❓ Вопрос: Могли бы Вы рассказать о контактах экспертов из России и США по украинскому кризису, которые не афишировались сторонами в медийном пространстве? На каком уровне ведутся такие встречи? Можно ли ожидать новых контактов в этом формате в ближайшее время?

💬 М.В.Захарова: Контакты «второго трека», под которыми подразумевается взаимодействие по линии экспертов-политологов и других представителей научно-академического сообщества, действительно имели место некоторое время тому назад. Они прошли в третьей стране.

МИД России получает информацию о содержании подобных «консультаций», хотя и не считает их проведение целесообразным на данном этапе СВО в силу заведомо антироссийской ангажированности участников со стороны США и других недружественных государств.

☝️ МИД России подобные контакты в нынешних условиях полезными не считает, но мы и не вправе директивно ограничивать общение отечественных политологов с иностранными коллегами. Россия – свободная страна. Однако с точки зрения российских государственных интересов, участие в таких мероприятиях добавленной стоимости, как правило, не имеет.

🔹 В новой стратегии морской безопасности Украины Зеленский изложил заявления, не соответствующие существующим реалиям. О каких может идти речь миссиях и учениях ВМС Украины в Азовском море, если в настоящее время Азовское море является внутренним морем Российской Федерации, а значит, Украина и фактически, и юридически утратила выход в азовскую акваторию.

🔹 Одновременно были сорваны замыслы натовцев разместить в Азовском море военно-морскую базу и проворачивать военные авантюры с использованием флота.

🔹 Учитывая агрессивный характер стран Запада, напрямую поддерживающих киевский режим в проведении боевых и террористических действий против России, ни о каком беспрепятственном проходе их судов к азовским портам в настоящее время не может быть и речи.

🔹 Преследуя цель масштабной милитаризации Чёрного моря, США давно подвергают сомнению Конвенцию Монтрё, регламентирующую проход кораблей через проливы. Натовцев не устраивает, что этот проверенный временем документ даёт преимущественное положение кораблям причерноморских государств по сравнению с иными.

🔹 Продекларировав на прошедшем саммите НАТО курс на поддержание свободы судоходства в Черном море, ярый антироссийский блок фактически продемонстрировал свои амбициозные планы по наращиванию в этом регионе своего военного присутствия и усиления конфронтации. В странах Черноморского бассейна США намереваются создать логистические центры для ускорения поставок вооружения Украине, а также для размещения современного дальнобойного оружия.

🔹 Продолжая дерзко увеличивать число военно-морских баз за пределами своих территорий, страны НАТО стремятся ограничить национальные интересы суверенных государств и превратить Мировой океан в сферу своего контроля и влияния.

🔹 Россия, являясь великой морской державой, должна обладать мощным военно-морским флотом, в состав которого войдут корабли, предназначенные для выполнения задач в ближних, дальних морских зонах и океанских районах, иметь развитую систему базирования и обеспечения.

Краткие тезисы:

🔹Накачка киевского режима оружием со стороны США и их союзников продолжается, хотя и с серьезными проблемами и сбоями. Становится сложно игнорировать факт повсеместной коррупции, сопутствующей этим поставкам.

🔹Западные т.н. «благодетели», вместе с окопавшейся у власти кликой Зеленского, продолжают грабить Украину «до нитки». Как недавно сообщалось СМИ, иностранными корпорациями уже распродано больше половины украинских пахотных земель. По сути в стране реализуется обыкновенная колониальная схема.

🔹С учётом тотального нежелания украинцев воевать и погибать за западные геополитические интересы, США и их союзники вынуждены все глубже втягиваться в конфликт, направляя в эту страну не только наёмников, но и инструкторов. Они, разумеется, становятся законными целями для ВКС России.

🔹Последствия украинского кризиса не будут преодолены, пока будет жить ложь, на которой зиждется киевский режим. Ложь, которую охотно подливают и множат его западные кураторы. Эта ложь многогранна, и она плотно, как грязь, въелась в западный нарратив по Украине.

Положение украинской армии настолько катастрофично, что в последние дни мы отмечаем ряд заявлений лидеров киевского режима, спешно раздобывших для себя «овечьи шкуры», из которых вытекает их якобы готовность к мирным переговорам с участием России. Подобными рассуждениями отметился как сам потерявший легитимность киевский главарь, так и его подчиненные.

Озвучиваемая киевским режимом готовность к переговорам как таковая вписывается в нашу позицию о том, что дипломатический путь – предпочтительный вариант решения конфликта на Украине. Мы никогда не отказывались от переговоров, их при науськивании своих западных спонсоров отвергали Зеленский и его клика.

❗️В таких вопросах важны детали и нюансы, а их мы как раз не знаем.

Зато знаем, что киевский главарь еще в ноябре 2022 г. законодательно запретил себе и своим подчиненным любые разговоры с российскими властями, и Указ этот по-прежнему в силе. Знаем также, что еще совсем недавно киевские власти в качестве единственной устраивающей их основы урегулирования продвигали псевдомирную т.н. «формулу Зеленского», в которой нет и не может быть никакого смысла как с точки зрения элементарной логики, так и с учётом реальной ситуации на фронте.

👉Поэтому у нас возникает много вопросов, без ответа на которые мы не можем оценить суть модифицированной украинской позиции.

🗓 On July 26 and 27, Foreign Minister Sergey Lavrov will attend annual ministerial events held by the Association of Southeast Asian Nations (#ASEAN) in Vientiane. He will take part in foreign ministers’ meetings in the Russia-ASEAN format, as well as within the East Asia Summit (#EAS) and the ASEAN Regional Forum (#ARF).

🌏 ASEAN is currently one of the most successful regional organisations which forms the core of the integration processes in the Asia-Pacific Region. The association has created a solid network of interstate institutions involving the leading world powers, including Russia.

This year, Russia marks 20 years of joining the Treaty of Amity and Cooperation in Southeast Asia (the Bali Treaty). Signed in 1976, it is one of the fundamental documents for ASEAN in terms of ensuring regional peace and stability. Geopolitical tension has been escalating in Asia-Pacific, and against this backdrop our relations with ASEAN serve as an important stabilising factor in the region.

❗️ Russia views ASEAN as one of the key partners in the context of carrying out the initiative to build a Eurasian security architecture as set forth by President of the Russian Federation Vladimir Putin.

The agenda of the July 26 #RussiaASEAN ministerial meeting covers cooperation matters in all their aspects, including politics, trade and economics, as well as social and cultural affairs within the framework of the five-year Comprehensive Plan of Action to Implement the Association of Southeast Asian Nations and the Russian Federation Strategic Partnership, as approved by the leaders in 2021.

📈 In 2023, Russia’s trade with ASEAN countries increased by 14.6 percent to almost $22 billion. Accumulated investment by ASEAN countries in the Russian economy reached $3.5 billion in the first nine months of 2023, while Russia invested a total of $11.5 billion in Southeast Asia.

Russia has coined a range of #EAS initiatives. They include creating a mechanism of pan-regional cooperation on countering epidemics and restoring economic potential by stimulating tourism. ASEAN has supported our idea of strengthening the resource of civic responsibility by improving cooperation between volunteer movements.

We consider the #ARF as one of the key platforms for discussing topical issues of the regional agenda, developing measures of mutual trust and preventive diplomacy, and boosting non-politicised practical cooperation in security.

During the forum’s 31st session on July 27, we will thoroughly discuss countering new threats and challenges, combating terrorism and transnational crime, disarmament and non-proliferation of weapons of mass destruction, and ensuring security at sea. We will summarise the results of #RussiaIndonesia co-chairmanship in the Russia-ASEAN Forum on the Safe Use of Information and Communication Technologies in 2022-2024.

💬 I would like to thank our Lao and Chinese partners for agreeing to hold today's meeting in a trilateral format. This is an excellent opportunity for us to touch base on a wide range of issues aimed at promoting regional interconnectedness in Eurasia for the benefit of our peoples and all those who live on our continent. Additionally, we hope to discuss ways to address the challenges our countries face in strengthening food, energy and transportation security.

🇷🇺🇨🇳🇱🇦 Our three countries are united by common approaches to creating an extensive cooperation space on the continent, and strengthening cross-border transport, sales, production and logistics mechanisms.

This meeting is taking place on the sidelines of high-level #ASEAN events. The Association is a vital component of the emerging more equitable multipolar world order. ⚡️ On the human rights situation in Czech Republic — Joint Report of Russia's and Belarus' MFAs

❌ There are chronic problems that the authorities of the country do not intend to solve, engaging instead in destructive foreign policy actions, including in their interaction with Russia.

The areas of concern from the viewpoint of human rights protection in Czech Republic include:

🔻 Neo-Nazi forces activity

The Czech publishing house "Naše vojsko" offered a calendar with photos of representatives of the leadership of the Third Reich, the occupation administration on Czech territory, and other Nazi criminals. There is evidence of monuments and memorials to the Nazis being erected (and restored).

🔻 Incidents of Russophobia

Natives of Russia living in the Czech Republic face discrimination in local universities – refusal to study and accept exams by the teaching staff.

In June 2023, Czech President Petr Pavel called on intelligence agencies to monitor all Russians living in the West, citing US World War II practices against the Japanese population, including the placement of Japanese in concentration camps. <...>

Not only the citizens of Russia, but also its diplomatic representatives have faced manifestations of aggression in the Czech Republic.

The Czech government suspended the issuance of visas and long-term and permanent residence permits to citizens of the Russian Federation.

🔻 Racism and Anti-Semitism

Multilateral universal and regional human rights monitoring bodies have documented, inter alia, the prevalence of racist ideas and prejudices in the country, racially motivated crimes such as property attacks, threats and attacks against Roma, Jews, migrants and minority activists.

In particular, that hatred against Muslims, migrants and Jews was widespread in the country, with Islamophobia and migrantophobia having become a feature of mainstream politics over the past five years. <...>

Official statistics show an increase in the number of antsemitic crimes. There have been recorded 1128 incidents motivated by antisemitism. In 2022, the number of reported incidents nearly doubled to 2277. Almost all antisemitic incidents in 2022 involved the publication of texts, illustrations or statements containing hate speech in the media or on the Internet: 2265 incidents. Of these, 2211 incidents took place online, and 1642 — on social networks.

🔻 Problems related to the protection of children's rights

The #UN Committee on the Rights of the Child expressed extreme concern about the high incidence of sexual exploitation and abuse of children in the country, as well as discrimination against Roma children.

🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks during his meeting with Foreign Minister of the People’s Republic of China Wang Yi (Vientiane, July 25, 2024)

💬 Our countries focused their agendas on undertaking a comprehensive effort to deliver on their national development goals, and the #RussiaChina strategic cooperation is designed to facilitate these efforts. President of Russia Vladimir Putin and President of China Xi Jinping attach great importance to these relations and always keep them on their radar, including by exploring new horizons for our strategic partnership.

In May 2024, Beijing hosted summit talks between them. After that, the two Leaders had a conversation on the sidelines of the SCO Summit in Astana, where they outlined the main directions for further strengthening our bilateral cooperation as well as the way we work together on the international stage.

🤝 Russia and China have been working in tandem on building a multipolar world order with better justice for all, guided by the principle of genuine multilateralism. In addition, they have been creating positive vibes within the United Nations and the Group of Twenty, while remaining proactive within #BRICS and the #SCO. There are other important international platforms too, including, of course, #ASEAN and the entire architecture revolving around this association. We share the view that we must do everything to prevent its destruction.

Today, we had a detailed conversation on this matter during our joint meeting with Deputy Prime Minister and Foreign Minister of Lao PDR Saleumxay Kommasith, whose country currently chairs ASEAN.

☝️ We believe in the importance of continuing this dialogue in order to combine our efforts in countering any attempts by extra-regional forces to interfere in Southeast Asian affairs and to contribute to its wellbeing and prosperity.

✉️ President of the Russian Federation Vladimir Putin sent his condolences to President of Ethiopia Sahle-Work Zewde and Prime Minister of Ethiopia Abiy Ahmed on the tragic consequences of landslides in the south of the country.

The President asked the Ethiopian leaders to convey his sincere sympathy and support to the families of the victims, and wished a speedy recovery to all those injured.

🕯 On July 27, the Donetsk People’s Republic will mark a tragic date, Day of Remembrance for Child Victims of the War, established on July 11, 2022 by an executive order of the Head of the Republic.

• The number of underage children, killed by Kiev-controlled military formations, continues to increase in Donbass and elsewhere. On this day, we also remember innocent victims from the Belgorod, Kursk, Zaporozhye and Kherson regions, the Republic of Crimea and Sevastopol, including those killed or wounded by militants of the Kiev regime.

• Unfortunately, it is impossible to bring back the deceased children and to provide closure for their parents and relatives. However, it is necessary to expose their murderers who will be severely punished. Russian investigative agencies will take care of this. There cannot be, nor will there be, any statute of limitations for these barbaric crimes.

⚠️ Reprisals against Moldovan citizens who support ties with Russia and call for expanded bilateral relations in all spheres have already broken all world records in terms of their dynamics in Moldova under the regime of Maia Sandu.

• Despite active official anti-Russia propaganda, most Moldovans do not see Russia as a threat and suggest expanding bilateral relations.
