🇷🇺🇸🇦 Telephone conversation with Crown Prince of Saudi Arabia Mohammed bin Salman Al Saud

🔸Vladimir Putin had a telephone conversation with Crown Prince of Saudi Arabia Mohammed bin Salman Al Saud at the Saudi side’s initiative. Vladimir Putin asked Prince Mohammed bin Salman to convey his best regards and good wishes to King Salman bin Abdulaziz Al Saud and congratulations to the Saudi authorities and people on the 90th anniversary of the establishment of the Kingdom of Saudi Arabia marked on September 23.

🔸The two leaders discussed various matters pertaining to their cooperation at the Shanghai Cooperation Organisation in the context of the decision adopted at the recent Samarkand summit to grant the status of Dialogue Partner to Saudi Arabia. Prince Mohammed bin Salman mentioned the SCO’s growing role in international affairs and expressed Saudi Arabia’s willingness to take an active part in its work.

🔸They talked about Russia-Saudi Arabia coordination to ensure stability on the global oil market, expressed a high appreciation of the efforts taken within the framework of OPEC+ and reaffirmed their commitment to implement the agreements reached.

🔸Prince Mohammed bin Salman said that Saudi Arabia would be adequately represented at the Russian Energy Week International Forum, which is scheduled to take place in Moscow on October 12–14.

🔸He expressed satisfaction with the transfer of foreign prisoners who illegally took part in hostilities in Donbass to Saudi Arabia, which became possible thanks to the personal mediation of the Crown Prince.

🔸During the exchange of views on the bilateral agenda, the sides noted that their trade and economic ties were growing at a high pace and that mutually beneficial cooperation was developing in widely different areas.

🔸It was agreed to maintain interaction and personal contacts.

Vladimir Putin sent a message of greetings to the participants, organisers and guests of the Christianity in the Caucasus: Traditions and Modern Times international forum, which is timed to coincide with the 1100th anniversary of the baptism of Alania

"Christianity became a powerful creative and consolidating force for the peoples of ancient Alania and had a tremendous impact on the emergence and establishment of the written language, unique traditions and customs. It contributed to the formation of high spiritual and moral ideals and values which have been carefully passed on from one generation to another. Vladimir Putin signed the Federal Law amending the Criminal Code of the Russian Federation and Article 151 of the Criminal Procedure Code of the Russian Federation

In particular, the Federal Law:

🔹 establishes criminal liability for violating the terms of the government contract for the state defence order;

🔹 strengthens criminal liability for military personnel for committing crimes against military service during the period of mobilisation or martial law, in wartime or in conditions of armed conflict or combat operations;

🔹 introduces criminal liability for military personnel for voluntary surrender and looting during martial law, in wartime or in conditions of armed conflict or combat operations.
The President signed a Federal Law which establishes that by October 1, 2022, the Government shall submit to the State Duma a draft federal law on the budget for 2023 and for the planning period of 2024 and 2025
The Agreement on Harmonising the Customs Laws of Russia and Belarus and on Customs Cooperation between the Two Countries has been ratified
The President signed a Federal Law which stipulates, in particular, the right of foreign nationals who have entered into a contract on serving in the Russian Armed Forces to apply for citizenship of the Russian Federation using a simplified procedure

The President signed an Executive Order On Deferment of Conscription for Military Service during Mobilisation

Conscription for military service during mobilisation shall be deferred for full-time and part-time students enrolled in nationally accredited vocational training and higher education programmes at state educational organisations, research organisations and those enrolled in educational programmes of a corresponding level for the first time.

The Presidential Press Secretary noted that the President had discussed the situation by telephone with Head of Udmurtia Alexander Brechalov, Deputy Prime Minister Tatyana Golikova, Healthcare Minister Mikhail Murashko, and Minister of Education Sergei Kravtsov, who is on his way to Izhevsk.

All the necessary instructions have been given, and emergency planes with groups of doctors, psychologists, neurosurgeons and other specialists have been sent to Izhevsk. All necessary social issues will be addressed.

The President held a meeting on autumn harvesting, via videoconference. Reports were delivered by Agriculture Minister Dmitry Patrushev and the heads of agrarian regions.

“Despite the current complicated conditions, we will undoubtedly meet the domestic demand for major crops and will also harvest additional volumes to increase exports,” the President noted.
