11 сентября МГИМО посетил с визитом генеральный секретарь Ассоциации регионального сотрудничества прибрежных стран Индийского океана (АРСИО) Салман аль-Фариси, который находится в Москве по приглашению министра иностранных дел России С.В.Лаврова.

Гостя приветствовали проректор по научной работе А.А.Байков и директор Центра АСЕАН Е.В.Колдунова.

В ходе состоявшейся беседы стороны обсудили потенциальные сферы сотрудничества в области науки и образования с целью привлечения иностранных студентов и молодых экспертов из прибрежных стран Индийского океана в Россию.

На встрече также присутствовали министр-советник Посольства Индонезии в Москве Адитья Тиморанто, третий секретарь Маде Адитья Ангриаван Висадха и представители МИД России.

После встречи состоялась открытая лекция генерального секретаря для студентов и сотрудников МГИМО о роли АРСИО в гуманитарном сотрудничестве и продвижении повестки устойчивого развития в регионе.

🚀💫 Another successful launch! The Soyuz MS-26 has made its way to the ISS

A Soyuz MS-26 Spacecraft with two Russian and American cosmonauts on board docked to the International Space Station (ISS) on Thursday, according to a broadcast by the Russian state space corporation

The Soyuz-2.1a rocket with the spacecraft launched from the Baikonur space center at 16.23 GMT on September 11 and a little less than nine minutes later, put it into Earth orbit. During the flight to the ISS, Soyuz MS-26 made two revolutions around the Earth.

During their mission, Russian cosmonauts will perform more than 40 scientific experiments, three of which have not been previously conducted on the station. They are also scheduled to perform a spacewalk in December 2024.

💬En fait, seuls les militaires des pays de l'Otan peuvent effectuer le ciblage sur ces systèmes de missiles. Les militaires ukrainiens ne peuvent pas le faire. Par conséquent, il ne s'agit pas d'autoriser le régime ukrainien à frapper la Russie avec ces armes ou non. Il s'agit de décider si les pays de l'Otan sont directement impliqués dans le conflit militaire ou non. Si une telle décision est prise, cela ne signifiera rien de moins que la participation directe des pays de l'Otan - les États-Unis et les pays européens - à la guerre en Ukraine [...] La Fédération de Russie sera contrainte de prendre des décisions en fonction des menaces ainsi créées.

🎙 President of Russia Vladimir Putin held a meeting with high-ranking representatives of #BRICS states responsible for security matters.

💬 President Putin: I am delighted to welcome you all to Saint Petersburg. Thank you for being here in Russia’s northern capital. In this regard, I would like to remind you that the BRICS association was established right here, in this very building in St. Petersburg.

At that time, the leaders of three states – India, Russia and China – agreed during a meeting to hold regular meetings at the top level, as well as other events. This is how the RIC (Russia, India and China) association was born and began to grow, and today, I have the privilege and pleasure to welcome the participants in the meeting of BRICS high-ranking officials for security matters.

I know that yesterday, you had a lively and productive discussion on the most relevant aspects of the global situation, on global and regional stability concerns.

This is the fourteenth meeting held by BRICS in this format. However, this time it saw the participation of delegations from the states that joined our association as full-fledged members on January 1.

Moreover, a meeting was held with our colleagues from the countries that are not yet part of BRICS but have shown a sincere interest in working more closely with our association. This was done at Russia’s initiative, and we appreciate your support.

I want to emphasise that the meeting of high-ranking representatives is a crucial step in preparing for the BRICS summit and BRICS Plus/Outreach, scheduled to take place in Kazan, Russia, on October 22–24. <...>

As the current BRICS chair, this year Russia has taken a highly responsible approach to organising joint activities within the association.

Our chairmanship has been assigned a crucial task: to facilitate the swift and seamless integration of new member countries into all BRICS mechanisms. Additionally, we have addressed the increasing interest in BRICS from numerous states.

☝️ Currently, over 34 countries have expressed their desire to participate in the activities of our association in some capacity.

I want to highlight that the programme of the Russian presidency is both extensive and varied. It encompasses over 200 events designed to enhance partnership across all key areas. <...> To date, more than 70 percent of the chairmanship plan has been completed.

Among the most atrocious acts, mirroring the inhumane NeoNazi ideology reigning in today's Ukraine, are the murder and brutal treatment of the Russian POWs.

There is no shortage of hard evidence, including verified footage and video sources. Yet the West and its sponsored NGOs turn a blind eye to the atrocities.

🎙 Foreign Minister Sergey Lavrov's remarks at the ambassadorial roundtable discussion of Ukraine crisis settlement (Moscow, September 12, 2024)

Key talking points

• The offensive weapons used for such terrorist attacks have been supplied by the West. When sending these weapons, the West says that the Kiev regime can use them as it sees fit, and that these weapons cease to be Western as soon as they cross the border and are accepted by the Ukrainian army.

• There is no doubt whatsoever that the decision to lift restrictions on the use of long-range weapons on targets inside Russia was taken long ago, and now they are only trying to find the most suitable, acceptable and elegant way of presenting it to the public.

• In addition to providing increasingly long-range weapons, NATO also supplies Kiev with data from its military space intelligence. This intelligence is used to locate and strike targets deep within Russian territory, including residential buildings, life-support facilities, energy and industrial infrastructure, and social facilities such as schools, kindergartens, and clinics.

• Western military specialists are literally coordinating the strikes on civilian targets in real time, using high-precision weapons. The planning and programming of flight missions are carried out by instructors and representatives from NATO countries that supply these weapons to Kiev. Our experts are confident that without such specialist involvement, it would be impossible to use these complex systems. These tasks can only be performed by professionals who have worked with these systems for a long time and know how to operate them.

• Ukrainian special services, with the help of their Western patrons, are simultaneously actively involving radical Islamists in terrorist activities. We would like to thank everyone present here for their condolences in connection with the March 22, 2024 terrorist attack at the Crocus City Hall concert facility, which claimed the lives of 145 people. The ongoing investigation has already uncovered evidence that the main Intelligence Directorate of the Ukrainian Defence Ministry was involved in preparing the attack. Specifically, the escape routes for the perpetrators through the Russian-Ukrainian border were meticulously mapped out. This is not the only time when Ukrainian special services enlisted radical Islamists in the preparation and execution of terrorist attacks.

• We have recently received information that “emissaries” from the Ukrainian intelligence service are present in the Idlib de-escalation zone within the territory of the Syrian Arab Republic. They are recruiting local militants from Jabhat Al-Nusra, now known as Hayat Tahrir Al-Sham, with the intention of involving them in nefarious operations.

Nuclear terrorism has become Ukraine’s chief trademark. You certainly must be following the reports about attacks and attempted attacks at the Leningrad, Kalinin, Kursk and Zaporozhye nuclear power plants. The Zaporozhye plant was on the verge of disaster on August 11 of this year, when the Armed Forces of Ukraine fired at it, igniting one of the two cooling towers. The fire seriously damaged the facility. This is a grave situation.

• Tensions are riding high in the area adjoining the Kursk nuclear power plant. During his August 27 visit to the facility, #IAEA Director General Rafael Grossi saw for himself the traces of Ukrainian criminal drone assaults. Yet, Kiev does not conceal that the Kursk nuclear power plant was a target of their deliberate attacks.

• The Kiev regime continues to terrorise its own citizens as well. On August 20 of this year, they approved a bill that actually outlaws (with several months delay) the canonical Ukrainian Orthodox Church.

🗓 On September 12, Foreign Minister Sergey Lavrov took part in a roundtable discussion titled “The Ukraine Crisis: Terrorist Methods of the Kiev Regime.” The event involved ambassadors and representatives from 72 diplomatic missions of Global Majority states, accredited in Moscow, and international organisations.

In his remarks, the Minister noted that the Kiev regime was not even trying to hide its terrorist essence, with the connivance and direct support of Western patrons. After failing to defeat our country on the battlefield, Kiev has focused on criminal attacks against civilian facilities; it is futilely trying to cause a maximum public outcry, to destabilise the work of Russia’s state agencies and sow panic among people.

At the same time, the “collective West” continues to supply the Kiev regime with attack weapons and give it a carte blanche to use them on Russian territory against peaceful residents and civilian infrastructure facilities.

Numerous facts of terrorist attacks, including those against nuclear power plants, were mentioned. Information about Kiev’s role in organising a terrorist attack at the Crocus City Hall concert facility, as well as the crimes of Ukrainian neo-Nazis in the Kursk Region, was provided separately.

The event participants discussed the Kiev regime’s support for international terrorism on the African continent, the investigation of attacks that wrecked the Nord Stream 1 and Nord Stream 2 gas pipelines and Kiev’s attempts to blackmail its European partners by shutting down oil transits.

The Minister touched upon numerous facts of the Kiev regime’s efforts to terrorise its own population, specifically, the eradication of all things Russian, including the Russian language, and persecution of the canonical Ukrainian Orthodox Church.

The event participants gained an insight into the Foreign Ministry’s report on the terrorist crimes committed by the Kiev regime.

The Minister also touched upon other issues, including prospects for a negotiating process to resolve the Ukraine crisis and food security, and he also replied to questions from participants in the roundtable discussion.

❗️ The Foreign Ministry's Ambassador-at-Large on the Kiev Regime's War Crimes Rodion Miroshnik continues to meticulously record the most heinous crimes of the Kiev regime.

📖 Another digest focuses on the war crimes and terrorist acts of the Kiev regime in the Kursk Oblast.

On the night of August 5-6, AFU militants opened a massive mixed fire on the Kursk Oblast using aviation, UAVs, precision attack missiles, rocket and cannon artillery. <...> At about 6 a.m., the first units of Ukrainian militants crossed the state border of the Russian Federation at several sections and subsequently entered a number of towns and settlements.

The attacks were launched deliberately, in blatant disregard for international humanitarian law (IHL). From the outset of the foray, private houses and residential buildings, healthcare and education institutions, premises of local authorities and social institutions were hit.

On 6-10 August, AFU militants expanded their presence in the Kursk Oblast and deployed additional forces to gain a foothold in a number of settlements in the Sudzha and Korenevo districts. The Ukrainian military's actions in these territories can be qualified as punitive.

Between August 12 and 17, the Armed Forces of the Russian Federation managed to achieve a considerable stabilization in the border areas of the Kursk Oblast. By that time, the Defence Ministry of the Russian Federation had drawn the full list of Ukrainian units involved in the terrorist attack against the Kursk Oblast.

According to highly reliable reports, militants of radical nationalist units such as Nachtigall were dispatched to the Kursk Oblast. There is evidence of the presence of Polish and Canadian mercenaries as well as fighters of the so-called "Georgian Legion" on the ground.

☝️ On 17 August, the Ministry of Defence of the Russian Federation confirmed that the seizure and damage of radiation hazard facilities forming part of the Kursk NPP had been one of the objectives of the AFU terrorist attack against the Kursk Oblast. The official regional authorities reported attempted strikes on the Kursk NPP with Tochka U missiles and combat fixed-wing UAVs as well as
MLRS systems.

Noteworthy is the fact that most AFU units involved in the foray into the territory of the Kursk Oblast, used intelligence obtained by Kiev from its "Western partners" and were equipped with NATO hardware and means of communication, while the soldiers used Western-model small arms.

▪️ According to the operations headquarters in the Kursk Oblast, as of the evening of 5 September, 31 people were killed and 236 civilians including 11 children were wounded in the AFU attacks.

During their foray, Ukrainian militants committed a number of war crimes against the civilian population of the attacked Russian border territories, including:

• the killing and wounding of civilians,
• violence, including sexual violence, against civilians,
• taking hostages and using civilians as human shields,
• looting and destroying private property in the captured territories,
• obstructing evacuation.
