🗓 The 21th ASEAN-Russia Joint Planning and Management Committee (#ARJPMC) Meeting was held in Jakarta on 2 April 2024 under the Co-Chairmanship of Russia 🇷🇺 and Cambodia 🇰🇭.
🔹️The Russian delegation comprised representatives of Ministry of Foreign Affairs, Ministry of Science and Higher Education, Ministry of Economic Development, Ministry of Finance, Ministry of Agriculture and ASEAN Centre in MGIMO University.
🔹️The meeting reviewed cooperation projects under the ASEAN-Russia Dialogue Partnership Financial Fund (#ARDPFF) and made preparations for the upcoming 22th Meeting of the ASEAN-Russia Joint Cooperation Committee (#ARJCC).

Foreign Ministry Statement in connection with a strike on the Consulate of Iran in Damascus
In the evening of April 1, Israel’s Air Force struck the building of the Consulate of Iran in Damascus. As a result, the building was completely destroyed. A number of people, including diplomats, are reported to have been killed and wounded.
We resolutely condemn this attack on Iran’s Consulate in Syria. We consider completely unacceptable any encroachments on the diplomatic and consular buildings, the immunity of which is guaranteed by the Vienna conventions. We must emphasise that the attack was carried out in a densely populated district, creating high risks of civilian casualties.
We believe such aggressive actions by Israel are absolutely unacceptable and must be stopped. We consider it necessary for all responsible members of the international community to announce their clear-cut position and a relevant legal assessment of such actions. We strongly urge the Israeli leadership to give up the practice of provocative power actions on the territory of Syria and other neighbouring countries. This practice is fraught with extremely dangerous consequences for the entire region.

Foreign Ministry Spokeswoman Maria Zakharova’s comment on the occasion of the second anniversary of the staged Bucha massacre
April 3 marks two years since the Zelensky regime and its Western handlers staged a bloody mass murder of the people in the town of Bucha, Kiev Region, allegedly by Russian servicemen, which turned out to be a botched job. However, following the guidelines provided to them and failing to even make an attempt to double-check the facts and establish the actual state of affairs, Western politicians and the media scrambled to spread this falsehood.
This provocation was a put-up job and a staged provocation which was clear from the onset. The Russian side has refuted these allegations many times. We will now refute them once again. During the time the Russian Armed Forces were in Bucha until March 30, 2022, its residents moved freely around the town and used mobile phones and the internet. There were no complaints about the Russian servicemen’s actions during that period, which was publicly confirmed by the mayor of the town, Anatoly Fedoruk, the day after our units left that town. Moreover, during the time they were in Bucha, Russian servicemen brought 452 tonnes of humanitarian aid for the people in the Kiev Region’s towns and villages.
The first footage showing bodies strewn across the town appeared only after the Ukrainian armed forces and foreign journalists entered the town. Importantly, these were not criminalists or forensic experts, but biased media members, whose role was to tell the public a fabricated story and not to ask unnecessary questions.
The first findings of the forensic examination of the bodies found in Bucha, which were published in the British The Guardian on April 24, 2022, showed that most of the civilians died as a result of artillery shelling from fragments of anti-personnel 122-mm shells, which fit the D-30 howitzers in service of the Ukrainian forces, which confirms the fact that these people were killed not by bullets from small arms allegedly used by Russian servicemen, but as a result of the Ukrainian army’s artillery strikes targeting Bucha.
The propaganda-driven disinformation campaign in Bucha came as a response to our goodwill gesture to withdraw troops from the Kiev and Chernigov regions which was made in the wake of progress at the Russian-Ukrainian talks in Istanbul on March 28, 2022. Clearly, the goal of this campaign was to disrupt the dialogue between the parties and to launch a package of pre-arranged Western sanctions on Russia at the behest of London.
Subsequently, Kiev held multiple events inspired by the “Bucha massacre” in order to distract the international community’s attention from its own crimes and inconsistencies of the provocation it had staged, and to spread the fake theory about the town residents allegedly killed by the Russian military among the public in Western countries. This year, the Kiev officials’ attempts to make a big event out of this anniversary have an extra goal of preventing the international community from focusing on the challenging situation in Ukraine and on the line of contact.
Multiple requests that Russia sent to international organisations, including UN Secretary-General Antonio Guterres and UN High Commissioner for Human Rights Volker Türk, to establish the circumstances of the incident and to provide an accurate list of the persons whose bodies were found on the streets of Bucha, as well as other information, remain unanswered. This shows that the organisers of this heinous act have things to hide.
Once again, we demand that international agencies stop covering up for the Kiev regime and ensure a thorough investigation that will finally reveal the names of the victims, the time and the cause of their death, the signs of the bodies having been moved from one place to another, and the individuals responsible for this terrifying crime by the Kiev authorities.

Mr. Heng Sarith, Permanent Representative of the Kingdom of Cambodia to ASEAN 🇰🇭 and H.E. Mr. Evgeny Zagaynov, Ambassador of the Russian Federation to ASEAN 🇷🇺.
🔹️Permanent representatives of #ASEAN Member States to ASEAN, their respective delegations as well as representatives of Russian Foreign Ministry, Ministry of Economic Development, Ministry of Science and Higher Education, Ministry of Digital Development, Communications and Mass Media, Ministry of Finance, Russia-ASEAN Business Council and ASEAN Centre in MGIMO University took part in the meeting. Timor-Leste 🇹🇱 also attended as an observer.
🔹️The ARJCC meeting focused on the realization of the Comprehensive Plan of Action (CPA) to Implement the ASEAN and the Russian Federation Strategic Partnership (2021-2025) and Joint Statement of ASEAN and Russia Foreign Ministers on the Occasion of the 5th Anniversary of ASEAN-Russia Strategic Partnership.
🔹️The participants noted the progress of the ASEAN-Russia political and security, economic and socio-cultural cooperation. Both sides discussed ways to further deepen multifaceted collaboration in areas of mutual interest, such as food and energy security, digital economy, science, technology and innovations, education, combating infectious diseases, tourism, people-to-people and youth contacts, business ties etc.
🔹️The ASEAN Member States congratulated Russia on receiving the status of ADGSOM Dialogue Partner in January 2024. The Meeting discussed further steps to enhance cooperation in this field and supported the idea of regular ASEAN-Russia digital consultations.
🔹️The Meeting appreciated activities of the ASEAN Center in MGIMO University. ASEAN also positively noted the MGIMO’s Master’s Programme for ASEAN students launched in 2023.

🗓 On April 3, the 11th Meeting of the ASEAN-Russia Joint Working Group on Counter-Terrorism and Transnational Crime was held online under the Co-Chairmanship of the Lao PDR 🇱🇦 and Russia 🇷🇺.
🔹️This mechanism provides the opportunity for ASEAN and Russia to discuss ways and means of combatting terrorism in all its forms and manifestations, which is of particular importance in the current conditions when international security faces multiple threats.
❗️ ASEAN partners strongly condemned the bloody terrorist attack on March 22 at Crocus City Hall, expressing their solidarity with the Russian side.
🔹️ The meeting participants confirmed their readiness to work together to eradicate the root causes of terrorism and suppress its financing.
🤝 Experts from ASEAN and Russia exchanged views on regional and global threats to anti-terrorism security and confirmed readiness to build up relevant ASEAN-Russia cooperation as well as outlined further practical steps in this field.
🔹️ASEAN and Russia agreed to hold the next meeting of the Joint Working Group in Malaysia 🇲🇾 in 2025.

Key talking points:
• April 14 marks the 10th anniversary of the Nazis that came to power in Ukraine declaring an “anti-terrorist operation” against the people of Donbass. They designated them as terrorists who must be destroyed.
• Throughout these years, we knew and said publicly that the accusations of terrorism against Donbass were baseless. Now it was confirmed by the UN International Court of Justice in its decision dated January 31, 2024, regarding the claim filed by Kiev and its masters against the Russian Federation.
• The International Court of Justice has effectively confirmed that Kiev's aggressive actions against Donetsk and Lugansk were initially based on lies.
• Today, Ukraine, if we return to its arguments about terrorism as justification for its actions, has clearly become a terrorist state. Over the past 10 years it has been terrorising citizens in its own country and beyond.
• The Foreign Ministry has recently issued official demands to the Ukrainian authorities, urging them to promptly cease any support for terrorist activities, extradite those responsible, and provide compensation for damages incurred.
• Alongside the appeal made through the Foreign Ministry, the Russian Prosecutor-General’s Office has dispatched relevant documents to the US and several other Western countries, documents based on appeals from citizens and parliamentarians and detailing the actions we expect from them in connection with the newly discovered evidence exposing the support for the Ukrainian regime’s terrorist activities and preparations from its patrons.

Особое внимание, как это только что отметил Министр Ван И, уделили графику контактов на высшем уровне, поскольку дипломатия лидеров, без преувеличения, центральный элемент российско-китайского всеобъемлющего партнерства и стратегического взаимодействия. Именно благодаря дипломатии лидеров (в первую очередь) двусторонние отношения вышли на беспрецедентно высокий уровень и продолжают динамично развиваться в условиях весьма непростой ситуации в мире.

🇷🇺🇵🇼10 апреля 2024 г. по просьбе постоянно проживающих в Республике Палау российских граждан Посольством России на Филиппинах (Посол является по совместительству Послом России в Палау) организовано выездное консульское обслуживание в г.Корор. Поездка наших соотечественников в Посольство в Маниле зачастую становится сложным мероприятием в связи с большой удаленностью островного государства от Филиппин и требует значительных финансовых затрат. В рамках выездной сессии оказаны неотложные консульские услуги, а также обсуждены вопросы пребывания росграждан в Палау.

💬 Мы никогда не отказывались от мирного разрешения споров. Более того, мы были склонны именно к этому. Не мы начинали эту войну в 2014 году. Всё началось с госпереворота на Украине. А потом, когда всё приобрело такой, уже «горячий» характер <…>
Теперь продвигается идея провести какую-то конференцию в Швейцарии. Нас туда не приглашают. Более того, считают, что нам там делать нечего, и в то же время говорят, что и без нас ничего решить невозможно. Поскольку мы туда не едем – это уже вообще паноптикум какой-то, – говорят, что мы отказываемся от переговоров. Нас не приглашали, а говорят, что мы отказываемся.
Было бы смешно, если бы не было так грустно. Ещё раз хочу подчеркнуть, что мы – за. Только не в формате навязывания нам каких бы то ни было схем, которые не имеют ничего общего с действительностью <…>
В энергетике, к сожалению, в последнее время мы наблюдали серию ударов по нашим энергообъектам и вынуждены были отвечать. Я хочу подчеркнуть: мы, даже исходя из гуманитарных соображений, зимой не наносили никаких ударов. Имею в виду, что они хотели оставить без энергоснабжения социальные учреждения, больницы и так далее. Но после серии ударов по нашим энергообъектам вынуждены были ответить <…> Прежде всего мы исходим из того, что мы таким образом влияем на ОПК – на оборонно-промышленный комплекс Украины, причём напрямую <…>
Противоположная сторона в известной степени загнала себя в угол, когда отказалась от переговоров в расчёте победить Россию на поле боя, нанести ей стратегическое поражение. Сейчас понимают, что это невозможно, а от переговоров отказались, и теперь попали в достаточно сложное положение.
Наша цель не заключается в том, чтобы всех ставить в сложное положение. Наоборот, мы готовы конструктивно работать. Но никакого навязывания нам какой бы то ни было позиции, не основанной на реалиях, конечно, быть не может.

The opposite side – has driven itself into a corner, to a certain extent, by refusing to negotiate, expecting to defeat Russia on the battlefield, to inflict a strategic defeat on Russia. Now, having understood that this is impossible and having refused to negotiate, they have found themselves in a predicament.
Our goal is not putting everyone in a tough spot. Just the opposite: we are ready for constructive efforts. But clearly, nothing detached from reality can be imposed on us.

🧑🚀 On 12 April 1961, 6️⃣3️⃣ years ago, Yuri Gagarin flew around the Earth, becoming the first man in outer space.
From this date, the era of manned space travel began. Inside of the ‘Vostok-1’ spacecraft Gagarin started from the Baikonur cosmodrome and in 108 minutes he landed in the Saratov region.
