That doesn't necessarily mean Russia will conduct a full mobilization, but he may authorize the deployment of currently serving conscript units to Ukraine. Each regiment and brigade is supposed to have one battalion manned by conscripts as well as officers and NCOs.

Without deploying these conscript battalions, which are of lower quality than permanent readiness BTGs, Russia may struggle to hold the territory it currently controls in Ukraine in the coming months, especially as Ukraine receives better NATO equipment.
