This was not true for Russia's most recent conflicts: the 2008 Russia-Georgia War, 2014-2015 Annexation of Crimea and War in the Donbas, or Russia's intervention in Syria. I doubt Putin would have decided to invade Ukraine if he thought it would become a war of attrition.
