🎙 Statement by Foreign Minister Sergey Lavrov at a UN Security Council Open Debate on the Situation in the Middle East, including the Palestinian question (New York, July 17, 2024)
💬 The Middle East is facing unprecedented risks for the security, well-being and peaceful life of its peoples. The waves of violence surge far beyond the area of the Arab-Israeli conflict destabilising the situation in the Persian Gulf, Red and Mediterranean Seas, and in North Africa.
We need a frank and honest conversation about how to stop the bloodshed and sufferings of the civilians without delay and move towards a long-term solution to both long-standing and relatively new conflicts.
Our country has been historically maintaining good relations with all the countries in the region. The USSR was the first state to recognise Israel de facto and de jure, having established diplomatic relations shortly after it declared independence in May 1948. Meanwhile, Moscow invariably advocated the creation of an independent and viable Palestinian state and the realisation of the Palestinians’ legitimate and fundamental right to self-determination. In 1949, we supported Israel's application for UN membership, subject (I emphasise this) to the implementation of General Assembly Resolutions 181 and 194 on the Palestine Partition Plan and the right of return of Palestinian refugees. This was clearly stated when we voted in favour of Israel's admission to the United Nations. Likewise, today we support Palestine's admission to our Organisation. Its sovereignty as a state has already been recognised by nearly 150 countries that are UN members. <...>
Key talking points:
• Russia has consistently denounced all manifestations of terrorism. We implicitly condemned the terrorist attack on Israel on October 7, 2023. However, we regard the current developments in Gaza as unacceptable collective punishment of the civilian population.
• Gaza is in ruins today. Residential buildings, schools and hospitals have been turned into rubble, and the critical civilian infrastructure facilities have been knocked out of service. There is an epidemic of infectious diseases and mass hunger there. It is a real humanitarian disaster.
• The history of the colonial and mandated territories of the Middle East and North Africa has been and remains a heavy burden for the regional countries. The Sykes-Picot Agreement, the Balfour Declaration and the White Paper have planted the time bombs that have been exploding since then. The situation has been further complicated by new Western geopolitical experiments.
• It is the fourth time in the past 10 months that the UN Security Council is holding a ministerial meeting. It has adopted four resolutions, but the continuing bloodshed in the occupied Palestinian territories shows that all these decisions remained on paper.
• The situation in the West Bank and East Jerusalem is also dramatic, with military raids by the Israeli military and the settlers’ aggression, which leads to casualties on both sides. Contrary to UN Security Council Resolution 2334, Israel has not slowed but is accelerating the construction of illegal settlements.
• Our proposal regarding a meeting of all external players who have influence on various groups in Gaza and the West Bank, and who can help overcome the split in the Palestinian ranks provided they speak with one voice, remains on the table.
• Progress on the Palestinian track in full compliance with the UN resolutions, in the normalisation of relations between the Gulf countries, could be an important contribution to the ongoing process of forming a common Eurasian architecture based on the principles of indivisible security, equal collective responsibility, mutual respect and a balance of interests.
❗️ We advocate a permanent and all-encompassing ceasefire. This will make it possible to release 120 Israeli hostages and about 9,500 Palestinians who were arbitrarily arrested since October 7, 2023. We call for providing safe and adequate humanitarian access to all affected and needy people.

💬 I came to New York for two key events – open debates – that were held yesterday and today within the framework of Russia’s UN Security Council Presidency. Not only members of the Security Council but all other delegations could attend them. You saw how many of them did so.
The first issue we proposed for discussion yesterday concerned the conceptual framework of international relations, multilateralism and multipolarity. We pointed out the gradual erosion of system that was created after the Second World War on the basis of the central role of the UN.
I hope that you listened to my statement and to the statements made by other participants. We did not expect to come to agreement on the majority of issues, considering the current tensions on the international stage and the state of relations between the collective West and the Global Majority.
☝️ Although we had no big illusions, I believe that it was a useful discussion. At the very least, the overwhelming majority of participants agreed that we have problems. Many of them expressed opinions that coincide with our vision of the objective development of a multipolar world order, which I presented in my statement.
Another conclusion is that this discussion will most certainly be continued. There is an apparent interest for this, and it is growing. We will actively keep it up, and we will organise additional discussions on this issue not only at the UN but also at other multilateral platforms, including at the Group of Twenty, at associations such as #BRICS and the #SCO, as well as in the framework of our contacts with the regional organisations of Asia, Africa and Latin America.
The restoration of trust is the top priority now, as the representative of Guyana pointed out yesterday. So far, there was no hint of dialogue. Another important statement he made was that trust could only be rebuilt if all parties without exception comply with the agreements reached. This is not the case so far. Examples of that were provided yesterday in my statement and in the statements of other participants.
Overwhelming evidence of that was also provided during today’s open debate on the situation in the Middle East, including the Palestinian question. The overwhelming majority of the UN resolutions on Palestine have not been implemented. The second debate I have mentioned is not over yet. Many speakers have called for taking resolute steps. We hold a similar view. The first steps must include the termination of hostilities, a permanent ceasefire, the settlement of critical humanitarian problems and, of course, the termination of Israel’s actions to create illegal settlements. We hope that if or when this is done, this will create conditions for resuming negotiations on the implementation of UN decisions on the establishment of the Palestinian state that would live in peace and security with Israel.

⚡️ О ситуации с правами человека в Испании — из Совместного доклада МИД России и МИД Белоруссии.
❌ Несмотря на декларируемые постулаты защиты прав человека, в Испании в этой области не всё безупречно. В «стране корриды и фламенко» сохраняется множество проблем, требующих пристального внимания как правительства страны, так и международных организаций.
В качестве областей, вызывающих обеспокоенность с точки зрения соблюдения прав человека в Испании, обращают на себя внимание:
🔻 Проявления расизма и нетерпимости
«Движение против нетолерантности» выявляет в среднем свыше 5 тысяч инцидентов в год, включая нападения на мусульман на улицах, оскорбления в их адрес в Интернете и осквернение мечетей. <...>
Около 25% молодых испанцев имеют склонность к расистским и ксенофобским взглядам, не скрывают нетерпимого отношения к цыганам, марокканцам и выходцам из Африки южнее Сахары.
🔻 Проблема антисемитизма
После обострения арабо-израильского конфликта в стране наблюдался всплеск антисемитизма. Во многих крупных городах Испании проходили демонстрации против Израиля, сопровождавшиеся сжиганием израильских флагов. <...>
🔻 Пропаганда неонацизма
В стране заметна деятельность радикальных объединений националистического толка. В испанском сегменте сети Интернет зарегистрировано порядка тысячи сайтов с пропагандой неонацизма и ксенофобии. Представители еврейского сообщества периодически становились жертвами действий сторонников неонацизма.
🔻 Проявления русофобии
По-прежнему вызывают обеспокоенность проявления русофобии в Испании. С началом специальной военной операции на Украине дискурс официальных властей негативно повлиял на положение проживающих в этой стране россиян.
Было отмечено резкое усиление негативного отношения к соотечественникам, широкое распространение русофобской риторики в социальных сетях. Фиксировались случаи блокировки принадлежащих российским гражданам банковских счетов и карт, а также эпизоды травли («буллинга») русскоязычных детей и подростков в испанских учебных заведениях и психологического прессинга в отношении русских.
🔻 Положение с нелегальными мигрантами
Наблюдается практика выдворения беженцев, в том числе несовершеннолетних мигрантов (без сопровождения взрослых), без проверки документов, оформления протокола и предоставления права просить убежище.
В 2022 году на территорию страны въехало более 30 тысяч нелегальных мигрантов, а свыше 1750 из них было выдворено.

В Испании проблема бытового, сексуального и иного насилия в семьях давно носит системный характер. По данным МВД количество жалоб на побои и домогательства увеличилось на 65%. Свыше 13% женщин в Испании хотя бы один раз подвергались домашнему насилию.
В 2022 году в правоохранительные органы поступило более 180 тысяч заявлений по актам насилия против женщин: было убито 49 женщин (35 детей осталось сиротами), а в 2023 году — 27 женщин (20 детей остались сиротами).

⚡️ On the human rights situation in Spain — Joint Report of Russia's and Belarus' MFAs
❌ Despite the declared postulates of human rights protection, everything is not perfect in Spain. In the "land of bullfighting and flamenco", there are still many problems that require the close attention of both the government and international organizations.
The areas of concern from the viewpoint of human rights protection in Spain include:
🔻Racism and intolerance
The Spanish Movement against Intolerance for example, records an average of more than 5 000 such incidents a year, including attacks on Muslims in the street, online insults and the desecration of mosques. <...>
Approximately 25% of young Spanish citizens incline towards racist and xenophobic views, do not hide their intolerance of Roma, Moroccans and immigrants from Africa south of Sahara.
🔻 Anti-Semitism
Spain saw a sharp rise in anti-Semitism following the outbreak of the Israeli-Palestinian conflict. Demonstrations against Israel with the burning of Israeli flags took place in Melilla, Barcelona and Madrid, among other cities. <...>
🔻Propaganda of neo-Nazism
Radicalised neo-Nazi groups have also been active in this country. There are around 1 000 websites promoting neo-Nazism and xenophobia on the Spanish internet. At the same time, representatives of the local Jewish community have often been victims of neo-Nazi actions.
🔻 Incidents of Russophobia
Incidents of Russophobia in Spain continue to cause concern. Since the beginning of the special military operation in Ukraine the local government's rhetoric has changed swiftly, affecting Russian citizens living in Spain.
The negative attitudes towards Russians in everyday life rose sharply, as did the spread of Russophobic rhetoric on social media. There have also been cases of bank accounts and cards of Russian citizens being blocked, as well as separate cases of bullying of Russian children and young people in Spanish educational institutions and psychological pressure on Russians living in Spain.
🔻 Illegal migration
In particular, they point to the dangerous practice of immediately deporting migrants, including minor migrants (without adults), without checking their documents, formalising a protocol or granting them the right to apply for asylum.
More than 30 000 irregular migrants entered the country in 2022 and over 1 750 of them were deported.<...>
🔻 Discrimination against women and children
In Spain, the problem of sexual and other forms of violence, especially against women and children, has long been systemic. According to the Spanish Ministry of the Interior, hotlines have seen a 65% increase in the number of complaints of assault and harassment. Surveys have shown that more than 13% of women in Spain have experienced domestic violence at least once.
In 2022 more than 180 000 acts of violence against women were reported to law enforcement authorities: 49 women were murdered (35 children were orphaned) and in 2023 — 27 women were reported dead (20 children were orphaned).

Кроме того, финансовая поддержка Украины со стороны Германии формируется таким образом, что суммы могут быть распределены по нескольким годам.
• Немецкое руководство расценивает перспективы президентства Трампа как вызов для себя и в отношении той стратегии, которую оно проводит по Украине, однако до завершения выборов в США радикальных изменений в финансировании не будет.
• Уровень финансовой, военной и любой другой поддержки со стороны Германии Киеву не будет таким, как это было в самом начале СВО. Подобные высокие траты на поддержку другого государства Германия позволить себе не может. 💬 Российско-сирийские дипломатические отношения были установлены 21 июля 1944 года, в разгар Второй мировой войны. Вряд ли стоит говорить, какое сложное тогда было время для наших стран и всего мира.
☝️ Сегодня мы вновь переживаем непростые времена. «Коллективный Запад» во главе с США бросил вызов естественному ходу истории и процессам, ведущим к формированию более устойчивого и справедливого миропорядка, в котором не будет ни гегемонов, ни колониальных и неоколониальных практик, а государства смогут сотрудничать на основе равноправия и баланса интересов. Россия и Сирия находятся на передовой борьбы за правду и справедливость в нашем мире.

Очередным примером воинственного идиотизма стало объявленное сегодня Киевом "разрешение" своим спортсменам не приветствовать россиян во время Олимпийских игр 2024 года. Президент Олимпийского Комитета Украины Гутцайт выбрал подходящее время, чтобы вырыть ещё одну яму в отношениях между спортсменами наших стран.
Одновременно заметим, что самому украинскому населению, судя по опросам общественного мнения, вся эта история начавшаяся в 2014 году с переворотом, стрельбой и открытой русофобией, уже порядком надоела. Перспектив у нагнетания ненависти к россиянам не просматривается. Они полностью выбраны командой Зеленского под диктовку кураторов. Забыты даже азбучные приличия в отношении спорта!
Одновременно заметим, что самому украинскому населению, судя по опросам общественного мнения, вся эта история начавшаяся в 2014 году с переворотом, стрельбой и открытой русофобией, уже порядком надоела. 📄 On the human rights situation in Italy — Joint Report of Russia's and Belarus' MFAs
In Italy, despite the fact that the national legislation provides significant guarantees for fundamental human rights and freedoms, and that the authorities declared their commitment to respect them, human rights activists report numerous cases of their violation.
▪️ Russophobia
In early 2022, Russophobia manifested itself sharply in Italy amid the special military operation conducted by the Armed Forces of the Russian Federation. This mass hysteria had a significant impact on Russian citizens and Russian speakers from the former Soviet republics living on the Apennines. From February to April 2022, the situation in Italy was characterised by a particularly strong escalation of anti-Russian sentiments. The Russian Embassy and consular offices received numerous messages from compatriots on threats against them. There were facts of rejection and even aggression towards representatives of Russia and the Russian-speaking diaspora, coming mainly from members of the large Ukrainian community.
Since the end of February 2022, Russian citizens have been discriminated against by major banks refusing to service cards and open new accounts. There have also been problems related to limited access to healthcare for Russian citizens. Students undertaking an education in Italy, found themselves under serious pressure. After blocking of Russian bank services and freezing of accounts they were virtually deprived of their means of subsistence and had either to prematurely terminate their studies and return to Russia or to seek other ways out of the situation.

▪️ Freedom of media
The manifestations of Russophobia in Italy are also connected with the problems in the field of media freedom, in particular, the persecution of Russian media. According to the decision of the EU Council, from 27 February 2022, a ban on the broadcasting of the Russian media outlets RT and Sputnik was introduced on the territory of the European Union, which has had an extremely negative impact on the ability of citizens of the Italian Republic to access reliable information. The latter is particularly significant in the context of propaganda pressure from the collective West and the blatant anti-Russian campaign in the Italian media. Information about events taking place in the world is presented solely on the basis of Western or Ukrainian sources and fake news.
▪️ Racial discrimination
The UN Committee on the Elimination of Racial Discrimination in August 2023 indicated with concern that racist hate speech against certain ethnic groups is increasingly being used in Italian public space, the media and the Internet, and is in fact becoming the norm. Politicians, including members of the Government and other high-ranking public officials, have resorted to such remarks against ethnic minorities, especially Roma, people of African descent, as well as migrants, asylum-seekers and refugees. OHCHR considers that the use of such rhetoric in public discourse is responsible for the increase in racist incidents.
▪️ Neo-Fascism
It should be noted that Neo-Fascist organisations feel themselves quite freely in the country, because the Italian authorities, regardless of the political affiliation of the ruling cabinet, are quite lenient towards the ideological followers of Mussolini, not seeing – or not noticing – in these marginal political associations a real threat to public order and state security.
Neo-Fascist structures regularly hold events at sacred places for Italian fascists or organise, with varying degrees of success, public actions to mark important dates for the fascist movement. In many Italian cities, including the capital, monuments and plaques commemorating Italian fascists and participants in the colonial wars are still preserved.

🇫🇷 Assemblée française: les députés du Rassemblement national (RN) ne président aucune des huit commissions parlementaires de l'Assemblée nationale (chambre basse du parlement).
Six présidences de commissions ont été attribuées aux élus du camp présidentiel, et deux - à des députés de La France insoumise (Finances) et du Parti socialiste (Affaires culturelles).
Eric Ciotti, président l’aile du parti Les Républicains, qui a passé une alliance avec le Rassemblement National, estime que cette répartition exclut la représentativité de 11 millions de Français qui ont voté pour le RN et pour son parti lors des législatives anticipées.

О действиях лейбористского правительства Великобритании на украинском направлении
Обратили внимание на то, что новое лейбористское правительство Великобритании умудрилось перенять у своих предшественников во власти дурную привычку – в любой непонятной ситуации разыгрывать «украинскую карту».
В первые же дни руководства страной лейбористы рьяно взялись с помощью Незалежной самоутверждаться на международной арене, прежде всего, пытаться нормализовать испорченные «брекзитом» отношения с Евросоюзом. И в попытках доказать свою состоятельность на этом поприще немного переборщили с драматизацией.
Мало того, что украинскую тематику сделали едва ли не фокусом внимания невнятного сборища под названием «Европейское политическое сообщество», предназначение которого остается неясным даже для самих участников. Так еще прибывшего в Британию главу киевской хунты Зеленского, словно на потеху, привели на заседание кабинета министров и усадили во главе стола. Все эти действа сопровождались провокационными антироссийскими комментариями и мерами, включая выкрикивание новым британским руководством фашистских бандеровских лозунгов.
❗Заявления премьер-министра К.Стармера о том, что Украина всегда будет находиться «в сердце» работы его кабинета свидетельствуют о готовности лейбористов увлечься внешнеполитическими авантюрами, отставив в сторону решение вороха гораздо более насущных для рядовых британцев проблем в сферах миграции, экономики, энергетики и здравоохранения. И сделать это с четким осознанием невысокого интереса населения к внешней политике в условиях усиливающегося кризиса стоимости жизни, а также очевидных проявлений социальной напряженности в Великобритании.
Обещание продолжать ежегодные отчисления Киеву только на военные нужды в размере не менее 3 млрд ф.ст. является ничем иным, как очередным серьезным ударом по и без того порядком истончившемуся «кошельку» британских налогоплательщиков. По сути, их вновь обрекают на годы выбрасывания денег в украинскую «черную дыру» с гарантией того, что они никогда уже не послужат им во благо.
☝️Что бы ни заявляли официальные лица, речь идет не об инвестициях в европейскую безопасность, а о полноценном содействии затягиванию конфликта и дальнейшему разрушению Украины. Напомним, что в недавнем прошлом лейбористские правительства уже расплачивались своим политическим капиталом за неразборчивость в участии в геополитических прожектах заокеанского «старшего брата», наиболее трагичным и дестабилизирующим из которых стало незаконное вторжение США и их союзников в Ирак в 2003 г.
Призываем британское руководство критически оценить плачевный опыт предшественников во власти и оставить в прошлом их сомнительное наследие.

📄 О ситуации с правами человека в Италии — из Совместного доклада МИД России и МИД Белоруссии.
В Италии, несмотря на наличие в национальных законодательных актах значительного объема гарантий основных прав и свобод человека и декларируемую властями приверженность их соблюдению, правозащитники отмечают факты их нарушения.
▪️ Русофобия
В начале 2022 года в Италии резко проявилась русофобия на фоне проведения ВC Российской Федерации специальной военной операции. Эта массовая истерия существенно повлияла на положение проживающих на Апеннинах российских граждан и русскоговорящих выходцев из бывших советских республик. Обстановка в Италии отличалась особо сильным нагнетанием антироссийских настроений с февраля по апрель 2022 года. Российские посольство и консульские учреждения получали от соотечественников множество сообщений о поступающих в их адрес угрозах. Имели место факты неприятия и даже агрессии по отношению к представителям России и русскоязычной диаспоры, исходящей преимущественно от членов многочисленной украинской общины.
С конца февраля 2022 года наблюдались факты дискриминации российских граждан, связанные с отказом ключевых банков обслуживать карты и заводить новые счета. Кроме этого, фиксировались проблемы, связанные с ограничением доступа к медобслуживанию для российских граждан. В том числе русофобия проявлялась в отношении российских дипломатических представительств. Серьёзный удар был нанесен по обучающимся в Италии студентам (как правило, прибывшим в рамках программ обмена). В результате блокировки российских банковских сервисов и замораживания счетов они оказались фактически лишены средств к существованию и вынуждены были либо досрочно прекратить обучение и вернуться в Россию, либо искать другие способы выхода из сложившейся ситуации.
Развёрнутая в Италии масштабная кампания против российской культуры и её представителей привела к ряду неприглядных инцидентов 👉 подробнее.
▪️ Свобода СМИ
С проявлениями русофобии в Италии связаны и проблемы в области обеспечения свободы деятельности СМИ, в частности – преследование российских СМИ. Согласно решению Совета ЕС, с 27 февраля 2022 года на территории Евросоюза введен запрет на вещание российских СМИ «RT» и «Sputnik», что крайне негативно повлияло на возможность доступа к достоверной информации у граждан Итальянской Республики. Последнее особенно значимо в условиях пропагандистского давления коллективного Запада и откровенной антироссийской кампании в итальянских средствах массовой информации. Подача информации о происходящих в мире событиях осуществляется исключительно на основе западных или украинских источников, а также фейковых новостей.
▪️ Расизм и дискриминация
Комитет ООН по ликвидации расовой дискриминации в августе 2023 года с обеспокоенностью указал на то, что в публичном пространстве Италии, СМИ и Интернете всё чаще используются и фактически становятся нормой расистские высказывания, разжигающие ненависть в отношении отдельных этнических групп. К подобным высказываниям прибегают политические деятели, в том числе члены правительства и другие высокопоставленные государственные должностные лица, в отношении этнических меньшинств, особенно цыган, лиц африканского происхождения, а также мигрантов, соискателей убежища и беженцев.

Следует отметить, что неофашистские организации чувствуют себя в Италии довольно свободно, поскольку итальянские власти вне зависимости от политической принадлежности правящего кабинета достаточно снисходительно относятся к идейным последователям Муссолини, не видя – или не замечая – в этих маргинальных политических объединениях реальной угрозы общественному правопорядку и государственной безопасности.
Такие организации регулярно проводят мероприятия в сакральных для итальянских фашистов местах или устраивают с разной степенью успеха публичные акции, приуроченные к знаковым для фашистского движения датам.
