🔹Le projet de doctrine nucléaire russe actualisée élargit le nombre d’États et d’alliances militaires soumis à la dissuasion nucléaire;

🔹La Russie se réserve le droit d'utiliser des armes nucléaires en cas d'agression contre la Russie et la Biélorussie en tant que membre de l’État de l’Union;

🔹La Russie peut envisager l'utilisation d'armes nucléaires dès lors qu'elle dispose de données fiables sur le lancement massif de moyens d’attaque aérospatiaux et leur franchissement de la frontière de notre État;

🔹Une agression contre la Russie par un État non nucléaire avec la participation ou le soutien d'un pays nucléaire sera considérée comme une attaque conjointe;

🔹Une menace conventionnelle critique pour la souveraineté de la Russie constituerait un fondement pour une riposte nucléaire;

📺 Russia's Foreign Minister Sergey Lavrov’s remarks at the G20 foreign ministers’ meeting on the sidelines of the 79th Session.

💬 The formation of a multilateral world requires upgrading of the international governance architecture, if we want to build a more just and democratic world order based on the enduring principles of the UN Charter in their entirety and interconnection.

#G20, as a leading economic forum, can give a powerful boost to these objective processes that are dictated by life itself. We believe that the G20 should strictly adhere to its mandate and not delve into issues of peace and security and other universal problems, which the UN is here to deal with. It is important that the activities of our platform are strictly based on the principle of consensus.

At the G20 summit in New Delhi in 2023, we promised to strengthen the voice of developing countries in collective decision-making. It is necessary to translate these promises into concrete actions. The reform of international institutions, which must be considered as global public goods, should be carried out taking into account the interests of new growing centres of global development. The current conditions show that there have been significant changes in the balance of economic leaders.

📈 Two years ago, BRICS member countries surpassed the G7 in terms of real GDP. According to forecasts, the ten BRICS members will produce about 37% of the world’s output, while the G7 group will fall to 27% or even lower.

At the same time, we can see the African continent and other regions of the Global South and East quickly rising. Russia is actively reorienting its trade to their markets. This includes the Asia-Pacific region, Latin America and the Caribbean, South Asia, the Middle East, and Southeast Asia.

🌐 Innovative multilateral formats such as #BRICS (where Russia presides in 2024), the SCO, the EAEU, ASEAN, the African Union, and CELAC are becoming increasingly important.

Projects designed to align integration efforts, such as Russia’s flagship Greater Eurasian Partnership initiative, are picking up momentum.

A tangible progress has been achieved in the context of efforts to de-dollarise the international financial and economic system. In particular, the share of national currencies in Russia’s settlements with the SCO and EAEU countries has exceeded 90%. Russia and its BRICS partners have achieved an indicator equal to 65%, and this figure grows. The share of the dollar in the BRICS payments pattern is currently below 29%.

🤷‍♂️ Nevertheless, certain global mechanisms are still in the West’s hands, and it tends to abuse them. A matter of particular concern are the attempts on the part of the United States and its allies to impose a confrontational agenda on international organisations in order to make them the vehicles of unilateral restrictions, plunder, impoundment of sovereign assets, trade wars and unfair competition, including in the name of environmentalism and climate.

All of these are clear manifestations of neocolonialism. Over the past ten years, the collective West has introduced more than 21,000 illegal restrictions against Russia alone. Their extraterritorial use – and this is an even more odious, illegitimate, raider-style approach – is primarily affecting the poorest countries and destitute population groups, depriving them of affordable energy, food and fertiliser.

Another topical task is combat the predominance and influence of Western states’ citizens who occupy top positions in international secretariats.

🇺🇳 A reform of the global governance system should heed the intransient central role of the UN in the system of international relations. The UN Charter and international law should not be substituted by any behind-the-scenes "rules".

☝️ We should be guided by a striving to achieve genuine multilateralism, the main guarantee of strategic stability, indivisible security and an open and non-discriminatory economy.

🌐 On September 26, Foreign Minister Sergey Lavrov took part in a traditional #BRICS Ministerial meeting held on the sidelines of the 79th session of the UN General Assembly in New York.

The Ministers had an in-depth exchange of views on a broad range of international issues, including items on the agenda of the 79th UN General Assembly session. Discussions focused on peace and security, global economic stability, and sustainable development. The participants reiterated their commitment to enhancing coordination within BRICS on international platforms.

As part of preparations for the upcoming BRICS Summit in Kazan on October 22-24, the ministers reviewed pressing BRICS cooperation-related issues, including the establishment of a partner country category. The Brazilian delegation provided an outline of its BRICS chairmanship in 2025.

🇷🇺🇺🇳 On September 26, Russia's Foreign Minister Sergey Lavrov and Secretary-General of the United Nations Antonio Guterres had a meeting on the sidelines of the 79th Session of the UN General Assembly in New York.

During the conversation, they discussed the current geopolitical environment and emerging trends, as well as reviewed the most urgent matters on the international agenda, including the situation in the Middle East and in the Israeli-Palestinian conflict zone, while paying special attention to Russia-UN cooperation in various aspects.

Sergey Lavrov reaffirmed the importance for UN senior executives and all members of the Secretariat to strictly adhere to the principle of impartiality and maintain an equidistant position, including when addressing the crimes perpetrated by the Kiev regime.

❗️ He made an urgent appeal to Antonio Guterres not to allow UN agencies’ representatives to be drawn into would-be peaceful initiatives in the context of the Ukraine crisis.

The Foreign Minister went on to draw the Secretary-General’s attention to the continued violations by the United States of the 1947 Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations. He noted that, faced with this situation, Antonio Guterres must initiate an arbitration procedure regarding the United States without delay, as required by several corresponding UN General Assembly resolutions.

🤝 Both Sides expressed their commitment to further strengthening constructive Russia-UN ties and reaffirmed their mutual support for the UN’s central coordinating role in international affairs, as well as full compliance with the provisions of the UN Charter, considering their interconnected nature.

⚡️On International Day for Universal Access to Information (September 28), we draw #UNESCO's attention to the restrictions against the Russian media abroad.

In France🇫🇷, the UNESCO Headquarters host-country, since 2022: 

RT and Sputnik channels were blocked;
RTR, Rossia-24, International TV Center, Channel One, Rossia-1 and NTV channels were shut down;
TASS Telegram channel was blocked;
Russian journalists have been repeatedly denied accreditation for various events, including the Olympic and Paralympic Games held in Paris.

👉 The list of restrictions against the Russian media is constantly expanding.

📢Universal access to information is one of UNESCO's priorities. We call on the Director General to speak out against restrictions imposed on the Russian media.

🗓 On September 27, Foreign Minister Sergey Lavrov took part in the Sixth Ministerial meeting of the Group of Friends in Defence of the Charter of the United Nations held on the sidelines of the 79th Session of the UN General Assembly in New York.

In his address Sergey Lavrov made an emphasis on the important role that the Group of Friends is playing in upholding the principles of the Organisation’s founding document in their totality and integrity, in raising the voice of the World Majority against the biased narrative of the “collective West” and, more broadly, in promoting a more just and equitable multipolar world order.

Sergey Lavrov welcomed the efforts by the Group of Friends in countering neocolonial designs of the Westerners, primarily illegal unilateral sanctions. He emphasised the particular relevance of the Group’s joint initiative – the draft UN General Assembly resolution on the eradication of colonialism in all its forms and manifestations, which was approved by the General Assembly Special Committee on Decolonisation on June 21.

Special attention in course of the discussion was given to the situation in the area of the Israeli-Arab conflict, given that Israel has been continuing for almost a year a military operation in the Gaza Strip, raids in the West Bank and violations of the status quo in the Holy Places of Jerusalem, as well as the projection of tensions to other countries in the region.

The Russian Side has confirmed the approaches of principle in favour of an immediate and general ceasefire, release of all the hostages and forcibly held persons, provision for a safe and stable humanitarian access to the injured and needy Palestinians, relaunch of the peace process on the generally-recognised basis of international law providing for the establishment of a sovereign and independent State of Palestine coexisting in peace and security with Israel.

🖊 The meeting resulted in the adoption of a general political declaration outlining the association’s approaches to the most acute international and regional issues.

⚡️ In the evening of September 27, the Israeli Air Force delivered a series of heavy air bomb strikes against a densely populated district in the south of Beirut.

According to the IDF, it targeted Hezbollah’s main operational headquarters. On the same day, the Israeli Air Force carried out a massive bombing of the Lebanon capital’s southern neighbourhoods under the pretext that weapons depots were located there. The result was a complete destruction of residential buildings, which were literally levelled to the ground. Dozens of civilians were wounded. The exact death toll has yet to be established. Debris removal is currently in progress.

In the morning of September 28, the Israeli military command officially announced that the Hezbollah Secretary-General Hassan Nasrallah had been killed as a result of the operation. The organisation itself confirmed the death of the leader who had been heading it for over 30 years.

This is yet another political assassination committed by Israel, and Russia condemns it with great resolve.

This forceful action has the potential to entail even more dramatic consequences for Lebanon and the Middle East in general.

Israel was definitely aware of this danger. Nevertheless, it took this step and started killing Lebanese citizens, which will almost inevitably provoke a new outburst of violence.

Therefore, it bears full responsibility for the ensuing escalation.

❗️Once again, we are insistently calling on Israel to stop the hostilities immediately. This would make it possible to cease the bloodshed and create conditions for a political and diplomatic settlement. In the current explosive situation, responsible members of the international community must do everything in their power to prevent the region from plunging into a full-scale armed confrontation.

💬 A few days ago, this building hosted a forum called the Summit of the Future.

Russia was supportive of the idea of the Secretary-General to convene it, since the crisis of our Organisation is deepening and something needs to be done about this. We devoted our efforts to preparing the summit. However, we were realistic in our expectations. There have been many ambitious events in the modern history of the United Nations which ended up with loud declarations which were soon forgotten. <...>

The current UN Secretary General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of a new start for global cooperation. This is a wonderful idea. Who could disagree? But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of the globalisation that speakers on the podium talked so much about, trying to convince us that they would give everyone equal access to the goods of modern civilisation?

Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair competition in markets under fair and constant rules?

The Secretary-General speaks of global cooperation at the very moment when the countries of the West have unleashed a veritable war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar, promoted as an asset and a good for all humanity, has been crudely turned into a weapon.

It is not late to breathe new life into the United Nations. But this can be achieved through restoration of trust based on the charter principle – sovereign equality of all states – rather than out-of-touch summits and declarations. However, while the trust is undermined, including through actions by the West to create its subordinate narrow formats to resolve crucial issues bypassing the UN such as control over the Internet or determination of legal frameworks to use AI technologies. These issues touch upon the future of the entire humanity and they have to be considered on a universal basis, without discrimination and aspiration to achieve unilateral benefits. Thus, everything has to be agreed on a fair basis involving all UN members.

Key points:

• The world faces massive challenges which require united efforts rather than confrontation and desire of global domination.
• It is obvious for the world majority that confrontation and hegemonism do not solve a single global problem. They just artificially restrain the impartial process of forming a multipolar world.
• Russia will always be on the side of collective work, truth and law, peace and cooperation in the interests of reviving the ideals laid down by the founding fathers.
• The unprecedented level of hypocrisy and aggressiveness of the western policy against Russia not only brings to naught the idea of global cooperation promoted by the Secretary General.
The UN Secretariat cannot remain aloof from efforts to establish the truth in situations that directly affect global security and must act impartially in accordance with Art. 100 of the Charter, acting impartially and avoiding the temptation to play into the hands of certain states, especially those who openly call for the world to be divided into a flowering garden and a jungle, or for a democratic table to be set for dinner and those on the menu instead of cooperation.
• A more equitable world order unconditionally presupposes increased representation of the Global South in the UN Security Council. We reaffirm our position in support of Brazil and India provided a positive decision is reached in the framework of the well-known initiatives of the African Union.
