well as to compare notes on the current developments in the region.
🔹 Currently, one of the key tasks is to prepare a new ASEAN-Russia Comprehensive Plan of Action for the next 5-year period, aimed at diversifying our interaction and embracing new spheres of mutual interest.
🔹Under the ASEAN-Russia Dialogue Partnership Financial Fund we are implementing projects in various fields such as energy, tourism, digital and creative economy, sustainable agricultural development, wastewater treatment and water management, development of remote areas, and others. An array of educational and training initiatives covers diverse areas ranging from counterterrorism to tourism and international relations.
🔹There is a good basis for synergy between #BRICS and ASEAN, even without a special institutional framework. This synergy would definitely contribute to making our world safer and more just.
🔹Promoting relations with like-minded organizations and fora in Eurasia will benefit #ASEAN, the Shanghai Cooperation Organization (#SCO) and the Eurasian Economic Union (#EAEU). This “cross-platform” cooperation is a key element of the concept of the Eurasian security architecture.
🔹 Defending and fostering ASEAN Centrality and unity, its “place at the driver’s seat” is crucial for tackling modern challenges to regional peace and prosperity. ASEAN has the necessary wisdom and strength, and it can always count on the support of Russia in this regard.

Key points:
🔹The ASEAN-Russia Senior Officials' Meeting provided a good opportunity to take stock of progress achieved in our cooperation and give guidance for future work, as well as to compare notes on the current developments in the region.
🔹 Currently, one of the key tasks is to prepare a new ASEAN-Russia Comprehensive Plan of Action for the next 5-year period, aimed at diversifying our interaction and embracing new spheres of mutual interest.
🔹Under the ASEAN-Russia Dialogue Partnership Financial Fund we are implementing projects in various fields such as energy, tourism, digital and creative economy, sustainable agricultural development, wastewater treatment and water management, development of remote areas, and others. An array of educational and training initiatives covers diverse areas ranging from counterterrorism to tourism and international relations.
🔹There is a good basis for synergy between #BRICS and ASEAN, even without a special institutional framework. This synergy would definitely contribute to making our world safer and more just.
🔹Promoting relations with like-minded organizations and fora in Eurasia will benefit #ASEAN, the Shanghai Cooperation Organization (#SCO) and the Eurasian Economic Union (#EAEU). This “cross-platform” cooperation is a key element of the concept of the Eurasian security architecture.
🔹 Defending and fostering ASEAN Centrality and unity, its “place at the driver’s seat” is crucial for tackling modern challenges to regional peace and prosperity. ASEAN has the necessary wisdom and strength, and it can always count on the support of Russia in this regard.
