We are always looking for more Armenian textual data: Collections of free to use texts, especially under open licence. We already collected more than 200k texts from ARLIS database of Armenian laws 23Gb uncompressed. But laws are very specific texts, so more data is needed for the use of any advanced applications that could be created in the planned open data competitions.

The Armenian state has been making commitments to the Open Government Partnership since 2012. Via this link you can see what has been done during previous periods and what we should expect to see in 2024. Unfortunately, the 2020-2022 window was missed, most likely due to the consequences of the pandemic and war.

On the portal, you can also access the story of development of open government tools in Armenia and get information regarding the state priorities in this domain. Most of the plans for 2022-2024 deal rather with transparent governance than open data, however, there is an obvious focus on spatial data development and e-budgets.

What do you think about the mentioned aims? Are they reachable and ambitious enough? What would you add or postpone?

Open data can come extremely handy in transforming the ways we deal with existing non-structured information and therefore our lifestyles. In the Open Data Armenia, making a real impact with this powerful tool is one of our key priorities.

The Open Data Impact portal introduces examples of utilization of open data for large-scale projects across the globe. Maybe you knew some of them and did not imagine that they have become possible only due to the existence of open data.

What projects on the page inspire you most? If you have other ideas in your mind, do not hesitate to share them with the community!

The article published in 2021 in the authoritative ‘Plos One’ journal [1] makes the case for government efforts in publishing open data. Building on the surveys conducted across the European Union, the authors show that open government data is a trust-enabler for Millennials and Generation Z, also being enhanced by citizen satisfaction. Therefore, public officers are encouraged to spread the implementation of open data strategies as a way to strengthen democratic attachment in younger generations.

We firmly believe that these findings could be even more salient in Armenia where there are no serious alternatives to government-enabled open data yet.

One of the drivers of our motivation to create an open data platform for Armenia was the presence of enormous amounts of unstructured information. Without efforts to make it open (which implies being usable apart from available) Armenia and every other society wastes huge potential.

Today we want to share one of the lists of sources we will be closely working with in our more focused projects dedicated to preservation of Armenian heritage. Society for Armenian Studies has gathered a comprehensive guide to the digital resources covering Armenian matters. Some of them are published in our catalog, but deeper work is needed to transform these huge amounts of information to data applicable for analysis.

The sources mostly account for dispersed collections of manuscripts and texts collections, providing a huge field for work on their matching and systematization.

European Data Portal has kindly shared a summer list of insightful articles and books on open data, analytics, and AI just recently.

This is to two good news. First, summer has not come to its end yet. Second, there's a good chance to learn something fresh and inspiring.

Continuing series of useful reading, we suggest you to explore studies on the impact of open data for public governance shared at the OGRX (Open Governance Research Exchange) Living Library.

Currently there are 292 articles which include case studies, quantitative assessments, and conceptual frameworks for impact evaluation. Everybody is welcome to share their own experience. We work on becoming one of the success stories published there.

Here’s an exemplary story of where to start with the buildings security planning.
An article at Urban Spatial Analysis pinpoints buildings in Philadelphia in need of city inspection and creates a data visualization to communicate these findings. In Armenia, where security is also about improper building standards threatening in cases of earthquakes and bombings, such study would be a more challenging, especially due to the lack of data, but also a more useful task to accomplish.

More Armenian open data available. We added list of all branches of Armenian post (Haypost) [1] in Armenian, English and Russian. Data collected from Haypost public but undocumented API.

Also we added lists of Armenia related keywords [2] in Russian and, in future, in English to collect Armenia-related data from Russian data sources like Goskatalog and National Electronic Library. These lists are still in development and include mostly geographic names related to Armenia and family names related to Armenians.

We keep working to collect more interesting datasets for our upcoming open data contest that we will announce soon!

Компания Яндекс объявила программу грантов на открытый код и открытые данные [1]. Обещают распределить гранты Яндекс.Облака до 600 тысяч рублей на 15 проектов (итого 9 миллионов рублей) на проекты с открытым кодом по трекам:
- Обработка и хранение данных
- Разработка
- Машинное обучение

Правда призы даются не деньгами, а ресурсами Яндекс.Облака, но для состоявшихся проектов и это полезный ресурс. Особенно я бы обратил внимание на создание наборов данных. Потому что если получать приз на другие проекты, то эти 600 тысяч довольно быстро закончатся если использовать облако просто как хостинг. А если использовать для создания/оценки качества наборов данных то это более похоже на проектное использование. Например податься на эту грантовую программу Яндекса с небольшим датасетом, выиграть грант и использовать ресурсы для создания большего-лучшего набора данных.

В условиях гранта нет ограничений на гражданство, поэтому поучаствовать может кто-угодно из любой страны, главное чтобы заявка соответствовала теме гранта. Мы в Open Data Armenia скорее всего подадимся с одним или несколькими наборами данных для машинного обучения, а также призываем всех желающих подаваться на грант со своими проектами и делиться с нами Вашими заявками, про код мы напишем, а данные будем рады разместить на портале открытых данных

P.S. Регулярно будем писать о других грантах и возможностях касательно открытых данных и открытого кода.

Для тех кто любит моделировать данные и думать о том как они устроены, интересное мероприятие Data Modelling Days 2023 от команды Wikidata [1] это 3-х дневное мероприятие от фонда Wikimedia Deutschland о том как устроен проект Wikidata, как создаются в нём новые сущности и свойства и как вносятся объекты.

За пределами научного применения Wikidata - это самый заметный и самый практически применимый продукт основанный на связанных данных, семантической сети и со SPARQL интерфейсом. Это из тех проектов где люди как раз и занимаются о том как устроены данные. С приоритетом на GLAM (Galleries, Libraries, Archives, and Museums) и библиографию, но и по другим областям там очень много всего. Сравнивать его можно разве что с DBPedia (крупнейший проект по превращению Википедии в Linked Data) или с DataCommons (инициатива Google).

В Википедии и Wikidata не так много публикаций на Армянском языке и об Армении или связанных с Армянской культурой, но это ценные данные для любого практического использования и в нашем сообществе мы тоже можем подумать о том какие данные об Армении и/или на Армянском языке стоит добавить в Wikidata.

Armenia's first open data-based project contest starts on December 25, 2023.

We invite authors of projects based on a variety of data sources, including open government resources, data on the history, culture, and art of Armenia, data on the economy, and other spheres.

Nominations

1. Culture Apps. The nomination accepts technological projects (applications and services) dedicated to Armenian culture, history, and language. For whom: software developers, digital humanities specialists, analysts, and students of these fields.

2. Data visualization. The nomination accepts data visualization projects based on any data related to Armenia. Interactive visualizations with a formal design are preferred. For whom: designers, journalists, infographics specialists, digital humanities specialists, analysts, and students of these fields.

The prize pool of the contest is $3000.

February 18, 2024 is the last day of applications submissions.

The Awards Ceremony for the winners will take place on March 2, 2024, during the Open Data Day event in Armenia. This marks the first time the Open Data Day event will be organized in Armenia. The International Open Data Day is an initiative by the Open Knowledge International Foundation, with support from various intergovernmental and international organizations such as the United Nations and the World Bank. This event is celebrated worldwide.

We hope this contest will encourage the formation of a community of developers and researchers, thereby increasing the value of open data in Armenia.
