This sounds like more of an acknowledgement of the situation around Kyiv where Russia's advance has been stalled for weeks and Ukrainian forces have had recent successes. Russia doesn't have the forces to encircle the city.

Important to emphasize that Russia wanted to encircle Kyiv and that this is an acknowledgement that it can't given strong Ukrainian resistance. It is possibly an indication that attrition is forcing Russia to prioritize certain directions (e.g. JFO) by pulling back elsewhere. 2/

Russia also likely scaled back its objectives wrt/ Mikolaiv and Odesa, and there are indications that Russia has been deploying separatist forces to hold areas in Sumy and Kharkiv to free up regular Russian military forces for an operation in the JFO. 3/

A train loaded with equipment was seen at the railway station in Khoiniki (Gomel region). The equipment includes BMD of various modifications, 2S9 Nona self-propelled gun-mortar, BTR-MD Rakushka armored vehicle and BTR-D.

I wouldn't jump to too many conclusions yet, but arguably the most important battle in this war is the successful defense mounted by Ukrainian forces in the Hostomel, Bucha, and Irpin areas NW of Kyiv since Feb 24. It may ultimately be regarded as the decisive battle of the war.
