Serbia buying Rafaels instead of their traditional strategy of focusing on air defence means one of 2 things:
1) Serbia believes there is some scenario where their use or the threat of their use in the Balkans will lead to a more favourable outcome for Serbia (in a conflict with Kosovo/Albania or Bosnia), and not a NATO escalation against Serbia
2) Serbia is spending massive amounts of money on things they have no use for because of western pressure/desire for good relations with the west

I asked "What if tomorrow morning there is the usual quarterly rhetoric escalation around Kosovo, a Serbian minister say something and then you have Jasmin Muhanovic starting to shame France on the EU level for the deal? Could France walk back from the deal?"
The answer, to which I agree, is "US can get away with selling stuff to Bulgaria and then not delivering it because the president is pro-Russian. Because they are the US. If France has such behavior, they will likely not be able to sell stuff to non-aligned countries for a long time."

Furthermore, this kind of calculus akin to "We oppress this or that group since gonzillions of years, they have done minor outburst of violence but nothing serious, the status quo will endure forever because the folks we oppress are too coward to do something about it" has been done a lot of time in history.
And, the boring, unsatisfying answer to this is: Yes its true. This calculus exist. It holds true for sometimes a long time. Until it stops. And the situation reverses.
