🗓 On June 28, Russian delegation headed by the Deputy Director of the Department of New Challenges and Threats of the MFA Vladimir Salov 🇷🇺 took part in the 16th ASEAN-Russia Senior Officials' Meeting on Transnational Crime (#SOMTC + Russia Consultation) in Vientiane, Lao PDR 🇱🇦.

🤝 Experts from ASEAN and Russia exchanged views on regional and global security and confirmed readiness to build up relevant ASEAN-Russia cooperation as well as outlined further practical steps in the field of combatting transnational crime.

🔹️ On the sidelines of the event Russian delegation held bilateral consultations with Cambodia 🇰🇭 and Laos 🇱🇦.

🗓 On June 27, Russian Ministry of Energy and Russian Energy Agency 🇷🇺 took part in the 15th #ASEAN-Russia Senior Officials' Meeting on Energy (#SOME-Russia) in Vientiane, Lao PDR 🇱🇦.

🔹The meeting reviewed the progress of implementation of the ASEAN-Russia Work Plan on Energy Cooperation for 2023-2025 and identified further steps aimed at intensifying substantive interaction between Russia and ASEAN in the field of energy security and energy transition.

🔹Parties also discussed new joint project on energy statistics under the ASEAN-Russia Dialogue Partnership Financial Fund.

🔹️ On the sidelines of the event Director General of the Russian Energy Agency Mr. Alexey Kulapin and Executive Director of ASEAN Centre for Energy (#ACE) Dr Nuki Agya Utama held a meeting.

🗓 On July 26 and 27, Foreign Minister Sergey Lavrov will attend annual ministerial events held by the Association of Southeast Asian Nations (#ASEAN) in Vientiane. He will take part in foreign ministers’ meetings in the Russia-ASEAN format, as well as within the East Asia Summit (#EAS) and the ASEAN Regional Forum (#ARF).

🌏 ASEAN is currently one of the most successful regional organisations which forms the core of the integration processes in the Asia-Pacific Region. The association has created a solid network of interstate institutions involving the leading world powers, including Russia.

This year, Russia marks 20 years of joining the Treaty of Amity and Cooperation in Southeast Asia (the Bali Treaty). Signed in 1976, it is one of the fundamental documents for ASEAN in terms of ensuring regional peace and stability. Geopolitical tension has been escalating in Asia-Pacific, and against this backdrop our relations with ASEAN serve as an important stabilising factor in the region.

❗️ Russia views ASEAN as one of the key partners in the context of carrying out the initiative to build a Eurasian security architecture as set forth by President of the Russian Federation Vladimir Putin.

The agenda of the July 26 #RussiaASEAN ministerial meeting covers cooperation matters in all their aspects, including politics, trade and economics, as well as social and cultural affairs within the framework of the five-year Comprehensive Plan of Action to Implement the Association of Southeast Asian Nations and the Russian Federation Strategic Partnership, as approved by the leaders in 2021.

📈 In 2023, Russia’s trade with ASEAN countries increased by 14.6 percent to almost $22 billion. Accumulated investment by ASEAN countries in the Russian economy reached $3.5 billion in the first nine months of 2023, while Russia invested a total of $11.5 billion in Southeast Asia.

Russia has coined a range of #EAS initiatives. They include creating a mechanism of pan-regional cooperation on countering epidemics and restoring economic potential by stimulating tourism. ASEAN has supported our idea of strengthening the resource of civic responsibility by improving cooperation between volunteer movements.

We consider the #ARF as one of the key platforms for discussing topical issues of the regional agenda, developing measures of mutual trust and preventive diplomacy, and boosting non-politicised practical cooperation in security.

During the forum’s 31st session on July 27, we will thoroughly discuss countering new threats and challenges, combating terrorism and transnational crime, disarmament and non-proliferation of weapons of mass destruction, and ensuring security at sea. We will summarise the results of #RussiaIndonesia co-chairmanship in the Russia-ASEAN Forum on the Safe Use of Information and Communication Technologies in 2022-2024.

💬 I am glad to meet with you again in Vientiane. On this occasion, I would like to express sincere gratitude to our Laotian friends for their hospitality and excellent organisation of this event.

Let me convey our special gratitude to Cambodia, the coordinator of the #RussiaASEAN dialogue over the past three years, for its responsible approach to its duties. Today, the relay baton will be passed on to Myanmar. I would like to welcome the representative of Naypyidaw. <...>

It is gratifying that our dialogue partners and we share a similar vision of the parameters of the emerging multipolar international order based on the firm foundation of the UN Charter and other norms of international law, as well as the increased role of Global South nations in multilateral organisations in line with their rapidly growing importance in the world economy and politics.

🇷🇺 Moscow has consistently supported the strengthening #ASEAN’s role in regional affairs. We firmly believe that the ASEAN-centric architecture, based on inclusiveness and equality, regard for the interests of all members, and respect for their identity, should remain the foundation of security and sustainable development in the Asia Pacific Region.

Our relations have become truly comprehensive over the past three decades. Purposeful efforts are being made to increase political and security coordination and counteract modern challenges and threats. We see positive dynamics in practical areas, including the economy, energy, agriculture, and education. A significant event was Russia gaining the ASEAN digital partner status earlier this year. Other initiatives are also being successfully implemented in various areas, including youth cooperation.

🤝 I would like to use this opportunity to welcome the representative of East Timor, a new permanent participant in Russia-ASEAN events, and wish Dili successful integration into the political and economic processes in the region.

🗓 On July 26, Vientiane hosted Foreign Minister Sergey Lavrov’s annual meeting with the Foreign Ministers representing the Member States of the Association of Southeast Asian Nations (#ASEAN).

One of the main outcomes of this conference consisted of the adoption of a Joint Statement on the 20th Anniversary of Russia’s accession to the Treaty of Amity and Cooperation in Southeast Asia, a fundamental document for the association, which provides for building a stable regional security architecture in the Asia Pacific Region.

During the meeting, the participants reviewed the performance under the Comprehensive Plan of Action to Implement the Association of Southeast Asian Nations and the Russian Federation Strategic Partnership in 2021-2025, and agreed to draft a new medium-term document of this kind for the next period. Discussions also focused on measures to expand practical cooperation on political, security, trade and economic matters, as well as humanitarian affairs.

The participating Foreign Ministers noted the successful launch of a new cooperation track in 2024, which deals with the digital transition. During the meeting, they placed special emphasis on research-intensive sectors and undertaking initiatives to develop smart cities. Russia’s partners praised it for holding advanced training courses for ASEAN specialists.

🌐 The participants exchanged views on the international agenda, confirming that Russia and ASEAN share converging approaches regarding the most urgent and topical global and regional challenges, and are committed to building a just world order based on the principles of international law, inclusivity and equality. In this context, Russia drew the attention of its partners to President Vladimir Putin’s initiative to create a Eurasian security framework.

The conversation also touched upon efforts to promote integration processes across Greater Eurasia. In this context, the participants discussed opportunities for expanding ASEAN’s ties with the Eurasian Economic Union and the Shanghai Cooperation Organisation (#SCO).

ASEAN thanked Russia for supporting the association’s central role in regional affairs.

🤝 As per tradition, the meeting took place in a friendly atmosphere.

💬 We have been working in the capital of Laos for two days. This year, this country chairs the Association of Southeast Asian Nations (#ASEAN).

The annual #RussiaASEAN Foreign Ministers’ meeting took place on July 26, 2024. During the meeting, we reviewed our cooperation in all aspects in a trust-based, specific and business-like manner, and went on to adopt a Joint Statement on the 20th Anniversary of Russia’s accession to the Treaty of Amity and Cooperation in Southeast Asia (the Bali Treaty).

The Joint Statement sets forth the principles of equality, mutual benefit, taking into consideration each other’s interests and achieving a balance of interests. We expressed our shared view that these principles remain fully valid and relevant, especially today, considering the attempts to introduce a bloc-based mindset in the Asia-Pacific Region and create all kinds of exclusive mechanisms there, while also enabling NATO with its infrastructure to gain a foothold in this region. This runs counter to the objective of reinforcing an ASEAN-centric security architecture. Shaped by decades of continuous efforts, it meets the interests of all participants.

We carried out a performance review under the Comprehensive Plan of Action to Implement the Association of Southeast Asian Nations and the Russian Federation Strategic Partnership in 2021-2025.

🌐 The coordination of documents on digital transformation is nearing completion. In 2024, Russia has become ASEAN’s digital partner. And the drafting of joint documents on countering terrorism and the safe use of information and communications technology is in its final stage. These domains are of utmost importance. In fact, it was largely Russia that initiated these joint plans with ASEAN to work on this agenda.

The East Asia Summit (#EAS) and the ASEAN Regional Forum (#ARF) are scheduled to take place today at the foreign ministers’ level. These two formats offer an opportunity to emphasise the contrasts between the trends that have been taking shape within the ASEAN-centric architecture over the past decades, with the developments the West is trying to introduce in this region by seeking to accelerate its militarisation, setting up restricted military and political blocs, deploying new weapons and escalating confrontation in general.

☝️ The ASEAN-centric architecture implies an inclusive vision. The EAS and the ARF bring together ASEAN and its major partners, such as China, Russia, Japan, South Korea and Western countries. On the other hand, the West promotes cooperation formats which are less inclusive with a clear objective of containing China and Russia.

🗓 Every year on August 8, the ten member countries of the Association of Southeast Asian Nations (#ASEAN) mark ASEAN Day. This date was approved by the ASEAN Standing Committee at its annual meeting in May 2005.

🌏 ASEAN was founded in Bangkok on August 8, 1967, by Indonesia, Malaysia, Singapore, Thailand, and the Philippines, which signed the so-called Bangkok Declaration. Later, this regional organisation was joined by Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and Cambodia (1999).

ASEAN is one of the most successful regional organisations. It has a broad network of various intergovernmental associations involving Russia and other leading world powers: the East Asia Summit (#EAS), ASEAN Regional Forum (#ARF), and ASEAN Defence Ministers Meeting-Plus (#ADMMPlus).

☝️ Promoting ties with ASEAN is Russia’s key foreign policy priority in Asia. The Russian Permanent Mission to ASEAN has been based in Jakarta since 2017. In 2018, Russia-ASEAN relations reached the level of strategic partnership, resulting in closer coordination on current global and regional issues with the ten member countries at leading multilateral venues, including the UN.

🤝 On July 26 and 27, Foreign Minister Sergey Lavrov attended annual ministerial events held by the Association of Southeast Asian Nations in Vientiane. He took part in Foreign Ministers’ meetings in the Russia-ASEAN format, as well as within the East Asia Summit and the ASEAN Regional Forum.

💬 President Vladimir Putin at the Russia-ASEAN Summit (October 28, 2021): "Strengthening ties with ASEAN and its member states has always been and remains one of Russia's foreign policy priorities. <...> I would like to point out that the positions of Russia and the ASEAN states on key global and regional matters are similar in many respects. 🗓 On September 19, the delegation of the Ministry of Economic Development of the Russian Federation 🇷🇺 headed by the Deputy Minister Vladimir Ilichev took part in the 13th ASEAN Economic Ministers (#AEM)-Russia Consultation in Vientiane, Laos 🇱🇦.

🔹️The parties discussed tangible outcomes of the ASEAN-Russia Trade and Investment Work Programme 2021-2025 and highlighted key projects in the following spheres: food and energy security, trade liberalisation, stability of financial system and payments, tourism promotion, digital and creative economy.

🔹️Russia proposed to further strengthen cooperation in the areas of regulatory policy, digital economy and mitigation of impact of climate change.

🇷🇺🇱🇦 On October 10, Russia's Foreign Minister Sergey Lavrov and Deputy Prime Minister and Foreign Minister of Laos Saleumxay Kommasith met on the sidelines of the East Asia Summit (#EAS) in Vientiane.

The Officials conducted a trust-based exchange of opinions regarding the state of bilateral relations and their prospects. They focused on issues of implementing highest-level agreements, expanding trade and economic, cultural and humanitarian ties and more actively coordinating bilateral efforts in international and regional affairs.

🤝 The Russian Side positively assessed the development of the #RussiaASEAN Dialogue Partnership during Laos’ chairmanship of the Association in 2024.

🇱🇦 December 2 marks the 49th Anniversary of the proclamation of the Lao People’s Democratic Republic.

The Lao People's Democratic Republic was proclaimed in 1975 following a long and intensive struggle, combined with political and diplomatic efforts to secure the country’s neutrality amidst foreign aggression in Indochina.

🤝 The Soviet Union and Laos established diplomatic relations on October 7, 1960. On March 9, 1994, Russia and Laos signed the Treaty on the Foundations of Friendly Relations. In October 2011, Russia and Laos adopted the Declaration on Strategic Partnership in the Asia Pacific Region.

Today, our countries are steadily expanding their trust-based dialogue and the high and highest levels, as well as enhancing interaction between parliaments and sectoral agencies. They are also intensifying trade, economic, cultural, humanitarian and interregional ties within the framework of the Russia-Laos strategic partnership.

🎉 We extend our heartfelt congratulations to our Lao friends on this holiday! We reaffirm our commitment to further strengthening our traditionally friendly relations and multifaceted partnership with Vientiane, in the interests of peace and stability in Southeast Asia and the entire Asia-Pacific region.

🗓 On December 10, Ambassador of the Russian Federation to #ASEAN H.E. Mr. Evgeny Zagaynov 🇷🇺 paid a courtesy call on Deputy Secretary-General of ASEAN for ASEAN Socio-Cultural Community H.E. Mr. San Lwin.

🤝 Ambassador Zagaynov congratulated H.E. San Lwin for assuming his position as the DSG for ASEAN Socio-Cultural Community. They exchanged views on ways and means to further enhance the ASEAN-Russia Strategic Partnership.

🔹️The meeting focused on key socio-cultural issues, including people-to-people contacts, youth, culture, environmental protection, public health, media, support for disaster management and humanitarian assistance and others.
