🔹funds to compensate damage caused to industrial and agricultural facilities are to be allocated from the federal budget;
🔹arrangements are to be made to ensure evacuated children can receive in-person education at educational institutions in other regions, with the option of remote education to be taken into consideration;
🔹prompt assistance is to be provided to the Belgorod, Bryansk, and Kursk regions with preparations for the heating season.

The head of the region briefed the President on the social and economic situation in the region:
🔹seven schools and 18 kindergartens have been built in the region over the last five years, with another five kindergartens to be completed by the end of 2024; as a result, children over 18 months old are now enrolled in preschool institutions immediately, with no need for a queue;
🔹an expansion programme has been developed for the Astrakhan Cossack Cadet Corps;
🔹a third of the Astrakhan region population receive various forms of welfare — over 12 billion rubles were allocated in 2023 for payments and benefits;
🔹the region now has 59 kinds of support measures for the participants in the special military operation and their families, with 2.2 billion rubles allocated for direct payouts;
🔹13,700 people living in 945 blocks of flats will be relocated as part of the dilapidated housing elimination programme;
🔹the region has obtained 71 permits for the construction of blocks of flats with a total floor space capacity of 1,084,000 square meters;
🔹transshipment through the Volga-Caspian Channel is on the rise: by year-end 2024, the total capacity of Astrakhan ports is expected to reach 5 million tonnes;
🔹the shipbuilding companies have orders for two years in advance, with a total loan portfolio of about 50 billion rubles; eight new general cargo ships have been manufactured, with a fleet of container ships and a separate fleet of dredge ships in construction;
🔹in the near future, a scientific analysis of the current state of the Volga and the Caspian Sea will be undertaken with a view to find a way to stop the shrinking of the latter.
