• On June 28, Zelensky extended greetings to Ukrainians on Constitution Day. It looked like a blatant mockery of the country’s citizens as well as its basic law. There is no way a person who has usurped power could be considered a guarantor of the Constitution in a democratic and law-based state.

❗️The road to Europe, which Zelensky covered in his “congratulations” much more extensively than the Constitution itself, is paved with dead Ukrainian citizens. <...> Condolences, not congratulations, are a far more suitable choice given the circumstances.

#Moldova

• The European Council has adopted a time-serving and totally politicised decision to open accession negotiations with Moldova on June 25. The Moldovan authorities saw this as the approval of their anti-Russia policy and a free hand to continue turning the republic into a “European dictatorship” under the guise of fighting the non-existent Russian “hybrid threats.”

☝️ Chisinau’s persecution campaigns and arbitrary acts are promoting an increasingly negative reaction in society.

• Today, 80 years after the liberation of Belarus from the invaders, joint search teams and law enforcement agencies of the Union State of Russia and Belarus discover new crimes against humanity committed by the Nazi invaders and their collaborators.

👉 The enormous amount of work done by the two countries’ lawyers, historians and prosecutor’s offices made it possible to officially recognise the Nazi extermination policy during the war as a full-scale genocide of the Soviet people.

👉 The situation with refugees and migrants has aggravated amid the Ukrainian crisis. According to the Ministry of Foreign Affairs of the Netherlands, 106,440 Ukrainian refugees are registered in the country's municipalities (as of January 2024). <...> In March 2022 issues came to light generally related to a lack of sufficient place to accommodate the refugees from around the world in the Netherlands and to the discrimination of refugees from other countries as compared to the Ukrainians.

The human rights community continues to express concerns over the attitude towards minor illegal migrants in the country.

The Dutch сhildren's services & guardianship authorities activity raises serious concerns. The results of investigations conducted by specialized NGOs showed that the Netherlands hosted 71 per cent of all known websites containing child pornography and child abuse material.

🇷🇺🇮🇷 President of the Russian Federation Vladimir Putin meets with Acting Head of the Executive Branch of the Islamic Republic of Iran Mohammad Mokhber on the sidelines of the Shanghai Cooperation Organisation (#SCO) Summit.

💬 First of all, I want to greet everybody and, of course, President of Belarus Alexander Lukashenko, following the accession of the Republic of Belarus as a full member of the Shanghai Cooperation Organisation.

Russia gives high priority to partnership within the #SCO. We can state with satisfaction that this cooperation continues to develop consistently based on the principles of equality, consideration for each other’s interests, respect for the cultural and civilisational diversity, and cooperation in addressing important security issues.

Our countries are increasingly using national currencies for mutual settlements. For example, the share of national currencies in Russia's transactions with SCO members has exceeded 92 percent in the first four months of this year. I would like to reiterate Russia's proposal to establish a payment and settlement system within the SCO.

Regular meetings between our economic ministers, finance ministers and central bank governors are making a substantial contribution to the development of trade and investment relations in the SCO space.

🇷🇺🇶🇦 Russia's President Vladimir Putin had a meeting with Emir of Qatar Sheikh Tamim Bin Hamad Al Thani on the sidelines of the #SCO Summit.

💬 Vladimir Putin: #RussiaQatar relations are built on a strong foundation of friendship. Our trade in absolute figures is not large, but there are good growth prospects and positive trends.

We continue mutual investment cooperation. Our central banks are also working together. There is an ongoing dialogue on potentially including Qatar in the North-South Transport Corridor project. We are developing humanitarian links between our nations.

We remember that Qatar was extremely dedicated to the preparations for the FIFA World Cup. We have approved a memorandum of understanding between our ministries of sport to enhance cooperation in this field.

🇬🇧 Le Parti travailliste, parti d'opposition, est en tête des élections législatives qui se sont tenues au Royaume-Uni le 4 juillet. C'est ce que montrent les données non officielles du sondage préparé par les 3 principales chaînes de télévision du pays et distribué au moment de la fermeture des bureaux de vote et de l'achèvement des élections à 22h00 (UTC+1).

Selon ces données, le parti travailliste, dirigé par Keir Starmer, a remporté 410 sièges dans le nouveau parlement, s'assurant ainsi une majorité de 170 sièges. Le Parti conservateur au pouvoir subit une défaite importante, obtenant 131 mandats, soit 234 de moins que les résultats des dernières élections de 2019.

En troisième position, selon le sondage de sortie des urnes, se trouvent les libéraux-démocrates (61 sièges), suivis par le parti populiste de droite Reform UK (13), le Parti national écossais (10), les Verts (2), d'autres partis et des candidats indépendants (23).

⚡️ Комментарий официального представителя МИД России М.В.Захаровой в связи с приостановкой участия делегации Федерального Собрания Российской Федерации в работе Парламентской ассамблеи ОБСЕ

💬 Федеральное Собрание Российской Федерации 3 июля приняло решение о приостановке участия делегации Российской Федерации в работе Парламентской ассамблеи ОБСЕ.

Этот шаг стал следствием откровенно дискриминационной политики в отношении российских парламентариев со стороны ряда государств, которые под надуманными предлогами блокировали их участие в мероприятиях Ассамблеи в Великобритании, Польше и Канаде.

Последним показательным случаем стал бесцеремонный отказ властей Румынии выдать визы всей нашей делегации для участия в ежегодной сессии ПА ОБСЕ в Бухаресте (29 июня – 3 июля). Белорусскую делегацию также лишили возможности участвовать в сессии.

👉 Подобные действия страны, выступающей организатором проведения главного ежегодного мероприятия парламентского органа ОБСЕ, при безмолвном попустительстве руководства Ассамблеи абсолютно неприемлемы.

Пользуясь отсутствием двух делегаций, русофобски настроенные парламентарии использовали в своих интересах Правила процедуры ПА ОБСЕ и поспешили принять резолюцию, содержащую пассажи о «геноциде украинского народа». Наше отношение к такому бумаготворчеству известно. В заявлении палат Федерального Собрания чётко указано, что все решения, принятые в отсутствие российской делегации, будут считаться ничтожными. Более того, упомянутая резолюция прямо противоречит решению Международного суда ООН, который, как известно, 2 февраля отверг все обвинения Украины о нарушении Россией Конвенции о предупреждении преступления геноцида и наказания за него. <...>

☝️ Очевидно, что ПА ОБСЕ все в большей степени уходит от своего основного предназначения – платформы для межпарламентского диалога, а с приостановкой участия российской делегации в её работе вообще рискует стать политическим рудиментом.

🗓 4 июля Россия провела в формате ВКС очередной глобальный брифинг для государств-единомышленников, посвящённый переговорному процессу по разработке в Спецкомитете ООН универсальной конвенции о противодействии информпреступности.

К трансляции подключилось свыше 100 экспертов от внешнеполитических ведомств и правоохранительных органов из более 50 стран Глобального Юга и Востока.

Участники конференции поделились своими оценками в отношении проекта будущей конвенции, который предстоит согласовать на заключительной сессии Спецкомитета (Нью-Йорк, 29 июля – 9 августа).

Акцентирована важность принятия в соответствии с резолюцией ГА ООН 74/247 всеобъемлющего договора, который станет эффективным механизмом в борьбе с ИКТ-криминалом и позволит, прежде всего, развивающемуся миру укрепить международное правоохранительное сотрудничество.

☝️ Подчёркнута опасность насыщения соглашения рядом государств формулировками, которые впоследствии могут быть использованы в качестве оснований для отказа во взаимодействии. Отмечена неприемлемость использования правочеловеческих положений в качестве инструмента политического давления на страны и превращения конвенции в дополнительный способ реализации неоколониальных устремлений развитых государств.

Участники подтвердили необходимость наращивания координации в преддверии решающего этапа переговоров в ООН.

🎙 В завершение рабочего визита в Астану Президент России Владимир Путин ответил на вопросы представителей российских СМИ (4 июля 2024 года)

Основные тезисы:

• #ШОС стала весьма востребованной, потому что это, очевидно, один из самостоятельных центров нового многополярного мира. И именно это стало привлекательным для участников организации и для тех, кто хотел бы поддерживать с этой организацией постоянные контакты на самых разных уровнях.

• Движение «Талибан» контролирует власть в Афганистане. В этом смысле талибы, безусловно, для нас союзники по борьбе с терроризмом, потому что любая действующая власть заинтересована в стабильности своей власти и в стабильности того государства, которое она возглавляет и которым она, эта власть, руководит.

• Господин Трамп как кандидат в президенты США заявляет о том, что он готов и хочет остановить войну на Украине, мы к этому относимся вполне серьёзно. Я не знаком, разумеется, с его возможными предложениями по поводу того, как он собирается это сделать – и это, конечно, ключевой вопрос. Но я не сомневаюсь, что он говорит это искренне, и мы это поддерживаем.

• Нам нельзя допустить, чтобы после прекращения огня противник воспользовался этим для того, чтобы улучшить своё положение, довооружиться, доукомплектовать с помощью насильственной мобилизации свою армию и быть готовым к продолжению вооружённого конфликта. Нам нужно добиться того, чтобы противная сторона согласилась предпринять такие шаги, которые являлись бы необратимыми и были бы приемлемыми для России.

❗️ Мы всегда выступали за переговоры, мы никогда от них не отказывались. Вопрос только в том, что окончательно завершить конфликт [на Украине] с помощью посредников и только через них мне представляется маловероятным. Прежде всего потому, что вряд ли посредник будет наделён полномочиями подписывать окончательные документы.

⚡️ Если комплексы, ракеты средней и меньшей дальности американского производства где-то появятся, то мы тогда оставляем за собой право действовать зеркально.

• Основополагающие документы, которые лежали в основе международной стабильности и безопасности, были разрушены Соединёнными Штатами. Не мы же вышли из Договора по противоракетной обороне, или Договора по ракетам средней и меньшей дальности, или по #ДВЗЯИ. <...> Это всё сделали США.

❗️ The Istanbul agreements – we have to give credit to the President of Türkiye, Mr Erdogan, for agreeing to be part of that process as a mediator – are still on the table.

🎙 In conclusion of his working visit to Astana, Russia's President Vladimir Putin answered questions from representatives of Russian media (July 4, 2024)

Key talking points:

• The Shanghai Cooperation Organisation (#SCO) started to gain traction and definitely became more necessary in today’s world, because it is clearly an independent centre of the new multipolar world. This is the feature that attracted the organisation members and those who wanted to maintain close contacts with it at various levels

• The Taliban controls the country [Afghanistan]. In this sense, the Taliban are, of course, our allies in countering terrorism, because any authority in power is interested in its own stability and the stability of the country it leads.

• We take seriously enough the things that Mr Trump is saying as a presidential candidate about his readiness and wish to stop the war in Ukraine. Naturally, I do not know his possible proposals as to how he is going to do it – and this is, of course, the key question. However, I have no doubt that he is saying it sincerely, and we support it.

• We cannot allow the adversary to take advantage of this ceasefire to improve its positions, rearm itself, fill up its army through forced mobilization, and get prepared to continue the armed conflict. We must ensure that the opposing side agrees to take steps that would be irreversible and acceptable to the Russian Federation.

❗️ We have always been in favour of negotiations, as you know. We never rejected them. The problem is that I consider it improbable that the conflict can be settled through mediators alone, above all because a mediator will not be authorised to sign any final documents.

⚡️ If US-made medium-range and shorter-range missiles appear in some place, we reserve the right to respond tit-for-tat.

• The US has indeed destroyed the fundamental documents that underpinned international stability and security. We did not withdraw from the Anti-Ballistic Missile Treaty, which was a cornerstone, or the Intermediate-Range Nuclear Forces Treaty, or the #CTBT. <...> All of this was done by the US.
