Отдельный блок касается совершенствования законотворческого процесса. Например, бизнес хочет ввести принцип one in — two out, согласно которому при введении нового требования к предпринимателям нужно отменять два старых. Именно такой указ в конце января подписал президент США Дональд Трамп, обосновав свое решение тем, что «контроль будет приведен в порядок».

В числе других предложений в законодательном блоке — «установление четких требований к содержанию пояснительной записки и финансово-экономическому обоснованию» проектов, что предусматривает оценку расходов по исполнению этих решений. Кроме того, бизнес-объединения хотят запретить ставить гриф «для служебного пользования» на проектах, которые не имеют ограничений как гостайна. Сейчас такой гриф освобождает законопроекты от обязательной публичной экспертизы.

При этом предприниматели хотят получить возможность оценивать не только законопроекты, но и поправки к ним — для этого нужно ввести процедуру, аналогичную оценке регулирующего воздействия. На проблему работы ОРВ ранее обращали внимание эксперты Центра стратегических разработок Алексея Кудрина. Они писали, что проверяющим иногда дается всего один день на изучение закона, из-за чего Госдума принимает непроработанные инициативы.
