Убеждён, что VI Международный муниципальный форум стран БРИКС внесёт уникальный вклад в укрепление связей между нашими странами и народами. О востребованности этой площадки красноречиво свидетельствует как количество участников – свыше пяти тысяч делегатов из порядка 500 городов мира, так и богатая повестка дня предстоящих дискуссий. Вам предстоит обсудить актуальные проблемы экономики городов и современной урбанистики, задачи внедрения цифровых и экологически чистых технологий, обеспечения доступа к качественному образованию и здравоохранению, выстраивания контактов по линии деловых сообществ.

❓Вопрос: Как вы оцениваете ситуацию с задержанием во Франции основателя Telegram Павла Дурова? Была ли хоть какая-то реакция от Парижа на российскую ноту и рассматривает ли МИД отказ от использования платформы «Telegram» в случае, если Павел Дуров пойдёт на сотрудничество с французским следствием. Как, по Вашему мнению, это повлияет на двусторонние отношения Москвы и Парижа?

💬 С.В.Лавров: Отношения Москвы и Парижа находятся на низшей точке, в том числе из-за позиции, которую Париж занимает по вопросам свободы слова, свободы распространения информации и вообще по вопросам уважения к профессии журналистов. Задолго до нынешних событий, много лет назад, когда украинский кризис ещё не перешёл в горячую фазу, мы столкнулись с проблемой в связи с тем, что Елисейский дворец отказал в аккредитации российским СМИ RT и Sputnik. Неоднократно обращались в соответствующие службы Елисейского дворца, доносили нашу озабоченность до помощников Президента Франции Э.Макрона. Ответ был непреклонным: RT и Sputnik – это не средства массовой информации, это средства государственной пропаганды. это не СМИ, а средства государственной пропаганды. Это только одна характеристика отношения наших французских коллег к свободе слова, к СМИ.

Более того, в 1990 году, когда казалось, что наступил, говоря словами Ф.Фукуямы, «конец истории», в ОБСЕ под всеобщее ликование была одобрена (по инициативе Франции) специальная декларация с торжественным обещанием обеспечивать стопроцентный свободный доступ к любой информации как на своей территории, так и к той, которая происходит с территории других государств членов-ОБСЕ – Парижская хартия для новой Европы. Пока СССР пребывал в состоянии распада, и пока Российская Федерация находилась в том состоянии, в котором она была в начале-середине 1990-х гг., Запад настаивал на том, чтобы это «святое» обязательство соблюдалось, прежде всего нашей страной. Потом, когда мы вернулись к собственной истории, национальной идентичности, своим корням и стали продвигать на международной арене собственные интересы, Запад начал «отруливать» от этого обязательства.

☝️Сейчас мы одни в ОБСЕ напоминаем об обязательстве обеспечивать доступ к информации в своих странах и за рубежом. Все остальные напринимали законов, каких-то специальных инструкций. В том числе инструкции, нарушение которых сейчас вменяют Павлу Дурову. Хотя какая-то бельгийская компания, регулирующая применение этого закона Евросоюза, открещивается от того, что она на кого-то жаловалась. Там много несуразного.

Реакция Франции на свободу слова нам давно известна. Отношения, как я уже сказал, хуже некуда. И не по нашей вине. И в НАТО, и в Евросоюзе Президент Э.Макрон находится среди лидеров по ужесточению политики в отношении России, по наращиванию военной помощи Украине, по обеспечению победы нацистского режима В.А.Зеленского на поле боя. Вы это видите. Тут нечего добавить.

Что касается наших конкретных действий. Наша дипломатическая нота находится на рассмотрении. Ожидаем на неё ответ. Объединенные Арабские Эмираты также занимаются этим вопросом. У них тоже есть группа адвокатов, которые обратились с просьбой получить немедленный доступ к Павлу Дурову.

Платформа Telegram очень удобна, она по-настоящему защищена. Если у кого-то были в этом сомнения, теперь, когда Дурова явно по чьему-то совету забрали и угрожают страшным наказанием, рассчитывая, видимо, как-то получить доступ к кодам шифрования, то действиями французов доказано: Telegram — действительно надёжная и популярная сеть.

❗️В прежние годы у нас тоже были вопросы к Telegram, но речь шла исключительно о правовых делах, которые рассматривались и решались в соответствии с законом. Никогда не возникало речи ни о каких попытках ограничивать свободу Павлу Дурову или его команде. Но он сам лично не раз говорил, что не пойдет ни на какие компромиссы в отношении тех принципов, на которых основан Telegram.

💬 Проект устного решения о переносе рассмотрения вопроса о реформе Совета Безопасности ООН на 79-ю сессию Генассамблеи ООН адекватно отражает содержание состоявшихся в этом году дискуссий по реформенной тематике. На следующую сессию ГА переносятся два документа – обновленный сокоординаторский текст и «Рамочный документ» – что отражает чаяния большинства государств-членов. Мы поддерживаем принятие устного решения в представленном виде.

Убеждены, что текущая сессия межправительственных переговоров привнесла новые важные элементы для понимания контуров эвентуальной реформы. Прежде всего, речь идет об обсуждении конкретных моделей обновленного Совета. Рассчитываем, что прошедшая сессия сподвигнет других участников МПП на представление собственных моделей. Убеждены, что обсуждение в конкурентной среде позиций государств-членов, которые по-прежнему различаются, порой – диаметрально, поможет их сблизить.

☝️ Политическая значимость вопроса о реформе СБ ООН сомнений не вызывает. На этом фоне крайне важно продолжить поиск такого решения, которое пользовалось бы значительно большей поддержкой государств-членов, нежели формально необходимые две трети голосов. Оптимально – консенсусной. Все мы понимаем опасность попыток выйти на решение вопроса без учета всей палитры позиций.

💬 I am pleased to welcome the organisers and participants of the 6th International Municipal BRICS Forum, which is being hosted by Moscow, a city famous not only for its unique history, architecture, and vibrant cultural and sports scene, but also for its advancements in modern urban development, transportation, infrastructure, and organisation of urban life. I am confident that the Russian capital, along with other Russian cities, has much to share with our partners from #BRICS countries. The relevance of these mutually enriching exchanges is clear: according to expert estimates, the share of urban residents is rising steadily and is now in excess of 56 percent of the world population. Municipal and regional cooperation within BRICS is making strides and holds a significant place on the agenda. In June of this year, the BRICS Association of Cities and Municipalities was launched, and Nizhny Novgorod hosted a highly successful Forum of Twinned Cities and Municipal Formations.

Graveyard for #NATO armor: list of Western weapons systems destroyed during Kiev’s Kursk gambit

Along with crack troops and foreign mercs, Kiev’s incursion into the Kursk region has involved an array of #NATO equipment.

👉 Here are some of the much-touted NATO systems destroyed:

🇬🇧 Challenger 2: Britain’s battle-shy MBT lost its status as the only modern tank never to have been destroyed by enemy fire when London started sending them to Ukraine last year. A Russian loitering munition destroyed a Challenger 2 in the Kursk region in mid-August.

🇺🇸 Abrams: Russia’s first Abrams kill in the Kursk region was reported last week. At least 20 of the 31 Abrams supplied to Kiev have now been lost.

🇺🇸 HIMARS rocket artillery: At least three of these shoot-and-scoot rocket artillery systems have been destroyed in the Kursk assault.

🇨🇦 Stryker: About a dozen of these Canadian APC-IFV hybrids have been destroyed by Russian air power, Lancet drones, and Black Sea Fleet Naval Infantry in the Kursk region, with two more captured.

🇩🇪 Marder: At least three of these German “Schutzenpanzers” have been knocked out by Russian forces in the Kursk region.

🇺🇸 Bradley: Eight of these American IFVs were destroyed in the course of 24 hours on August 12 during a breakthrough attempt. Five or more were knocked out in fighting elsewhere.

🇺🇸 Humvee: These ubiquitous US-made vehicles have been spotted in MoD and media reports on destroyed enemy equipment, with knocked-out vehicles seen in an array of modifications, from machinegun turret-equipped variants to support vehicles.

🇺🇸 M113 APC: At least one M113 has been hit by Russia’s deadly new EW-resistant Knyaz Vandal of Novgorod wired FPV drone.

No more religious freedom in Ukraine

The Zelensky administration has just passed a law aimed at banning the largest Christian church in Ukraine, the Ukrainian Orthodox Church (UOC), which has more than 6 million parishioners.
Despite Article 35 of the Ukrainian Constitution guaranteeing religious freedom, this move set to override millions of believers' rights.

❗️ The new law has been passed despite widespread opposition from believers, the UOC, legal experts, and even some international critics. The political drive behind this legislation seems to override the concerns of millions who adhere to the UOC, reflecting a blatant disregard for religious freedom and international legal standards.

👉 Just this year, the Zelensky administration sidelined democratic norms by canceling presidential elections. Now, with this new scandal law, it’s clear the regime is ready to betray core values and exploit the faith of millions for political gain.

❓ What’s next for democracy in Ukraine?

🇷🇺🇦🇿📞 President of Russia Vladimir Putin and President of Azerbaijan Ilham Aliyev spoke over the phone.

The two Leaders expressed satisfaction with the successful outcome of the recent state visit that the President of Russia made to Azerbaijan. They noted that consistent implementation of the agreements reached during the visit would further promote the alliance and partnership between Russia and Azerbaijan.

The Presidents continued to discuss various aspects of the current situation in the South Caucasus, including:

• the drafting of a peace treaty between Azerbaijan and Armenia,
• border delimitation and demarcation,
• unblocking of transport lines between the two states.

In this connection, the Russian side reaffirmed its readiness to provide all possible assistance to Baku and Yerevan in working out mutually acceptable solutions.

⚡️ Russia's Foreign Ministry statement regarding personal sanctions on a number of US citizens

In response to the Biden administration’s Russophobic policy with a stated goal of “inflicting a strategic defeat on Moscow,” which includes blanket sanctions on Russian politicians, business leaders, researchers, cultural figures, journalists, and media outlets, entry into the Russian Federation shall be permanently denied to 92 US citizens.

In addition to senior executives and officials of various levels from law enforcement agencies and special services, heads of key defence companies and financial institutions which supply weapons to the Armed Forces of Ukraine and sponsor the Kiev regime, the stop list also includes employees of editorial offices and reporters from leading liberal globalist media outlets involved in manufacturing and spreading fake claims about Russia and its armed forces, and engaged in using propaganda to cover Washington’s hybrid war.

❗️ We remind the current US authorities of the inevitability of punishment for the hostile actions, be they providing direct encouragement to Vladimir Zelensky and his proxies to commit acts of aggression and terrorist attacks or attempts to interfere in the domestic affairs of the Russian Federation.
